Uruguay and Japan established formal diplomatic relations in 1921, marking over a century of friendly and cooperative ties. Despite the geographic distance, both countries have maintained steady diplomatic exchanges and collaboration, and active participation in international cooperation.
In the 2023 Economist Democracy Index, Uruguay ranked 11th globally, 1st in Latin America, while Japan held the 16th position, placing it among the top 2 in Asia. This reflects our strong democratic institutions and commitment to civic participation.

Likewise, in the Corruption Perceptions Index by Transparency International, Uruguay and Japan scored 18th and 19th globally, respectively, highlighting the leadership in institutional integrity and governance within the regions.
Regarding human development, according to the UNDP 2023 Human Development Index, Japan ranked 19th, while Uruguay, at 58th, is the highest-ranked country on the continent. Both countries prioritise education, healthcare, and social welfare as key pillars of development.
This alignment of values provides a solid foundation for expanding cooperation beyond diplomacy into areas such as trade, technology exchange, environmental sustainability, and cultural programs.
