Court Orders Reopening of ST Nagbe Church Amid Ongoing Legal Dispute

The Sixth Judicial Circuit, Civil Law Court, has issued an interim order mandating the reopening of the Stephen Trowen Nagbe United Methodist Church, pending final determination of a declaratory judgment petition filed by the congregation’s leadership.

Despite this order from the Civil law court another matter that had been pending before the Monrovia city court was heard and ruling reserves for Thursday, following the writ of summon issues on the ST Nagbe congregations for a temporary closure of the ST Nagbe church.

During the Mondays hearing defence lead lawyers Atty. Jeremiah Samuel Dugbo I. asserted that even if the church structure is owned by the United Methodist Church and its Liberia Annual Conference, the petitioner’s pursuit of a temporary closure is not the appropriate legal channel.

Atty Dugbo , suggested that if the UMC believes they hold legal title to the property, the appropriate route would be an ejectment action or summary proceedings to recover possession.

He at the same time urged the court to dismiss what is described as an “unmeritorious petition” and allow the parties to return to the Civil Law Court, where the matter is already pending.

Both parties were granted ten minutes each to present final arguments, with legal references excluded. The petitioner cited Chapter 25, Section 25.3 of Liberian law, while the respondent relied on multiple provisions, including Sections 3.31, 16.1, and 62.1 of the Civil Procedure Law, and Article 20(a) of the Constitution.

The court interim order signed by Assigned Circuit Judge George W. Smith, instructs Bishop Samuel Jerome Quire Jr., Father Henry Brunsun, and all corporate/church officers of the United Methodist Church Liberia Annual Conference to revert to the status quo ante.

This means the church must immediately allow the ST Nagbe congregation to resume services and meetings at the church edifice located on 13th Street, Sinkor, Monrovia.

The decision follows a legal petition filed by the Stephen Trowen Nagbe United Methodist Church seeking a declaratory judgment at the civil law court regarding leadership authority and interpretation of church doctrine, particularly on the definition of marriage and church governance.

The court's interim order is effective immediately and will remain in place until a final ruling is made on the petition.

As President Joseph Boakai travels to Japan for the TICAD-9 Summit, accompanied by 23 of his top ministers and advisors, Liberia finds itself without its core leadership at a moment of rare diplomatic significance. U.S. Senator Jack Reed and Representative Gabe Amo—two influential lawmakers from Rhode Island—are visiting Liberia and Ghana this week to strengthen bilateral ties and discuss pressing issues ranging from economic development to regional security.

The timing of Boakai’s absence is striking. Reed, the top Democrat on the Senate Armed Services Committee, and Amo, Vice Ranking Member of the House Committee on Foreign Affairs, are not just any visitors. Their presence represents a high-level U.S. outreach effort aimed at reinforcing partnerships in West Africa, particularly in the wake of devastating cuts to U.S. foreign aid under the Trump administration. Liberia alone faces a $290 million shortfall in expected USAID support, a gap that has left critical sectors vulnerable and opened the door for increased Chinese influence.

The lawmakers’ agenda includes meetings with U.S. diplomats, military officials, NGOs, and community leaders to explore collaborative solutions on global health, trade, climate change, and peacekeeping. Yet, with Liberia’s top officials abroad, the opportunity for direct engagement with the country’s leadership is limited—raising concerns about missed diplomatic momentum.

Representative Amo’s personal ties to Liberia and Ghana—his parents emigrated from both countries—add a layer of cultural resonance to the visit. In Ghana, Reed and Amo will also offer condolences following a tragic military helicopter crash that claimed the lives of eight officials, including two ministers.

Historically, Liberia and the U.S. share deep-rooted connections, from Liberia’s founding in 1847 to the resettlement of Liberian refugees in Rhode Island. Senator Reed’s role in passing the Liberian Refugee Immigration Fairness law further underscores the enduring relationship.

Still, the optics of Liberia’s leadership being absent during such a pivotal visit may signal a lack of strategic coordination. As Reed and Amo seek to reaffirm U.S. commitment to the region, Liberia’s ability to fully capitalize on this moment remains in question.

Methodist Church Crisis Lands in Court Over Marriage and Leadership Interpretation

The Stephen Trowen Nagbe United Methodist Church has filed a petition for declaratory judgment before the Sixth Judicial Circuit, Civil Law Court, seeking legal clarity on key issues surrounding the definition of marriage, church doctrine, and leadership structure.

The petition names the United Methodist Church Liberia Annual Conference—through its Board of Trustees, chaired by Father Henry Brunsun and Directress Mth. Eliza Kronyanh, and Resident Bishop Samuel Jerome Quire Jr.—as respondents.

The ST Nagbe lawyers argue that the court should declare and affirm the statutory definition of marriage under Liberian law as a civil union strictly between a male and a female. Citing Section 43.2 of the Civil Procedure Law, the petition contends that legal uncertainties now exist over rights and practices inconsistent with Liberia’s defined legal and moral codes, especially regarding marriage and sexual conduct.

The church references the Domestic Relations Law of Liberia, the Penal Law, and the 2016 Book of Discipline of the United Methodist Church, arguing that these collectively uphold traditional marriage and denounce any practice deemed to contradict that standard.

The petition claims that deviating from these definitions specifically regarding same-sex relationships violates not only biblical and doctrinal positions but also Liberia’s civil and criminal statutes, particularly Chapter 14, Section 14.74 of the Penal Law, which criminalizes certain sexual behaviors.

The church now seeks a legal declaration from the court to prevent what it views as doctrinal overreach by the national leadership of the United Methodist Church and to reinforce the standing of its own leadership and congregation.

The case is pending before Assigned Circuit Judge George W. Smith.
