PUL and Morocco Forge Partnership to Enhance Journalism and Media Capacity in Liberia

‎By: Nanakpallah

‎Monrovia, Liberia – October 7, 2025

‎The Press Union of Liberia (PUL) and the Embassy of the Kingdom of Morocco have held high-level discussions aimed at strengthening cooperation to enhance capacity-building initiatives for journalists and media professionals in Liberia.

‎The meeting, held on Friday, October 3, 2025, at the Embassy of the Kingdom of Morocco in Sinkor, Monrovia, brought together key representatives from both institutions. It followed a series of constructive engagements between the PUL leadership and the Moroccan Embassy, led by Mr. Lahoucine Rahmouni, the Chargé d'Affaires, underscoring a shared commitment to strengthening media infrastructure and promoting professional development in Liberia.
‎During the meeting, Mr. Rahmouni briefed the PUL delegation on a range of bilateral and investment initiatives being developed and implemented by the Moroccan Government in Liberia. These initiatives cover diverse sectors, including agriculture, energy, trade, education, training, and digital empowerment, reflecting Morocco’s broader vision of South–South cooperation and African solidarity.

‎PUL President Mr. Julius Kanubah expressed appreciation to Mr. Rahmouni for his continued engagement with the Union, citing the Embassy’s active participation in the PUL’s 61st anniversary celebrations and its sustained collaboration with Liberia’s media sector.
‎Mr. Kanubah appealed for Morocco’s partnership and support in addressing the technical, training, and institutional capacity gaps affecting the Liberian media — particularly in the areas of digital innovation, professional development, and media resilience.

‎Liberia’s media continues to play a critical role in strengthening democracy and accountability, Mr. Kanubah noted. “However, the sector faces real challenges in keeping pace with global media transformation. The Kingdom of Morocco’s experience in digital innovation and training presents a valuable opportunity for partnership and shared growth.”

‎For his part, Mr. Rahmouni reaffirmed Morocco’s commitment to supporting Liberia’s national development priorities under the ARREST Agenda for Inclusive Development, including the advancement of media professionalism and the promotion of freedom of expression.

‎The discussions marked a significant step toward developing a strategic partnership between the Press Union of Liberia and the Kingdom of Morocco, focused on advancing professional journalism and sustainable media development in Liberia.

‎The PUL delegation included:

‎Ms. Estelle Liberty, Chairperson, Anniversary and Resource Mobilization Committee

‎Mr. Edwin Clarke, Technical Advisor, Anniversary and Resource Mobilization Committee

‎From the Embassy of Morocco:

‎Mr. Hossain Asrouti, Counselor of the Embassy
‎Mr. Lahoucine Rahmouni, Chargé d'Affaires

Monrovia- Criminal Court “A” Judge Roosevelt Z. Willie has denied a defence motion seeking to televise proceedings in the ongoing Capitol Building Arson Trial, describing the request as a violation of existing court rules and an attempt to “bring the court to public disrepute.”
The request, made by Cllr. Johnson, came amid growing public scrutiny and intense national interest in the case, which involves the prosecution of several individuals accused of orchestrating the mysterious fire that gutted a wing of the historic Capitol Building earlier this year.
Cllr. Johnson argued that the public nature of the case, as well as Liberia’s commitments to freedom of information, justified live media coverage of the trial.
He cited the Freedom of Information Act, the ...

(August 7, 2025): The Press Union of Liberia (PUL) has raised significant concerns about the ongoing fight against corruption in Liberia, especially in light of recent acknowledgments by the government regarding the pervasive nature of corruption within the country.
The Union suggests that the frequent use of strong descriptors—such as “public enemy number one,” “vampire,” “cancer,” and “king kong”—indicates that efforts to combat corruption have not produced the expected outcomes for the public.
In his address during the opening session of a two-day training workshop focused on investigative journalism and anti-corruption efforts, PUL President Julius Kanubah emphasized the need for a genuine and collaborative partnership among government entities, civil society organizations, and international partners to address corruption effectively.
This training, organized under the auspices of the Liberia Anti-Corruption Commission (LACC) and supported by the United Nations Development Program (UNDP), as well as funded by the United Nations Peacebuilding Fund, is themed “Uncovering the Facts: Strengthening Integrity through Journalism.”
It is part of a larger project aimed at “Empowering Citizens and Communities to Foster Social Accountability and Transparency in Governance and Public Service Delivery.”
Speaking at the training in Ganta City, Nimba County, Kanubah commended the LACC and UNDP for their commitment to capacity building in journalism.
Nonetheless, he criticized the tendency of some local and international organizations, including government institutions, to unilaterally organize and conduct journalists’ training without engaging the PUL.
He highlighted the Union's vital role in shaping the design, implementation, and evaluation of such initiatives, stating, “While the good intentions of capacity building are commendable, it is crucial to recognize that outcomes may not meet expectations if relevant stakeholders are not fully included.”
Moreover, the PUL President called for targeted and sustained investments in investigative journalism and anti-corruption reporting to institutionalize the fight against corruption, particularly within a media landscape often influenced by political and economic interests.
The training program is attended by 30 Liberian journalists, including 12 women, representing diverse regions across the country.
Facilitators are drawn from the LACC, various media organizations, and the United Nations, with centering on overview of the LACC’s mandate, asset declaration processes, an understanding of corruption, development reporting, investigative journalism techniques, documentary evidence examination, digital forensics, data analytics, the use of artificial intelligence in investigative journalism, and ethical reporting on social media.

Julius Kanubah
