Liberia to Launch ECOWAS Free Roaming with Sierra Leone Monday, Signs Deal with Côte d’Ivoire

MONROVIA – Beginning Monday, August 4, Liberia will officially launch ECOWAS Free Roaming services with Sierra Leone, allowing mobile subscribers to receive free incoming calls and access affordable communication while traveling across the border.

The Liberia Telecommunications Authority (LTA) will also sign a bilateral agreement with Côte d’Ivoire to extend the same benefits to travelers between the two countries in the near future.

The signing will be take place during a three-day ECOWAS Roaming Conference, which kicks off tomorrow in Monrovia, bringing together telecom regulators and mobile operators from Liberia, Sierra Leone and Côte d’Ivoire.

Under the ECOWAS Free Roaming Regulation, Liberians traveling to Sierra Leone will enjoy:

Free incoming calls for 30 days

Local rates for outgoing calls, SMS, and data — the same rates paid by residents of the host country

The service activates automatically upon arrival in the partner country — no registration is needed. However, subscribers must manually switch on Data Roaming in their phone’s settings to access mobile internet.

The free roaming benefit is valid for up to 30 days. After that, normal roaming charges will apply. Permanent roaming is not permitted.

The bilateral agreement with Côte d’Ivoire will follow the same framework, and Liberia is currently working on additional agreements with The Gambia, Ghana, and others.

This initiative is part of a broader ECOWAS Free Roaming zone that includes 14 West African countries: Benin, Burkina Faso, Cabo Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Mali, Niger, Nigeria, Senegal, Sierra Leone, and Togo. Liberian subscribers can only access the benefit in countries where bilateral agreements are in place.

Consumers are reminded that the regulation does not apply to international calls made from Liberia, which remain outside the scope of the free roaming deal.

If subscribers are wrongly charged or unable to access roaming services, they are encouraged to contact their mobile operator first. If the issue persists, complaints should be filed with the LTA.

The LTA, in collaboration with Orange Liberia and Lonestar MTN, is expected to roll out a nationwide public awareness campaign following the conference.

CBL Sets Standard Cash-Out Fee for Mobile Money Transactions Starting August 2025

Monrovia: 3 August 2025: The Central Bank of Liberia (CBL) has announced a new mobile money standard cash-out fee policy that guarantees a competitive pricing within the mobile money market.

Under the new policy, all mobile money providers are required to apply a cash-out fee of 2% for withdrawals made through their platforms.

The Policy takes effect as of August 1, 2025.

This change is part of Liberia’s effort to modernize the way money moves within the market and reduce dependence on physical cash. By encouraging electronic payments, the CBL aims to make financial services more accessible, safer, and better suited for today’s digital economy.

What Does This Mean for the Public?

• Whether you are withdrawing money through your mobile wallet or at an agent location, a minimum fee of 2% will apply.
• Digital payments (buying goods, paying bills, sending money) remain a convenient and low-cost way to handle daily transactions.
Why the Change?

CBL is working to:

• Standardize cash-out fees across all mobile money operators.
• Safeguard agent and consumer protection.
• Promote a less cash-reliant economy that reduces the frequency and cost of printing new banknotes.
• Make electronic payments easier and more widely accepted, especially by businesses.
• Reduce the hassle, risks, and costs linked to handling cash.
• Build a stronger financial system that works for everyone.
• Enhance financial inclusion and better position the citizenry to save, invest and access credit in rural areas lacking banking services
• Improves transaction efficiencies for businesses and government operations.
The CBL continues to work to promote the adoption and usage of digital payments. The Bank is implementing key components of the National Electronic Payment Switch (NEPS) that will enable mobile money transaction between Liberia’s two Mobile Money Operators (MMOs).

This initiative will enable all Liberians - regardless of their mobile network provider - to seamlessly send and receive money across mobile wallets. Once implemented, customers will be able to transact across networks in real time, enhancing convenience, accessibility, and financial inclusion.

The transaction between the two mobile money operators will also support real-time payment from the Government of Liberia (GoL) to employees, contractors, vendors, and pensioners directly into their mobile money wallets - promoting efficiency, transparency, and accountability in public payments.

“The transition to a digital-first financial system is central to fostering innovation, resilience, and inclusiveness in Liberia’s payment landscape,” said Executive Governor Henry F. Saamoi. “This directive reflects our commitment to modernizing financial services and unlocking the full potential of mobile and electronic platforms.”

NTA are charging from Point Four to Broad street 50 LD while other commercial buses are taking the same money. For that reason passengers really don't have interest in riding with NTA like before. Even commercial bus drivers don't have fear for NTA presence in the parking lot anymore. The Management of NTA needs to reduce the cost from Duala to Broad street. From Duala to Broad street is shorter than other NTA routes with the same 50LD Transportation (Broad street to Red Light -50LD, Broad street to Bardnersville - 50LD.)

How much will this cost the Government of Liberia to bring in their own companies rather than depend on foreigners to invest into the country and give us pocket change for taxes.

Our government needs to take into consideration so many self development. If you have your own company, you will be what you want to be not what foreigners will tell you. We know this will not be in the interest of some corrupt guys, because they are directly benefiting from these private companies.

The Government of Liberia needs to get involved in the following Businesses;

👉The importation of Petroleum products and sales
👉 Mining of nature resources
👉 Public Transport (Buses and Taxi)
👉 Importation of essential goods
👉 Importation of rice

Getting involved in business will generate more revenue for the country and Liberia GDP and Budget will improve by 150%. The government need to stop depending on importers to generate revenue, let the government stand up and start to work towards Liberia growth.
