CSOs Demand Probe Into Alleged Forceful Eviction At Abuja’s Treasure Suites

A coalition of civil society organisations has called for an immediate, independent and transparent investigation into the circumstances surrounding the alleged forceful eviction of occupants of Treasure Suites in Abuja on August 6, 2026.

The Coalition of Civil Society Organizations on Human Rights, Democracy and Good Governance in Nigeria made the demand at a World Press Conference in Abuja, insisting that disputes over ownership or possession of property must be resolved through lawful judicial and administrative processes rather than force or self-help.

The group said it had reviewed documents, representations and testimonies relating to the incident at Treasure Suites, located at Plot 66, 1st Avenue, off Shehu Shagari Way, Central Business District, Abuja.

While stressing that it was not making a judicial determination on the ownership of the property or the culpability of any individual or institution, the Coalition said the allegations surrounding the August 6 incident were serious enough to warrant an impartial investigation.

According to the group, investigators should establish who authorised the operation, the legal authority relied upon, whether any court order existed and, if so, the precise scope of such an order and whether the actions carried out were consistent with it.

The Coalition also demanded clarification of the alleged involvement of security and law-enforcement personnel in the operation.

It urged the relevant authorities to identify any security personnel who participated in or facilitated the operation, establish the instructions given to them and determine the legal authority under which they acted.

The organisation maintained that law-enforcement agencies were established to uphold the law and protect citizens, rather than determine private or governmental property disputes outside established legal procedures.

The Coalition further called for the protection of the rights and property of occupants allegedly affected by the incident, including proper documentation and investigation of any claims involving the loss, destruction, removal or interference with personal or business property.

It said that where unlawful loss or damage was established and liability determined, appropriate restitution or compensation should follow in accordance with the law.

Seven-Point Demand

Among its seven-point demands, the Coalition called for an immediate investigation into the August 6 operation and urged the Inspector-General of Police and other relevant law-enforcement authorities to determine whether security personnel were involved and whether their actions were properly authorised.

It also appealed to the Federal Government and relevant authorities in the Federal Capital Territory to prevent further actions capable of escalating the dispute outside lawful procedures.

The group urged all parties claiming ownership, possession or other proprietary interests in the property to submit their claims to the appropriate courts and administrative bodies rather than resorting to self-help.

It further demanded protection for affected tenants, witnesses, journalists, civil society representatives and others involved in seeking accountability over the incident.

The Coalition said any public official, security officer, private individual or other actor found to have exceeded lawful authority should face appropriate disciplinary, civil or criminal proceedings, depending on the outcome of the investigation.

It also demanded appropriate remedies, including restoration, restitution or compensation, where unlawful violation of occupants' rights was established.

Appeal To Tinubu

The Coalition appealed to President Bola Ahmed Tinubu to take note of the broader implications of the controversy for public confidence in the rule of law.

It argued that Nigeria's efforts to attract domestic and foreign investment and strengthen democratic institutions depended on respect for property rights, contractual obligations, due process and independent administration of justice.

The group, however, clarified that it was not asking the President to determine ownership of Treasure Suites or interfere with the judiciary.

Rather, it urged the President to ensure that relevant federal institutions discharged their responsibilities impartially and without political interference.

The Coalition also cautioned against rushing to conclusions, stressing that its intervention should not be interpreted as a determination of ownership or criminal culpability.

“No person is above the law. No government is above the law. No institution is above the law,” the group said, while equally insisting that nobody should be condemned without due process.

The Coalition said it would continue to monitor developments and engage relevant institutions through peaceful and constitutional means.

It stated that its objective was not confrontation but justice, adding that its demand was for equal treatment before the law and the protection of constitutional rights and human dignity.

The Coalition of Civil Society Organizations on Human Rights, Democracy and Good Governance in Nigeria has commended President Bola Ahmed Tinubu for his reported intervention in the dispute surrounding the freezing of the Osun State Government's accounts.

Court Orders Reinstatement of NBMA Director Rebecca Oamen, Declares Demotion Illegal

The National Industrial Court in Abuja has ordered the immediate reinstatement of Dr (Mrs) Rebecca Oine Julius Oamen as a Director with the National Biosafety Management Agency (NBMA), declaring her demotion, removal from the agency's payroll and suspension of her salaries and benefits unlawful, unconstitutional, null and void.

Justice Emmanuel D. Subilim delivered the judgment in **Suit No. NICN/ABJ/37/2024**, *Dr (Mrs) Rebecca Oine Julius Oamen v. Federal Civil Service Commission & 2 Others*, holding that the claimant successfully proved her case and was entitled to all the reliefs sought.

The court directed the Federal Civil Service Commission (FCSC) to immediately restore Dr Oamen to her substantive position as Director on Grade Level CANRAISS 15, together with all the rights, privileges and benefits attached to the office.

Justice Subilim also ordered the National Biosafety Management Agency to pay the salary arrears arising from her placement on Grade Level 14 instead of Grade Level 15, covering the period from February 2024 until the date of the judgment.

In addition, the court declared that Dr Oamen's removal from the NBMA payroll, the non-payment of her salaries and entitlements from December 2023, as well as her demotion and subsequent recall, were illegal, unconstitutional and of no legal effect.

The court further issued a perpetual injunction restraining the Federal Civil Service Commission, the National Biosafety Management Agency and the third defendant from implementing the commission's letter dated December 12, 2023, which formed the basis of the actions challenged by the claimant.

As part of the judgment, the court awarded ₦500,000 in costs against the Federal Civil Service Commission and an additional ₦300,000 against the third defendant in favour of Dr Oamen to cover the expenses incurred in prosecuting the case.

Justice Subilim also dismissed in its entirety the counterclaim filed by the third defendant, ruling that it lacked merit.

The judgment brings to a close a protracted legal dispute over Dr Oamen's employment status and affirms the court's position on the protection of the rights and entitlements of public officers under the law.

Civil Society Coalition Seeks Review of Court-Ordered Forfeiture of Aisha Achimugu's Assets

Abuja — The Coalition of Civil Society Organizations on Human Rights, Democracy and Good Governance in Nigeria has called for a comprehensive review of the legal process that led to the court-ordered permanent forfeiture of assets belonging to prominent businesswoman and investor, Aisha Sulaiman Achimugu.

The coalition, in a statement signed by its National Coordinator, Amb. Timothy Ihemadu, National Secretary, Comrade Peter Nwokolo, and National Publicity Secretary, Chief Aare Oluwasegun Oyedijo, JP, said its position followed what it described as an independent review of developments surrounding the case, including an advertorial published by Achimugu in The Guardian and Nigerian Champion newspapers on July 21, 2026.

According to the group, its findings raised concerns over due process, fairness, human rights, and the potential impact of the case on Nigeria's investment climate and women's participation in business.

The coalition expressed concern over what it described as procedural irregularities in the legal process leading to the forfeiture order, stressing that the rule of law requires that every citizen be afforded a fair hearing and all constitutional safeguards.

It also criticised reports of the invasion of Achimugu's private residence in the presence of her elderly mother and minor children, arguing that law enforcement operations should be conducted with due regard for human dignity, family privacy and established legal procedures.

The coalition also called on the judiciary to ensure that all available appeals and legal remedies are heard transparently and without prejudice, while urging government and other stakeholders to safeguard an enabling environment for legitimate businesses, particularly those led by women.

The group advocated restorative justice as an approach that balances accountability with respect for human dignity, arguing that justice should focus not only on punishment but also on fairness, transparency and the protection of constitutional rights.

"Nigeria needs more job creators, not fewer," the coalition stated, warning against creating an atmosphere where legitimate business success could be perceived as a liability.

London, United Kingdom Former Minister of Petroleum Resources, Diezani Alison-Madueke, has been acquitted of all six bribery charges brought against her by British prosecutors, bringing to a close a long-running legal battle that spanned more than a decade.
