As by-elections for senator and representative seats are set in Nimba County and Grand Gedeh Countyโ€™s district #1,Representative Samuel Kogar has publicized that he will contest for the senatorial seat in Nimba County; writes Ojuku Silver-tongue Kangar, Jr.

Representative Kogar, who is currently serving his third term as a legislator of Nimba Countyโ€™s district #5, said he was petitioned by the constituents of Nimba County, and especially by the electorate of his motherโ€™s chiefdom.

The National Elections Commission (NEC) will conduct by-elections in two counties, Nimba County and Grand Gedeh Countyโ€™s district #1 on April 24, 2024 to fill the vacant seats of former senator Jeremiah K. Koung, now Vice President of Liberia, and deceased Representative Erol Madison Gwion, who passed on after he won the election in 2023.

According to information, Representative Kogarโ€™s decision to contest the senatorial race did not come from himself, as some are claiming, but from a notable electorate.

โ€œWhat has prompted my decision derived from the constituents of Nimba County. They feel I am capable to represent Nimba County at the Senate level because I serve at the Legislature, mainly as representative, for three terms,โ€ Representative Kogar said to journalists at the Tod Dahn Guest House in Soul Clinic after a brief meeting and presenting kola to his mother chiefdomโ€™sfamily. โ€œToday there is vacuum created, and the Nimba people said they need an experienced person to go and represent them at the Senate level.โ€

Due to the constituentโ€™s petition and caveat to him, Representative Kogar said he is courageous to contest in the by-election, and he will emerge victoriously because he has no contender as along as he is in the race.

โ€œI have been approached, and there was a caveat signed to me that any attempt for me to deny or refuse their (constituent) request I should be considered not a politician in Liberia anymore,โ€ the Representative said.

After a consultation during the meeting, he represented kola to the elders and citizens of Leeslum Chiefdom to be taken to the citizens of that part of Nimba County as acceptance of their petition. Representative Kogarโ€™s mother is from the Mano tribe, while his father from the Gio tribe, making him bilingual.

In a pre-victory tone, Representative Kogar vowed to exhibit accessible leadership at the Senate level if he wins, informing that, for third term serving as Representative, his residence is not fenced, which makes it easy for people to access him.

On behalf of the citizens of Leeslum and KarwayChiefdom, Elder Augustine S. Megh, Sr. said they were happy hearing their son seeking their blessings to ascend to a higher level.

Defending Representative Kogarโ€™s competence to rise at the Senate level, Elder Megh said he is developmental, people-centered, and so on; therefore, his request will be taken to the other Nimbaians so that they can rally behind him to win the senatorial race.

The by-elections will be held simultaneously in the two counties, according to NEC.

There is said to be a potential threat to the realization of President Joseph Nyuma Boakaiโ€™s dream of engendering a genuine and results-driven change in the governance system of Liberiaโ€”if nothing is done to pin down some greedy and selfish individuals on the rescue journey.

Already, uneasiness has ensued, triggered by the reported insatiable and bold-face quest of one particular Unity Party executive, who is said to be bent on ensuring that people under his control, or of his interest, occupy key deputy for administration positions at several ministries and agencies where administrative, financial and personnel issues are concentrated, thus raising the very relevant question of what the motive would be.

This โ€œinfluentialโ€ Unity Party executive, according to sources, already has his confidants in deputy for administration positions at several crucial ministries and agencies, including the Ministry of Finance & Development Planning, but is still insisting and fighting to plant more of such people at the Ministry of Health and other strategic government entities.

He is also said to be planting his family members at lucrative public corporations and other state-owned enterprises (SOEs), in both active duty roles and board positions as part of an apparent effort to widen his influence in critical financial and human resource decision-making processes in the Boakai government.

Many people in the circle of the Unity Party and its alliance see the huge desire of one individual to control so many important personnel and financial decision-making portfolios in government as troubling, and are therefore drawing attention to a potential intent to baby-sit and manipulate major financial and human resource policies and decisions.

The Hot Pepperโ€™s sources say the growing apprehension mainly comes from the backdrop that the Unity Party โ€œstrong manโ€, now being dubbed as โ€œMr. Powerful,โ€ or โ€œgreedy hunterโ€, has been in the Legislature for a little over twelve years now, occupying major financial positions, including the critical and sensitive Ways, Means, & Finance Committee, amidst mounting public calls for accountability and transparency at the first branch of government.

Now that President Boakai has spoken strongly about his desire and decision to institute an audit of the three branches of government, knowing that deputies for administration at ministries and agencies deal with finance and human resource matters, to see this level of energy exerted by a key legislative official to control these important finance and personnel-related positions in government leaves people wondering as to what the motive is.

Already, thereโ€™s growing tension amongst Executive Committee members of the Unity Party and its alliance party members as several concerned partisans and supporters see this as an effort to either cover-up some skeletons legislative and executive closets or frustrate the celebrated willingness of President Boakai to audit the three branches of government, particularly the Legislature.

This Unity Party executive, who is a current legislator, is also said to be fighting the confirmation of Fredrick Cooper as Deputy Minister for Administration, Ministry of Gender and Social Protection, because his preferred person for the position was not considered for nomination.

One other nominee who is not spared in this dangerous political machination is former Representative of district #7, Nimba County, Roger S.W.Y. Domah, a devoted partisan of the Unity Party (UP), and experienced administrator who was vetted and recommended for the Deputy Minister for Administration position at the Ministry of Health.

This fight against Domahโ€™s nomination, according to UP and some government sources, is because a certain Martha C. T. Morris, a citizen of B**g County, was not nominated as Deputy Minister for Administration.

Morris, a nurse, was reportedly vetted previously and recommended for the position of Superintendent for B**g County, but arm-twisting and sinister political maneuvering as well as selfish domineering tactics are being designed by this โ€œMr. Powerfulโ€ to change everything.

To bring this annoying political manipulation under control, save the integrity of the rescue mission and resist the culture of strong man politicking in the new administration of Ambassador Boakai, several UP executive members are said to be expressing serious concern and seeking to replace personal desires with national and institutional decision-making processes that truly reflect the mantra of rescue and good governance.
