BAUCHI STATE 10TH ASSEMBLY PLENARY REPORT - WEDNESDAY, 20TH NOVEMBER 2024
Like the morning sun dispelling the darkness, the Bauchi State House of Assembly commenced its plenary session today under the able leadership of Rt. Hon. Abubakar Y Suleiman.
The day’s sitting was marked by a blend of legislative precision and concern for public welfare.
The session began with a review of Tuesday's Votes and Proceedings, where corrections were swiftly made to rectify discrepancies on pages 12 and 13.
These adjustments ensured clarity, replacing Hon. Saleh with Hon. Dauda as the proper motion and lead sponsor reference.
The House received a significant message from the Governor, which underscored the Assembly's pivotal role in shaping the future of Bauchi State.
A draft bill to establish the Bauchi State Water User Association Law was forwarded and promptly referred to the House Committee on Bills and Business for further scrutiny. This initiative reflects the state's commitment to sustainable water management and community involvement in resource governance.
With procedural matters addressed, the Majority Leader, Hon. Saleh Hodi Jibir (Disina Constituency), moved a motion for the adoption of the Votes and Proceedings, seconded by Minority Leader Hon. Bala Abdu Rishi (Lame Constituency)
The plenary proceeded seamlessly, a testament to the House’s unity and dedication.
AMID the proceedings, announcements injected a celebratory tone.
The Speaker Rt. Hon. Abubakar Y Suleiman acknowledged International Children's Day,the United Nations General Assembly adopted the resolution to mark 20th November since 1954 as Universal annual celebration of World's Children Day,extending heartfelt congratulations to the children of Bauchi.
The visit of school delegations was also recognized, emphasizing the Assembly’s commitment to youth engagement and inclusion.
ADDITIONALLY, the House Committee on Appropriation was scheduled to convene after the plenary, highlighting the legislature's ongoing dedication to fiscal responsibility.
The day's deliberations included two motions of substantial importance.
1. The first motion, presented by Hon. Nasiru Ahmad Ala, PhD (Madara/Chinade Constituency), called on the Executive Arm of Government to absorb private security companies for the protection of government facilities. With vivid imagery, the motion painted a concerning picture of escalating vandalism and security threats.
Hon. Ala underscored the inadequacy of government-employed watchmen and argued that private security firms, equipped with advanced training and technology, offer a pragmatic and cost-effective solution.
Contributions from members like Hon. Bala Abdu Rishi (Lame Constituency) and Hon. Jamilu Umar Dahiru (Bauchi Central Constituency) enriched the discourse, emphasizing the need for community vigilance and the curtailment of scavenger activities.
2. The second motion, sponsored by Hon. Adamu Kawu(Ganjuwa East Constituency), shone a spotlight on the urgent need for "Entrepreneurship and Business Incubation Centres in the three senatorial zones of Bauchi State".
This initiative aimed to tackle unemployment and equip school-leavers and dropouts with employable skills.
The motion presented a compelling case for the establishment of these centres, detailing their potential to run short- and long-term training programs while addressing the root causes of idleness and insecurity.
MEMBERS like Hon. Nasiru Ahmad Ala and Hon. Bldr. Saidu Sulaiman Darazo (Darazo Constituency) lent their voices to the debate, calling for diligent supervision and practical implementation.
In both motions, the Speaker,Rt. Hon. Abubakar Y Suleiman in his submission, described the motion as life-touching and timely.
He directed that the prayers of both motions be forwarded to the Executive for further consideration, ensuring that the Assembly’s resolutions translate into actionable outcomes for the benefit of the state.
As the plenary drew to a close, the Majority Leader moved a motion to adjourn, seconded by the Minority Leader.
BEFORE gaveling the session to a close, the Speaker Rt. Hon. Abubakar Y Suleiman reminded members of Governor Bala Abdulkadir Mohammed’s impending visit tomorrow. Like the promise of dawn, the Assembly’s dedication to progress and governance shone brightly, setting the tone for future deliberations.
