القيام بالأنشطة والبرامج التى من شأنها تجعل الدولة الليبية خالية من الفساد من خلال التعاون مع كافة القوى الفاعلة بالمجتمع، من أفراد ومؤسسات المجتمع المدني وأجهزة الدولة المختصة.

قيمنا
1. الشفافيــة: "من له مصلحة مشروعة في أن يعرف معلومة فله الحق بذلك" , قيمة تحرص المنظمة على تعزيزها في المجتمع وتأكيدها بالقوان
ين واللوائح ، في مختلف مؤسسات الدولة والقطاع الخاص والمجتمع المدني.
2. المسؤولية تعزيزا للانتماء ، المواطن مسئول عن الحد من الفساد ومواجهة المفسدين ، كل من موقعه الذي يتواجد فيه ، وبالقدر المتاح له .
3. ألنزاهة وفق قيم ديننا الحنيف والدستور الليبي والقوانين المنبثقة عنه،التي تحث على النزاهة وتمنع الفساد وسوء استخدام السلطة، نعمل على تعزيز النزاهة والاستقامة مبتدئين بأنفسنا.
4. التضامن التصدي للفساد ومقاومة المفسدين أمر تزداد فرص نجاحه بتضامن المخلصين وتكاتف المصلحين محليا وإقليميا ودوليا.
5. ألديمقراطية الديمقراطية قيمة نؤمن بها ونعمل على تعزيزها في كافة مؤسسات الدولة سواء في علاقاتنا كأعضاء داخل المنظمة، أو في مفاهيمنا للعلاقات بالمجتمع الليبي.
غاياتنا
1. توحيد الجهود لمواجهة الفساد والتعرف لأسباب وجودهما.
2. وضع الخطط العامة والتفصيلية لمكافحة الفساد وتعزيز النزاهة.
أهدافنا
1ـ تأكيد أن صياغة المستقبل ورسم مؤشراته لم تعد حكراً علي النظام السياسي وأجهزة الدولة والقائمين عليها بل أصبح إحدى مهام المجتمع المدني جنباً إلى جنب مع الحكومة .
2 ـ العمل على توعية المواطنين بأن يتضمن دستور ليبيا مبدأ دستوري هام وهو حق المواطنين في الاطلاع بما يؤدي الي ترسيخ بعض المبادئ الأساسية التي يرتكز عليها نظام الديمقراطية الدستورية وتحديد مبادئ:
أ ـ مسألة الحكومة ، ب ـ تحقيق مبدأ الشفافية، ج ـ تحقيق مبدأ مشاركة الشعب في صنع القرارات الوطنية بكل وضوح
3 ـ العمل على توعية المواطنين بأن تتضمن التشريعات تطبيق مبدأ ما يعرف بالنشر الطوعي للمعلومات الذي يساهم في تعزيز مبدأ حق المعرفة ومبدأ الشفافية وحرية المعلومات .
5 ـ العمل علي أن يتم إدخال ماده عن الشفافية وأنواع الفساد المختلفة الاداري والمالي والسياسي و الاجتماعي و الاقتصادي وأسباب وأثار الفساد وكيفية محاربته ضمن المنهج الدراسي للطلبة في كافة المراحل .
6 ـ المساهمة في تحسين صورة ليبيا محلياً ودولياً في مجال الإصلاح ومناهضة الفساد
7ـ تفعيل بنود اتفاقية الأمم المتحدة لمحاربة الفساد .
8ـ العمل على تبني مبادئ وأنظمة إدارية من قبل أجهزة الدولة تساعد في خلق بيئة تمكن العاملين وتشجعهم على نشر معلومات موضوعية للناس وتوعية وتعبئة المواطن الليبي في الحصول على المعلومات الموضوعية من أجهزة الدولة
9ـ التحري عن الفساد المالي والإداري والكشف عن المخالفات والتجاوزات وجمع الأدلة والمعلومات الخاصة وإجراء الدراسات بشأنها واتخاذ اللازم فيها قانوناً .
10 ـ تلقي الشكاوي والبلاغات عن حالات الفساد المالي والإداري ودراستها مع ضرورة أن ترفق بتلك الشكاوي والبلاغات الأدلة القانونية التي تثبت ذلك واتخاذ اللازم قانوناً بشأنها بإحالتها الى الجهات المختصة ومتابعة ما تم فيها وللمنظمة اتخاذ الإجراءات اللازمة أمام القضاء ضد تلك الجهات أمام النيابة العامة و المحاكم إذا ما تبين تقصيرها في اتخاذ الإجراءات المطلوبة منها .
11 - العمل على إيجاد صحافة اقتصادية تتكون من صحفيين مجهزين بأدوات التحليل لاكتشاف الفساد كصحافة مستقلة حتي تتمكن من العمل في بيئة من التعامل والتطرق إلى قضايا الفساد دون أي قيود أو شعور بالخوف وذلك من خلال العمل على تطوير منظومة التشريعات التي تضمن حرية التعبير
12 - تقديم الاستشارات الإدارية والقانونية والمالية وجميع الاستشارات لتطوير العمل لمحاربة الفساد .
13 ـ تعميق الوعي بدور المنظمة والعمل على إبراز مساهمتها في تحقيق محاربة الفساد وحماية المال العام وذلك لتحقيق التنمية البشرية للوطن والمواطن من خلال وسائل وبرامج إعلامية مخططة على جميع المستويات
14 ـ العمل على إدخال مراكز الفكر والأبحاث والدراسات ومنظمات المجتمع المدني في مناهضة الفساد المالي والإداري وذلك بتوعية الجمهور بآثاره السلبية والمطالبة بإحداث تغيير .
15 ـ البحث عن الأسباب والمسببات والفرص التي تنشئ الفساد وإيجاد الحلول للقضاء عليه
16- تعزيز التدابير الهادفة الى التعامل بفاعلية مع محاربة الفساد.
17- كشف مظاهر ومواطن الفساد في المجتمع وتسليط الضوء عليها والبحث عن اسباب تفشيها واقتراح السبل الكفيلة بعلاجها وحماية المبلغين منها.
18- التعاون مع الاجهزة الرقابية من اجل تطوير قدراتها في الرقابة على انشطة الحكومة والمؤسسات العامة الاخرى.
19- تعزيز الشفافية والمسائلة من اجل ضمان معايير النزاهة على مستوى المعاملات العامة وأنشطة شاغلي المناصب الرسمية ، بتفعيل قوانين اقرار الذمة المالية.
20 ـ رفع وعي الجمهور بأهمية دور الأعلام في محاربة الفساد وتجسيد مبدأ حرية التعبير وتعزيز الشفافية والمساءلة في العمل العام ولما لمحاربة الفساد من تجسيد مبدأ التضامن من اجل تنمية وتطور ورقي الوطن كمهمة وطنية.
21 ـ المناداة والمطالبة بتعديل التشريعات المتعلقة بحرية التعبير وحرية الاعلام والتشريعات التي تضمن الحماية للإعلاميين ومؤسسات لغرض ايجاد اعلام حر ونزيه مبني علي النزاهة والحيادية في الاعلام .
22 ـ زيادة قدرة الاعلاميين علي كشف الفساد وفضحه من خلال استخدام الصحافة الاستقصائية .
23 ـ العمل علي ايجاد صحافة اقتصادية تتكون لاكتشاف الفساد كصحافة مستقلة حتي تتمكن من العمل في بيئة من التعامل والتطرق الي قضايا الفساد دون اي قيود او شعور بالخوف و>لك من خلال العمل علي تطوير منظومة التشريعات التي تتضمن حرية التعبير .
24 ـ وضع الدراسات لإيجاد التشريعات الغير المعقدة التي تؤدي الي الحد من السلطة التقديرية للموظف العام وأيضا تؤدي الي وضوح انتهاكات القانون بالتالي وضوح حالات الفساد ومحاربة الفاسدين وتشكل رادعاً قوياً يمنع موظفي الحكومة من قبول الرشاوى ويقضي علي حوافز الفساد .
الوسائل لتحقيق الأهداف
1. اجراء ابحاث ودراسات ونشر معلومات متعلقة بالفساد وسبل مكافحته.
2. تبادل المعلومات من خلال وسائل الاعلام والانترنت.
3. عقد المؤتمرات والورش والندوات والمنتديات وحلقات النقاش وإلقاء المحاضرات ضمن حملتها التوعوية.
4. التعاون مع المنظمات الوطنية و الاقليمية والدولية ومراكز البحوث والدراسات .
5. اصدار التقارير والنشرات والأبحاث والدراسات والمقالات والصحف المكتوبة والالكترونية .
6. تقديم الشكاوي امام كافة الجهات الادارية والقانونية ورفع الدعاوي امام المحاكم .
7. تقديم الاستشارات الادارية والقانونية والمالية والفنية .
8. الاستعانة بكافة وسائل الاعلام المكتوب والمسموع والمرئي بما يحقق اهداف المنظمة . Organization warriors against corruption

The Libyan Organization for Transparency and Fighting Financial and Administrative Corruption is a Libyan non-governmental and not-for-profit and enjoys a juridical person status, and It is not a partisan enterprise. Organizational Strategy
Our mission:
Carrying out the activities and programs that will make the Libyan state free from corruption through cooperation with all actors in the society, be they individuals, civil society institutions and competent organs of the State. Our vision
Towards a Libyan society, free from all forms and shapes of corruption. Our values
Transparency: "a citizen who has a legitimate interest to know a piece of information he/she is entitled to obtain it". This is a value the organization is adamant to affirm in the community and to confirm by laws and regulations, in the various state institutions, the private sector and civil society.
1. Responsibility: to promote citizenship; the citizen takes responsibility for reducing corruption and confronting the corrupt, each in the position he/she holds, and to the extent available.
2. Integrity: according to our religious values, the Libyan Constitution and the laws emanating from it, all of which urge integrity and prohibit corruption and abuse of power, we work to strengthen integrity and uprightness, starting with ourselves.
3. Solidarity: combating corruption and the corrupt is a matter that has increased chances of success by solidarity of the believers and unity of the reformers locally, regionally and internationally.
4. Democracy: We are strong believers in the value of democracy and we work to strengthen in all state institutions, both in our relationships as members within the organization, or in our conceptions of the Libyan community relations. To unite efforts in combating financial and administrative corruption and identifying of causes of their existence.
2. To formulate general and detailed plans to combat corruption and promote integrity. Confirming that making the future and outlining its indicators is no longer the preserve of the political system and state apparatus and those who running them, they have become one of the tasks of the civil society, alongside the government.
2. Educating the citizenry to demand that the National Conference shall include in Libyan Constitution the important principle of a constitutional right of citizens to be informed, leading to consolidation of some fundamental principles underlying the system of constitutional democracy and to identify the principles of: -
A – Government accountability, b - Realizing the principle of transparency, c – Clearly realizing the principle of people's participation in national decision making.
3. Educating citizenry that the legislation shall include applying the principle voluntary publication of information, which contributes to the affirming the right know and the principle of transparency and freedom of information.
4. Strengthening the principle of transparency and mobilizing support for the values of integrity, transparency and accountability systems within the state apparatus.
5. Contributing to improve Libya's image locally and internationally in the field of reform and combating financial and administrative corruption.
6. Implementing the provisions of the UN Convention Against Corruption.
7. Fighting financial and administrative corruption.
8. Advancing to adoption of administrative principles and systems by state agencies that help to create an environment that enables and encourages employees to disseminate objective information for people and citizen awareness and to mobilize the Libyan citizen to obtain objective information from state agencies.
9. Investigating financial and administrative corruption and detecting violations and abuses, collecting evidence and information, and conducting studies on them and taking the necessary legal action.
10. Receiving complaints and reports of cases of administrative corruption and studying them, emphasizing the need have legal evidence attached to these complaints and reports as proof, and taking the necessary court action against these entities, either in front of the prosecution services, or the courts if it is found to be failing to take the actions required of them.
11. Raising public awareness of the negative effects of corruption on economic, social and political development, and publishing periodic reports showing the dangers of corruption, nepotism and cronyism in the institutions of the state and its public administration and their harmful effect on the citizenry.
12. Providing information and various data of financial and administrative corruption in all its forms, shapes, means and ways to combat it and fight its causes as well demonstrating the deficiencies of the legislation on combating financial and administrative corruption and suggesting appropriate amendments.
13. Raising public awareness of the importance of free media in the fight against corruption, embodying the principle of freedom of expression to promote transparency and accountability in public office to fight corruption and embodying the principle of solidarity for the development of the nation, its evolution and advancement, both being a national task.
14. Calling for and promoting the amendment of legislation relating to freedom of expression and freedom of information and legislation that ensures the protection of media professionals and institutions for the purpose of establishing a free media based on integrity and impartiality on the media.
15. Enabling the media professional to detect financial and administrative corruption through the use of investigative journalism.
16. Creating economic press is manned by journalists equipped with analytical tools to independently detect corruption so that it can work in an environment that permits dealing and addressing the issues of corruption without any restrictions or fear, through working to develop a system of legislation which include freedom of expression.
17. Providing training courses, seminars and practical workshops for staff and volunteers to fight the financial and administrative corruption and to raise their efficiency and effectiveness in implementing and achieving the goals of the organization.
18. Providing managerial, legal, financial and other consultancy services for the development of work to fight the financial and administrative corruption and designed to eliminate it for the sake of development of the nation and citizenry in order to achieve organizational goals.
19. Raising awareness about its role and highlighting its contribution to the achievement of the fight against corruption and the protection of public funds in order to achieve development of the nation and the citizenry, through the use of media programs planned at all levels.
20. Creating channels of communication between the organization and organizations and associations, which are concerned with fighting financial and administrative corruption in Arab and foreign countries, to achieve organizational goals without violating the Constitution.
21. Establishing centers of study and research, and organizations in civil society against financial and administrative corruption and raising public awareness to its negative effects and demanding change.
22. Researching the causes, motives and opportunities that breed and foster corruption and establish solutions to eliminate it.
23. Elaborating studies to produce non complex legislation that will lead to curtail the discretionary power of the public employees, and also lead to clarify the obvious violations of the law, thus shedding light on the financial and administrative corruption and the fight against the corrupt, constitute a strong deterrent to prevent government employees from accepting bribes, and eliminate incentives for corruption.
24. Teaching transparency and the fight against corruption in all its forms in high schools universities. The means to achieve goals
1. Cooperation with national, regional and international research and studies centers.
2. Production of reports, publications, research studies, articles, and papers, both written and electronic.
3. Bringing complaints in front of all the administrative and legal authorities and litigation before the courts.
4. Providing managerial and legal, financial and technical consulting.
5. Organizing training courses, seminars, workshops and lectures.
6. Assisting the written and audio-visual media in order to achieve organizational goals.
