LGA Financial Autonomy - Alex Otti can do better.
Nigerians over the years had clamored for an effective local government system commonly referred to as the third tier of government which in actual sense is not because the provisions of the constitution of the country emasculated every LGA.
I will discuss that another day.
The reality has been that the LGAs have been and still are cash cows of previous and current state governors. In Abia State these funds were technically moved into what was termed a joint project account after the statutory payments of LGA salaries.
The balance was either claimed to be used in projects across the state or distributed to serve as settlement for various political, traditional and elder state actors leaving the appointed or elected superintendents without resources to carry out meaningful life transforming projects for the rural people.
With the recent Supreme court ruling, one had thought the stories of LGA Chairmen or Mayors in Abia State would have been different especially owing to the fact that they currently work with a governor who is expected to do things differently.
LGAs in Abia today receive over N400 million monthly from FAAC and I can tell you that the Mayors do not get up to N10 million in projects monthly from the government after payments of salaries and sundry charges which is not up to N100 million.
Imagine a Mayor today running his LGA with just N6.9 million as Imprest and security vote monthly? The Mayors will always be abused everywhere just the way I was abused when I was an LGA Chairman, a political position that can make you a lame duck or ruin your reputation if you are not careful.
The truth however is that Abia can do better.
What will I do differently ?
If I am governor of Abia State I will sponsor an executive bill seeking to amend the Abia State House of Assembly law on the administration of LGAs.
This amendment will grant a complete financial and administrative autonomy to the local governments to enable the Chairmen/ Mayors execute impactful and sustainable projects in their various LGAs.
I will completely take off my hands from local government funds and work with what FAAC has disbursed as I create more theft proof ways of generating revenue internally to help grow Abia State.
Finally, I will allow the people elect their LGA Chairmen by making the Abia State Independent Electoral Commission ABSIEC truly independent.
Abia State can truly be better.
