Declaration by the Board for Friendship and Cooperation between the Republic of Bulgaria and the United Arab Emirates
Condemnation of Iran’s aggressive actions against
the territory, citizens, and guests of the United Arab Emirates

The Board for Friendship and Cooperation between the Republic of Bulgaria and the United Arab Emirates (UAE) is a Bulgarian non-governmental organization established in 2021 in the city of Sofia. Its members include both Bulgarian and foreign citizens united by the shared commitment to promoting friendship, mutual respect, and cooperation between the peoples of Bulgaria and the United Arab Emirates.
Since its establishment, the Board has functioned entirely as a civic and public-interest initiative of a non-commercial nature. None of its members receives personal financial or other material benefits from participation in the organization. The activities of the Board are based on the principles of voluntariness, transparency, mutual respect among cultures, and commitment to the public good.
The main objectives of the Board are focused on the implementation of the following activities:
○ Development of economic cooperation – encouraging trade, investment, and partnerships between Bulgarian and Emirati companies across various economic sectors;
○ Strengthening cultural and educational ties – supporting exchange in the fields of culture, science, education, and tourism between the two countries;
○ Support for institutional dialogue and partnership – creating a platform for cooperation between state institutions, business organizations, and public structures to foster closer strategic partnership.
Guided by the principles of international law, humanism, and the longstanding friendly relations between the two countries, the Board for Friendship and Cooperation between the Republic of Bulgaria and the UAE hereby declares the following:
1. We strongly condemn the massive attacks with ballistic missiles and drones carried out by Iran against civilian sites and the peaceful population on the territory of the UAE, which began on 28 February 2026 and continue to this day. Such acts of aggression constitute a serious violation of international law and of the principles of sovereignty and non-interference in the internal affairs of states.
2. The targeting of residential areas, economic infrastructure, and civilian facilities endangers the lives of millions of people and creates risks for regional and international security.
3. We express our full solidarity with the people of the United Arab Emirates, as well as with all foreign citizens who live and work in the country. The UAE is home to approximately 11 million people, of whom around 85–90% are foreign nationals from more than 200 nationalities, making it one of the most cosmopolitan countries in the world.
4. We support the efforts of the Monarchical Authority, the Federal Supreme Council, and the Government of the UAE to protect the population and maintain stability and security in the country.
5. We extend our most sincere condolences to the families of the victims and express our deep sympathy to all those affected by these attacks. We wish a swift recovery to the injured.
6. We express our compassion for all innocent people—citizens and foreign nationals alike-who have become victims of violence, destruction, and fear as a result of the escalation of the conflict.
7. We also express our solidarity with Bulgarian citizens living and working in the United Arab Emirates, who are likewise exposed to risk as a result of these aggressive actions.
8. We emphasize that attacks against a country known for its policy of tolerance, economic development, and international cooperation undermine efforts for stability throughout the entire Persian Gulf region.
9. We call upon the international community and all states that share the principles of international law to undertake active diplomatic efforts aimed at de-escalating tensions and preventing a broader regional conflict.
10. We believe that diplomacy, dialogue, and respect for the sovereignty of states are the only sustainable path toward ensuring long-term peace and stability in the region.
11. We support the right of the United Arab Emirates to self-defence in accordance with the Charter of the United Nations, to guarantee the security of its citizens, residents, and visitors, and protect its territorial integrity.
The Board for Friendship and Cooperation between the Republic of Bulgaria and the UAE will continue to work actively to strengthen the ties between our peoples, to promote cultural and public dialogue, and to disseminate truthful information regarding the situation in the region. We firmly stand by our friends in the United Arab Emirates and support efforts aimed at peace, security, and international cooperation.

Осъждане на агресивните действия на Иран срещу
територията, гражданите и гостите на Обединените Арабски Емирства

Бордът за приятелство и сътрудничество между Република България и Обединените Арабски Емирства (ОАЕ) е българска неправителствена организация, създадена през 2021 г. в гр. София. В нея членуват както български, така и чуждестранни граждани, обединени от стремежа за развитие на приятелството, взаимното уважение и сътрудничеството между народите на България и Обединените Арабски Емирства.
От своето създаване до днес Бордът функционира изцяло като гражданска и обществено полезна инициатива с некомерсиален характер, като никой от неговите членове не получава персонални финансови или други материални облаги от участието си в организацията. Дейността на Борда се основава на принципите на доброволността, прозрачността, взаимното уважение между културите и ангажираността към общественото благо.
Основните цели на Борда са концентрирани в реализация на следните дейности:
o Развитие на икономическото сътрудничество – насърчаване на търговията, инвестициите и партньорствата между български и емиратски компании в различни икономически сектори;
o Засилване на културните и образователните връзки – подпомагане на обмена в областта на културата, науката, образованието и туризма между двете държави;
o Подкрепа на институционалния диалог и партньорство – създаване на платформа за сътрудничество между държавни институции, бизнес организации и обществени структури с цел по-тясно стратегическо партньорство.
Бордът за приятелство и сътрудничество между Република България и ОАЕ, воден от принципите на международното право, хуманизма и дългогодишните приятелски отношения между двете държави, заявява следното:
1. Категорично осъждаме масираните атаки с балистични ракети и дронове, предприети от Иран срещу граждански обекти и мирното население на територията на ОАЕ, започнали на 28 февруари 2026 г. и продължаващи и до днес. Подобни актове на агресия представляват сериозно нарушение на международното право и на принципите на суверенитет и ненамеса във вътрешните работи на държавите.
2. Насочването на удари срещу жилищни райони, икономическа инфраструктура и цивилни обекти застрашава живота на милиони хора и създава риск за регионалната и международната сигурност.
3. Изразяваме своята пълна солидарност с народа на Обединените Арабски Емирства, както и с всички чуждестранни граждани, които живеят и работят в страната. ОАЕ са дом на около 11 милиона души, от които приблизително 85–90% са чужденци от повече от 200 националности, което ги прави една от най-космополитните държави в света.
4. Подкрепяме усилията на Монархическата власт, Федералния върховен съвет и Правителството на ОАЕ за защита на населението и поддържане на стабилността и сигурността в страната.
5. Поднасяме своите най-искрени съболезнования на семействата на жертвите и изразяваме дълбока съпричастност към всички, които са пострадали в резултат на тези атаки. Пожелаваме бързо възстановяване на ранените.
6. Изразяваме съчувствие към всички невинни хора – граждани и чужденци – които са станали жертва на насилие, разрушения и страх вследствие на ескалацията на конфликта.
7. Изразяваме солидарност и с българските граждани, които живеят и работят в Обединените арабски емирства и които също са изложени на риск в резултат на тези агресивни действия.
8. Подчертаваме, че атаките срещу държава, известна със своята политика на толерантност, икономическо развитие и международно сътрудничество, подкопават усилията за стабилност в целия регион на Персийския залив.
9. Призоваваме международната общност и всички държави, които споделят принципите на международното право, да предприемат активни дипломатически усилия за деескалация на напрежението и предотвратяване на по-широк регионален конфликт.
10. Считаме, че дипломацията, диалогът и зачитането на суверенитета на държавите са единственият устойчив път към гарантиране на дългосрочен мир и стабилност в региона.
11. Подкрепяме правото на Обединените Арабски Емирства на самозащита съгласно Хартата на ООН, с цел гарантиране на сигурността на своите граждани, жители и гости и защита на териториалната си цялост.
Бордът за приятелство и сътрудничество между Република България и ОАЕ ще продължи да работи активно за укрепване на връзките между нашите народи, за насърчаване на културния и обществен диалог и за популяризиране на истината за ситуацията в региона, като твърдо заставаме зад нашите приятели в Обединените Арабски Емирства и подкрепяме усилията за мир, сигурност и международно сътрудничество.

Iran-Israel Attacks: Moroccan King Mohammed VI holds phone calls with Gulf Leaders
King Mohammed VI held a series of telephone conversations today with Gulf leaders after attacks targeted their respective territories, according to statements from the Royal Cabinet.
The Moroccan monarch spoke with the leaders of Gulf countries: Mohammed bin Salman of Saudi Arabia, Mohammed bin Zayed Al Nahyan of the United Arab Emirates, Hamad bin Isa Al Khalifa of Bahrain, and Tamim bin Hamad Al Thani of Qatar.
The royal cabinet said the conversations reaffirmed Morocco’s solidarity with the brotherly nations in the face of security threats.
The calls followed acts of aggression, including Iranian missile attacks targeting US and Israeli multiple assets in the territories of the four Gulf states.
During the calls, the King reaffirmed Morocco’s firm condemnation of what he described as “abhorrent aggressions” targeting the sovereignty of the brotherly states and the security of their territories.
He also expressed Morocco’s full support for these countries and its backing for any legitimate measures they deem appropriate to safeguard their security and the safety of their citizens.
The King stressed that the security and stability of the Arab Gulf states are an integral part of Morocco’s own security and stability, adding that any harm to their security constitutes a “serious and unacceptable aggression” and a “direct threat to regional stability.”
The declaration comes at a time of heightened security tensions in the Middle East.
It underscores Morocco’s consistent diplomatic stance in favor of regional stability, respect for national sovereignty, and strategic cooperation with its Arab partners.

Finland supports Morocco’s Autonomy Plan for the Sahara
Finland has expressed support for genuine autonomy under Moroccan sovereignty as the most feasible solution to the Moroccan Sahara issue, Morocco’s foreign ministry announced in a statement on Sunday.
According to the statement, this position was expressed in a Joint Communiqué adopted in Rabat, on Sunday, following a meeting between the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, MFA Nasser Bourita, and Finland’s Minister for Foreign Affairs, Ms. Elina Valtonen, who was on an official visit to Morocco.
“In this respect, Finland reiterated its support for the autonomy plan presented by Morocco, considering it a serious and credible contribution to the UN-led political process and a good basis to achieve a definitive and mutually acceptable political solution.”
The two Ministers also “welcomed the adoption of United Nations Security Council Resolution 2797 (2025)” and reaffirmed their support for the efforts of the UN Secretary General and his Personal Envoy aiming at achieving a just, lasting, and mutually acceptable political solution to the issue of the Moroccan Sahara.
While many European Union countries have already shown strong support for the Moroccanness of the Sahara and the autonomy plan proposed by Morocco, this new position by Finland marks a fundamental step forward.
Recall that the European Union officially adopted a unified position supporting Morocco’s autonomy plan for the Sahara at the 15th EU-Morocco Association Council session recently held in Brussels.
The 27 EU-member states agreed that genuine autonomy could be among the most feasible solutions” for the final resolution of the regional dispute.

Bolivia has announced the suspension of its recognition of the so-called "sahraoui state"

This position was expressed in a statement issued following a phone conversation held on Monday between Nasser Bourita, Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, and his counterpart Fernando Aramayo, Minister of Foreign Affairs of the Plurinational State of Bolivia.
“The Plurinational State of Bolivia, acting in full conformity with United Nations Security Council Resolution 2797 (2025) and reaffirming its support for the political process under the UN’s auspices, has undertaken a sovereign reconsideration of its foreign policy. Following this review, Bolivia has decided to suspend its diplomatic ties with the so-called entity named “the sahrawi arab democratic republic” and to end all official contact with it, pointing out that it is not recognized as a member State of the United Nations Organization,” the statement reads.
“This decision is part of Bolivia’s will to contribute constructively to international efforts aimed at achieving a realistic, pragmatic and lasting political solution, grounded in compromise, in line with the United Nations’ parameters,” the statement adds.
Bolivia’s decision to suspend recognition of the “SADR” opens a new chapter in relations between the Kingdom of Morocco and the Latin American country.
According to the statement, the two countries have also agreed to restore diplomatic relations and initiate the required procedures to establish resident diplomatic missions in La Paz and Rabat.
In addition, a growing number of countries have recognized Morocco’s sovereignty over its southern provinces in Western Sahara and supported the country’s Autonomy Plan as a credible and realistic solution to the dispute.
To date, more than 20 countries have opened consulates in the southern cities of Laayoune and Dakhla, while over 110 UN member states have expressed support for the Autonomy Plan as a serious and credible basis for a lasting political settlement.
The latest milestone came with the adoption of United Nations Security Council Resolution 2797 in October 2025, which reaffirmed support for a realistic, pragmatic, and durable political solution based on compromise and reiterated the centrality of the UN-led political process in resolving the regional dispute.

Morocco's Government rolls out a program to assist and support populations affected by floods in the north & west of the kingdom
In application of the Royal Instructions of King Mohammed VI, King of Morocco, the Moroccan government is rolling out a program to aid and support to populations affected by flooding in the north and west of the Kingdom, caused by the exceptional rainfall in the country over the past two months.
In this regard, and in accordance with the Moroccan Monarch Guidelines, the government has mobilized all concerned departments to ensure optimal implementation of this program, which has been developed based on a careful assessment of the situation on the ground and the needs of affected populations, according to a press release from the office of the Head of Government.
As such, direct financial aid to victims of up to MAD 6,000 per family, financial aid of MAD 15,000 for the rehabilitation of affected homes and small businesses, as well as aid of MAD 140,000 for the reconstruction of homes that collapsed because of the floods, will be granted, the same source notes.
Consequently, and concerning the emergency financial aid intended for each affected family -to be distributed starting next week- the head of each affected family must send a text message to 1212 specifying their electronic national identity card number and date of birth, for relevant services to verify the family's situation and process the application as swiftly as possible.
Regarding aid for the rehabilitation of affected homes and small businesses, as well as aid for the reconstruction of collapsed homes, the relevant commissions will conduct accurate surveys of premises in zones declared disaster areas. If necessary, those affected can submit their requests to specialized commissions for examination in accordance with the regulatory measures in force, transparently and fairly.
In the agricultural sector, support will be provided to affected farmers through the launch of a spring crop program adapted to the specificities of disaster-stricken regions, such as oilseed, cereals, and fodder crops, with support for the purchase of seeds and fertilizers to accelerate the season's recovery, while continuing to support affected livestock farmers.
The press release emphasizes that this program falls in line with the Royal High Care aimed at ensuring exemplary supervision and management of evacuation and displacement operations for affected populations, within a proactive approach to potential threat levels and mobilizing all logistical resources to ensure the displacement of populations from disaster areas under the best conditions and their return to their homes as soon as possible.

Morocco: King Mohammed VI launches €280 million Safran landing gear plant
His Majesty King Mohammed VI, accompanied by HRH Crown Prince Moulay El Hassan, chaired on Friday at the Royal Palace in Casablanca the presentation and launch ceremony of the project to build a landing gear production factory for Safran in Nouaceur, a project that reinforces Morocco as a destination of choice and a true integrated industrial actor at the heart of the global economy.
Considered one of the largest manufacturing centres in the world for Safran Landing Systems, the plant will represent an investment of more than EUR 280 million, create 500 jobs, and operate on 100% decarbonised energy, while helping attract new suppliers within the Moroccan ecosystem. The future site will be located within the integrated aeronautics and space platform Midparc.
It will endow the Kingdom with advanced capabilities in precision machining, high-technology assembly, testing, certification and advanced maintenance. Dedicated to the Airbus A320, the factory will be built to the highest standards and equipped with modern, high-performance production tools.
The project bears witness to the attention granted by His Majesty the King to Morocco’s industrial development and highlights the momentum driven by the Sovereign to position the Kingdom as a competitive industrial platform on a global scale.
Minister of Industry and Trade Ryad Mezzour underlined that in two decades Morocco has risen to the rank of a world-reference aeronautical platform. In this dynamic, Safran, a partner of the Kingdom for over a quarter of a century, occupies a special place by accompanying the move upmarket of the national industry.
The plant will be developed on a land base of more than seven hectares. For Mezzour, manufacturing landing gear systems in Morocco demonstrates mastery of complex technologies and marks a new step in consolidating integration into global value chains. He added that the project opens prospects for Moroccan youth, with 25,000 talents already active in the sector.
Safran Chairman Ross McInnes welcomed the continuation of this partnership, recalling the launch last October of the aircraft engine industrial complex under the presidency of His Majesty the King. The project will support the ramp-up of Airbus A320 production while preparing future aircraft generations.
At the conclusion of the ceremony, His Majesty the King presided over the signing of the memorandum of understanding relating to the project.

Following the exceptionally severe weather conditions that have affected the Kingdom over the past two months, particularly in the Gharb plain and Loukkos, King Mohammed VI, King of Morocco, has issued His High Instructions to the government to roll out a major aid and support program for affected families and populations, and to take the regulatory measures required in such circumstances.
In this regard, the Head of Government has issued a decree declaring this extreme weather a catastrophic event and the most affected communes of the four provinces (Larache, Kénitra, Sidi Kacem and Sidi Slimane) disaster areas, a press release from the office of the Head of Government says.
According to the same source, the government has set up an aid and support program with a projected budget of three billion dirhams, based on a careful and in-depth assessment of the situation on the ground and a precise evaluation of the economic and social repercussions of these extreme weather conditions.
It focuses on the following axes:
- Some 775 million dirhams (about $78m) will be allocated to rehousing assistance, income-loss compensation, rehabilitation of damaged homes and small businesses, and reconstruction of collapsed houses.
- Around 225 million dirhams (approximately $23m) will fund in-kind aid and emergency field interventions to meet the immediate needs of affected communities.
- A further 300 million dirhams (about $30m) has been earmarked for farmers and livestock breeders.
- The largest share - approximately 1.7 billion dirhams (around $170m) - will be invested in repairing road infrastructure, hydro-agricultural facilities, and essential utility networks.
The king also instructed the government to implement the program swiftly and efficiently so residents of the affected areas can return to normal life as soon as possible.
The government said the floods inundated more than 110,000 hectares of land and forced the evacuation of around 188,000 people across the four provinces of Larache, Kenitra, Sidi Kacem, and Sidi Slimane, the same source concludes.

As part of the ongoing and proactive monitoring of the weather situation in Morocco, public authorities have, in recent days, in close coordination between the various departments and services, undertaken a full and proactive mobilization to address this exceptional situation, stated Rachid El Khalfi, spokesperson for the Moroccan Ministry of the Interior.
In the context of the ongoing and proactive monitoring of the weather situation, and the implementation of a preventative approach aimed at protecting lives and property before risks worsen, and in light of the flooding affecting certain regions of the Kingdom, particularly due to the significant rise in river and stream levels, the Moroccan public authorities have, in recent days, in close coordination between the various departments and services, undertaken a full and proactive mobilization to address this exceptional situation, Mr. El Khalfi indicated in a statement to the press. In accordance with the High Instructions of His Majesty King Mohammed VI, King of Morocco, this operation was marked by intensive mobilization on the ground, with the deployment of units of the Royal Armed Forces, in coordination with the Ministry of the Interior and other stakeholders, to oversee the evacuation and transport of citizens and ensure their smooth ex*****on, while mobilizing all necessary logistical resources and personnel, he emphasized.
To ensure the safety of citizens, the gradual evacuation of residents from several municipalities was carried out, based on an approach that took into account the level of risk and the extent of potential damage, as well as the provision of transportation for those affected. This operation enabled the evacuation and transport of a total of 108,423 people, distributed as follows:
- Larache Province: 81,709 people (particularly in Ksar El Kébir, where the number of evacuees who left on their own reached 85% of the city's population).
- Sidi Kacem Province: 9,728 people;
- Sidi Slimane Province: 2,853 people;
- Kenitra Province: 14,133 people.
According to the spokesperson for the Ministry of the Interior, all the preventive measures taken helped to limit the impact of this exceptional situation and to guarantee the safety and security of everyone. Consequently, and in light of the rising risk indicators and the potential for a rapid and sudden escalation of threats, the Ministry of the Interior urgently calls upon all citizens residing in the following local communities within the province of Larache: Ksar El Kebir, Souaken, and Oulad Ouchih, as well as the Larache industrial zone and the areas bordering the mouth of the Oued Loukkos river, to strictly adhere to the instructions of the public authorities regarding evacuation and all measures taken, foremost among them immediate evacuation, to preserve lives, Mr. El Khalfi added.
In light of the technical data relating to the current hydrological situation in the Kingdom, the public authorities, government departments, and relevant services will continue, within the framework of total mobilization and ongoing coordination, to implement all necessary measures to protect the population and guarantee the safety of citizens and their property, he continued.
