The OPEC Fund for International Development has approved a US$20 million loan and a US$240,000 complementary technical assistance grant to the Republic of Liberia to co-finance the Sustainable Management of Fisheries Project together with the World Bank.

A NaFAA press release indicated that the project will improve the management of fisheries, making it more efficient and sustainable and as well enhance the living conditions of beneficiary communities, creating better incomes and new opportunities for over 55,000 people, including women, children and youth.

The fisheries sector provides dietary protein for sixty five percent (65%) of Liberia's population and contributes at least three percent (3%) to the GDP with a huge potential of contributing more considering all the recent foreign investments in post-harvest infrastructure and improvement of coastal livelihood.

The Liberia Sustainable Management of Fisheries Project, (LSMFP) will positively impact at least six densely populated coastal countieswhich includes Montserrado, Margibi, Maryland, Grand Bassa, Sinoe and Grand Kruthat are part of the nine coastal counties in Liberia.

The Fisheries Project the release noted, is designed to improve the ecosystem of fisheries, promote sustainability, increase the volume of fish landings and create more than 2,000 jobs. It also will help to implement climate-smart technologies and climate-resilient business improvements.

Making the disclosure of the financing package, OPEC Fund Director-General Dr. AbdulhamidAlkhalifa stated “We are pleased to partner with the World Bank to support Liberian fisheries, boosting livelihoods and empowering women”.

Ensuring the productivity of fisheries and reducing post-harvest losses will not only improve living conditions and reduce economic vulnerability, but also contribute to food security and climate adaptation in Liberia.”

Additionally, NaFAA in the release mentioned that the OPEC Fund’s technical assistance grant financing will specifically support 6,600 women through financing and training. The fisheries provide significant source of employment for women and other vulnerable groups in Liberia. Women entrepreneurs in fisheries, who will benefit from the program will receive training in post-harvest value systems, business development and financial management to sustain and further grow their businesses.

The project includes the design and implementation of improved management systems for coastal fisheries and associated fleets, including large artisanal fleets such as Kru and Fanti to transition into semi-industrial fishing, along with a smaller number of industrial and semi-industrial fleet operations.

At the same time, the release noted that the project will also improve the fishing harbor infrastructure at Mesurado Pier, help construct industrial and artisanal fleet facilities such as fish landing sites, fish value chain facilities including market halls, storage and processing facilities as well as access roads and services.

Meanwhile, the OPEC Fund for International Development (OPEC Fund) is the only globally mandated development institution that provides financing from member countries to non-member countries exclusively. The organization works in cooperation with developing country partners and the international development community to stimulate economic growth and social progress in low- and middle-income countries around the world.

The OPEC Fund was established by the member countries of OPEC in 1976 with a distinct purpose: to drive development, strengthen communities and empower people. Its work is people-centered, focusing on financing projects that meet essential needs, such as food, energy, infrastructure, employment (particularly relating to MSMEs), clean water and sanitation, healthcare and education.

To date, the OPEC Fund has committed more than US$22 billion to development projects in over 125 countries with an estimated total project cost of US$187 billion. The OPEC Fund is rated AA+/Outlook Stable by Fitch and AA, Positive Outlook by S&P in 2021. Its vision is a world where sustainable development is a reality for all.

The Ministry of Public Works-Republic of Liberia and Ministry of Transport Liberia signed in Contractual Agreement with the Maritime and Transport Business Solutions.

The Government of Liberia through the Ministries of Public Works and Transport today, Tuesday, August 23, 2022, signed a Contractual Agreement with Maritime and Transport Business Solutions ( MTBS) for the provision of Urban Mobility Inland Waterway Public Transport Feasibility Study Consultancy Services.

With funding from the African Development Bank
(AfDB) Group, European Investment Bank (EIB) & the European Union (EU), the Contract draws support from the Mano River Union Road Development & Transport Facilitation Programme (MRU/RDTFP) Phase II which includes the Paving of Sanniquellie to Loguatuo (47.1km) & Paving of Fishtown to Kelipo (20km) and intends to apply part of the proceeds for payments under the Contract.

The Contract, amongst many things, entails carrying out a feasibility study of an inland waterway public transport service in Monrovia to meet the growing mobility demand with a focus on integrating it into the existing bus network and other public transport modes (taxis, min-buses, etc.).

The study will also assess the opportunity of such a system in Monrovia. The Project components include: (i) Road Development and mitigation of negative environmental impacts; (ii) Related Development and Women Empowerment Measures; (iii) Transport Facilitation; (iv) Institutional Support; and (v) Project Management.

Meanwhile, the Signatories: Hon. Ruth Coker-Collins, Hon. Samuel A. Wlue and Mr. Thomas Beving ( Representative for the Contractor) lauded the Bank and the Government of Liberia for the strong partnership and pledged their respective institutions' fullest support to the implementation of the Studies.

Sierra Leone protests caught police unawares - president

Sierra Leone's President Julius Maada Bio says the nature of last week's protests against his government caught the police force by surprise.

The protests resulted in 25 deaths including five police officers.

"We have had challenges with the police force. But we know the nature of the protests definitely took them by surprise," he said.

"We all knew they [protesters] wanted to come out, but we did not have an identifiable group or person leading them," he added.

President Bio again blamed the opposition for trying to topple his government, an accusation the opposition All People's Congress party has denied.

He said a forensic and independent investigation was being conducted to unravel the truth.

"It's a forensic investigation. There are footprints, there are people wPeople were inciting the people to go out to kill. There were people inciting the military and telling them to come to State House," he said.

President Bio also defended a reshuffle in the military leadership following the protests, and denied threats of a military takeover.

The body of a UK tourist has drowned saving his son was found.

Police in Uganda have recovered the body of a UK national who drowned in the River Nile on Wednesday.

Robert Kaweesi, 48, from Birmingham, was with his wife, Justine Katantazi, and their four children and staying in a lodge on the banks of the river in Pakwach.

His 12-year-old son went swimming in the river but when he got into trouble, his father jumped in. to help.

The boy was rescued by bystanders but Mr Kaweesi was missing, police previously said.

His body was found on Friday morning following a search by police divers and local volunteers.

A regional police commander told the BBC that a post-mortem will be carried out.t before the body is handed over to the family.

Mr Kaweesi, a UK citizen originally from Uganda, and his long-term partner Justine K.atantazi married in Uganda in early August.

Ms Katantazi described him as a jolly man and her best friend.

The UK foreign ministry said it was supporting the family and was in contact with local authorities.

A court in New York has sentenced a Ugandan resident to more than five years in prison for conspiring to traffic millions of dollars worth of rhino horns and elephant ivory.

Moazu Kromah was extradited from Uganda to the US three years ago.

He pleaded guilty in March to being part of a gang which transported nearly 200kg (441lb) of rhino horns and 10 tonnes of elephant ivory worth more than $7m (£5.8m).

The items came from East Africa and were destined for buyers in the US and south-east Asia, where rhino horn is much sought.

South Africa's Finance Minister Enoch Godongwana was on Thursday contacted by police over a complaint of sexual assault made against him, he is quoted as confirming to local media.

The assault complaint was made by a woman employed at a hotel where the minister stayed with his wife in the eastern Mpumalanga province earlier this month.

Mr Godongwana denies any wrongdoing.

Police on Thursday informed the minister of the complaint against him.

“I am relieved to have finally been contacted by the police and given the opportunity to hear what I am being accused of. I am also glad to have the opportunity to place my denial on record. I take the allegations very seriously,” the minister is quoted as saying.

He also ruled out resigning as finance minister.

South Sudan ‘most violent' place for aid workers – UN

The UN says South Sudan continues to be the "most violent context" for aid workers in the world followed by Afghanistan and Syria.

Five aid workers have been killed in the line of duty since the beginning of this year

It has prompted the UN humanitarian co-ordinator in South Sudan, Sara Beysolow Nyanti, to call for joint action to address the humanitarian crisis and an immediate end to attacks against civilians and aid workers.

She made the call in the capital, Juba, on the eve of World Humanitarian Day, which is celebrated annually on 19 August.

Across South Sudan, aid workers and mostly nationals continue to be affected by armed violence, bureaucratic impediments and targeted violence, the UN says.

“It takes a village to raise a child. In the same way, it takes an array of partners to support crisis-affected people. We need urgent collective efforts to help the vulnerable population in South Sudan,” said Ms Nyanti.

She added: "All armed factions must immediately cease targeting civilians, humanitarian personnel and their assets. Impunity must end.”

UN peacekeepers leave Congolese town - governor.

UN peacekeeping forces in the Democratic Republic of Congo (Monusco) have left the eastern town of Butembo following last month's deadly protests over their perceived failure to end rebel violence, a government official has said.

"Monusco has already left. As for the equipment still in the city, we are going to meet in Goma with those in charge of the mission to see how to transfer it, as well as the few personnel remaining in Butembo," said the governor of North Kivu province, Gen Constant Kongba Ndima.

He said the movement of the UN mission's personnel and equipment would be supervised by Congolese security services.

A Monusco spokesperson, Ndeye Khady Lo, said that the "mission has proceeded to a temporary redeployment of its personnel outside Butembo... after consultations with local and national authorities".

Demonstrations against the peacekeeping mission were held in North Kivu at the end of July. The protesters demanded that the troops leave the country.

The Congolese government said 36 people were killed and 170 others were injured in the demonstrations.

Russia has rejected appeals for complete demilitarisation of the area around the Zaporizhzhia nuclear plant in southern Ukraine.

The move would make the plant more vulnerable, a Russian official said.

The calls come amid growing concern over safety at the site - Europe's largest nuclear plant - as both sides accuse each other of shelling the area.

Ukrainian workers operate the plant, which has been under Russian control since March.

It was one of the first sites seized by Russian troops following the invasion of Ukraine on 24 February.

UN Secretary-General António Guterres sounded the alarm after meeting Ukraine's President Volodymyr Zelensky and Turkish leader Recep Tayyip Erdogan in Lviv on Thursday.

"Any potential damage to Zaporizhzhia is a su***de," Mr. Guterres warned.

The Ukrainian president urged the UN to ensure demilitarisation of the nuclear plant - Europe's biggest. Mr. Guterres added that "the facility must not be used as part of any military operation".

Mr. Erdogan echoed the UN chief's concerns, telling reporters that he was worried about the danger of "another Chernobyl" disaster erupting at the plant.

Mr. Zelensky has criticized "deliberate" Russian attacks on the power plant.

Moscow is accused of turning the facility into an army base, with all three leaders urging the Russians to demilitarise the zone as soon as possible.

But Ivan Nechayev, deputy director of the Russian foreign ministry's Information and Press Department, rejected the call.

"Their implementation will make the plant even more vulnerable," Mr. Nechayev told reporters.

The appeals come as Ukrainian staff, who are working at the plant under Russian direction, warned of a potential nuclear catastrophe at the facility, saying in the past two weeks it has become "the target of continuous military attacks".

"What is happening is horrific and beyond common sense and morality," " staff wrote in a Telegram post (in Ukrainian).

UNDER WEAH'S WATCH, LIBERIA FAILS THE FIFTH TIME ON MCC COMPACT

Monrovia, Liberia: August 18, 2022: Liberia has for the fifth time under the George Weah administration, missed out on a whooping US$500 million developmental grant, through the Millennium Challenge Corporation (MCC) program.

As provided by the 2022 MCC compact scorecard, Liberia massively failed to meet up with the program set-up criteria, thus denying the country the opportunity to secure a second compact which would have significantly benefited the government and people of Liberia.

MCC’s Board uses a four-step process to select countries as eligible for assistance, including identifying candidate countries and establishing the criteria and methodology used to select countries.

It assesses individual country commitment to ruling justly, investing in people, and economic freedom using policy indicators compiled into country scorecards, with a mandatory requirement of a country passing at least 10 of the 20 indicators, with specific emphasis on categories including the political rights or civil liberties indicator, and the control of corruption indicator.

Limited to the MCC's success requirement, the George Weah administration passed in 9 out of 20 indicators for the fiscal year 2022.

The nine indicators in which Liberia, through the George Weah administration made a pass include freedom of information, gender in the economy,
political rights, control of corruption,
civil liberties, land rights and access, access to credit, and business start-up, and health expenditures

The country's highest scores were earned in the “ruling justly”, and “economic freedom” but performed very poorly in the category of investing in people, passing in 1 out of 6 indicators.

However, Liberia's 2022 MCC compact scorecard is a direct replica of the country's FY2021 score, in which the government wasn't also successful.

Conspicuously, it would have been the second of its kind in the country's history, If this administration had secured the MCC grant, following the government of former President Ellen Johnson Sirleaf who secured the compact funding in the tone of US$257 million.

The MCC Board of Directors selects countries as eligible for MCC assistance that demonstrate a commitment to just and democratic governance, investing in people, and economic freedom, using the following four-step process.

To be a candidate for MCC assistance, countries must be classified as either low income or lower middle income by the World Bank and not be prohibited from receiving assistance by federal law. Only candidate countries may be selected as eligible to develop a compact or threshold program.

Upon being established in 2004, the MCC uses public, third-party, governance data for the indicators on the country scorecards.

The demeaning performance from the MCC program scorecard comes just few days after a sanction was placed on three prominent officials of the Weah administration by the U.S government.

Nathaniel McGill, the Minister of State for Presidential Affairs, Cllr Sayma Syrenius Cephus, Solicitor General and Chief Prosecutor of Liberia, and Bill Twehway who's the Managing Director of the National Port Authority (NPA), were captured by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), for their involvement in ongoing public corruption in Liberia.
