NEC Liberia An independent electoral authority with the integrity and capacity for managing free, fair, credible and transparent elections in Liberia.

Duties of NEC

The primary duties of NEC include administering and enforcing all laws related to the conduct of elections throughout the Republic of Liberia. Besides, NEC also proposes to the National Legislature for enactment, suspension of, and amendment to, and repeal of, any provision of the Elections Law. The Commission further provides accreditation to, and registers all political parties an

d independent candidates who meet the minimum requirements set by the Commission. NEC also revokes the registration and accreditation of an already legal party only upon the judicial determination by a court of competent jurisdiction, in accordance with due process. Also included in NEC’s functions are to hold all elections for elected public offices, including chieftaincy and all referenda and declare the results thereof. The Commission also formulates and enforces guidelines controlling the conduct of all elections to elective public offices, which guidelines shall not be inconsistent with the provisions of the Constitution and Elections Law of Liberia. NEC maintains a register of all qualified voters which shall be subject to inspection. It also establishes electoral constituencies in every political Sub-Division in accordance with population figures. Also included in its functions are maintaining registration documents of political parties and prescribe the kinds of records to be kept by all political parties and independent candidates.

For Immediate Release - 11 January 2026 - In Debt Case, Court Rules M-Tosh Failed to Prove US$877,000 Claim Against NEC Liberia

Based on the facts, evidence, and applicable law in the Action of Debt case, the Commercial Court of Liberia has ruled that the plaintiff, M-Tosh Prints Media, failed to meet the required burden of proof to establish its claim that the National Elections Commission of Liberia (NEC-Liberia) owed it US$877,000.00.

In March 2025, M-Tosh Prints Media filed an action of debt before the Commercial Court, alleging that, in addition to pre-packed election materials ordered by the NEC, it imported 1,898 excess election materials valued at US$877,000.00.

The company further claimed that these materials were handed over to a NEC staff member at the Roberts International Airport for storage in the NEC warehouse, and that the NEC subsequently used the materials.

The NEC, however, denied the allegations, arguing that the parties’ written contract did not require M-Tosh to import any excess materials, nor to store such materials in the NEC warehouse without prior approval from the then Board of Commissioners.

In its review, the Court examined the flight cargo manifest and other documentary evidence to determine the actual quantity of materials M-Tosh brought into the country via a chartered flight on 18 July 2019.

The Court found that the NEC paid for the chartered flight that transported the materials and concluded that M-Tosh failed to satisfy what it described as the “smell test”—the standard applicable to parties bearing the burden of proof and best evidence under Sections 25.5(1) & (2) and 26.6(1) of the Liberian Code of Laws Revised.

Consequently, the Court held that the NEC is not liable to M-Tosh in the claimed amount of US$877,000.00.

In her ruling dated 31 December 2025, Judge Eva Mappy Morgan noted that the NEC had previously paid US$94,000.00 to M-Tosh for the use of 200 election kits out of a total of 415 election kits deployed during the Grand Cape Mount County By-election Senatorial Election.

During arguments, M-Tosh also admitted to having received US$589,060.00 as payment for the supply of 1,970 pre-packed election materials for the Montserrado County District #15 Representative By-election.

This admission informed the Court’s final judgment, which dismissed M-Tosh’s US$877,000.00 claim for lack of proof, having found that the evidence presented failed to establish indebtedness in the stated amount.

The ruling largely clears the NEC of liability arising from M-Tosh’s claim.

However, dissatisfied with the Court’s decision, M-Tosh Prints Media has announced an appeal to the Supreme Court, while the NEC has also announced a cross-appeal.

NEC Liberia Commences Major Renovation Works at Headquarters

Massive renovation works have commenced at the headquarters of the National Elections Commission of Liberia (NEC-Liberia) on 9th Street, Sinkor, Monrovia.

The project follows a rigorous procurement process conducted in line with government regulations, culminating in the signing of contracts with three certified construction companies.

The P.Y. Group of Companies is responsible for delivering a complete, safe, and functional renovation of the NEC Main Building.

Mande Construction Company will undertake the construction of rigid pavement and parking facilities at the NEC headquarters, while DAK Construction Inc. is renovating the Fromayan Hall and warehouse, including plumbing, electrical, and related works.

Upon completion, the NEC headquarters will feature a modernized facility with a rebranded image as the Commission begins the new year.

The entire project is expected to be completed by 23 March 2026, marking a significant milestone by the NEC Board of Commissioners (BoC), with effective supervision by the Secretariat.

For Immediate Release – Monrovia, Liberia | 8 January 2026 NEC Liberia Strongly Denounces Protest at Upper B**g County Magisterial Office

The National Elections Commission of Liberia (NEC – Liberia) has taken note of an incident involving a group of young individuals who, on Wednesday, 7 January 2026, went to the Commission’s Upper B**g County Magisterial Office, posted placards on the premises, and made disparaging and unsubstantiated claims that the appointment of Elections Magistrates or officers must be restricted to natives of the counties to which they are assigned.

The Commission categorically states that such claims are false, misleading, and unsupported by the Elections Law of Liberia.

NEC – Liberia strongly denounces and condemns any action by individuals or groups that amounts to interference with the lawful functions of the Commission as Liberia’s independent electoral management body.

Under existing law, the authority of the NEC to appoint Elections Magistrates is strictly administrative and organizational, aimed at ensuring the efficient, transparent, and credible conduct of electoral activities across all counties and electoral districts.

This authority is in no way contingent upon a birth-county or native-status requirement.

The current Elections Magistrate for Upper B**g County, Mr. Alfred W. Tokpa, is a seasoned and long-serving staff member of the Commission who previously served as a Regional Coordinator.

His appointment as Elections Magistrate for Upper B**g County was carried out in full compliance with the Elections Law.

Mr. Tokpa meets all required qualifications and exemplifies the core values and professional standards of the Commission.

The Commission hereby cautions all individuals and groups against actions that have the potential to disrupt the normal operations of any NEC office.

It further warns that any recurrence of such unlawful activities at the Upper B**g County Magisterial Office or elsewhere will compel the Commission to pursue appropriate legal remedies, and those involved will face the full weight of the law.

The National Elections Commission of Liberia remains steadfast in upholding its core values of independence, credibility, transparency, and professionalism in the administration of public elections throughout the Republic of Liberia.

NEC Liberia Outlines Implementation Plan for Draft 2026 - 2030 Strategic Plan

As part of efforts to kick-start activities for the New Year - 2026, the National Elections Commission of Liberia (NEC-Liberia) on Thursday, 8 January 2026, held a major working session outlining the rollout plan of its draft Five-Year Strategic Plan (2026-2030).

Leading the session, Strategic Planning Committee Consultant, Mr. Dala Korkoyah, Jr. provided a detailed overview of the implementation framework, which focuses on key priority areas including public awareness of election laws, policy orientation, governance reforms, and financial sustainability.

The plan also highlights the proposed establishment of a National Elections Trust Fund and to strengthen the advocacy role of the NEC Board of Commissioners (BOC).

According to the consultant, the proposed Trust Fund, once established will serve as a sustainable financing mechanism to mobilize and appropriately allocate resources for the successful conduct of future elections in Liberia.

The draft Strategic Plan is expected to be formally validated by the Board of Commissioners later this month.

NEC Liberia Strengthens Media-Security Collaboration in Buchanan

An all-media engagement with the Communications Section of the National Elections Commission of Liberia (NEC-Liberia) has been held with journalists participating in the ongoing Media-Security Conference in Buchanan, Grand Bassa County.

The engagement formed part of efforts to further strengthen collaboration and trust among the NEC, the media, and security institutions, following a successful review of the Standard Operating Procedure (SOP) for Elections.

This session marks the conclusion of the Buchanan Media-Security Conference, implemented under the UNDP-Liberia Electoral Support Project.

The final phase of the Media-Security Conference series is scheduled to take place next week in Ganta, Nimba County.

NEC Liberia Hosts Second Media - Security SOP Conference in Buchanan to Strengthen Electoral Integrity

The second in a series of Media - Security Conferences on Standard Operating Procedure (SOP) is currently underway in Buchanan, Grand Bassa County.

At the opening session on Monday, 5 January 2026, the Executive Director and Head of Secretariat of the National Elections Commission of Liberia, (NEC-Liberia), Mr. Anthony K. Sengbe, described the media and security institutions as key stakeholders in Liberia’s electoral process.

Mr. Sengbe emphasized the importance of the Media - Security Conference, noting that it is focused on enhancing transparency and credibility in election.

Meanwhile, the President of the Press Union of Liberia (PUL), Mr. Julius Kullie Kanubah, called for mutual respect between media practitioners and security officers at all times, especially while performing their official duties.

According to Mr. Kanubah, the PUL strongly believes that the Media - Security Conference will further strengthen Liberia’s electoral integrity.

Speaking on behalf of the security sector, the Deputy Commissioner of Police, Mr. Augustine K. Browne, underscored the critical responsibility of national security institutions before, during, and after elections in Liberia.

Deputy Commissioner Browne emphasized that the roles of the media and security institutions are complementary, as both work together in the discharge of their daily responsibilities.

Nearly 60 media practitioners and law enforcement officers from Sinoe, Rivercess, Bomi, Gbarpolu, and Grand Bassa Counties are actively participating in the Buchanan conference.

The Media - Security Conference is funded under the UNDP Liberia Electoral Support Project.

NEC Liberia Supports Guinea’s Presidential Election with Electoral Materials

As part of regional support for the Republic of Guinea’s upcoming presidential election, the National Elections Commission of Liberia (NEC-Liberia) has provided a consignment of essential electoral materials to the Guinean Embassy near Monrovia.

The items include voting screens, ballot boxes, ballot box seals, thumbprint pads, stamp pads, markers, among others.

The materials were officially presented on Friday, 26 December 2025, by the Chairperson of NEC-Liberia, Madam Davidetta Browne Lansanah, to H.E. Ambassador Aboubacar Sylla of Guinea at the Commission’s headquarters on 9th Street, Sinkor, Monrovia.

In September 2025, NEC-Liberia rendered similar support to Guinea during the conduct of its constitutional referendum, reaffirming Liberia’s commitment to regional democratic cooperation.

Meanwhile, two senior electoral officials of NEC-Liberia, Mr. Ignatius B. Wisseh and Atty. James S. B. Wallace, are currently serving as members of the ECOWAS and Mano River Union Election Observation Missions to Guinea.

Guineans go to the polls on Sunday, 28 December 2025, for their first presidential election since the military takeover in 2021.

ECOWAS Observers Deployed for Guinea’s Presidential Election

On Sunday, 28 December 2025, neighboring Guinea will hold its presidential election - the first since the military coup of 2021.

As part of the ECOWAS Election Observation Mission to Guinea, NEC Liberia Deputy Executive Director for Programs, Mr. Ignatius B. Wisseh, along with other international observers, is actively engaged in collecting and assessing election-day data.

Later today, the ECOWAS Mission will hold a briefing session, followed by the deployment of observers to rural areas on Friday, 26 December 2025.

Guinea’s presidential election follows a constitutional referendum held in September 2025, which approved a new constitution and paved the way for candidates, including members of the outgoing military junta to contest the election.

Media - Security Conference Reviews Election SOP in Zwedru

At the close of a three-day Media–Security Conference on Elections held in Zwedru, Grand Gedeh County, participants have reviewed and recommended key updates to the Standard Operating Procedures (SOP) governing electoral processes in Liberia.

The SOP - first adopted in 2022 by the Liberia National Police (LNP), Press Union-of Liberia (PUL), Female Journalists Association of Liberia (FEJAL), and witnessed by Civil Society is designed to clearly define the roles, responsibilities, and respective mandates of the media and security institutions during elections.

More than 40 participants who attended the Zwedru Media - Security Forum from 16 - 22 December 2025 agreed, among other recommendations, that the National Elections Commission of Liberia (NEC-Liberia) should increase the number of accredited journalists on election day to strengthen public access to timely and accurate information.

Funded under the UNDP Liberia Electoral Support Project, the Zwedru conference forms part of a three-part regional series, which will be extended to Buchanan and Ganta next year, with broader participation from journalists and security personnel.

At the closing session on Saturday, 20 December 2025, NEC Liberia Communications Director, Mr. Prince Dunbar, briefed participants on the roles and activities of the Commission’s Communications Section, highlighting how public information is effectively coordinated by the NEC.

Diaspora Liberians Engage NEC Liberia on Inclusion in Future Electoral Processes

On Friday, 19 December 2025, Liberians living abroad held a roundtable discussion with the National Elections Commission of Liberia (NEC-Liberia) on their possible inclusion in the country’s future electoral processes.

The engagement, held at the NEC headquarters on 9th Street, Sinkor, brought together members of the NEC Board of Commissioners, the Secretariat, and representatives of the Liberian diaspora.

The discussion focused on clarifying the legal framework governing elections and exploring practical options that could allow diaspora Liberians to register and vote in future elections.

The visiting diaspora delegation was led by the Coordinator and Deputy Minister for Diaspora Affairs at the Ministry of State for Presidential Affairs, Mr. Erasmus T. Williams.

He emphasized the importance of ensuring that Liberians living abroad are given the opportunity to actively participate in national elections.

However, NEC Chairperson, Madam Davidetta Browne Lansanah, explained that the primary challenge to diaspora participation lies within the current legal framework.

She noted that existing law requires a citizen to be physically present in a specific constituency during the official voter registration period to be registered.

Supporting this position, the NEC Head of the Legal Section, Cllr. Alvin Teage Jalloh stated that enabling diaspora Liberians to vote would require new legislation or amendments to existing laws.

Cllr. Jalloh further suggested possible reforms, including the designation of Liberian embassies and consulates abroad as extensions of the Republic for voter registration purposes, among others.

The right to vote is enshrined in the Liberian Constitution, which guarantees that every citizen has the right to be registered in a constituency and to vote in public elections.

The meeting concluded with a commitment to continued dialogue, as the diaspora group pledged to advocate for the necessary legislative amendments to allow Liberians abroad to participate in future elections.

NEC Liberia Certifies Two New Political Parties

The National Elections Commission of Liberia (NEC-Liberia) has formally certified two new political parties, further broadening political participation in Liberia.

The newly certified parties are the Liberian Alternative People’s Party (LAPP) and the National Republican Party (NAREPA).

The certificates of accreditation were presented on Thursday, 18 December 2025, by NEC Chairperson, Madam Davidetta Browne Lansanah, during a ceremony held at the Commission’s headquarters on 9th Street, Sinkor.

Speaking at the ceremony, Madam Browne Lansanah emphasized that the accreditation of political parties goes beyond an administrative process and carries significant civic responsibility.

“The accreditation is not just an administrative act, but a conferral of a profound civic duty,” the NEC Chairperson stated.

She further encouraged the newly certified political parties to strictly adhere to the Constitution of Liberia and all applicable electoral laws, underscoring the Commission’s commitment to credible and inclusive democratic governance.

This brings the total number of registered political parties and coalitions in Liberia to 49.
