NUG apologizes for violent arrest of CDM doctor by Mingin team

The National Unity Government (NUG)’s Ministry of Home Affairs has issued an apology following public criticism over a video showing Dr. Khin Thu Thu Lwin—a CDM hospital superintendent—being violently arrested and taken away by male officers of the Mingin People’s Administration Team, which is under the NUG. The ministry acknowledged that the absence of any female officers during the arrest of Dr. Khin Thu Thu Lwin, who is a woman, and the physical struggle that occurred during the process were failures on its part. The CDM, or Civil Disobedience Movement, is a loose anti-regime protest network led by civil servants, including many healthcare workers, who boycott the regime’s services and refuse to work for it.
According to locals, Dr. Khin Thu Thu Lwin previously served on the township administration team. Since stepping down from her duties, she has been running a clinic at home, providing healthcare services to the community and wounded resistance fighters.
The CDM Medical Network released a statement condemning the violent arrest, saying that detaining a CDM staff member — a doctor and a woman — without a female officer present and in such a forceful manner is unjustifiable, even if questioning or investigation was required. The network also urged that CDM healthcare workers and all professionals contributing to the revolution be treated with mutual respect and dignity.
The NUG Ministry of Home Affairs said Dr. Khin Thu Thu Lwin was arrested for allegedly failing to hand over collected tax revenues, work-related documents, and a weapon, and for not cooperating with a complaint filed by the administration team. The ministry added that the case will proceed in accordance with the law.
