State Legislature Passes “Santos Law,” Creating Criminal Penalties for Injuries and Deaths Caused by Animal Attacks - The Baja California Sur State Congress has approved the so-called “Santos Law,” a new legal measure that adds criminal penalties to the state’s Penal Code for injuries or fatalities resulting from animal attacks. The legislation holds pet owners and caretakers legally accountable when an animal under their supervision harms another person, requiring them to pay damages and face criminal sanctions.

Under the reform, individuals who—through negligence, lack of control or failure to act—allow an animal to inflict harm may now be prosecuted. The offenses range from minor injuries to cases where the victim dies as a result of the attack.

The measure was advanced by the Joint Permanent Committees on Constitutional Affairs and Justice, and Ecology and Environmental Protection , and is based on two separate proposals.

The first initiative, introduced by Deputy Venustiano Pérez Sánchez , adds Article 141 Bis to the chapter on “Injuries” within the section of “Crimes Against Life and Bodily Integrity.”

The second, submitted by Deputy Erick Iván Agúndez Cervantes , incorporates Articles 134 Bis and 139 Bis to the same legal framework.

Both lawmakers argued that existing civil remedies fall short, often failing to ensure timely compensation or meaningful consequences for owners whose animals attack members of the public. They emphasized that an animal can cause anything from a wound that heals within days to a violent attack that results in death—making it necessary to explicitly include these acts in the Penal Code.

By adopting the “Santos Law,” legislators say they aim to strengthen public safety, guarantee justice for victims, and promote responsible pet ownership by making clear that owners, possessors, or anyone who acts as a guardian of an animal will face criminal liability if that animal causes harm or takes a life.

Los Cabos Airport Welcomes First-Ever Direct Flight from Panama - LOS CABOS, Mexico — The Los Cabos International Airport marked a major milestone on Thursday after receiving its first direct flight from Panama City, officially launching Copa Airlines’ new route and opening an unprecedented chapter in regional air connectivity.

The inaugural flight departed Panama at 9:09 a.m. and landed in Los Cabos at 12:27 p.m., where it was greeted by airport officials, Copa Airlines representatives, and tourism leaders from Baja California Sur. The new service makes Los Cabos directly connected to Central America for the first time.

“This new route opens significant opportunities for Los Cabos,” said Francisco Villaseñor Reyes, the airport’s administrator. “Copa Airlines is creating a strategic link between the Pacific region, South America, and the Caribbean. It’s a result of strong coordination between local authorities, the Tourism Trust and the airline.”

Copa Airlines CEO Pedro Heilbron said the new route strengthens regional integration. “Every new destination we add helps promote tourism, connect cultures and expand travel options across the Americas. This route makes it easier for travelers to reach one of Mexico’s top Pacific destinations while reinforcing Panama’s role as a major regional hub,” he said.

LA PAZ, Mexico — The coastal city of La Paz is gearing up to host one of Mexico’s premier trail-running events as athletes from around the world arrive to take on the “Mar a Mar” (Sea to Sea) ultramarathon from December 4–7.

The race will send 1,100 runners from at least 10 countries across the spine of the Baja California peninsula — starting in the beach town of Los Barriles on the Sea of Cortez and finishing in the Pacific resort village of Todos Santos. The rugged 105-kilometer (about 65-mile) course climbs more than 6,500 feet through the Sierra La Laguna Biosphere Reserve, including two nights of wilderness camping along the way.
