Municipal Guard discusses mechanisms to improve performance and discipline in the Eastern and Central branches

Benghazi – At the invitation of its head, Major General Abdel Moneim Al-Mahashhash, the Municipal Guard apparatus of the Libyan government held an expanded meeting for the directors of its branches in the eastern and central regions, as part of efforts to develop institutional performance and enhance the apparatus’s efficiency in carrying out its service and regulatory duties.
The meeting, held today, Wednesday, in the city of Benghazi, discussed a number of organizational and administrative topics related to mechanisms for improving the performance of the branches, following up on the implementation of directives issued by the apparatus’s leadership, in addition to evaluating the workflow during the second half of 2025, and the challenges facing field teams in performing their daily tasks.
The Director of the Public Relations and Media Department at the apparatus’s presidency, Colonel Salah Al-Sahli, confirmed to the Libyan News Agency that this meeting is part of a comprehensive plan aimed at raising the level of coordination between the different branches and improving the quality of services provided to citizens. He noted that the head of the apparatus gave clear directives regarding the need to adhere to professional standards and discipline in implementing field instructions.
Al-Sahli explained that the next phase will witness the implementation of a package of regulatory measures that will contribute to developing the apparatus’s performance and strengthening its logistical and human capabilities, in a manner that keeps pace with the requirements of modern regulatory work and supports the state’s efforts to protect consumers and maintain public safety in various cities across the country.

With High-Level Attendance, Sebha Hosts 61st Libyan Police Day Celebrations

Sebha – The Deputy Commander-in-Chief of the Armed Forces, Lieutenant General Saddam Haftar, participated today in the official celebration of the 61st anniversary of the establishment of the police force in Libya, which was held at the People’s Hall in the city of Sebha.
The celebration ceremony was attended by the Prime Minister of the Libyan Government, Dr. Osama Hammad, the Minister of Interior, Major General Essam Bouzriba, along with an elite group of senior security agency leaders and a number of armed forces commanders.
During his speech on the occasion, Lieutenant General Saddam Haftar praised the vital role and great sacrifices made by members of the police force to protect the security of citizens and preserve the country’s stability. He commended the efforts made by security personnel in their various directorates and departments to maintain public order and enforce the law.
The Deputy Commander-in-Chief also affirmed the armed forces’ firm commitment to supporting and developing the police apparatus. He stressed the continuation of support to enhance the efficiency of police cadres through advanced training and qualification programs, work on improving the infrastructure of headquarters and security facilities, in addition to expanding the establishment of specialized police academies and institutes. He noted that these efforts aim to ensure the highest levels of readiness among police personnel to enable them to perform their national duties to the fullest.

Zawiya... Tripoli's Gateway and its Refinery: Why do the clashes keep recurring?

An analytical report published by “Al-Araby Al-Jadeed” newspaper questioned the reasons for the city of Zawiya’s transformation into a hotbed of conflict between a mix of armed groups, stressing that its location on the Mediterranean coast as the “western gate” to Tripoli and its hosting of the country’s second-largest oil refinery give it decisive weight in the balance of power.
A state of cautious calm prevailed following confrontations between rival militias; schools cautiously reopened their doors, and workers began repairing damaged infrastructure, while fears of renewed fighting persist among residents.
Analyst Ayoub Al-Oujali believes the clashes are recurrent due to the city’s unique characteristics, its tribal nature, the multiplicity of controlling groups, and their quest to expand influence, in addition to competition over the revenues from illegal immigration networks (around $3,500 per migrant) and the struggle over detention centers and fuel smuggling operations linked to the refinery.
Economic analyst Ali Al-Farsi explained that the repeated conflicts have damaged the Zawiya refinery and its depots, which affects the supply of car oils and types of fuel to the local market and power stations, warning that plans to increase production are being undermined by the instability in the western cities.
The report conveyed the account of citizen Abdulsalam Al-Warfalli (45 years old), who encountered dirt barriers, road closures, and a heavy deployment of vehicles and armed personnel, before hastily returning to his home and locking the doors and windows to avoid stray fire. Meanwhile, his children’s school in west Zawiya sustained damage to its windows and courtyards.

Installation of a new transformer restores electricity to a community in Massah

The Ministry of Electricity and Renewable Energies announced on Tuesday that technical teams have restored electrical power to a residential community in the Massa area of Jabal al-Akhdar, after installing a new 100 kVA transformer to replace the faulty one.
The Ministry added that this step was supported by the Libya Development and Reconstruction Fund, under the direct supervision of the Ministry of Electricity and with follow-up from the Higher Committee for Resolving the Electricity Crisis and the Sub-Technical Committee tasked with stabilizing the electricity grid in the city of Bayda and its suburbs.

Al-Haddad: The Libyan Central Bank poses a threat to national security

Banking consultant Ibrahim Omar Al-Haddad accused the Central Bank of Libya of being “the most failed and corrupt central bank in the world.”
In a post on his Facebook account, Al-Haddad attributed this accusation to what he described as the corruption of the bank’s operations, procedures, and decisions, its violation of laws, and its disregard for judicial rulings and international banking standards.
The economic consultant explained that the bank’s policies have contributed to creating a corrupt wealthy class and to the illegal disbursement of funds to benefit governments, entities, and armed groups, which has exacerbated the financial, monetary, economic, and banking crises.
He warned that the current situation of the Central Bank constitutes “the greatest threat to the national security of Libya and the Libyans.”

Al-Marash: Changing the government and addressing the security file is the key to breaking the deadlock in Libya

Political analyst Kamel Al-Marash said that the comments and hopes of House of Representatives member Adnan Al-Shaab regarding progress on the sovereign positions file are “positive” and that he “supports and praises it.” He clarified that the file presented by the UN envoy “was not a primary one” and was perhaps intended to “create further division between the House of Representatives and the High Council of State” over one of the least important issues for the Libyan political scene, in a statement to the “Libya Al-Hadath” channel, monitored by Al-Marsad newspaper.
Al-Marash added that if positive development and consensus on sovereign positions occur, the “most important part” is implementing what is agreed upon on the ground.
He pointed out that most sovereign positions are “located in Tripoli and are governed by a de facto authority,” asking: “Who guarantees that newly appointed individuals will have their positions handed over to them smoothly?”
He noted that the terms of the consensus are clear and may be achieved, recalling the experience of the Central Bank when a new governor was appointed “but was rejected,” and the previous governor remained for an additional four years despite the House of Representatives withdrawing its confidence in him, stressing that “this scenario could be repeated.”
He explained that the UN envoy—in his estimation—is well aware of this, stating that the three files she presented “are not priorities.” Had she been serious, she should have “raised the issue of changing the government,” because “changing the government and addressing the security file, which is the most dangerous to all other files, is the key” to breaking the stalemate.
He added that “the issue of militia control over the government has become a reality,” and that the government itself “has become part of this militia-based conflict over the institutions of power and finance in Tripoli.”
He noted that the country was closer to consensus and finalizing the constitutional basis and election laws with Khalid al-Mishri, but “the Mission at that time obstructed—among other obstructers—this consensus,” and then “a plot was hatched against al-Mishri, and he was removed from the scene.”
He said the Mission “got involved” in the electoral process within the High Council of State by imposing a “de facto dominance,” and continued to meet with Mohamed Takala “despite the matter not being resolved democratically.” He considered that the Mission “took the government’s side” in supporting a person “who came to obstruct everything” and to “translate what the Dbeibeh government wants,” not what “a legislative institution that is supposed to consider the country’s higher interest” wants.

Formation of a committee to coordinate national reconciliation efforts in the South with official support

Sebha – An agreement was announced in the city of Sebha to form a specialized committee to coordinate national reconciliation efforts in the southern region, during a meeting held by Deputy Prime Minister and Minister of Defense, Dr. Ahmid Houma, with a number of sheikhs and notables from the south.

Libyan Central Bank urges completion of anti-money laundering laws

The National Anti-Money Laundering and Counter-Terrorism Financing Committee, at the Central Bank of Libya, has stressed the importance of expediting the completion of the national legislative framework and adopting a law to combat money laundering and terrorism financing.
In an official statement, the committee clarified that the law must comply with international standards and the requirements of the Financial Action Task Force (FATF), as the date for Libya’s mutual evaluation process approaches.
The committee warned that any delay in fulfilling this national obligation could lead to serious repercussions for the reputation of the Libyan financial and banking system.
The committee noted that the delay exposes the country to the risk of being listed among high-risk countries, which will negatively affect its international financial and banking transactions and threaten the stability of the national economy and the financial and food security of its citizens.
The committee emphasized that completing the legal and institutional framework to combat money laundering and terrorism financing is a top national priority. It reflects the state’s commitment to protecting its financial system, enhancing its international standing, and supporting cooperation and integration with regional and international partners and specialized organizations in this field.

The Reconstruction Fund launches a project to maintain and equip the female students' dormitory in Sirte

Sirte – The Libya Development and Reconstruction Fund has launched a project for the maintenance and equipping of the female students’ dormitory at the University of Sirte. The project, aimed at improving the university environment and the city’s educational infrastructure, was initiated under the directives of the Fund’s Director-General and the Honorary President of the University of Sirte, Dr. Belqasim Khalifa.
The project comes in response to requests from the university’s administration after it presented the building’s condition and the problems with its facilities and services. The Fund has commissioned Ahl Al-Thiqa Company for Construction and Equipping to develop an urgent plan to begin maintenance and equipping work, in accordance with modern standards that ensure the comfort and safety of the students.

The site witnessed a field visit today by the President of the University of Sirte, Dr. Suleiman Al-Shater, accompanied by the Director of the University’s Projects Department, the Director of the General Registrar’s Office, and several engineers from the implementing company, in preparation for the start of work on the building located in the Abu Hadi area.
The project is part of the second phase of developing university facilities. Dr. Belqasim Khalifa, during his speech at the inauguration ceremony of the first phase, emphasized that Commander-in-Chief Field Marshal Khalifa Haftar places great importance on developing the education sector, considering it fundamental to building the state and society.

Benghazi – The training program for the staff of Benghazi Specialist Hospital, titled “Effective Communication Skills,” concluded yesterday, Monday, in the presence of the Training Director, Advisor Salem Ben Gharbia.
Ben Gharbia explained to the Libyan News Agency that the ten-day training course targeted the hospital’s employees, who are affiliated with the National Development Authority. It included multiple modules covering the concept of communication, its importance, objectives, elements of communication, types of communication in institutions, communication barriers, and the steps for effective communication.
Ben Gharbia added that the program concluded with a practical application and an assessment exam for the trainees, aimed at reinforcing the acquired skills and raising the level of institutional performance. He stressed the importance of these courses in developing employees’ capabilities and improving the quality of work within the hospital. Al-Arfi: State Council recommendations send the country back to square one

Member of the House of Representatives, Abdel Moneim Al-Arfi, said that what the State Council has concluded shows a desire to impose electoral laws and incorporate them into the constitution through parliamentary outputs, which means torpedoing the 6+6 Committee agreement.
Al-Arfi added in a statement to Al-Masar TV that considering the State Council a body working within a unified state is inaccurate, as it has become a camp with its own tools and allies.
He pointed out that the State Council’s recommendations regarding the candidacy of military personnel and dual nationals return the country to square one, and that voting on them provides political cover for a specific party.
Al-Arfi continued that the State Council has begun to act as an entity with a political agenda, rather than as a consensual body seeking to build a state of institutions.
