PETITION STATEMENT ISSUED BY THE CONCERNED CITIZENS OF BREWERVILLE CONCERNING ALLEGED ADMINISTRATIVE AND FINANCIAL MALPRACTICES AT THE BREWERVILLE CITY CORPORATION (BCC) UNDER THE WATCH OF MAYOR FLORENCE PARKER DURING.

PETITION TO SAVE BREWERVILLE CITY
BREWERVILLE CITY

Whereas the 1986 Constitution guarantees to citizens of the Republic of Liberia the right to freely, peacefully and lawfully assemble to petition their Government and elected Representatives to take action or avert any negative action as pertain to the welfare of the Liberian Sate and people;
Whereas since the nomination and subsequent confirmation of Madam Florence Parker During as Mayor of the City of Brewerville, we have taken keen notices of several flagrant violations of laws pertinent to the local governance operations and financial management of the City of Brewerville,
Whereas, We the Citizens of Brewerville City, acting under the banner of the βConcerned Citizens of Brewervilleβ, are convinced that the deteriorating fiscal, administrative, sanitary and security conditions prevailing in the City of Berwerville and at the Brewerville City Corporation will worsen because the Mayor, Florence Parker During continues to demonstrate gross ineptitude, intransigence and non-cooperative postures as evident, but not limited to the following:
LOCAL GOVERNMENT LAW AND BREWERVILLE CITY ACTβS VIOLATIONS
The unilateral dissolution of the duly elected City Council of Brewerville which clearly violates key provisions of the 2018 Local Government Act (LGA) specifically sections 12.6, 12.7, and the Act creating the City Corporation of Brewerville.
That even prior to the dissolution of said Council, the Mayor usurped and accorded to herself the duties and responsibilities of the City Council in blatant and gross violation of section 12.7 of the Local Government ACT as it pertains to the powers and functions of the City Council. For Example, the mayor unilaterally developed, signed and have been implementing the Cityβs 2025 Budget and also unilaterally without a council have determined fines, licenses and permits fees which are now in effect in the City in violation of section 14.3.5 of the local government law of Liberia.
The Unilateral dissolution of the Brewerville City Police Force which has led to increased crime rates within the bailiwick of the City of Brewerville.
Since the illegal and unauthorized dissolution of the Brewerville City Council on September 26, 2024, the City has been operating without a City Council not until the Mayor again initiated an illegal and bogus process in August of this year, almost a year after, to have a new council set up to represent the nine wards of the City of Brewerville. These elections which are ongoing as of the reading of this Petition violate section 12,6, 12.13.2 and 12.14.1 of the Local Government Law which spells out how membership of the City Council, removal of Council members and vacancy within the council are carried out. These ongoing wards elections and are not being held in accordance with national elections laws as mandated by the Local Government ACT. They donβt only violate these laws but donβt reflect the true tenets and characteristics of a democratic process.
ALLEGED FINANCIAL MALPRACTICES
Mayor Florence Parker During unilaterally developed and signed to a draft One Hundred Thousand United States Dollars (USD$100,000.00) Budget that was submitted during the 2025 National Budget Preparation processes.
This amount was successfully appropriated in the 2025 National approved budget and captured under budget line, 265546 and titled, βTransfer to Brewerville Cityβ. The Mayor failed to announce through any form of citizens engagements, media outlets and Town hall meetings this milestone achievement as this witnessed the first time in post-war Liberia that the City of Brewerville was captured for direct budgetary support from the National government.
It is our understanding that allotments against this amount have been disbursed beginning with the first USD25, 000.00 disbursed in July of this year. But, interestingly, Mayor During has already started expending said amount if not already spent all of this disbursements without the approval of any City Council or a called Citizen meeting. These expenditures done without legal authority are being carried out also without and prepared and approved program and development plans as mandated by the Local Government Law.
We strongly believe that the dissolution of the City Council by the Mayor, but who in her annual report dated January 6, 2025 submitted to Hon. Whroway Bryant, Superintendent of Montserrado County however indicted the County Administrator of Montserrado, Mr. Sylvester S. Lama as being responsible for the dissolution of the Council on September 26, 2024 was a deliberate act done through a well calculated syndicate and conspiracy to evade accountability for public funds such as the appropriated 100,000.00 United States Dollars and other municipal revenues the City continue to generate.
The Local Government Law of Liberia specifically section, 5.2.2 spells out clearly the roles and responsibilities of the County administrator which recognizes in no form and fashion any authority of the County administrator directly or indirectly to dissolve a sitting city council.
That from January 2025 to July 2025, the City had salary arrears of staffs of the City Corporation. Between July ending to August of the same year after receiving allotments disbursed from the government of Liberia budgetary support, the office of the Mayor of the City of Brewerville in an attempt to clear out these arrears, deducted income taxes and Social security taxes from contractors of the City. Our investigation hints that these taxes primarily the social security taxes deducted were not in accordance with NASSCORPβs guidelines and the Social security Law of Liberia and the amounts deducted have not been remitted to governmentβs coffers, as staffs have no Social security numbers. Most interestingly, the City of Brewerville is not a registered entity with the NASSCORP, so we find it cumbersome how and why these amounts were deducted.
In the Sexton Report submitted to the Office of Mayor During covering activities from November 14, 2024 to April 30, 2025, with just the sales of 32 grave spots alone, the City generated approximately fourteen thousand United States Dollars( USD$14000.00). This amount, coupled with revenues from hall rental and other municipal revenues as of August 2025 have totaled the amount of approximately Fifty Thousand Unity States dollars (50,000.00USD). Despite these inflows, the City remained all-time fitly, crimes rate on the increased, major alleys and roads remain deplorable with little or nothing left in the Cityβs official Bank Account with the United Bank of Africa (UBA). As of August of this year, this account had a USD balance of only $437.00 USD and zero balance Liberian dollars.
PUBLIC FINANCIAL & HUMAN RESOURCE MANAGEMENT, CONTROL AND INTERNAL AUDIT ISSUES
The City Corporation has only two Civil servants with dozens more of Contractors. When Mayor During took over in July 2024, she inherited thirty two (32) staffs. She has drastically down-sized these staffs, but most interestingly all of the contractors of the Corporation do not have a written contract document spelling out compensation as well as terms of references. These contractors are being paid with what they see on pay slips generated and determined by the Office of the Mayor only.
The Annual Budget of the City Corporation for fiscal year 2025 as submitted by the Mayor though without the approval of the City Council totaled Four Hundred and Thirty-five Thousand, Three Hundred and Fifty-Five United States Dollars ( USD$ 435,355.00 ). For the same period under review, the City projected a revenue of ninety eight thousand and Seven Hundred United States Dollars (USD$98,700.00) excluding the 2025 budgetary appropriation of Hundred Thousand United States dollars. This revenue projection, which we believe from previous revenue history and outturn was intentionally under-forecasted to give room for misappropriations, and suggest that the mayor signed up to a deficit budget with an unfunded amount of Three Hundred Thirty Six Thousand and Six hundred and Fifty- five (USD$336,655.00).
We have discovered that this was so because, this budget is astronomically unrealistic and does not reflect the realities of the day. For example, it is budgeted that the Finance and Administrative Officer should make seven Hundred United States Dollars, while this position is actually being paid three hundred and fifty United States Dollars(USD$350.00). Similarly, Deputy Directors budgeted to make Four Hundred and Fifty United States Dollars ($450.00 USD), but actually being paid One Hundred United States Dollars ($100.00).
This above violates sections 15.2.1, 15.2.2, 15.2.3, 15.2.4, 15.2.5 and 15.2.6 , and 15.51 of the Local Government Law of Liberia.
The City has no Internal Audit Unit (IAU) as advised for by the Local Government Law and IAA regulations specifically, section 15.7.2 of the Local Government law of Liberia. This has facilitated serious internal financial controls abuse. Mayor During has reportedly change the City Corporation Account twice thereby denying other legal signatories to the Cityβs account access.
Wherefore and in view of all the aforementioned, we hereby petition,
President Joseph Nyumah Boakai Sr. in the spirit of the fight against corruption to have mayor During suspended for time indefinite until these allegations are probed into.
That the Legislature through the Office of District #17 Representative invite authorities of the Ministry of Internal affairs and Finance and Development Planning to give insight on these issues especially the Cityβs 100,000.00USD 2025 budget transfer.
That the Ministry of Internal affairs place a halt on the ongoing Council Men elections and investigate the circumstances leading to the dissolution of the Council of Brewerville City and investigate other violations of the Local Government Act by the Mayor.
That the Liberia Anti-Corruption Commission (LACC), General Auditing Commission (GAC) and the Internal Audit Agency of Liberia (IAAL) launch separate investigations and audits into alleged corrupt, abuse of public funds and violations of key financial instruments and statues.
We are also announcing that after the issuing of this petition, and that the Ministry of Internal Affairs in a week upon receipt of this petition, fails to halt the ongoing illegal Council men elections, we will seek from the court, a writ of injunction to be filed against the ongoing City Council elections being illegally conducted.
