ABAC Malaysia Care Economy Roundtable 2026 Highlights Care as a Driver of
Economic Growth, Workforce Participation, and Economic Resilience
Kuala Lumpur, 8 June 2026 – As Malaysia faces growing care demands alongside an
ageing population, evolving family structures, and workforce participation challenges,
participants at the ABAC Malaysia Care Economy Roundtable 2026 today highlighted
the importance of strengthening the care economy as a driver of productivity,
workforce participation, and long-term economic resilience.
Organised by the APEC Business Advisory Council (“ABAC”) Malaysia in collaboration
with the Women Leadership Foundation (“WLF”), the roundtable brought together
stakeholders from across government, industry, academia, and the care sector to
explore policy, workforce, financing, and ecosystem priorities for strengthening care
systems in Malaysia and the wider Asia-Pacific region.
Held under the theme “The Care Economy as a Driver of Economic Growth”, the
programme featured a keynote address by YB Dato’ Sri Hajah Nancy Shukri, Minister
of Women, Family and Community Development, alongside panel discussions and
stakeholder engagements focusing on workforce sustainability, care accessibility,
financing and innovation, and demographic preparedness.
The roundtable took place against a backdrop of growing demographic pressures,
including ageing populations, changing family structures, declining fertility rates, and
increasing demand for care services. These trends are increasingly shaping labour
market participation, workforce productivity, talent retention, and broader economic
performance across the region.

ABOUT THE WOMEN LEADERSHIP FOUNDATION
The Women Leadership Foundation (WLF) is a non-profit organisation committed to
advancing women’s leadership across various sectors. Through advocacy, research,
leadership development programmes, and strategic collaborations, WLF creates
platforms that support greater representation, inclusion, and equal opportunities in

Expanding investment, financing mechanisms, innovation, and technology
adoption to improve the scalability, sustainability, and efficiency of care services;
• Supporting labour force participation, particularly among women and caregivers,
through stronger care infrastructure, workplace support measures, and enabling
policy frameworks; and
• Recognising the care economy as an increasingly important contributor to
productivity, workforce resilience, human capital development, and inclusive
economic growth.
Participants also emphasised the importance of stronger collaboration between
government, industry, care providers, academia, and civil society to develop more
coordinated, sustainable, and future-ready approaches towards strengthening care
ecosystems across Malaysia and the wider Asia-Pacific region.
According to ABAC Malaysia, the discussions, findings, and recommendations from
the roundtable will help shape regional policy discussions and ongoing efforts to
strengthen recognition of the care economy as an increasingly important component
of workforce sustainability, inclusive growth, and societal resilience.
The outcomes will inform ABAC Malaysia's recommendations for inclusion in the
broader ABAC Report to APEC Economic Leaders, which will be presented to all 21
Leaders ahead of the APEC Economic Leaders' Week (“AELW”) 2026 in Shenzhen,
China later this year.
The event forms part of ABAC Malaysia’s broader efforts to advance the care economy
agenda within ABAC and APEC, while encouraging greater recognition of care as a
driver of workforce participation, productivity, business competitiveness, and
economic resilience. Through this initiative, ABAC Malaysia aims to advance practical,
business-informed, and evidence-based approaches towards strengthening care
ecosystems across the Asia-Pacific region.

These figures underscore the significant economic costs associated with unmet care
needs and highlight the substantial workforce and productivity gains that could be
unlocked through stronger, more accessible, and better-supported care systems. As
care demands continue to grow, strengthening the care economy is becoming an
increasingly important workforce and economic priority for Malaysia.
In her keynote address, YB Dato’ Sri Hajah Nancy Shukri highlighted that “the pace of
demographic change taking place today means that strengthening care systems can
no longer be delayed, particularly as care needs, workforce pressures, and societal
expectations continue evolving across many economies.”
She further highlighted the need for governments, communities, and service providers
to work together to ensure care systems remain accessible, inclusive, and responsive
to the evolving needs of children, older persons, persons with disabilities, and families
across all stages of life.
ABAC Malaysia Member and Group Executive Chairman of Hyrax Oil Sdn Bhd, YBhg
Dato’ Hazimah Zainuddin, highlighted that “the care economy is no longer solely a
social discussion. It is increasingly becoming a workforce, productivity, and economic
sustainability issue that requires far stronger collaboration between government,
industry, and society.”
Dato’ Hazimah emphasised that strengthening the care economy can unlock
workforce participation, strengthen human capital development, and support more
inclusive and sustainable growth.
She also highlighted ABAC Malaysia’s efforts to champion the care economy agenda
within ABAC and elevate recognition of care as an important workforce, productivity,
and economic resilience issue.
Participants explored practical, business-informed, and evidence-based approaches
towards strengthening childcare, eldercare, disability support, and broader care
systems in response to evolving workforce and demographic pressures.
