Executive Summary
This annual report highlights key achievements, community interventions, education reforms, women empowerment initiatives, youth scholarship programs, and infrastructure support initiatives undertaken within the district. The report demonstrates ongoing efforts to improve education, economic empowerment, community development, and institutional support across District 11.

1. Community Engagements
• Support to Women’s Groups: The District Office provided financial assistance totaling L$1,020,000 to the District Saving and Loan women’s group to support school fees and improve access to education.
• Youth Scholarship Program: Approximately 200 young people benefited from scholarships at A.M.E. Zion University, while 50 students received international scholarships to the Philippines.
• Business Support Initiative: A total of 70 women received L$8,200 each to establish or expand small businesses.
• Domestic Support Initiative: 20 women received 30 bundles of zinc to support housing improvement initiatives.
• District Day Initiative: Food, cash, and essential materials were distributed weekly to families in need under the District Day Program.
• Distribution of Motorbikes: 100 motorbikes were distributed across 63 communities to improve transportation and service delivery.
• Contributions to Institutions: Financial support was provided to schools and churches, including Shirley Kolmer Catholic School, Konuwa High School, Zion Grace School, Holy Martyrs Catholic Church, and Grace Baptist Church.
• Pending Land Acquisitions: Land acquisition processes were initiated for Kebbah Market, Dixville Market, Calwell Sports Pitch, and Dixville Sports Pitch.

2. Education Reform and Legislative Achievements
Under the leadership of Hon. Richard Nagbe Koon as Speaker, five transformative education reform bills were passed into law. These include the establishment of the Sign Language Institute of Liberia, elevation of Monrovia Vocational Training Center and B**g Technical College to university status, and the creation of community colleges in River Gee and Rivercess Counties.

3. Village Savings and Loan Association (VSLA)
The Village Savings and Loan Association was launched in 2020 to support women, single parents, and families facing economic hardship. Financial experts were hired to train participants in money management and sustainable savings practices.

During the reporting period, the VSLA recorded total assets amounting to $3,145,800.00 LRD. Of this amount, $3,057,057 LRD represented the assets of 17 groups depositing into ACCESS BANK.

The program also provided L$10,000 scholarships to members for their children’s education.

Challenges Identified
• Lending activities among members slowed during the reporting period.
• 16 groups currently maintain savings at ACCESS BANK totaling L$1,801,330.
• Bonus distributions to participating groups were delayed due to auditing and savings-sharing procedures.

Conclusion
The district’s annual activities reflect strong commitment toward education reform, women and youth empowerment, community development, and social support initiatives. These interventions continue to positively impact communities and contribute to sustainable growth across District 11.
