Duties of NEC

The primary duties of NEC include administering and enforcing all laws related to the conduct of elections throughout the Republic of Liberia. Besides, NEC also proposes to the National Legislature for enactment, suspension of, and amendment to, and repeal of, any provision of the Elections Law. The Commission further provides accreditation to, and registers all political parties an

d independent candidates who meet the minimum requirements set by the Commission. NEC also revokes the registration and accreditation of an already legal party only upon the judicial determination by a court of competent jurisdiction, in accordance with due process. Also included in NEC’s functions are to hold all elections for elected public offices, including chieftaincy and all referenda and declare the results thereof. The Commission also formulates and enforces guidelines controlling the conduct of all elections to elective public offices, which guidelines shall not be inconsistent with the provisions of the Constitution and Elections Law of Liberia. NEC maintains a register of all qualified voters which shall be subject to inspection. It also establishes electoral constituencies in every political Sub-Division in accordance with population figures. Also included in its functions are maintaining registration documents of political parties and prescribe the kinds of records to be kept by all political parties and independent candidates.

Media - Security Conference Reviews Election SOP in Zwedru

At the close of a three-day Media–Security Conference on Elections held in Zwedru, Grand Gedeh County, participants have reviewed and recommended key updates to the Standard Operating Procedures (SOP) governing electoral processes in Liberia.

The SOP - first adopted in 2022 by the Liberia National Police (LNP), Press Union-of Liberia (PUL), Female Journalists Association of Liberia (FEJAL), and witnessed by Civil Society is designed to clearly define the roles, responsibilities, and respective mandates of the media and security institutions during elections.

More than 40 participants who attended the Zwedru Media - Security Forum from 16 - 22 December 2025 agreed, among other recommendations, that the National Elections Commission of Liberia (NEC-Liberia) should increase the number of accredited journalists on election day to strengthen public access to timely and accurate information.

Funded under the UNDP Liberia Electoral Support Project, the Zwedru conference forms part of a three-part regional series, which will be extended to Buchanan and Ganta next year, with broader participation from journalists and security personnel.

At the closing session on Saturday, 20 December 2025, NEC Liberia Communications Director, Mr. Prince Dunbar, briefed participants on the roles and activities of the Commission’s Communications Section, highlighting how public information is effectively coordinated by the NEC.

Diaspora Liberians Engage NEC Liberia on Inclusion in Future Electoral Processes

On Friday, 19 December 2025, Liberians living abroad held a roundtable discussion with the National Elections Commission of Liberia (NEC-Liberia) on their possible inclusion in the country’s future electoral processes.

The engagement, held at the NEC headquarters on 9th Street, Sinkor, brought together members of the NEC Board of Commissioners, the Secretariat, and representatives of the Liberian diaspora.

The discussion focused on clarifying the legal framework governing elections and exploring practical options that could allow diaspora Liberians to register and vote in future elections.

The visiting diaspora delegation was led by the Coordinator and Deputy Minister for Diaspora Affairs at the Ministry of State for Presidential Affairs, Mr. Erasmus T. Williams.

He emphasized the importance of ensuring that Liberians living abroad are given the opportunity to actively participate in national elections.

However, NEC Chairperson, Madam Davidetta Browne Lansanah, explained that the primary challenge to diaspora participation lies within the current legal framework.

She noted that existing law requires a citizen to be physically present in a specific constituency during the official voter registration period to be registered.

Supporting this position, the NEC Head of the Legal Section, Cllr. Alvin Teage Jalloh stated that enabling diaspora Liberians to vote would require new legislation or amendments to existing laws.

Cllr. Jalloh further suggested possible reforms, including the designation of Liberian embassies and consulates abroad as extensions of the Republic for voter registration purposes, among others.

The right to vote is enshrined in the Liberian Constitution, which guarantees that every citizen has the right to be registered in a constituency and to vote in public elections.

The meeting concluded with a commitment to continued dialogue, as the diaspora group pledged to advocate for the necessary legislative amendments to allow Liberians abroad to participate in future elections.

NEC Liberia Certifies Two New Political Parties

The National Elections Commission of Liberia (NEC-Liberia) has formally certified two new political parties, further broadening political participation in Liberia.

The newly certified parties are the Liberian Alternative People’s Party (LAPP) and the National Republican Party (NAREPA).

The certificates of accreditation were presented on Thursday, 18 December 2025, by NEC Chairperson, Madam Davidetta Browne Lansanah, during a ceremony held at the Commission’s headquarters on 9th Street, Sinkor.

Speaking at the ceremony, Madam Browne Lansanah emphasized that the accreditation of political parties goes beyond an administrative process and carries significant civic responsibility.

“The accreditation is not just an administrative act, but a conferral of a profound civic duty,” the NEC Chairperson stated.

She further encouraged the newly certified political parties to strictly adhere to the Constitution of Liberia and all applicable electoral laws, underscoring the Commission’s commitment to credible and inclusive democratic governance.

This brings the total number of registered political parties and coalitions in Liberia to 49.

NEC Liberia Launches Media-Security Conference to Strengthen Election Reporting and Policing

A three-part conference aimed at strengthening healthy and sustained working relations between the media and law enforcement during elections is currently underway in Zwedru, Grand Gedeh County.

The conference brings together journalists from community radio stations and law enforcement officers from across southeastern Liberia to share experiences and reflect on their respective roles during the 2023 General Elections.

The ongoing media-security engagement, which will later be extended to Ganta and Buchanan, seeks to review, reform, and readopt the Standard Operating Procedures (SOPs) for Security Agencies and Media in Elections, with emphasis on incorporating new insights and practical lessons learned.

Speaking at the opening on Thursday, 18 December 2025, NEC Director of Training and Procedures, Atty. James S.B. Wallace, expressed excitement over the partnership among the National Elections Commission of Liberia (NEC-Liberia), the UNDP-Liberia Electoral Support Project (UNDP-LESP), the media, and the security sector, describing it as critical to ensuring peaceful and credible electoral processes.

Also addressing participants, UNDP Liberia - LESP Program Officer, Roosevelt Zayzay, and Press Union-of Liberia (PUL) President, Julius Kullie Kanubah , emphasized that sustained collaboration between the media and security institutions from 2022 to 2025 has contributed significantly to minimizing election-related tensions nationwide.

On behalf of the Liberia National Police (LNP), Deputy Commissioner of Police, Augustine K. Browne, welcomed the initiative and stressed that the SOPs developed for the media and security sector serve as a vital framework for cooperation during elections.

He called on participants to review the guidelines and infuse new ideas to further strengthen the partnership between the media and security institutions.

The Standard Operating Procedures for Security Agencies and Media in Elections, funded under the UNDP-Liberia Electoral Support Project, were first signed in 2022 by the Liberia National Police (LNP), Press Union of Liberia (PUL), Female Journalists Association of Liberia (FEJAL), and the Civil Society.

After nearly four years of dedicated service to Liberia through the UNDP-Liberia Electoral Support Project (UNDP-LESP), Kenyan national, Ms. Symphorosa Oundo, has officially concluded her assignment and is bidding farewell.

Ms. Oundo, who served as UNDP Gender Consultant to the National Elections Commission of Liberia (NEC Liberia), was honored on Wednesday, 17 December 2025, in recognition of her invaluable contributions to the Commission and the country’s electoral process.

Throughout her tenure, Ms. Oundo demonstrated unwavering commitment to mainstreaming gender perspectives and advancing inclusivity within Liberia’s electoral framework.

Her work significantly strengthened the NEC Gender Section and contributed to more responsive and equitable electoral policies and practices.

Members of the NEC Board of Commissioners, led by the Chairperson, commended Ms. Oundo for her professionalism, dedication, and impactful service, noting her role in developing policies and programs that enhanced women’s participation in elections as voters, candidates, and electoral officials.

NEC Liberia Chairperson Hails IPCC Secretariat as Pillar of Peace and Democratic Dialogue

The Chairperson of the National Elections Commission of Liberia (NEC-Liberia), Madam Davidetta Browne Lansanah, has described the Secretariat of the Inter-Party Consultative Committee (IPCC) as a symbol of collective commitment to peace, trust, and electoral integrity in Liberia.

Reflecting on the country’s electoral history, Madam Browne Lansanah recalled that elections have often been marked by periods of tension and uncertainty.

However, she emphasized that the establishment of the IPCC Secretariat provides a permanent and structured platform for dialogue, cooperation, and mutual respect among political actors.

The NEC Chairperson made the remarks on Tuesday, 16 December 2025 in Gbarnga, B**g County, during a two-day national gathering of all registered political parties and coalitions under the IPCC framework.

According to her, the Gbarnga meeting represents the culmination of a long and deliberate process that began with the signing of the IPCC Memorandum of Understanding in 2005, subsequently amended in 2016 and most recently in July 2025.

The IPCC brings together representatives of all registered political parties and the National Elections Commission of Liberia to promote collaboration, strengthen dialogue, and advance democratic consolidation in the country.

Job Profile:

The Junior Legal Counsel will support the NEC’s Legal Section in ensuring that all electoral processes, administrative actions, and institutional decisions comply with national laws, regulations, and internal policies. The role involves legal research, drafting, advisory support, and assisting in dispute resolution related to elections and governance.

Key Responsibilities:
Under the direct supervision of the Senior Legal Counsel, the Junior Legal Counsel shall perform the following duties:
1. Assist in interpreting electoral laws, regulations, and constitutional provisions.
2. Support senior legal Counsel in providing legal opinions to NEC Departments.
3. Monitor compliance with statutory requirements, internal policies, and electoral procedures.
4. Draft, review, and edit contracts, MoUs, procurement agreements, and internal directives.
5. Prepare legal briefs, memos, and reports for internal and external stakeholders.
6. Maintain accurate legal records and documentation.
7. Assist in preparing case files, affidavits, and submissions for electoral disputes.
8. Liaise with external counsel and attend court proceedings as required.
9. Support the legal team in responding to petitions, complaints, and challenges arising from elections.
10. Submit to the Commission written legal opinion on any question with legal implementation when so required;
11. Perform such other legal duties relating to the administration of the Elections Law as may be required by the Commission.

Minimum Qualifications and Knowledge Required:
1. Must be a Counselor at Law;
2. Law degree (LLB or equivalent).
3. Admission to practice (or in progress), depending on jurisdiction.
4. 5 years of experience in a law firm or in house legal department.
5. Effective organizational skills and ability to handle large volume of work in an efficient and timely manner would be an advantage;
6. Fluency in English and excellent oral and written communication skills;

Chief Dispute Hearing Officer
Title: Chief Election Dispute Hearing Officer

Background
As part of the National Elections Commission’s objectives in ensuring fair, impartial and timely resolution of electoral related disputes, the office of the Chief Dispute Hearing Officer was established. The CDHO oversees, coordinates and adjudicates disputes arising from the electoral processes and between and amongst political parties and candidates, in accordance with the Constitution of Liberia, the New Elections Law and all applicable statutes, regulations and procedures relating to the conduct of elections and political parties.

Purpose and Scope
The office of the CDHO provides independent leadership and oversight for the hearing and determination of electoral complaints and disputes, intra-party and interparty disputes, ensuring due process, transparency, legality and electoral integrity throughout the dispute resolution process.

Duties and responsibilities
 Receive, review and determine electoral and intra/inter-party complaints
 Preside over dispute hearing and procedural conferences
 Independently conduct fact-finding investigations into electoral issues and complaints
 Independently conduct adjudicatory and administrative hearing processes in line with law
 Ensure disputes are heard fairly, expeditiously and without undue technicality
 Issue procedural directives and rulings within the mandate of NEC
 Organize Conduct and supervise trainings for subordinate and temporary hearing officers
 Supervise subordinate hearing officers and Magistrates with respect to their Hearing
 Ensure compliance with timeliness and other procedural rules
 Coordinate responsibilities with other relevant departments such as Legal and Operations
 Refers matters beyond jurisdiction to the appropriate judicial or electoral authority
 Perform other related duties and functions as may be required
Qualification and Experience
o Bachelor’s degree in Law or equivalent qualification in law, Counselor at-Law is an added advantage
o At least five (5) years’ experience in legal practice, electoral adjudication or administration/operation
o Demonstrated knowledge of electoral laws and dispute resolution mechanisms
o Ability to analyze complex information and to define and resolve disputes
o Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues
o Strong interpersonal and communication skills
o Proven integrity, impartiality, and sound judgment
o Familiarity with the elections law is highly desirable
o Experience in election administration and quasi-judicial proceeding is an added advantage

NEC Liberia Strengthens Digital Capacity as First Phase of CISCO Certification Program Concludes

The first phase of the ongoing CISCO Certification Network Program for 14 staff of the National Elections Commission of Liberia (NEC-Liberia) has successfully concluded, reaffirming the Commission’s commitment to strengthening its technological capacity.

NEC Chairperson, Madam Davidetta Browne Lansanah, emphasized that the training is vital to the growth and modernization of the Commission.

She made the remarks on Monday, 15 December 2025, during the certification ceremony for participants who completed the first phase of the program at Stella Maris University, Monrovia.

CISCO is a globally recognized standard in computer networking and cybersecurity training and equipment.

The program is implemented under the UNDP Liberia Electoral Support Project and facilitated by Mr. Ashken Adili, a certified CISCO trainer.

The training covers key areas including Network Administration and Security, the development of an ICT and Digitalization Strategy for the NEC, and the creation of an ICT Operations Policy and Procedures Manual, among other critical components.

This initiative is aimed at strengthening the Commission’s technological capacity and advancing its digital transformation agenda in preparation for the 2029 General Elections.
