Is Nigeria Winning the Battle Against Oil Theft?

-Guest Writer

Oil theft has drained billions of dollars from Africa's largest economy and fuel instability in the oil-rich Niger Delta region. The Nigerian government, security forces, and international partners have tried to curb this menace.

The level of progress made in curbing oil theft is largely debatable. Oil theft in Nigeria has deep historical roots dating back to the discovery of oil and oil exploration in the 1950s. The region has suffered environmental pollution and economic exclusion from legal and illegal oil activities. Community dissatisfaction aggravated by poor governance led to the development of an unlawful network in the oil sector with local militants, corrupt officials, and global criminal groups.

Over the years, the Nigerian government has tried to address this menace through military operations, legal measures, and even international cooperation. However, crude oil theft remains a concern, often exacerbated by the people protecting it.

The scale of oil theft in Nigeria is staggering. It was revealed that the country loses about 200,000 barrels of crude oil daily to theft and pipeline vandalism, translating to billions of dollars annually. In 2023 Nigeria lost at least ₦2.3 trillion to crude oil theft. Corruption and destruction of pipelines pose a danger to potential revenue from oil exploration. In the same year, the House of Representatives speaker revealed that Nigeria had lost about ₦16.25 trillion to crude oil theft in 11 years. This hinders the Nigerian government in terms of revenue required for developmental activities and creates an imbalance in the global oil market. In addition to its economic effects, there are catastrophic environmental effects. Pipeline vandalism often leads to spills that affect water bodies, farmland, and communities. These environmental disasters aggravate the existing social problems in the Niger Delta region, where people are frustrated with the government as well as the oil companies for not doing enough to address the disaster.

Under President Bola Tinubu's administration, there has been a renewed focus on curbing oil theft, with the Nigerian Navy playing a central role. The Navy has extended its operations in the Niger Delta under initiatives such as "Operation Delta Sanity," which aims to clamp down on illegal refineries and other oil theft activities. Recent reports highlight the Navy's success in destroying 14 illegal refineries and recovering stolen crude oil, marking a significant victory in the ongoing battle against oil theft. In addition to military efforts, the government is increasingly turning to technology to combat oil theft. Technologies offer the potential to detect and deter illegal activities more effectively, providing real-time data that can be used to respond swiftly to incidents of theft.

The decay in Nigeria's oil infrastructure has also often hampered the effectiveness of protectionary measures, with much of the country's crude oil pipelines constructed in the 1960s and long exceeded their life span, thus making them prone to breaches. The Minister of State for Petroleum Resources recently acknowledged this fact when he said the ageing infrastructure poses one of the major challenges in fighting oil theft. Yet despite the recent successes, big hurdles remain: alleged corruption from within the ranks of military, government, and oil companies has markedly undermined anti-theft efforts. Many reported cases have already shown security personnel in league with thieves, and the task is very challenging for such reasons; sustainable results are not always achievable in this context. It begets confidence loss among the populace and sustains the cycle of theft and environmental degradation. Besides, militancy in the Niger Delta poses a persistent threat. Many of these militant groups that emerged in the early 2000s with a voice of protest over the fair distribution of oil wealth have since become prone to criminal enterprises involving oil theft. Such a complex triangle of these groups, local communities, and the state further complicates securing the region's oil infrastructure.

It is hard to gauge the progress in the fight against oil theft. The destruction of illegal refineries and recovery of stolen crude, though positive indices, may not be good enough to show that this is a solution that could last. Success should be gauged by a drop in overall incidents of theft, improvement in oil production levels, and adequate prosecution of offenders. Opinions on whether Nigeria is making real progress or not may be split. Even though increased military presence and technological intervention can be hailed, it can be argued that they hardly scratch the surface of a much deeper, complex problem. There remains a more deeply penetrating concern over whether these efforts will be sustainable. As important as the use of technology and military operations is, without further political reform, infrastructure enhancement, and community involvement, these measures may only be temporary as the immediate pressure is lifted.

Long term, Nigeria experiences two possible futures: It is one where continuous investment in technology, coupled with political will, makes a significant reduction in oil theft, allowing a country to reclaim lost revenue and stabilise the Niger Delta. The other shows persisting corruption, old infrastructure, and unaddressed community grievances; the trio combines to cause a resurgence in oil theft with all the attendant economic and environmental costs. Although Nigeria appears to receive some praise regarding efforts to control oil theft, much more still needs to be done. The fight against oil theft is not won based on these newfound strides; it will take consistent effort, innovation, and political will to guarantee the securing of Nigeria's oil wealth for the benefit of the current and future generations.

STATE HOUSE PRESS RELEASE

PRESIDENT TINUBU APPOINTS NEW DIRECTORS-GENERAL OF NIA, DSS

President Bola Tinubu has approved the appointment of new Directors-General of the National Intelligence Agency (NIA) and the Department of State Services (DSS).

Ambassador Mohammed Mohammed is the new Director-General of the NIA.

Mr. Adeola Oluwatosin Ajayi is the new Director-General of the DSS.

Ambassador Mohammed has had an illustrious career in the foreign service since joining the NIA in 1995. He had served in various roles, culminating in his promotion to the rank of Director and his subsequent appointment as the head of the Nigerian mission to Libya.

The 1990 graduate of Bayero University, Kano, had served in North Korea, Pakistan, Sudan, and at the State House, Abuja.

The new DSS Director-General, Mr. Adeola Ajayi, rose through the ranks to attain his current post of Assistant Director-General of the Service. He had, at various times, served as State Director in Bauchi, Enugu, Bayelsa, Rivers, and Kogi.

The new appointments follow the resignation of the previous NIA and DSS chiefs.

President Tinubu expects that the new security chiefs will work assiduously to reposition the two intelligence agencies for better results and charges them to bring their experience to bear in tackling the security challenges bedeviling the country through enhanced collaboration with sister agencies and in surgical alignment with the Office of the National Security Adviser (ONSA).

The President thanks the outgoing Directors-General of the two pivotal intelligence agencies for their services to the nation while wishing them success in their future endeavours.
