【泰國總理向國家主席習近平承諾 不會以開設賭場刺激經濟】

泰國總理阿努廷向中國國家主席習近平承諾，泰國不會將賭場合法化，也不會以任何形式的博彩活動刺激經濟。

據The Nation報道，兩國領導人在 APEC 經濟領導人會議期間舉行雙邊會談。其間阿努廷重申，他近期組建的新政府已暫停所有博彩相關立法，並會透過其他措施推動急需的經濟增長。

會後接受傳媒訪問時，阿努廷表示：「泰國有其他途徑改善經濟，我們會依靠泰國人民的能力、泰國產品及泰國技術。」

他還提到，習主席讚揚了其反博彩立場，並重申中國會致力勸阻公民出國參與博彩。

【Thai PM Anutin promises Chinese President Xi that casinos won’t be used to stimulate economy】

Thai Prime Minister Anutin Charnvirakul has assured China’s President Xi Jinping that Thailand will not legalize casinos or use any form of gambling to stimulate the economy.

As reported by The Nation, the two leaders held a bilateral meeting during the APEC Economic Leaders’ Meeting, where Anutin reiterated the fact that his recently formed government had halted all gambling legislation and would look to other measures for a much-needed economic boost.

Speaking with media after the meeting, Anutin stated, “We have other options to improve the economy of Thailand, relying on the capabilities of the Thai people, Thai products and Thai technology.”

Anutin also explained that President Xi had praised his anti-gambling stance and reiterated his own commitment to discourage Chinese citizens from traveling abroad to gamble.

【澳門10月賭收240億 再創疫後新高】

根據博彩監察協調局的數據，澳門六間博彩承批公司10月份錄得賭收240.9億澳門元（30.1億美元），較去年同期增長15.9%，輕鬆創下疫情後新高。

十月份的博彩總收入較九月份增長31.7%，較八月創下的歷史紀錄高點（222億澳門元／27.7億美元）亦上升8.7%。

2025年前十個月累計賭收達2,054億澳門元（257億美元），較去年同期增長8.0%。

【Macau GGR rebounds to MOP$24.1 billion in October, setting another post-COVID record】

Macau’s gaming operators recorded gross gaming revenue of MOP$24.09 billion (US$3.01 billion) in October, up 15.9% year-on-year and easily setting another new post-pandemic high, according to information from the Gaming Inspection and Coordination Bureau.

The October GGR figure was also 31.7% higher than September and 8.7% higher than the previous post-COVID record month of August, when gaming revenues reached MOP$22.2 billion (US$2.77 billion).

For the first 10 months of 2025 combined, GGR climbed to MOP$205.4 billion (US$25.7 billion) – up 8.0% compared to the same period last year.

【印度最高法院1 月 4 日聆訊挑戰網博禁令司法覆核申請】

印度最高法院已敲定於下周二（11 月 4 日），聆訊一則關於網絡博彩營運商提交的司法覆核申請。該申請挑戰印度近期通過的《2025 年網絡博彩促進及規管法案》，該法案實質上禁止所有網上現金賭博遊戲及相關服務。

此次聆訊將合併處理多宗分別向卡納塔克邦、中央邦及德里高等法院提交的申請。印度電子資訊技術部此前要求移交這些待審案件，擔心三地法院可能作出不一致裁決，引發法律不確定性。目前任何高等法院就此事受理的其他司法覆核申請，亦將移交至最高法院統一處理。

India’s Supreme Court has locked in next Tuesday 4 November as the day it will hear petitions from a group of online gaming operators challenging the recently passed Promotion and Regulation of Online Gaming Act, 2025, which effectively bans all online money games and related services.

The hearing brings together a raft of petitions that had been filed with the high courts of Karnataka, Madhya Pradesh and Delhi, with the Ministry of Electronics and Information Technology having sought transfer of the pending cases due to concerns that the three courts could come to inconsistent findings, creating legal uncertainty. Any other petitions before any high court on the matter will also be transferred to the Supreme Court.

【COD合作夥伴Belle Corp 今年首三季博彩收入佔比跌 12%】

菲律賓地產公司Belle Corp公佈，2025 年前九個月來自City of Dreams Manila的博彩收入分賬，較去年下跌 12% 至 13.2 億菲律賓比索（約 2,240 萬美元）。這一數據反映出，受今年入場人次及博彩交易量下滑影響，馬尼拉Entertainment City業者正面臨諸多挑戰。

Belle Corp因持有City of Dreams Manila綜合度假村的土地業權，成為新濠博亞娛樂的合作夥伴。期內，該集團的博彩收入分賬佔整體營收的 34%，低於去年同期的 37%。

不過，集團向新濠出租土地的租金收入較去年增長 1%，達 17.6 億菲律賓比索（約 2,980 萬美元），其營收貢獻率也從 43% 提升至 45%。

【City of Dreams partner Belle Corp sees gaming revenue share fall 12% in nine months through September】

Philippines real estate firm Belle Corp saw its share in gaming revenue from City of Dreams Manila fall by 12% year-on-year to Php1.32 billion (US$22.4 million) in the first nine months of 2025 combined, reflecting the challenges faced by Entertainment City operators from a decline in visitation and gaming volumes this year.

Belle Corp is a partner of Melco Resorts & Entertainment in City of Dreams Manila by virtue of owning the land upon which the integrated resort is located. Its gaming revenue share comprised 34% of group-wide revenues in the nine-month period, down from 37% during the same period last year.

However, Belle Corp saw the revenue it garnered from leasing the land to Melco increase by 1% year-on-year to Php1.76 billion (US$29.8 million) – increasing its revenue contribution from 43% to 45%.

【美高梅中國經調整 EBITDAR創下第三季新高，總營收達11億美元】

據母公司美高梅國際酒店集團公佈的信息，美高梅中國公佈的季度EBITDAR再創新高，調整後EBITDAR年增20%，達到23.7億港元（3.05億美元），創下第三季新高。

這一第三季度業績表現，得益於總營收較去年增長 20% 至 85.1 億港元（約 11 億美元）。美高梅指出，營收增長主要源於主場賭枱投注額上漲 18%，博彩業務收入亦同步增長 18%，達 9.47 億美元。

與第二季度相比，經調整 EBITDAR 從 25.1 億港元（約 3.23 億美元）下滑 6%，總營收從 86.7 億港元（約 11.2 億美元）下降 2%。集團在澳門市場的份額也從 2025 年第二季度的 16.6% 微降至第三季度的 15.5%， 但仍遠高於新冠疫情前美高梅常規錄得的不足 10% 市場份額。

【MGM China reports all-time third quarter EBITDAR record in 3Q25 on US$1.1 billion in revenues】

MGM China has reported another quarterly EBITDAR record, with Adjusted EBITDAR rising 20% year-on-year to a new third quarter high of HK$2.37 billion (US$305 million) according to information from parent company MGM Resorts International.

The Q3 result came on the back of a 20% year-on-year increase in total revenue to HK$8.51 billion (US$1.10 billion), with MGM noting that this was primarily due to an 18% increase in main floor table games drop. Casino revenue was also up 18% to US$947 million.

Compared with the June quarter, Adjusted EBITDAR was down 6% from HK$2.51 billion (US$323 million) while total revenues fell 2% from HK$8.67 billion (US$1.12 billion). The company’s Macau market share also slid from 16.6% in 2Q25 to 15.5% in Q2 – still well above market share of under 10% MGM had regularly reported pre-COVID.

By property, MGM Cotai reported a 22% year-on-year increase in total revenues to HK$5.12 billion (US$659 million) and a 23% rise in Adjusted EBITDAR to HK$1.46 billion (US$188 million) thanks to strong growth in volumes across both the VIP and mass table games segments. VIP turnover was up 44% year-on-year to HK$21.7 billion (US$2.79 billion) with a healthy 4.4% win rate while mass table drop grew by 31% to HK$17.4 billion (US$2.24 billion) with win rate falling from 29.0% in 3Q24 to 26.2%.

【Rob Goldstein擬於轉任顧問前 出售LVS更多股份】

拉斯維加斯金沙集團（LVS）主席兼行政總裁Robert Goldstein已出售集團 30 萬股普通股，並預計在 2026 年 3 月轉任顧問一職前，出售更多甚至可能是全部剩餘股份。

集團透過提交文件披露，Goldstein擬為「資產分散投資目的」，出售其在 LVS 的「部分或全部持股」，包括其已歸屬期權獎勵所對應的普通股股份。

10 月 27 日售出的 30 萬股普通股，按集團當日收市價 59.44 美元計算，價值約 1,780 萬美元。

【Rob Goldstein to sell off “some or all” of Las Vegas Sands Corp shares before transitioning to advisor role in March】

Las Vegas Sands (LVS) Corp Chairman and CEO, Robert Goldstein, has sold off 300,000 shares of common stock in the company and is expected to sell off more – and possibly all – of his remaining shares before he transitions to an advisor role in March 2026.

The company revealed via a filing that Goldstein intends to sell “some or all of his holdings” in LVS for “financial diversification purposes”, including shares of common stock underlying his vested option awards.

The 300,000 shares of common stock sold on 27 October were valued at around US$17.8 million based on the company’s closing price of US$59.44.

【英皇宮殿娛樂場周四後結業】

澳娛綜合宣佈，英皇宮殿娛樂場將於2025年10月30日（周四）23時59分提前正式結束營運。

澳娛綜合指出，經整體業務規劃及商業考慮因素後，於2025年10月27日，與英皇娛樂間接全資附屬公司天豪有限公司相互同意及訂立終止協議。

該協議將自2025年10月31日起提前終止。於終止後，天豪將不再向澳娛綜合提供服務，而英皇宮殿娛樂場將結束營運。

君怡娛樂場在7月31日結業後，連同本周結業的英皇娛樂場。澳娛綜合旗下未結業的衛星賭場有皇家金堡、財神、金碧滙彩、置地及勵宮。至於凱旋門及十六浦，澳娛綜合曾宣佈將他們收購。

【華都娛樂場將於本周五後結束營業】

銀娛宣佈，銀河娛樂場股份有限公司所營運之華都娛樂場，將於周五（10月31日）晚上11時59分起終止營運。

銀娛周一宣佈，有關華都娛樂場的終止營運安排，銀娛正與特區政府博彩監察協調局（下稱「博監局」）保持緊密溝通，並根據法律規定有序推進相關程序。

經博監局批准，華都娛樂場的博彩桌會調配至銀娛旗下其他娛樂場繼續運作。同時，銀娛又指出，將按營運需要，調派華都娛樂場的本地團隊成員，到旗下其他娛樂場或非博彩範疇繼續工作，所有聘用條件維持不變。

華都娛樂場是銀娛旗下「城市娛樂會」的所屬娛樂場之一，原本城市娛樂會有三個衛星賭場，分別是華都、總統及利澳。但總統及利澳娛樂場在新博彩法後結束營業，只剩下華都。但在周五華都結業後，城市娛樂會所有的衛星場均已結業。
