Duties of NEC

The primary duties of NEC include administering and enforcing all laws related to the conduct of elections throughout the Republic of Liberia. Besides, NEC also proposes to the National Legislature for enactment, suspension of, and amendment to, and repeal of, any provision of the Elections Law. The Commission further provides accreditation to, and registers all political parties an

d independent candidates who meet the minimum requirements set by the Commission. NEC also revokes the registration and accreditation of an already legal party only upon the judicial determination by a court of competent jurisdiction, in accordance with due process. Also included in NEC’s functions are to hold all elections for elected public offices, including chieftaincy and all referenda and declare the results thereof. The Commission also formulates and enforces guidelines controlling the conduct of all elections to elective public offices, which guidelines shall not be inconsistent with the provisions of the Constitution and Elections Law of Liberia. NEC maintains a register of all qualified voters which shall be subject to inspection. It also establishes electoral constituencies in every political Sub-Division in accordance with population figures. Also included in its functions are maintaining registration documents of political parties and prescribe the kinds of records to be kept by all political parties and independent candidates.

NEC Liberia Concludes Boundary Delimitation Workshop

NEC Liberia has successfully concluded a 3-day Boundary Delimitation Workshop in Monrovia, held as part of preparations for the country’s next boundary delimitation exercise ahead of the 2029 General Elections.

Speaking at the close of the workshop on Friday, 19 September 2025 in Monrovia, Commissioner Cllr. Ernestine Morgan Awar, on behalf of the Board of Commissioners-BOC, underscored the critical role of boundary delimitation in shaping Liberia’s democratic future.

Commissioner Cllr. Awar emphasized that the upcoming boundary delimitation will serve as a guiding framework for NEC’s decisions moving forward.

She further called for the active involvement of all stakeholders, including the National Legislature, civil society, political parties, partners, the media, and people with disabilities.

The workshop was organized under the UNDP Liberia Electoral Support Project-LESP, co-funded by the European Union in Liberia, Irish Aid, and the Embassy of Sweden in Monrovia.

LESP strengthens national institutions and supports democratic processes that advance inclusive and accountable governance.

The project is managed by UNDP and implemented in partnership with UN Women and the Netherlands Institute for Multiparty Democracy-NIMD, with support from international partners.

NEC Liberia Explores Artificial Intelligence for Future Election Processes

NEC Liberia alongside other Electoral Management Bodies-EMBs across Africa, is exploring opportunities to integrate Artificial Intelligence -AI into electoral processes.

As part of this innovation drive, NEC’s IT Director, James Dogbey, is participating in a two-day AI in Election Academy in Ghana, joining 19 other ICT professionals representing their respective EMBs.

Upon his return to Liberia, Mr. Dogbey will leverage the new knowledge to assess the Commission’s ICT infrastructure readiness for potential AI applications in electoral operations.

Furthermore, NEC’s IT Section will explore how existing digitized election data can be further analyzed using AI tools to enhance the Commission’s work and strengthen electoral integrity.

A Liberian Expert Stresses Timely Boundary Delimitation Ahead of 2029 Elections

At the ongoing Boundary Delimitation Workshop, Liberian expert, Mr. Archie Delaney, has underscored the urgency and importance of conducting the delimitation exercise well before the 2029 General Elections.

Mr. Delaney emphasized that boundary delimitation is essential to ensure that 'every man has equal voice, equal representation.'

As part of the workshop, the NEC Liberia, through its Geo Information Service Section, is raising awareness and providing enlightenment for the Board of Commissioners - BOC and senior managers on the conduct of boundary delimitation.

About 32 NEC staff including the Board of Commissioners are attending the Boundary Delimitation Workshop.

The initiative, which concludes on Friday, 19 September, is part of the UNDP Liberia Electoral Support Project - LESP, co-funded by the European Union in Liberia, Irish Aid, and the Embassy of Sweden in Monrovia.

The LESP supports national institutions and democratic processes that promote inclusive and accountable governance.

It is managed by UNDP and implemented in partnership with UN Women and Netherlands Institute for Multiparty Democracy-NIMD, with support from international partners.

EU Praises Liberia’s Democracy, Backs Transparent Boundary Delimitation

A senior member of the European Union in Liberia has hailed the country’s democracy as “strong” following the successful conduct of the 2023 General Elections.

Dr. Anna Brzozowska, Team Leader on Governance at the EU Delegation, applauded the encouraging attitude of Liberians towards the sustenance of democracy.

She made the remarks on Wednesday, 17 September 2025, during the ongoing 3-day Boundary Delimitation Workshop organized by NEC Liberia under the UNDP Liberia Electoral Support Project at Cape Hotel, Monrovia.

Dr. Bazozowska further expressed hope for transparency and inclusiveness in the upcoming Boundary Delimitation Exercise.

Meanwhile, NEC Consultant on Boundary Delimitation, Archie Delaney, guided participants through practical sessions on drawing sample electoral boundaries.

NEC Liberia Increases Preparations for Next Boundary Delimitation Exercise with UNDP - LESP Support

A series of preparatory activities are underway for Liberia's next Boundary Delimitation Exercise, which will be conducted once the National Legislature sets the required constitutional threshold.

With support from the UNDP Liberia Electoral Support Project, the National Elections Commission of Liberia (NEC-Liberia), through its Geo Information Service Section, convened a 3-day workshop on Wednesday, 17 September 2025, to discuss the challenges, context, and emerging developments surrounding Boundary Delimitation.

The session, jointly facilitated by the NEC's Training / Procedures Section, UNDP - LESP and the European Union in Liberia, is focusing on key insights to guide the process.

At the official opening held at Cape Hotel in Monrovia, Acting Chairperson, Cllr. P. Teplah Reeves, urged all participants to fully support the exercise.

The last Boundary Delimitation exercise in Liberia was conducted in 2011.

Polls Close in Malawi’s General Elections

Polls have officially closed in Malawi’s General Elections held on Tuesday, 16 September 2025.

Voting commenced as early as 6:00 a.m. and closed at 4:00 p.m. with a quiet and orderly start, as large numbers of registered voters turned out and queued at polling stations in the capital, Lilongwe.

NEC Liberia Chairperson, Madam Davidetta Browne Lansanah, participating as part of the Association of African Electoral Authorities (AAEA) Mission in partnership with the European Centre for Electoral Support (ECES), observed that the setup of multiple voting screens per polling station significantly accelerated the voting process - reducing long queues in record time.

Each voter received and cast one of three ballots at a time - for President, Parliament, and Local Government - within 2 to 4 minutes.

This approach helped minimize risks of ballot misplacement, simplified sorting, and ensured faster counting and collation.

Voter verification was conducted both manually and electronically, using authentication devices alongside a printed Final Registration Roll.

This served as a reliable backup in case of electronic malfunction, allowing voting to proceed without disruption.

Overall, confidence remains high in the integrity of the Malawi Electoral Commission (MEC) as the collation process begins.

NEC Liberia Kicks Off Work on 6-Year Strategic Plan (2025–2030)

Today, the Local Consultant hired to support the development of the NEC Liberia's 6-Year Strategic Plan officially began his work, with an introductory briefing session alongside the Strategic Planning Development Committee.

Mr. Dala T. Korkoyah, Jr., a Liberian professional with extensive expertise in Strategic Planning, Leadership, and Monitoring & Evaluation, introduced the format and framework that will guide the development of the Commission’s Strategic Plan.

The session, held at NEC Headquarters on 9th Street, Sinkor, was chaired by Ernestine K. Bass, Director of NEC’s Monitoring & Evaluation Section and Lead of the Strategic Committee.

She announced that the Committee’s work funded under the UNDP - Liberia Electoral Support Project will continue through 15 January 2026, culminating in the official launch of the NEC’s Strategic Plan, which will span 2025–2030

NEC Liberia Joins African Election Authorities to Observe Malawi’s General Elections - NICE Optimistic of Peaceful Election

Ahead of Malawi's General Elections today, Tuesday, 16 September 2025, the Malawi National Initiative for Civic Education (NICE) has expressed optimism for a peaceful and violence-free election.

Through its successful civic and voter education programs, as well as conflict resolution engagements with political parties, candidates, youth, women, traditional leaders, and the media across Malawi, NICE has assured that innovative outreach strategies have been adopted to promote peace and raise public awareness ahead of election day.

The NEC Liberia Chairperson, Madam Davidetta Browne Lansanah, along with the Association of African Election Authorities (AAEA) Mission in partnership with the European Center for Electoral Support (ECES), is set to observe the conduct of today's General Elections.

Earlier today, Madam Browne Lansanah and fellow EMB leaders participated in a series of high-level events in preparation for this historic vote in Malawi.

The Election Observation Mission to Malawi, comprising NEC Liberia Chairperson Madam Davidetta Browne Lansanah, has been engaging in high-level discussions on the rising cost of elections and the burden it places on African nations.

During talks with the Malawi Election Support Network (MESN), civil society organizations focused on youth advocacy, the People’s Federation for National Peace and Conflict Resolution (PEFNAP) on CVE and conflict resolution, among others, stakeholders underscored the need for deeper dialogue among Electoral Commissions and partners.

The aim is to promote cost-effective elections by prioritizing competitive bidding processes rather than restricted bidding, thereby reducing unnecessary expenditures.

The EMB leaders further recommended that African Electoral Commissions invest in local ballot and CVE materials printing, cutting costs and boosting national economies instead of outsourcing abroad, which primarily benefits foreign economies.

The Malawi Electoral Commission-MEC disclosed that its government allocated a little over USD 500 million for its three-year electoral cycle leading up to the General Elections scheduled for tomorrow, Tuesday, 16 September 2025.

Malawi has 7,202,756 registered voters out of a total population of 21,104,480.

NEC Liberia Chairperson Joins Election Observation Mission in Malawi

The Chairperson of the National Elections Commission of Liberia - NEC Liberia, Madam Davidetta Browne Lansanah, is currently in Lilongwe, Malawi, as part of an 11-member Election Observation Mission for that country’s upcoming Presidential, Parliamentary, and Local Elections scheduled for Tuesday, 16 September 2025.

The mission includes Chairpersons, Commissioners, and Electoral Staff from across Africa - Liberia, Gambia, Nigeria, Mozambique, South Sudan, Ethiopia, Senegal, Botswana, South Africa, and Lesotho—alongside representatives of the African Union Commission.

Top Advisors from the European Center for Electoral Assistance - ECES are also part of the team.

On Saturday, 13 September 2025, Chairperson Browne Lansanah and fellow EMB leaders attended a series of pre-election briefing sessions, organized by the National Democratic Institute - NDI.

These sessions focused on:

*NDI’s support to a local civil society observation group,

*The Malawi Electoral Commission’s state of preparedness, and

*A contextual analysis of the electoral environment by Dr. Augustine Magolowondo, covering geographical, socio-economic, and political factors.

All 7 Commissioners of the Malawi Electoral Commission were in attendance, along with Fabio Bargiacchi, Founder and Executive Director of ECES.

The Election Observation Mission is supported by ECES, in collaboration with the African Union (AU) and the Association of African Election Authorities (AAEA).

The National Elections Commission is in need of a versatile election practitioner for the position of Assistant Magistrate to be assigned in River Cess County. Successful candidate will be assigned to NEC Magistraterial Office in River Cess County.
Applicant must be able to work with others as well as being able to work alone and under strenuous condition, with courtesy and professionalism. He or She must be willing to travel across the county when required.

Assistant Magistrate Responsibilities:
Under the supervision of the Senior Elections Magistrate for River Cess, the Assistant Magistrate shall perform the following duties:
 Shall implement civic and voters education program as directed by the Board of Commission through the Magistrate;
 Ensure the implementation of cascaded training programs for all phases of the electoral process including registration, polling and counting;
 Assist in the recruitment of temporary personnel and ensure that recruitment procedures are followed;
 Identify local personalities and organizations in disseminating vote education message;
 Ensure the compliance of voter registration procedures, and monitor progress of implementation and effective dissemination of voter education messages;
 Provide regular support to the training and voter education activities being conducted by NEC temporary staff; and
 Perform other tasks as required;

Assistant Magistrate Qualifications
University degree preferably in Management or any other related field;
 Previous experience in planning and implementing cascaded training programs;
 Precious experience in conducting training in electoral processes;
 Excellent leadership skills and ability to manage large team;
 Effective organizational skills and ability to manage a large volume of work in an effective and timely manner;
 Fluency in English and excellent oral and written communication skills;
 Ability to harmoniously work with people of different cultural backgrounds;
 Ability to work well under pressure and flexibility and willingness to live and work in hazardous conditions involving physical hardship and little comfort;

Job Descriptions:
