ABAK HOLDS TOWN HALL MEETING WITH STAKEHOLDERS AHEAD OF 2026 BUDGET PREPARATION

In a show of her continued commitment to inclusive governance and participatory development, the Executive Chairman of Abak Local Government Area, Hon. (Mrs.) Ime Effiong Charles, on Wednesday, October 29, convened a Town Hall Meeting with key stakeholders across all wards as part of preparations for the 2026 fiscal year budget.

The interactive session, held at the Abak Local Government Secretariat, brought together traditional rulers, community leaders, representatives of civil society organizations, market associations, artisans, youth groups, and other critical stakeholders.

In her opening remarks, Hon. Charles thanked participants for their dedication to the growth and progress of Abak, describing the meeting as a demonstration of her administration’s commitment to participatory governance, transparency, and accountability.

She explained that the preparation of the 2026 Capital Budget is not merely an administrative exercise but a collective responsibility that requires broad-based input to ensure that development priorities reflect the real needs and aspirations of the people.

Highlighting the successes recorded from previous budget cycles, the Council Boss noted that several impactful capital projects across the local government area were achieved through collaborative efforts and active stakeholder engagement.

Hon. Charles also outlined key focus areas for the upcoming fiscal year, including education, healthcare, agriculture, economic empowerment, and environmental sustainability. She stressed the importance of prioritizing projects with the greatest potential to improve community wellbeing.

Reaffirming her administration’s commitment to transparency, equity, and efficiency, the Council Chairman assured that every naira allocated in the 2026 Capital Budget would be judiciously utilized, with regular updates provided to the public on project implementation.

She encouraged participants to share ideas and highlight the specific needs of their communities, describing the meeting as a platform for collaboration to ensure that no group is left behind in Abak’s development agenda.

Stakeholders commended the Chairman for her open-door leadership style and for sustaining a governance model that remains inclusive, responsive, and people-centered.

The Town Hall Meeting ended on a note of renewed confidence in the Council’s commitment to deliver on its mandate and sustain the momentum of development across Abak Local Government Area.

‎Council Boss Receives Arise Projects Tracking Team in Abak

‎The Executive Chairman of Abak Local Government Area, Hon. (Mrs.) Ime Effiong Charles, on Tuesday received in her office the Arise Projects Tracking Team led by the Honourable Commissioner for Information, Rt. Hon. Aniekan Umanah, Ph.D.

‎Welcoming the team, the Council Boss expressed gratitude to Governor Umo Eno, Ph.D., for his unwavering commitment to the development of Akwa Ibom State, particularly for the numerous life-touching projects executed in Abak Local Government Area.

‎She noted that the Governor’s leadership, anchored on the Arise Agenda, has brought governance closer to the people and inspired local government councils to complement state efforts through grassroots development initiatives.

‎In his remarks, the Commissioner for Information explained that the visit was part of a statewide tour to document ongoing and completed projects executed by both the State Government and Local Government Councils.
‎He said the exercise would enable the State to maintain a comprehensive record of development efforts under the Umo Eno administration.

‎The highlight of the visit was an on-the-spot inspection of various projects undertaken by the State Government and the Abak Local Government Council.

‎Projects inspected included:

‎Ongoing construction of an ultra-modern Legislative Chamber at the Abak Council Secretariat (Council project).

‎Ongoing renovation of the Poly Clinic, Abak, a secondary health facility (Council project).

‎Nigeria for Women Palm Processing Mills at Ikot Akwa Ibom, Ediene, and Oku Abak (State Government project).

‎Ongoing construction of the 8.6km Ediene Abak–Ikot Ekan–Etinan Road (State Government project).

‎Inspection of the Abak 10–Manta Road, linking ten communities (State Government project).

‎Inspection of the 16km Abak Itenge–Etim Ekpo–Ukanafun Road (State Government project).

‎Ongoing construction of an ultra-modern Health Centre at Afaha Obong (State Government project).

‎The Arise Projects Tracking Team comprised the Permanent Secretary, Ministry of Information, Akparawa James Edet; Permanent Secretary, Ministry of Women Affairs, Mrs. Margaret Edem; Director of Archives and Documentation, Mrs. Eunice Egharevba and other senior government officials.

‎Accompanying the Council Boss during the inspection were the Vice Chairman, Dr. Mfon Udoudom; Secretary to Council, Deacon Gift Umoh; and the Chief of Staff, Engr. Iniobong Akpan.

‎Abak Council Chairman Unveils Ward Empowerment Programme, Constitutes Committee

‎In a renewed effort to strengthen human capacity development and promote inclusive economic growth across the twelve wards of Abak Local Government Area, the Executive Chairman, Hon. Mrs. Ime Effiong Charles, has inaugurated a six-man Ward Empowerment Committee. The committee is tasked with planning and supervising the forthcoming Ward Empowerment Programme of the local government, scheduled to hold later in the year.

‎Speaking during the inauguration in her office on Monday, October 20, 2025, Hon. Ime Effiong Charles reaffirmed her administration’s unwavering commitment to people-oriented governance, emphasizing that empowering people at the rural areas, remains her top priority.

‎The committee, chaired by the Vice Chairman of the Council, Dr. Mfon Udoudom, including;

‎1. Hon. Blaize Akpan – Secretary

‎2. Mr. Silas James – Member

‎3. Deacon Aniebiet Dan – Member

‎Abak Council Boss Celebrates Chairman, Akwa Ibom State Supreme Council of Traditional Rulers

‎The Executive Chairman of Abak Local Government Area, Hon. (Mrs.) Ime Effiong Charles, on Thursday joined the people of Abak and well-wishers across the state to celebrate the newly sworn-in Chairman of the Akwa Ibom State Supreme Council of Traditional Rulers and Paramount Ruler of Abak, Akuku (Dr.) Saviour Sylvester Udofia, JP.

‎The event, held at the royal father’s country home in Ikot Ata Udo, Otoro, Abak, was a colourful reception organized in honour of his elevation to the highest traditional office in Akwa Ibom State.

‎In her address, Hon. Charles expressed joy and pride over the recognition bestowed on the revered monarch, describing the occasion as a historic moment for the people of Abak.

‎ “It gives me great joy and a deep sense of pride to stand before you today, on behalf of the government and people of Abak Local Government Area, to welcome everyone to this special reception in honour of our illustrious son, Akuku (Dr.) Saviour Sylvester Udofia, JP, the Paramount Ruler of Abak and now Chairman of the Akwa Ibom State Supreme Council of Traditional Rulers,” she said.

‎The Council Boss noted that the monarch’s elevation was a well-deserved honour, earned through years of wisdom, humility, integrity, and selfless service to the traditional institution and humanity. She commended Governor Umo Bassey Eno, PhD, for endorsing Akuku Udofia worthy of the exalted position, describing the choice as a recognition of excellence and a testament to leadership anchored on peace and unity.

‎Hon. Charles lauded the Paramount Ruler for his fatherly guidance and contributions to the progress and stability of Abak, noting that his reign has continued to promote peace and development at the grassroots.

‎She assured that her administration would continue to work closely with the traditional institution to sustain peace and foster development in the area.

‎Abak Council Boss Visits INEC Office, Donates Materials to Support Ongoing Voter Registration

‎The Executive Chairman of Abak Local Government Area, Hon. (Mrs.) Ime Effiong Charles, on Wednesday visited the Independent National Electoral Commission (INEC) office in Abak to assess the progress of the ongoing voter registration exercise.

‎During the visit, the Abak Council Boss commended the efforts of INEC officials for their dedication to ensuring that eligible residents are registered in the continuous voter registration exercise. She urged them to intensify efforts, especially in reaching residents in rural areas who may find it difficult to access registration centers.

‎To support their work, Hon. Charles donated chairs, tables, power banks, Wi-Fi routers, and stationery to aid the registration process.

‎Receiving the items, the Electoral Officer for Abak, Mrs. Maria Edet Edet, thanked the Council Chairman for her kind gesture. She noted that the area has recorded a significant number of new registrations and assured that the donated materials would help improve their operations and extend registration coverage.

‎The Executive Chairman of Abak Local Government Area, Hon. (Mrs.) Ime Effiong Charles, on Saturday, October 11, 2025, hosted a Stakeholders’ Engagement to mark her one year in office, during which she presented a detailed scorecard of her administration’s achievements across key sectors.

‎The event, held at Skytop Hotel, Ediene Abak, brought together political leaders, traditional rulers, clerics, and representatives from all five clans of the area. It began with prayers and words of exhortation by Rev. Idongesit Inyang, Area Superintendent, Qua Iboe Church Abak Field, who committed the administration to God’s guidance for greater accomplishments ahead.

‎In her address, Hon. Charles described her first year in office as “a journey of service, reflection, and renewed commitment,” anchored on the B.E.S.T Agenda – Building Infrastructure, Empowerment, Security, and Transparency – in alignment with Governor Umo Eno’s A.R.I.S.E Agenda.

‎She said her administration had worked to redefine local governance through people-centered and transparent leadership, ensuring that development reached every community in the area.

‎ “Our vision was to make governance in Abak people-driven and impactful. One year after, that vision has taken root, and the results speak for themselves,” she stated.

‎Highlighting her administration’s achievements, the council boss listed several completed and ongoing projects, including:

‎• Construction and commissioning of a fully equipped Health Centre at Ikot Antuk, Midim Clan.

‎• Construction of a modern public toilet facility and a solar-powered borehole at Abak Main Market.

‎• Remodeling and furnishing of offices for the Traditional Rulers’ Council, NULGE, Agriculture Department, and council stores.

‎• Grading of rural feeder roads across all 12 wards to boost local trade.

‎• Distribution of educational materials to pupils across the five clans.

‎• Engagement and payment of stipends to 85 women for daily street cleaning and waste evacuation.

‎• Empowerment and monthly stipends for 500 youths to tackle unemployment.

‎• Restoration of electricity in Ikot Eshiet community after years of blackout.

‎• Sponsorship of 10 Abak youths at the Dakkada Skills Acquisition Centre, each receiving laptops and stipends.

‎• Establishment of the B.E.S.T Model Farm at Ediene Abak.

‎• Ongoing construction of a Legislative Chamber and renovation works at Abak Polyclinic and Comprehensive Secondary School, Eka Midim.

‎Hon. Charles expressed deep gratitude to God for His guidance, to Governor Umo Eno, PhD, for his support, and to the Senate President, Senator Godswill Akpabio, for his mentorship. She also acknowledged the Paramount Ruler of Abak, Akuku (Dr.) Saviour Sylvester Udofia, for his fatherly wisdom, and appreciated the Vice Chairman, Hon. Revd. Mfon Udoudom PhD, the Secretary of council, Dcn. Gift Umoh, Councilors, Supervisors, and staff of the council for their commitment to service.

‎She extended special thanks to her husband, Elder Effiong Charles, whom she described as her pillar of strength and constant source of encouragement.

‎“As we enter our second year, we are not slowing down. We will embark on bigger and bolder projects in infrastructure, education, healthcare, and youth empowerment. The B.E.S.T is yet to come,” she declared.

‎Stakeholders from the various clans took turns to commend the chairman’s performance and leadership style.

‎Speaking for Abak Clan, former council chairman and commissioner, Hon. Arc. Okon Obot, praised the council boss for providing an opportunity for engagement and pledged the clan’s continued support.

‎Representing Ediene Clan, the Honorary Senior Special Assistant to the Governor on Women Mobilization, Hon. (Dr.) Ekemini Umoh, said Mrs. Charles had restored women’s confidence in leadership through visible results within one year.

‎Former House of Assembly member, Rt. Hon. Friday Iwok, who spoke for Otoro Clan, lauded the synergy between the executive and legislative arms, urging sustained collaboration for greater development.

‎Immediate past council chairman, Rt. Hon. Apostle Ekerete Inyang, who represented Afaha Obong Clan, thanked Hon. Charles for taking good care of the councilors and supervisors and for continuing to engage the council’s casual staff. He advised her to remain focused and not be distracted by social media critics.

‎For Midim Clan, Prof. Nkereuwem Etukudo, Provost of the Federal College of Laboratory Science and Technology, Jos, described the chairman as a performing and fair-minded leader who had evenly distributed development projects across Abak. He urged her to lay a solid foundation for ICT education in public schools.

‎Also speaking, APC Chapter Chairman, Hon. Ofonmbuk Anaka, said Abak had become a reference point in Akwa Ibom for unity and collaboration, assuring the party’s continued backing for the administration.

‎Leader of the 8th Legislative Council, Hon. Xavier Timothy, commended the chairman for her motherly leadership, which he said had fostered cordial working relationship among Councilors.

‎A vote of confidence in Hon Charles' leadership was later moved by the House Leader, Hon. Obongofiok Odudu Sunday, and seconded by the Deputy Leader, Hon. Michael Udo Uko.

‎In his remarks, the Speaker of the Akwa Ibom State House of Assembly, Rt. Hon. Elder Udeme Otong, commended the Abak council boss for her impressive stewardship in one year, noting that she had boosted confidence in women holding leadership positions.

‎He urged stakeholders to promote unity and support the local government’s development drive while appreciating Governor Umo Eno, PhD, for creating an enabling environment for local government administrations to thrive.

The South-South Development Commission (SSDC) has unveiled a rural electrification plan to provide clean energy across South-South communities. SSDC Managing Director, Ms. Usoro Akpabio, announced the initiative after meeting with the Rural Electrification Agency (REA) MD, Engr. Abba Abubakar Aliyu, in Abuja.

The plan targets electrification of rural and riverine communities, powering agricultural clusters, schools, health centers, SMEs, and creating youth jobs in the clean energy sector. Engr. Aliyu pledged REA’s support, citing ongoing solar mini-grids, school, healthcare, and market electrification projects in the region. ONE YEAR OF PEOPLE-CENTERED LEADERSHIP: Abak Council Chairman Surpasses Expectations

Leadership in every true democratic setting finds its essence in the people. Hence, the immortal words of Abraham Lincoln, “government of the people, by the people, and for the people,” connote that governance, in its purest form must revolve around the people. In Abak Local Government Area, Hon. Mrs. Ime Effiong Charles, the first female Executive Chairman, has not only upheld this timeless prism; she has in just 365 days modeled a style of leadership that places the people as the fulcrum around which the government revolves.

In a political climate where performance is often sacrificed on the altar of self-interest, it can be averred that when she assumed office one year ago expectations were rife and perhaps mixed especially owing to the fact that she stood out as the only woman to have ever occupied the Council’s top seat. Yet, within a year in office her unprecedented record of achievements has not only silenced even the most armchair critics but has also raised the people’s confidence to bank on a leader whose impactful administration and transformative projects have shattered stereotypes and positioned Abak as a model of people-driven governance.

From health to education, environment to youths empowerment, Hon. Ime Charles led administration has delivered a fully equipped healthcare center in Midim, offering quality medical care to rural residents; a solar-powered water project and modern sanitation facility at the Abak Main Market, improving hygiene and convenience for traders; periodic waste evacuation drives; educational empowerment schemes; and the remodeling of offices at the council secretariat to enhance administrative efficiency, among others.

Beyond infrastructure, her commitment to human capital development is unparalleled. Her people-first philosophy is further reflected in her appointment of over 500 Abak youths into meaningful roles within the council with regular stipends. Notably, it can be said that Hon. Mrs. Ime Effiong Charles remains the only Local Government Chairman in the state with Ward Personal Assistants (Ward PAs) to ensure real-time communication and feedback from the grassroots.

The presentation of official vehicles to the Council Secretary and Leader of Legislature remains yet another feat that has drawn widespread admiration, showcasing a leadership style that blends foresight with accountability.
Today, the once decrepit and abandoned Abak Legislative Chambers is now undergoing massive reconstruction and will soon be ready for commissioning. This undoubtedly will inject new life into legislative engagement and governance synergy in Abak.

More evidently, under Hon. Ime Charles’ leadership, Abak unarguably stands tall as the only Local Government Area that has perfectly embodied Governor Umo Eno’s ARISE Agenda. Little wonder that it is only in Abak, among the 31 LGAs in the state, that both a Supervisor and a Councillor have independently built ARISE Compassionate Homes for widows and the less privileged, which of course is an inspiring reflection of her influence and leadership philosophy.

In just one year in office, one can boldly say that Hon. Ime Charles has not only delivered on her promises; she has set a new benchmark for purposeful, people-centered governance in Abak Local Government Area.

‎When Hon. (Mrs) Ime Effiong Charles raised her right hand to take the oath of office on October 7, 2024, few could have imagined that a year later, she would be celebrated for redefining leadership in Abak Local Government Area. As the council’s first female Executive Chairman, she stepped into a terrain long dominated by men but she has not only held her own, she has made history.

‎Twelve months on, the story of Abak is one of transformation. From healthcare to education, infrastructure, and welfare, Mrs. Charles has rewritten the narrative of what effective grassroots leadership can look like.

‎One of her standout achievements is the construction and commissioning of a fully equipped Health Centre at Ikot Antuk, Midim, a life-changing project for residents who once had to travel far for basic medical care. For many, it’s a symbol of a new era of people-focused governance.

‎The bustling Abak Main Market has also seen a major facelift. Under her watch, a modern public toilet facility and a functional borehole have been constructed, while renovations are ongoing to provide standard offices for traders and market officials. With regular waste evacuation now the norm, the once chaotic market is today cleaner, safer, and more business-friendly.

‎Mrs. Charles’ attention to detail extends to the administrative heart of the council. The Traditional Rulers’ Council, NULGE, and Agric Department offices have all been renovated and refurnished. The offices of the 12 councillors and 12 supervisory councillors were given a new, dignified look, a move many interpret as her way of restoring prestige to local governance. Even the office of the Paramount Ruler was not left out, adorned with royal furnishings that mirror her respect for traditional institutions.

‎In the rural communities, her impact is visible. Abandoned feeder roads in all 12 wards have been graded, boosting access to farmlands and local markets. Her administration also addressed long-standing drainage and erosion problems at the Abak Main Market Square, a timely intervention that has spared traders from perennial flooding.

‎Security and peace have also remained top priorities. Through collaboration with the Nigeria Police and other security agencies, Abak has remained one of the most peaceful council areas in Akwa Ibom State.

‎In the education sector, Mrs. Charles’ maternal touch is evident. She has distributed educational materials to school children across the five clans of Abak and begun renovating classroom blocks at Eka Midim Secondary School, a project that’s rekindling hope among the students.

‎Her administration has also introduced monthly stipends for over 500 youths, helping to ease the pains of unemployment. In addition, more than 85 women are now engaged by the council to keep the streets of Abak clean, a policy that’s empowering families while beautifying the environment.

‎True to her compassionate nature, Hon. Charles continues to reach out to the less privileged. During festive seasons, she has distributed food items and cash gifts to widows, orphans, and vulnerable families. Beneficiaries of the Arise Compassionate Homes initiative have also received business support and regular aid under her watch.

‎As her administration clocks one year, several legacy projects are still underway notably, the construction of an ultra-modern 8th Abak Legislative Chamber, which is poised to become one of the most beautiful council halls in Akwa Ibom, and the ongoing transformation of Abak Main Market into a modern trading hub.

‎Her story is one of courage and impact, a reminder that leadership, when driven by vision and compassion, knows no gender. And if her first year is anything to go by, Abak can look forward to even greater milestones in the years ahead.

‎The Executive Chairman of Abak Local Government Area, Hon. (Mrs.) Ime Effiong Charles, on Monday, September 29, 2025, commissioned a newly built two-bedroom Arise Compassionate Home initiated and constructed by Hon. Imaobong Usen Joshua for an indigent widow in her Ward, Afaha Obong 2.

‎At the commissioning, Hon. Hon. Ime Charles who was accompanied by her husband Elder Effiong Charles, commended Hon.Mrs. Joshua for her show of compassion, describing the project as a practical demonstration of leadership rooted in service.

‎“This project is a testimony of love and compassion. When leaders extend their hands to the needy, they truly reflect the heart of service. Our Governor, Pastor Umo Eno, has shown us the way on how to show compassion to people, and I am happy we are replicating it in our communities. I commend Hon. Imaobong Joshua for yielding herself to God’s spirit of love and also keying into the compassionate strides of Governor Umo Eno, PhD,” the Council Chairman said.

‎The Council Boss further presented a cash donation of ₦500,000 to the beneficiary, Mrs. Unwana Idungafa, to enable her start a small business, urging her to make good use of both the facility and the support package for the benefit of her family.

‎In her remarks, Hon. Imaobong Joshua explained the inspiration behind the initiative, noting that it was borne out of a personal commitment to support the vulnerable.

‎“I was moved when I saw the poor condition in which Mrs. Idungafa was living. I made a vow before God that if He granted me the opportunity, I would intervene. Today, I am grateful that He has made this possible,” she said.

‎As part of the outreach, Hon. Joshua also sponsored a free medical programme where hundreds of residents received consultations and treatment from medical professionals.

‎Nigeria at 65: Abak Local Government Council Holds Thanksgiving Service

‎The Executive Chairman of Abak Local Government Area, Hon. (Mrs.) Ime Effiong Charles, accompanied by her dear Spouse, Elder Effiong Charles, on Sunday, September 28, 2025, joined other dignitaries and worshippers at The Believers Power Ministries, Abak Ikot, Utu Abak, for a Thanksgiving Service to mark Nigeria’s 65th Independence Anniversary.

‎The Council Boss who read the scripture from Judges 4:13, thanked God for sustaining the nation since independence and called for unity, peace, and collective responsibility in building a greater Nigeria.

‎Preaching on the theme “Dominion Over the Mighty”, the General Overseer, Rev. Dennis Udoh, urged Nigerians to remain steadfast in faith, embrace unity, and trust in God for victory over national challenges.

‎A highlight of the service was the cutting of the 65th Independence Anniversary cake, symbolizing hope and the shared aspirations of Nigerians.

‎In attendance were the Vice Chairman of Council, Dr. Mfon Udoudom; the Paramount Ruler of Abak and Chairman of the Supreme Council of Traditional Rulers, HRM Akuku Saviour Sylvester Udofia; the Secretary of Council, Mr. Gift Umoh; the Leader of the Legislative Council, Hon. Xavier Thompson; Councilors, Supervisors, senior council staff, and other distinguished personalities.

‎The event featured prayers, thanksgiving, and renewed commitment to the ideals of nation-building as Abak joined the rest of the country in celebrating the milestone.

Abak Council Boss Attends Burial of Late Dinah Frank Ekpo

The Executive Chairman of Abak Local Government Area, Hon. Mrs. Ime Effiong Charles, on Saturday, September 27, 2025, joined family, friends, and well-wishers at the funeral service of the late Madam Dinah Frank Ekpo, sister to the immediate past Deputy Governor of Akwa Ibom State, His Excellency, Mr. Moses Ekpo.

In her tribute, the Council Boss described the deceased as a remarkable woman who lived a life of impact, particularly through her contributions as a teacher in nurturing the intellectual and moral foundations of many.

Hon. Mrs. Charles conveyed her heartfelt condolences to the bereaved family, praising Madam Dinah’s dedication, discipline, and passion.

In his own tribute, the former Deputy Governor, Mr. Moses Ekpo, fondly remembered his sister as a strict disciplinarian and his “cheerleader for life,” appreciating her motherly role in shaping his life and values.

Delivering the sermon on the theme “Abuse of Grace”, Rev. Ekpedeme Effanga, General Superintendent of Qua Iboe Church, cautioned against pride, greed, and bitterness as attitudes capable of leading one away from God’s grace. He urged Christians to live holy lives and remain steadfast in the faith.
