Illegal Mining: Environmental Disaster Inevitable – Enugu Commissioner
.. as gov't taskforce seals illegal mining sites at Nsude, Akwuke

…residents, communities kick, call for prosecution

The Enugu State Commissioner for Environment and Climate Change, Prof. Sam Ugwu, has lamented the extensive damage illegal coal miners had done to the environment in the state.

The Commissioner, who is the Chairman of the Committee on Review of Mining Activities in Enugu State, disclosed this on Monday, while carrying out environmental assessment and enforcement of the state order sealing the sites of the illegal mining activities at Nsude and Akwuke communities, both in Udi and Enugu South Local Government Areas, respectively.

Leading a team of experts alongside the Special Adviser to the Governor on Energy and Mineral Resources, Mr. Kingsley Nnaji, the Commissioner said the illegal deforestation, diversion of water bodies and degradation of hundreds of hectares of land by the miners could trigger ecological disaster if nothing was done to prevent further unregulated mining activities in the state.

According to him, “It is unfortunate that this kind of damage is going on in Enugu State without the approval of the Enugu State Government. It is very very sad. The government is not happy about it, and we will continue this way till we close all the mining sites in Enugu State. It has caused a lot of ecological damage.

“It will take many years for Enugu State to recover from this humongous damage on our environment.

“We are really worried about what is going on, and we are sealing them. These criminal acts are unacceptable. There will be no more activities here. We will be monitoring them morning and evening and ensure the places we have sealed are not tampered.”

However, Prof. Ugwu, while serving a letter of invitation on the miners, said those with genuine mining licences, approvals and other evidence of compliance with the standard practice should visit the State Government for verification.

He further called on genuine investors who are willing to invest in the energy and minerals sector of the economy to approach the state through the laid down process, maintaining that the government was interested in making the state attractive for investors by derisking investment flow.

Meanwhile, residents and communities across the state have continued to protest against the activities of the illegal miners, saying that the miners had been threatening them with security agencies and unlawful arrests by operatives illegally attached to protect them at the various sites.

They called for the arrest and prosecution of those destroying the environment, insisting that the miners had no stake in the state as most of them were not from the state even as the coal was being transported outside Enugu State for industrial use and export purposes.

An environmental expert in the state, Engr. Amara Victor, said the mining activities should be taken as a time-bomb that would trigger ecological and environmental catastrophe if the state government did take decisive steps to enforce the closure of those sites.

Engr. Raphael Edeh, a soil and environment impact assessor, who had been following the trends of the illegal mining activities, called on the government to go after the culprits destroying the state and the insiders colluding with them, adding that the state could soon experience landslides and earthquake if no proactive measure was taken.

He said the environment in certain communities were presently contaminated such that farming activities and water could no longer be safe for drinking as the miners had already destroyed their sources.

At the mining sites at Nsude and Akwuke were a number of heavy-duty trucks, excavators, caterpillars, coal-loaded trailers, among other machinery used for the illegal mining activities.

It has come to stay and it is not going anytime soon.

The recognition by promo commission makes it far from gambles but it is a gamble no matter how you describe it. So, it is a legal gamble. If we channel fifty percent of thought and studies involved in analyzing, choosing odds and staking bets to our societal issues, the world will turn to a better place. But sometimes, betting may be born out of frustration and hope of revival.

The greed effect of betting makes one lose more and gain more. It is a balanced risk and cannot be treated with emotions. Take it as a business venture, it has employed more than any institution in Nigeria and the world at large. I have seen many humorous parts of betting ranging from people betting with their properties like houses, cars, clothes, mobile phones etc. Even at a point, seeing a masquerade staking bets, a naked man in a bet shop courtesy of virtual betting(instant killer), a priest in betting stakes and so on.

*Mbah receives massive endorsement from Enugu town unions in Lagos*

The Enugu State governorship candidate of the Peoples Democratic Party (PDP), Dr Peter Mbah on Saturday received a hero’s welcome at the 2022 Cultural Day of the Association of Enugu State Development Unions (AESDU), Lagos State, held at the General TY Burutai Sports Complex. Nigerian Army Cantonment, Ikeja, Lagos State.

Dr Mbah who was described by the President General of AESDU, High Chief Linus Igbudu as the first incoming governor of Enugu State to grace the annual Cultural Day with his presence, was lavished with endorsement speeches by Igbudu and various leaders of the association as their preferred candidate for the 2023 governorship election in the state, citing his rising popularity and wide acceptance across the state, phenomenal achievements as a leading entrepreneur and business innovator, as well as the exceptional quality of his manifesto to Ndi Enugu.

Speaking, Dr Mbah thanked the unions for the rousing reception and endorsement, promising that his administration, when elected, will sustain the rich cultural heritage of the state, grow the GDP of the state sevenfold, making it the preferred destination for business, living and leisure, while urging Enugu business persons and investors to get ready to invest at home, taking advantage of the varied business incentives to be unleashed by his administration.

Dr Mbah had on arrival, took time to move round the canopies of over 400 town unions and autonomous communities present at the mega event, mingling with the people and listening to their views, amid excitement and exchange of greetings.

AESDU, the umbrella association of all Enugu State town unions and autonomous communities in Lagos State, is also the largest assembly of Enugu State people outside the State.

PETER MBAH: CHANGING THE NARRATIVE OF ENUGU POLITICS WITH 2023 ELECTION.

Early this week, I had an opportunity to attend a program with the candidate of the Peoples Democratic Party in the next year's gubernatorial election, Dr. Peter Ndubuisi Mbah, when he appeared at the ICAN's retreat at Nike Lake Resort. He came across as a politician who has an idea of what he wants and how to go about getting it done. His presence to honouring the invitation and keeping the time with the organizers had specific lessons, that alone speaks volumes about his personality, which is far different from the entrenched political culture prevalent among top politicians in Enugu state.

For over two hours during the interaction, Dr. Mbah responded to various shades of questions thrown at him and gave a good account of himself with his answers. He likes giving analysis to back up his claim as well as giving examples of how things would be done under his watch as next governor of the state. He seems to have a grasp of what is wrong with the state and how to go about providing solutions to the nagging issues. If elected in the next general elections, he promised to hit the ground running from day one by not wasting time to putting together a robust economic framework that will act as a catalyst for overall development of Enugu state.

Dr. Mbah assured of taking good measures that would put an end to insecurity and sundry issues, which he described as a ticking time bomb, particularly the ravaging unknown herdsmen kidnapping menace. Getting Enugu to become an industrial hub of the southeast instead of a Civil Service state would receive his priority attention, while competent youths and women would get a pride of place in his administration.

Among the other contenders for the number one job in the state, Dr. Mbah is still a relatively young man at early 50s, and going by his physical fit for the job. He is also without any political baggage as no one has come out to accuse him of any corruption, while at the public office. He is also without any corruption case with neither the Economic and Financial Crimes Commission, EFCC, nor the Independent Corrupt Practices and other Related Offences Commission, ICPC, apart from the politically motivated Edeoga's social media ranting, forgetting he has not responded to the glaring LGA magazine scandal he looted while as a commissioner for local government matters in the first tenure of the current administration of Governor Ifeanyi Ugwuanyi, CON.

As we approach the 2023 elections, Peter Mbah has made an indelible mark on the political scene, and has changed the narrative being the first ever governorship aspirant that drafted to tour and interact with the 68 local government development centres in Enugu with the purpose to have first-hand knowledge of their problems and, integrate them into his governance. It is evidently clear that his type comes into politics, but in a century.

ENUGU IS IN NEED OF VISIONARY LEADERSHIP, CONTENDS AS Peter Ndubuisi Mbah TOURS 68 DEVELOPMENT CENTRES IN TOWN HALL MEETINGS

At the last count, there were 6 aspirants to the Lion Building, the governorship seat of Enugu state, on six different political parties, namely Dr. Peter Ndubuisi Mbah of the Peoples Democratic Party (PDP), Chief Uche Nnanji of APC, Mr. Chijioke Edeoga of labour party, Mr. Frank Nweke Jr. of APGA, and one Barr Ogbe of ADC. Whereas such an array of aspirants should be exciting, something isn't sitting right. None of the aspirants, except Dr Mbah, any manifesto to Ndi-Enugu. He presented his agenda, "Statement of Purpose," at a consultative meeting the Media, Civil Society Organizations, Party Members and the Populace earlier in October this year.

Going through the booklet, the industrialist promises industrialization through the building of at least two industrial hub in each of the three senatorial zones in four years and by embarking on what he called "agro-processing zones" according to comparative advantages. At a town hall meeting with the meeting of Aninri east and west development centers, held on Wednesday 9th November 2022, Dr. Mbah promises to reduce youth unemployment by 70 per cent in four years, create jobs for our young men and women in tourism, agro-allied industry, entertainment industry, ICT, acquisition programmes, etc., and create an enabling environment for the youth to thrive in the private sector.

Regarding road infrastructure, Dr. Mbah promises to build a multimodal transport system, super highways from Enugu city centre to Enugu border states as well as construct railroad and ring road to connect all local governments in the state.

On good governance, he pledges to ensure equal treatment to all, open and consultative governance, independent and efficient legislature and judiciary, ensure 24/7 service provision through well-designed e-government, zero interference with local funds, and prompt payment of salaries and retirement benefits to reduce corruption. On security, Dr. Mbah/Ossai joint ticket offers to provide a digital security network, set up an efficient state-funded security outfit that can respond to emergency in every minute, create an Enugu state identity database, and set up security and public safety coordination centre.

Dr. Mbah promises to build dams and rehabilitate existing water sources, pipelines, and other infrastructure to ensure that water scarcity becomes a thing of the past in Enugu. Also, he promises to expand the water coverage to enable the people of Enugu state have access to good drinkable water. He assures for health reforms, including ensuring that there is a functional and well-manned primary healthcare facility for every community, secondary healthcare facility for every local government, whiles the Enugu state university teaching hospital is to be transformed into a world-class tertiary healthcare facility.

Dr. Mbah's focus on energy, he assures to extend electricity supply to every home and restore vandalized lines, secure Enugu's electricity lines and infrastructure going forward, embark on large-scale renewable energy and provide mini grids for remote communities. Regarding agriculture, he commits to promoting the production of high density crops of higher demand in the international market, providing livestock agriculture, creating access to funds for farmers and local production of farm inputs like fertilizers, seedlings and agro-allied chemicals. These will make farming attractive, especially to the youths.

Going by what Dr. Peter Mbah was able to do in the private sector by building the Pinnacle oil and gas terminal in the Lekki Free Trade Zone, becomes a champion in the downstream oil and gas sub-sector of our national economy, and going by his experience, contacts and exposure he has garnered over the years from the local and international levels, he no doubt stands a good chance to deliver on these promises. However, the issue here is not even his capacity to deliver, but the fact that, unlike others, he has publicly tabled a blueprint by which his aspiration can be weighed. Also, the people of Enugu can have something with which to benchmark him if elected the governor.

Upon interaction with a handful of other aspirants on why they are yet to present any programme/agenda, the usual answer goes with the euphoria of Dr. Mbah's intimidating profile, personality and disruptive innovation ideas to grow Enugu state economy and the infrastructures when elected the next governor. Even by the most elementary definition, a leader is someone who can see how things can be improved upon rallies people to move toward that vision by inspiring passion and motivation in them.

2023: Enugu to migrate from agriculture to agro-allied industrialisation – Mbah assures citizens, investors

Enugu State governorship flagbearer of the Peoples Democratic Party, PDP, Dr. Peter Mbah, has assured the people of the state, as well as investors and members of the business community that his administration is poised to transform Enugu State from subsistence agriculture to a hub of agro-allied industrialisation which will be driven by technology.

Mbah disclosed this on Wednesday at his ongoing town hall meetings held in Aninri East and Aninri South Development Centres of the state while interacting with different sections of the communities to ascertain their needs and further integrate them in his programmes for the people.

The town hall meetings, organised to avail members of the communities, including different professional bodies, the opportunity to interact with the business mogul and make demands from his anticipated government in 2023, attracted thousands of community leaders, religious leaders, traders, market women, farmers, and other trade union bodies who took out time to express their concerns about the future of the state and what they expected from Mbah’s administration.

In their separate speeches at the two development centres, the member representing Aninri State Constituency at the House of Assembly, Hon. Chinedu Okwu and the Commissioner for Labour and Productivity, Hon. Uchenna Ogbonna bemoaned the recurring flood menace in the area during rainy season which they blamed for low productivity in their farming produce.

They urged Mbah to complete the abandoned water dam commenced by the federal government in the area, stressing that the guber candidate has the intellectual grits, competence and proven capacity to make a huge difference in the lives of the people.

Bemoaning the frequent clashes between the people of the area and some parts of Ebonyi State over land disputes, the duo accused the government of Ebonyi State of trespass, bellicosity and land grabbing, saying the intervention of Mbah will bring a lasting solution to the feud.

They further called on Mbah to look into the state of their decaying road to enable them move their farm produce to markets, while also observing that the area is in dire need of fire station to avert fire outbreak that has been notorious in the area in dry season.

On their part, the presidents general of Okpanku and other neighbouring communities led by Obiora Obasi, Chief Engr. Jonathan Achara, retired Justice Okeke, among others, called for the establishment of new hospitals and upgrade of the existing ones, adding that youth empowerment in the area was a key concern to them.

Also speaking were Hon. Sabastine, Sir Ogbonna Chukwu, Barr. Peter Ajah, Mrs. Happiness Ajah, a former Commissioner for Education, Prof Uche Okolo, Pastor Nwankwo Chukwuma, Ejikeme Christopher, Philip Ikechukwu, among others, urged Mbah to provide an enabling environment to encourage the dominantly agrarian area in their farming activities.

Reiterating their support for Mbah’s governorship aspiration, the people said their position on who they would be voting for had not changed, insisting that the PDP candidate’s manifesto had proved to be the best among other blueprints presented in the state.

Responding to the issues raised by members of the communities, Mbah noted that the town hall meetings were showing positive results as the main purposes for the engagements were being achieved.

According to him, “We came here for serious business and to interface with you on how to implement our manifesto by giving you the opportunity to speak to us directly. We came to ascertain your needs and we have heard you clearly. I want to tell you we are documenting all the issues you have raised and we are tackling them.”

Stressing that agriculture is the crude oil in the state, the oil and gas investor said there can not be meaningful development without quality infrastructures in the state.

Mbah assured that his administration will be sparking integrated development industrialisation which will migrate agriculture from the present sub-optimal and low production to agro-allied industrialisation, with the state targeting not only to be the food basket of the nation but to also go into net exporting of agriculture produce.

Further explaining how he intended to achieve the ambitious project, Mbah said the revolution in the agriculture sector will be driven by technology through mechanisation and new infrastructures.

“We have many programmes that are productivity based that will move our economy from its present $4.4 billion to $30 billion. Aninri will be a key part towards achieving the project. As you know, agriculture contributes 40% of the gross domestic product of our economy. So, our own crude oil here in Aninri is agriculture because we have arable land here. We are going to guard our land jealously and address all cases of trespass on our land.

“It is part of our programme to establish special agro-allied processing zones across the state. We will provide all that our farmers need to scale up production. Our agriculture will migrate from manual to mechanized farming through the deployment of technology. We have a deliberate strategy to grow exponentially in order to move our economy seven-fold.

“To achieve this, we are going to provide seed funding that will revolve among our farmers through angel investors. Our farmers will be trained in ICT if we must deploy technology and mechanisation in the agriculture sector.

“Our administration will provide access road, complete the ongoing dam, tackle the issue of flood by converting it to reservoir or even canalise it for irrigation. So, our storage facility to provide you with water will be provided. We have said we are going to construct 10,000 kilometers road across the state. This is deliberate. It will enable easy movements of goods and our farm produce to market. Massive warehouse, equipment for processing, logistics and packages will be made available. We are going to generate economic agents that will patronize our farm produce,” he added.

On health, Mbah promised that the healthcare system in the area will be overhauled, upgrading existing ones and building new ones that will function 24 hours with adequate staff, including resident doctors.

He also assured the people of his programme to drive tourism in the area which will generate additional revenue, saying that portable water, quality education, extension of rural electrification, and youths empowerment will constitute parts of his key agenda.
