JULY 5, 2025 – MONROVIA: In a firm move to ensure coordination among government institutions to stimulate efficiency and effective delivery of basic services, the Ministry of Mines and Energy has begun carrying out a 10-day technical analysis on the St. Paul River Basin. This water resources management exercise is being undertaken in adherence to a memorandum of understanding between the Ministry (MME), and the Liberia Electricity Corporation (LEC).

The Director of the Liberia Hydrological Service (LHS), Wynitta Gwaikolo-Mayson, is leading a team of water engineers and technicians to conduct the study which began on June 30, 2025, and conclude on July 9, 2025.

The Liberia Hydrological Service (LHS), is one of two Bureaus in the department of Mineral Exploration and Environmental Research of the Mines and Energy Ministry. The LHS is teaming up with the LEC and other national and international consultants in executing the 10-day task seeking to collect data and perform some analysis on discharge, sediment transport and turbidity of the St. Paul River.

The St. Paul River basin covers eight thousand four hundred and sixty square miles (8,460 sq mi.), or twenty-one thousand nine hundred and eleven kilo meters (21,911 km) between Liberia and Guinea. “The objective of this MoU is to facilitate the exchange of knowledge, capacity building and competence enhancement for both the Hydrological Service and LEC”, LHS Director Wynitta Gwaikolo-Mayson asserted.

President Boakai Declares July 5 as ‘National Healing, Reconciliation and Unity Day’ to Honor Liberia’s Painful Past and Strengthen National Peace

The President of the Republic of Liberia, His Excellency. Joseph Nyuma Boakai, Sr., has by Proclamation declared Saturday, July 5, 2025 as “National Healing, Reconciliation and Unity Day” and is to be observed throughout the Republic as a Working Holiday.

The Proclamation directs and invites all citizens, and families to attend the program organized by the committee to give prominence to the observance of the day.

Following a pronouncement by His Excellency President Joseph Nyuma Boakai, Sr. on Monday, January 27, 2025, regarding the official reburial of two former Presidents of the Republic of Liberia: Rev. Dr. William Richard Tolbert, Jr. and Dr. Samuel Kanyon Doe, a national initiative was launched through a special committee, the Presidential Reburial Committee, to ensure that the two former presidents were provided a reburial befitting their statuses.

The Proclamation added that the National Reburial and Reconciliation Committee being aware of other individuals who were deceased as a result of the coup d’etat, the civil crisis, Ebola and Corona pandemics and who were not given proper reburials and whose relatives have not experienced closures, proposed that July 5, 2025 be proclaimed as National Healing, Reconciliation and Unity Day.

The Proclamation also indicated that honoring the day is intended to provide a space for collective reflection, national mourning, and healing, and to renew our share commitment to peace and reconciliation.
The Proclamation stresses that the formal designation of this day will not only honor the memories of our fallen leaders who were prominent figures but other fallen citizens.

The Proclamation states that observing this day aim is to also honor the thousand ordinary Liberians who are unnamed, who suffered and lost their lives during the country’s most painful moments and to give their families some form of closure.

The day symbolizes the resilience of our democracy and the enduring strength of our national identity.

According to the Presidential Proclamation, this celebration will be executed by the Presidential Reburial Committee on Saturday, July, 2025, with Rev. Dr. Antoine Rutayisire, an internationally recognized expert in healing and reconciliation serving as the Keynote Speaker at the Ellen Johnson Sirleaf Ministerial complex in Congo Town, Montserrado County, Liberia.

Ir further further recounts that being mindful of the years of civil strife in the country and its harmful impacts on the people of Liberia, it becomes imperative that all Liberians embrace the noble ideals of the National Healing and Reconciliation program to promote genuine reconciliation, unity and peace among all Liberians.

Renowned Reconciliation Leader Dr. Antoine Rutayisire Arrives in Liberia for National Healing and Reconciliation Program

July 5, 2025

Executive Mansion, Monrovia –Dr. Antoine Rutayisire, keynote speaker for today’s National Healing, Reconciliation, and Unity Program, hosted by His Excellency President Joseph Nyuma Boakai, Sr. has arrived in the country.

Dr. Rutayisire arrived in Monrovia on July 4 and paid a courtesy visit to President Boakai at the Rehab Office. His participation in the National Program marks a pivotal moment in Liberia’s ongoing pursuit of truth, justice, and healing following years of conflict and national trauma.

Dr. Rutayisire is a survivor of the 1994 genocide against the Tutsi in Rwanda and a distinguished authority on peacebuilding and reconciliation across Africa. He currently serves as the Rwandan Team Leader of African Enterprise, a faith-based organization devoted to healing and renewal in post-conflict societies. His life’s work has focused on restoring hope and unity in Rwanda, where he has played a central role in shaping and implementing the national reconciliation policy.

From 1999, Dr. Rutayisire served as a Commissioner on Rwanda’s National Unity and Reconciliation Commission, twice holding the post of Vice-Chairman. His leadership was instrumental in facilitating dialogue between perpetrators and survivors of the genocide and in promoting community-based reconciliation across the country. Prior to his work on the Commission, he served as Rwanda National Secretary for the International Fellowship of Evangelical Students (IFES) and held academic posts at the Rwanda National University and in Kigali’s secondary school system.

Dr. Rutayisire holds an MA in Applied Linguistics from the University of North Wales (UK, 1985–86) and an MA in Modern Literature and Curriculum Development from Rwanda University and PhD in Intercultural Studies with a focus on Transformative Leadership. He is a globally respected speaker on the subject of reconciliation and has delivered keynote addresses for World Vision and at Annual International Reconciliation Conferences hosted by Reconciliation New Works of Our World.

Drawing on his experience as a genocide survivor and reconciliation leader, Dr. Rutayisire brings a unique moral and spiritual voice to Liberia’s national healing process. He emphasizes that true reconciliation requires more than political settlements—it demands personal transformation, honest confession, forgiveness, and restorative justice, all grounded in faith and shared humanity.

President Boakai has prioritized national reconciliation as a cornerstone of his administration, vowing to honor the memory of victims of Liberia’s civil conflict, the Ebola epidemic, and the COVID-19 pandemic, while forging a future of unity. Today’s event at the EJS Ministerial Complex, will bring together faith leaders, survivors, government officials, and citizens from across the country to reflect, remember, and recommit to national healing.

Dr. Rutayisire’s presence highlights Liberia’s resolve to draw lessons from global experiences and to walk a path toward genuine reconciliation and lasting peace.

"Everything was going fine. Bill Twehway was taking my advice, and together we were improving the Port. But things changed when “stomach infrastructure” joined Bill’s team. Suddenly, every suggestion I made was twisted for personal gain.
