Liberia National Police Urges Calm and Respect for Rule of Law

(Monrovia, Liberia – August 22, 2025) At this critical moment in our nation’s democratic journey, the Liberia National Police (LNP) reaffirms its neutrality and commitment to upholding the rule of law.

The Sixth Judicial Circuit Court of Liberia has issued a writ of possession ordering the eviction of the Congress for Democratic Change (CDC) from its headquarters. The LNP has been mandated to assist in executing this lawful order on Saturday, August 23, 2025.

As a professional institution, our role is constitutional, to preserve peace, protect lives, and ensure that the decisions of our courts are carried out without fear or favor.

We call on the CDC, as one of Liberia’s leading political institutions, to show statesmanship by respecting the authority of the courts. Compliance with the law is not weakness, but strength, a demonstration of leadership and commitment to our democracy.

We also urge all partisans and supporters to remain peaceful and law-abiding. Liberia has come too far to allow political disagreements to undermine the hard-won peace we all share.

The LNP reminds all citizens that peace is our collective responsibility. Upholding the rule of law honors the sacrifices of the past and secures the future for generations to come.

1. Violations of the Code of Conduct

High-level UP-appointed officials publicly endorsed Senatorial candidate Samuel G. Kogar—despite a clear legal prohibition against public officials participating in political campaigns. Civil society groups labeled this a blatant breach of the Code of Conduct .

2. Underwhelming Infrastructure Delivery

Despite grand infrastructure pledges—especially in road development under the 100-Day Action Plan—the government only achieved about a 3% implementation rate for its 119 tracked promises between January and August 2024. This starkly contrasts with the previous administration’s relative success in road completion .

3. Opaque Procurement and Lack of Transparency

The government's acquisition of earth-moving equipment for road projects was met with public skepticism. Citizens and legislators questioned the legality and transparency of deals struck via informal, “friendship” arrangements, bypassing standard procurement procedures .

4. Fiscal Priorities: Cuts to Development and Social Sectors

In the 2024 budget revision:

Public Sector Investment was slashed by $33 million—from $95 million to $62 million;

Health, education, agriculture, and social development suffered major cuts, with social services funding falling over 45% from $26.3 million to $14.4 million. These austerity measures favored debt repayment and security spending over long-term development .

5. Allegations of Corruption & Unequal Justice

A 2024 audit revealed that over L$262 million and US$450,000 were disbursed without proper documentation to contractors TAMMA and 231 Data, raising concerns about conflict of interest and mismanagement.
