President Boakai Suspends MCSS Superintendent Pending Investigation into
Alleged Financial Misconduct

June 24, 2025

Executive Mansion, Monrovia: -President Joseph Nyuma Boakai, Sr., has suspended Mr.James A.S. Momoh, Superintendent of the Monrovia Consolidated School System (MCSS), with immediate effect and without pay, pending the conclusion of a full and impartial investigation into allegations of administrative and financial misconduct.

The suspension follows serious reports received by the Office of the President, including:
• The unauthorized procurement of 6,500 desks and chairs, valued at USD
357,500;
• Alleged kickback schemes involving MCSS personnel, as highlighted in a
report by the Financial Intelligence Agency of Liberia;
• A USD 451,150.60 contract signed on July 11, 2024, for laboratory supplies
and services—reportedly executed outside of established procurement procedures.

These allegations, indicate a disturbing pattern of mismanagement and potential
corruption under Superintendent Momoh’s leadership.

In line with the Government’s commitment to good governance, transparency, and the
rule of law under the ARREST Agenda, the President has directed the Liberia Anti-
Corruption Commission (LACC) and relevant government entities to conduct a thorough
investigation into the matter.

Superintendent Momoh is further instructed to fully cooperate with the LACC and to
immediately hand over all MCSS property and official documents in his possession to the Chairperson of the MCSS Board, Mr. John-Charuk Siafa.

The Government of Liberia remains resolute in protecting the integrity of public
institutions and ensuring that those entrusted with public service are held to the highest standards of accountability and ethical conduct.

NCHE Cracks Down on Illegal Institutions: 31 Unaccredited Schools Shut Down Immediately

In a significant regulatory enforcement action, the National Commission on Higher Education (NCHE) has officially released a list of 31 unauthorized higher education institutions operating illegally across Liberia, ordering their immediate closure.

This announcement is part of NCHE's intensified efforts to improve the country's higher education sector and protect students from unregulated academic programs that offer substandard or unrecognized credentials. The institutions affected, which include health science colleges, theological seminaries, and management schools, were found operating without accreditation and offering diplomas, associate degrees, bachelor's degrees, and even PhDs outside the legal framework established by the Ministry of Education and NCHE.

According to the NCHE’s notice, these schools have been operating in violation of the Higher Education Law of Liberia. Students enrolled in the affected institutions are advised to discontinue their studies and consult the NCHE for guidance on transitioning to accredited institutions.

Some of the institutions listed for immediate closure include:

- Mertu Institute of Health and Laboratory Sciences – 72nd Junction, Paynesville
- Christ Laborers School System – Pipeline Road, Paynesville
- Great Commission Christian University – Pipeline Road, Paynesville
- Elizabeth Medical Institute of Health Sciences – Mount Barclay, Montserrado County
- Faith College of Professional Studies – Jacob’s Town, Paynesville
- Millennium Institute of Health Sciences – Congo Town
- Gonet Academy – Cooper Road, Paynesville
- Monrovia Open Bible College – Sinkor
- ACIDA Christian College – Ganta, Nimba County
- Liberty Theological Seminary – 15th & 16th Streets, Monrovia
- Professional Journalism School of Liberia (PJSL) – GSA Road, Paynesville
- Sabenqa School of Travel and Tourism – Gurley Street
- Elizabeth Medical Health Center – Mount Barclay
- Leemor V School of Health Assistant – Morris’ Farm
- Vision Art Institute – Capitol Bypass
- New Dimension Theological Seminary – St. Peter High School, Paynesville

The NCHE cautioned the public to avoid enrolling in any of the listed institutions and emphasized that enforcement actions will continue against any unaccredited college or university offering degrees or certificates in Liberia.

This crackdown aims to send a strong message to operators of unapproved institutions and reaffirm the NCHE's commitment to maintaining academic integrity and standardization in the country’s educational system. The full list of closed institutions can be accessed on the NCHE website or at their head office in Monrovia.

President Boakai Signs Book of Condolence in Honor of the Late President Samuel K. Doe

Executive Mansion, Monrovia –President Joseph Nyuma Boakai, Sr., this morning signed the Book of Condolence in honor of the late President Samuel Kanyon Doe, who was slain in September 1990 during the height of Liberia’s civil conflict.

The solemn ceremony was held at the Centennial Memorial Pavilion in Monrovia, where the nation began the process of honoring and reburying former heads of state who passed under tragic or extraordinary circumstances.

President Boakai, accompanied by senior government officials and members of the Doe family, paid his respects and expressed deep sympathy for the pain and loss endured by the family, the people of Grand Gedeh County, and the entire nation.

Speaking briefly following the signing, President Boakai noted that this act is part of a broader effort at national reconciliation and historical reckoning. He emphasized that acknowledging the past, no matter how painful, is critical to healing and unity.

“Today, we honor the memory of President Samuel Kanyon Doe not only as a former Head of State but as a son of Liberia whose life and leadership, though considered controversial by some, played a significant role in shaping our history,” concluding, “May this gesture serve as a step toward reconciliation, peace, and national cohesion.”

President Doe, who served as Liberia’s 21st President from 1980 to 1990, became the country’s first indigenous leader to ascend to the presidency through a military coup.

His decade-long rule remains one of the most pivotal and debated eras in Liberia’s modern political history.

As Liberia continues to reckon with its past, the Government remains committed to fostering inclusive remembrance, healing historical wounds, righting historic wrongs, calming longstanding acrimony, and promoting unity across all regions and communities.

UPDATE:
The Liberia Medical and Dental Council has concluded its investigation into the death of 28-year-old Jamesetta Kugmeh, determining that her death was caused by kidney failure and internal complications not kidney removal, as widely alleged. Kugmeh died on May 20 at JFK Medical Center in Monrovia.

Her case sparked public protests and accusations of medical negligence.

However, Dr. Benetta Collins Andrews, Chairperson of the Council, stated that findings from multiple hospitals, including JFK and Ghana Teaching Hospital, showed no evidence of surgical organ removal. The investigation was conducted by the Council’s Ethics and Grievance Committee with findings presented in the presence of the family and ELWA Hospital

"The Republic of Liberia is proud to announce through the Ministry of Foreign Affairs, that it has officially won the bid to host the ECOWAS Youth & Sports Development Centre (EYSDC), a key regional institution under the Economic Community of West African States (ECOWAS).

The decision was made following a competitive selection process initiated by the ECOWAS Commission in light of recent institutional relocations triggered by the withdrawal of some Member States from the regional bloc.

The Ministry of Foreign Affairs, which led Liberia’s bid to host one of the vacated ECOWAS institutions, welcomed the news with deep appreciation and a renewed sense of national pride. Liberia’s Minister of Foreign Affairs, H.E. Sara Beysolow Nyanti, extended heartfelt gratitude to ECOWAS member states.

“This is a historic moment for Liberia. We are honored to be entrusted with hosting the EYSDC and reaffirm our commitment to regional integration and youth empowerment,” said Foreign Minister Nyanti.

The Foreign Minister acknowledged the pivotal role of President Joseph Nyuma Boakai, Sr., the chief architect of Liberia’s foreign policy, whose unwavering support was instrumental in the successful bid.

She thanked His Excellency for his direct engagement with the vetting team that visited Liberia to assess Liberia’s readiness.

She also recognized Deputy Minister for International Cooperation and Economic Integration, Dr. Ibrahim Nyei and his team for their strategic leadership throughout the process.

Special thanks were also extended to Cllr. Cole Bangalu, Minister of Youth and Sports, for ensuring that the technical aspects of Liberia’s proposal reflected the country’s readiness to host such a vital institution.

She also commended Mr. Morley Kamara, Economic Advisor to the President, for his support to the bid process, aligning it with Liberia’s broader economic diplomacy agenda.

The General Services Agency (GSA) was recognized for its effective coordination and oversight of the logistics and infrastructural details included in Liberia’s application.

The Minister further expressed appreciation to Senator Edwin Snowe, for his advocacy for Liberia to seek the hosting of a regional institution.

As background, Liberia had expressed interest in hosting three of four ECOWAS institutions namely, West Africa Health Organization (WAHO); ECOWAS Youth & Sports Development Centre (EYSDC) and Water Resources Coordination Centre (WRCC) previously located in Member States that have exited the regional bloc.

Of the 12 countries eligible to bid, Côte d’Ivoire was selected to host WAHO, Guinea will host the WRCC, and Guinea-Bissau the RAHC. Liberia’s selection as host of the EYSDC marks a significant achievement in its regional engagement and diplomacy.

The successful bid not only enhances Liberia’s standing in the ECOWAS community but also promises long-term benefits in the areas of youth engagement, education, sports diplomacy, job creation, and regional visibility.

The Government of Liberia reaffirms its readiness to ensure a smooth and timely transition of the Centre’s operations and infrastructure to Monrovia and calls upon development partners and stakeholders to support the next phase of implementation.

The Ministry of Foreign Affairs will continue to identify and optimize every opportunity for repositioning and rebranding Liberia."
