Bility's Bold Stand: Vote Against Key Bills Including the 2026 National Budget

MONROVIA, Dec.12, 2025 – Nimba County District #7 Representative Musa Hassan Bility has ignited debate in the House of Representatives after voting against several landmark bills, including the $1.2 billion National Budget and the controversial Oronto oil concession.
Bility said his stance was driven by the “best interest of the Liberian people,” blasting the legislature’s decision to bundle the Total Energy and Oronto contracts into a single vote.
While he backed Total Energy, he denounced Oronto’s business model as “flipping oil blocks for profit” without a clear exploration plan, warning that Liberia’s resources should not be handed to companies with questionable track records.
Bility also voted against the draft 2026 budget, branding it a “consumption budget” that fails to deliver growth. He criticized the government’s plan to spend Arcelor Mittal’s $200 million signing bonus within a year instead of investing in agriculture to create lasting jobs.
In contrast, Bility threw his support behind the HPX agreement, hailing it as a strategic deal that transforms Liberia’s rail corridor into a regional logistics hub. “This gives us a real opportunity to serve landlocked neighbors such as Mali,” he said, touting its potential to position Liberia as a gateway for private sector expansion.
Despite Bility's objections, the bundled bills—including the Oronto concession and the draft 2026 budget were passed by the House.
