By Melvin Jackson

Liberia to Host Regional Capacity-Building Workshop on Tourism Development

Monrovia, August 11, 2025 – The Government of Liberia, through the Ministry of Information, Culture Affairs and Tourism (MICAT), is set to host a two-day regional capacity-building training on tourism development, aimed at revitalizing the nation’s struggling tourism sector.

The event will bring together key stakeholders from across the industry as the country transitions to the newly established Liberia National Tourism Authority—created by an act of legislation signed into law by President Joseph Nyuma Boakai. The new authority aligns with the President’s ARREST agenda for inclusive development, which prioritizes tourism as a driver of economic growth and job creation.

Serving as the special guest facilitator will be Mr. Danail Akekow, a European Union-trained communications expert and ecotourism advocate from Bulgaria. Akekow, who has extensive experience in tourism policy, sustainable destination management, and environmental awareness, will provide his expertise at no cost to the Liberian government in support of its vision to position Liberia as an attractive tourism and investment destination.

The training will focus on topics such as developing tourism based on regional assets, identifying and packaging unique local attractions, and creating strategies for market differentiation and competitiveness. Organizers say the goal is to equip sector players with the tools and strategies needed to enhance Liberia’s tourism offerings and attract greater investment.

The House of Representatives has formally received a draft Act seeking to establish the Civil Service Commission of Liberia, in line with Article 89 of the 1986 Constitution, which mandates the creation of autonomous public commissions.

The proposed legislation, submitted on Monday to the Chief Clerk of the House, Madam Mildred Sayon, by the Director General of the Civil Service Agency (CSA), Dr. Josiah F. Joekai, Jr on behalf of the Executive, was accompanied by a letter from the President of the Republic, H.E. Joseph N. Boakai, Sr.

In his communication, President Boakai stated:
“In fulfillment of Article 89 of the 1986 Constitution of the Republic of Liberia, I am pleased to submit for legislative enactment ‘An Act to Establish the Civil Service Commission.’ This legislation seeks to repeal the pre-1986 Civil Service Agency and create an independent and autonomous body empowered to regulate, supervise, and promote standards within the Liberian Civil Service and the broader public sector.”

According to the President, the proposed Commission will ensure fair access to employment and career advancement, improve working conditions for civil servants, and promote transparency and professionalism in public service. It will also formalize civil servants as a distinct category through structured systems for their development, protection, and grievance resolution.

The President emphasized that the enactment of this legislation is a “critical step in modernizing and optimizing Civil Service operations,” and will contribute significantly to the ARREST Agenda—focused on administrative reform, transparency, and service
delivery.

Receiving the draft Act, Speaker Richard Nagbe Koon thanked the CSA Director General and team for their submission.

He assure them that under his leadership, the act will be worked on and fast-track this upon the legislature return in October.

“Because we know the civil servants are the foundation of government. Mainly, they need to be well taken care of as well”. Speaker Koon averred.

He stated that when civil servants are given decency in their working area things will be moving speedily in the country and very smoothly.

“So I want to say thank you so much, Mr. Director. I can assure you that I will convey this to my colleagues in our leadership meeting a few minutes from now”.

He assured that the House of Representatives, under his leadership, will give the instrument timely consideration.

The draft Act will now be forwarded to the relevant committees of the House for scrutiny and subsequent action.
