The Federal High Court in Abuja has ordered the Federal Government to provide the details of how it spent about $5bn loot recovered from the late General Sani Abacha.

Justice James Omotosho gave the order last week while delivering judgment on a Freedom of Information suit marked, FHC/ABJ/CS/407/2020, filed by the Socio-Economic Rights and Accountability Project.

The judge said the govermnent must provide the details within seven days of the judgment.

The court, according to a statement on Sunday by SERAP, ordered the government of President Bola Tinubu to “disclose the exact amount of money stolen by Abacha from Nigeria, and the total amount of the Abacha loot recovered and all agreements signed on same by the governments of former presidents Obasanjo, Yar’Adua, Jonathan and Buhari.”

Justice Omotosho ruled that SERAP’s application had merits and ordered the FG, through the Ministry of Finance, “to furnish SERAP with the full spending details of about $5bn Abacha loot within seven days of this judgment.”

According to SERAP, the court also ordered the Federal Government to “disclose details of the projects executed with the Abacha loot, locations of any such projects and the names of companies and contractors that carried or carrying out the projects since the return of democracy in 1999 till date.”

Justice Omotosho also ordered the government to “disclose details of specific roles played by the World Bank and other partners in the ex*****on of any projects funded with Abacha loot under the governments of former presidents Obasanjo, Yar’Adua, Jonathan and Buhari.”

What is Tinubu’s security strategy?

When Bola Ahmed Tinubu was inaugurated as the President of the Federal Republic Nigeria and Commander-in-Chief of its Armed Forces on May 29, 2023, he promised he would adopt a new “doctrine” and “architecture” in tackling our security challenges which beat his predecessor, Muhammadu Buhari, hands down.

He thereby raised the hopes of many concerned Nigerians, perhaps in line with his campaign mantra: “Renewed Hope”. A new approach was what people clamoured for, and Buhari refused to budge until 2021 when new Service Chiefs were sworn-in and they fairly halted terrorists, bandits and hoodlums from overwhelming the country.

Tinubu has already appointed battle-tested military and Police Chiefs. His manner of selecting them was well-received because he restored inclusion. He has put all hands back on deck unlike Buhari whose overloading of the commanding heights of our security forces with officers predominantly from his part of the country predisposed our security system to failure.

However, Tinubu has made other moves which the public are yet to be apprised of their objectives. For instance, ex-Niger Delta militant, Dokubo Asari, visited the President and boasted, right there in A*o Villa, that “the Federal Government” awarded him contract to perform security operations in Anambra, Imo, Abia, Rivers and several parts of the North. He claimed responsibility for the relative calm in some parts of the North, while accusing the Army and Navy of perpetrating oil theft in the Niger Delta.

If indeed the Tinubu government has given Asari security contract to do the work of our Armed Forces and Police, is this what the President means by new “doctrine” and “architecture”? We need explanations because we doubt that this strategy will augur well for Nigeria in the long run, as the Sudan experience has shown.

Also, controversial Senator and former governor of Zamfara State, Ahmed Sani Yerima, last Monday spoke to State House media corps after a meeting with the President. He claimed that Tinubu had mandated him to help find solution to the banditry in Zamfara which is the epicentre in the North-West. The riots which Yerima’s Sharia law sparked claimed 1,295 lives in Kaduna alone in 2000.

As if to show he really had little to offer in the assignment, Yerima called for dialogue with, and amnesty for, the bandits! Former governors, Bello Matawalle(Zamfara) and Bello Masari(Katsina), initiated several dialogues and amnesty offers. Indeed, a notorious, wanted bandit leader, Adamu Aleru, was even turbaned as Sarkin Fulani of Yandoto Emirate by Emir Garba Marafa in July 2022. None of these made any difference because bandits are criminals.

We must be careful in our dealings with known violent elements. There is no substitute to the use of our armed forces, police, security agencies, courts and correctional institutions to restore and maintain law and order

The National Agency for Food and Drug Administration and Control (NAFDAC) on Friday in Abuja raided hawkers of unwholesome drugs at the Nyanya/Mararaba axis of Abuja.

Addressing newsmen after the exercise, the team leader of the operation, Mr Umar Suleiman, said the operation followed earlier surveillance carried out by officers of the enforcement unit of the agency.

Suleiman, who is an Assistant Chief Regulatory Officer, Federal Task Force, Investigation and Enforcement, NAFDAC, said that the operation was also to confirm if Baban Aisha Herbal products were still in the market.

The News Agency of Nigeria reports that the agency had some few weeks ago raided Baban Aisha production factory along Abuja/Kaduna road for selling unregistered herbal products.

NAFDAC had alleged that Baban Aisha had only registered some of his herbal medicine, using the privilege of the registered ones to sell others which were yet to be registered.

The agency also raided and sealed Al-Nassar Islamic Herbal medicine store, No. 151 Minna Road, Suleja, Niger State.

Meanwhile, Suleiman said that those doing advert on Baban Aisha products were not permitted for now.
He said that the agency was able to nab five of the hawkers of the unwholesome drugs, where one of them escaped.

“Most of the drugs we seized in the Suleja shop are s*x enhancers (Manpower), s*x enhancers drug like Night Rocket, Black diamond, double rocket, AK-47 and many more.

“We also seized other herbal preparation medicine such like transformer, maibulala, maibusher.
“At that particular shop alone in Suleja, drug found there worth N35 million, and for the hawkers, we have an estimate of N10 million.

“Some of the drugs in the Suleja shop are even not herbal, with ponographic pictures which are not approved by NAFDAC. You can see that he is selling them in bulk, it’s like the owner of the shop is a dealer.

“We believe that if we tackle the dealer, retailers will not have access to buy from the source, this is why we do our traceability to get the source, we have been able to discover the main supplier in Suleja now,” he said.

Suleiman said that NAFDAC is planning to extend its search operations to other regulated products like food, cosmetics, medical devices, detergent, package water and chemicals.

According to him, the agency is still working on drug products because of the effect on the body, since people used it daily.

He said the agency would soon commence its search mission on pharmaceutical stores, and their warehouses all in the aim of ridding the country of counterfeit and fake drugs.

Suleiman commended NAFDAC Director-General, Prof Mojisola Adeyeye, for her support to the investigation and enforcement unit of the agency, saying that such support had strengthened its operation.

He said that the raid would send a signal to other people out there that are planning to sell the same unwholesome medicines.

“Today’s operation is a very successful one for us, we are using this medium to call on all Nigerians to stop patronising hawkers of drug medicine.

“If Nigerians stop patronising these people, there will be nothing for them.

“We want to thank the media because with them, our enforcement activities have been heightened in the recent time,” he stressed.

The Anambra State Government, through its Solution Innovation District on Friday announced the launch of its software development programme called ‘Code Anambra’.

“This is a comprehensive software development training programme aimed at empowering the Ndi Anambra with advanced in-demand skills and opportunities in the global tech industry,” a statement by the state government said.

“Code Anambra is designed to equip Anambra’s talented tech enthusiasts with the knowledge, expertise and practical skills in various software development areas, including Product Design, Frontend Development, Backend Development, Fullstack Development, and Mobile App Development. This initiative reflects the commitment of Mr Governor, Professor Charles Chukwuma Soludo CFR, towards promoting innovation, entrepreneurship, and job creation in the state.

“Code Anambra is a continuous cohort-based program. It is a four-month programme that comprises intensive training, learning, and project phases. The programme also includes a two-month internship phase post-training for the top talents.”

The Special Adviser to the Governor on Innovation and Business Incubation, Chinwe Okoli in the statement expressed her excitement about Code Anambra, stating, “We are delighted to launch this training program in line with Mr. Governor’s agenda to raise the Anambra Digital Tribe who possess advanced digital skills that are competitive at home and exportable abroad.

“Our programs at Solution Innovation District are designed to achieve Mr Governor’s vision of making Anambra the Digital and Creative Capital of Nigeria.

“We just concluded the training of 20,000 youths in the LevelUp Anambra program and announced the winners of Laptops and Internship Placements. We are committed to empowering Ndi Anambra to take centre stage in the global innovation ecosystem.”

President Bola Tinubu on Friday approved the establishment of a Presidential Committee on Fiscal Policy and Tax Reforms.

He appointed the Fiscal Policy Partner and Africa Tax Leader at PriceWaterhouseCoopers, Mr. Taiwo Oyedele, as committee chairman.

Friday’s development comes barely 24 hours after the President signed four Executive Orders, suspending the five per cent excise tax on telecommunication services and the excise duties escalation on locally-manufactured vehicles.

The committee “Will comprise experts from both the private and public sectors and have responsibility for the various aspects of tax law reform, fiscal policy design and coordination, harmonisation of taxes, and revenue administration,” a statement signed by Tinubu’s Special Adviser on Special Duties, Communication and Strategy, Dele Alake, read on Friday.

According to the statement titled ‘President Tinubu sets up committee on tax reforms,’ the committee’s primary objective is to enhance revenue collection efficiency and ensure transparent reporting.

It will also promote the effective utilisation of tax and other revenues to boost citizens’ tax morale, foster a healthy tax culture, and drive voluntary compliance.

Alake cited earlier remarks by the Special Adviser to the President on Revenue, Mr Zaccheus Adedeji, who explained that Tinubu recognises the importance of a sound fiscal policy environment and an effective taxation system for the functioning of the government and the economy.

According to Adedeji, “Nigeria ranks very low on the global ease of paying taxes while the country’s Tax to GDP ratio is one of the lowest in the world and well below the African average.

“This has led to an overreliance on borrowing to finance public spending, which in turn limits the fiscal space as debt service costs consume a greater portion of government revenue, annually resulting in a vicious cycle of inadequate funding for socio-economic development.

Adedeji outlined the key challenges in Nigeria’s tax system, including multiple taxes and revenue collection agencies, fragmented and complex tax system, low tax morale, high prevalence of tax evasion, high cost of revenue administration, lack of coordination between fiscal and economic policies, and poor accountability in the utilisation of tax revenue.

Adedeji explained that the administration hopes to transform the tax system to support sustainable development and achieve a minimum of 18 per cent Tax to GDP ratio within three years without stifling investment or economic growth.

“It should be noted that this committee will not only advise the government on necessary reforms but will also drive the implementation of such recommendations in support of the comprehensive fiscal policy and tax reform agenda of the current administration,” the SA on Revenue added.

Oyedele, who chairs the committee, is the Thematic Lead for the Fiscal Policy & Planning Commission and Chairman of the West Africa Debt Management Roundtable of the Nigerian Economic Summit Group.

He also heads the Taxation & Fiscal Policy Faculty Board of the Institute of Chartered Accountants of Nigeria and is a member of the Nigerian Taxation Standards Board.

Oyedele serves as a member of the Ministerial Committee on implementing Nigeria’s National Tax Policy. He is a member of the Global Tax Forum and has previously served as a member of the Global Governing Council of the Association of Chartered Certified Accountants.

Oyedele, an Associate Professor at the Babcock University Business School, is an alumnus of the London School of Economics & Political Science, Yale University, and Harvard Kennedy School Executive Education.

He is also a guest lecturer at the Lagos Business School and the Founder and President of Impact Africa Foundation.
