๐Ÿ›ก๏ธ House Moves to Tackle Security Gaps as Hon. Cooper Takes Action

Monrovia, May 30, 2025 โ€” With national security concerns on the rise, the House of Representatives has officially tasked its Committee on National Security to probe the critical shortage of law enforcement officers in Liberia.

This move follows a strong call to action from Hon. Prescilla Abram Cooper, Representative of Montserrado County District #5, who raised concerns over the growing drug epidemic and the dangerously low number of officers protecting Liberiaโ€™s 5.2 million citizens.

๐Ÿš” Did You Know? Liberia currently has only 5,033 police officersโ€”thatโ€™s 1 officer for every 994 citizens, nearly double the UNโ€™s recommended ratio! Meanwhile, the LDEA is operating with just 460 officers to combat the rising wave of narcotics and substance abuse.

Hon. Cooper is demanding answers. The House has now invited the leadership of the Liberia National Police and Liberia Drug Enforcement Agency to appear before Plenary to present:

The World Bank Group (WBG) has just rolled out a new Country Partnership Framework (CPF) for Liberia โ€” a roadmap designed to boost jobs, investments, and essential services for Liberians between 2025 and 2030.

The House of Representatives has ordered an urgent investigation into fraudulent medical credentials in Liberiaโ€™s health system after a major scandal exposed a top medical figure as a fraud!

๐Ÿฉบ Peter Matthew George, former President of the Liberia Medical and Dental Association (LMDA), is at the center of the storm. It turns out he practiced medicine for over 10 years without a verified degree โ€” even performing surgeries at JFK Hospital.

๐ŸŽ“ The shocker? George claimed to hold a medical degree from the University of Hertfordshire in the UK โ€” but that university doesnโ€™t even offer medical degrees!

His license was revoked in April 2025 by the Liberia Medical and Dental Council (LMDC), triggering widespread public outrage and fears over patient safety.

In response, the House has tasked its Health Committee to dig deep:

A stunning financial revelation has rocked Liberiaโ€™s political landscape! The Civil Service Agency (CSA) has accused former House Speaker J. Fonati Kofta of inflating the legislative payroll by a whopping US$327,000 during his time as head of the 55th Legislature.

๐ŸŽค At a MICAT press briefing, CSA Director General Josiah Joekai revealed that Kofta allegedly padded the budget to benefit certain legislators. Joekai said the CSA rejected the inflated proposal outright, citing multiple financial irregularities.

๐Ÿ’ฌ โ€œThis act was not in line with public financial management regulations,โ€ Joekai declared, adding that Kofta later tried to publicly undermine him for standing firm.

Joekai also responded to growing concerns about 74 new hires at the Ministry of State for Presidential Affairs. He clarified that while the Ministry did not violate any existing rules, Liberia currently lacks a formal policy on such appointments.

In a bold move toward transparency and accountability, the House of Representatives has instructed a Joint Committee to launch a full investigation into Liberiaโ€™s tax expenditures and exemptions โ€” asking the critical question: Are these incentives benefiting the people or bleeding the economy?

This decision came during the 6th Day Sitting on May 29, 2025, following a formal request from Montserrado District #7 Representative Hon. Emmanuel Dahn. Heโ€™s demanding that the Liberia Revenue Authority (LRA) and the Ministry of Finance and Development Planning (MFDP) provide detailed reports on all tax incentives granted to investors and concessionaires since 2018.

๐Ÿ“Œ What will be investigated?

Tax breaks from FY2018 to present

The revenue impact of those exemptions

Whether companies receiving benefits are following the law

And whether these tax incentives are producing real economic growth

Rep. Dahn reminded his colleagues that Section 57 of the Revenue Code legally requires annual reporting on tax expenditures โ€” a law often overlooked.

๐Ÿงพ โ€œItโ€™s not enough to attract investors; we must know if Liberia is getting value for money,โ€ said Dahn.

The Joint Committee on Investment, Mines, Energy, and Finance has been instructed to start work immediately and submit its findings soon.

๐Ÿ›๏ธ House of Representatives Agrees to Cooperate with LACC Over Bribery Probe

In a significant move toward accountability, the House of Representatives has pledged full cooperation with the Liberia Anti-Corruption Commission (LACC) as it investigates alleged bribery involving some sitting lawmakers.

During its 6th Day Sitting on Thursday, May 29, the House received a formal request from the LACC to re-engage in an investigation that was initially delayed due to internal issues.

๐Ÿ“‚ The probe dates back to October 2024, following two explosive complaints โ€” one from the Civil Society Working Group of Liberia and another from Representative Luther Sandy Collins. The complaints center on a reported bribery plot allegedly designed to oust former Speaker Jonathan Fonati Koffa.

The LACC has already identified lawmakers as key persons of interest and is now moving forward with renewed momentum. According to the House Press Bureau, Speaker Richard Koon and his colleagues have unanimously agreed to support the investigation without obstruction.

๐Ÿ” โ€œNo one is above the law,โ€ the House said in a statement, stressing its commitment to transparency, good governance, and public trust.
