Is the north Nigeria's recalcitrant behemoth?

Gone are the days when one's stomach would turn, and his head would heat up with rage, when Nigerians from other parts of the country point to the north as the bane of the nation's development. Before now, education was used mostly as an index for that justification, but today, the indices of virtually all other sectors have joined in as ready data; poor enough to belittle the once glorious, prestigious and virtuous savannah called the North. The elephant in the room of this conversation is the insecurity ravaging the region, and it has become our code or culture. For almost two decades, terrorism has taken control of our lives and has virtually become our livelihood and the north has definitely reached its nadir and it cannot sink any lower. This is evidenced by the avalanche of scorn and invectives visited upon the dearly beloved and blessed soul of the Sardauna, the King of the north that we all so prided ourselves with. Either history is being re-written which is quite ominous, or the people have lost their way so badly, they curse their ancestors, which is even worse.

"Tinubu does not have a plan for the north"!... and I usually wonder, whose plan it ought to be afterall! Isn't the north supposed to have come to the merger table of 2014 or the 2023 mandate with its plans and blueprints? Didn't the Buhari administration have a plan for the north? Isn't it simply a "dust-off" of that plan and a vigorous action to the progression and continuity with the plans? The southwest as core partners of the APC merger of 2014 had a vision of what it wanted from the merger and it went on a mission to not only utilise, but to maximise the opportunities it had in the merger; in terms of ministerial and extra ministerial platforms to pursue its development. For the north, all I remember is the fierce battle for the seat of the Vice-Presidency between the northwest and the North east and after that, there has not been a clear cut vision for the north. Atleast President Tinubu has completed Buhari's AKK pipeline, and is continuing with the Kano-Katsina-Maradi rail project. The Sokoto-Calabar super highway is also a work in progress. The eight year North eastern Vice Presidency from 1999 to 2007 did not give the north east a fine interstate road network, and neither did the eight year Buhari tenure of 2015 to 2023 give the northwest a simple Abuja-Kaduna-Kano expressway. Sadly when the north has power, its gains fritter away to individual aggrandisement endeavors and not to a regional development plan or agenda. The debate scorecard about how the north handles power especially in the fourth republic has been abysmal.

The import of this article actually is about the energy northerners have to navigate gossip blogs, rumor mills and frivolous sites and entertainers, which is missing in the collective outrage and action towards the insecurity and economic deprecation of the north. This is what flummoxes me. The misplacement of priorities is in full glare, just as the wanton pursuit of stupendous wealth to the detriment of the society's well being. These twin vices have taken centre stage, just behind terrorism itself. Our men folk have been emasculated by the womenfolk's vanities and 21st century generation's inanities. The north is more active today to the challenges and trials of a young polygamous couple as against the terrorism induced predicament of the north. Leisure castles as homes are on the rise while institutional structures and developmental infrastructure are suffering and undergoing monumental dilapidation. The selfless culture has been totally eroded and unbridled selfishness reigns supreme. These are cultures and traditions we live with and cannot be changed by anybody but us. Tinubu cannot help us, and neither can Trump or Putin or Xinping. Buhari has come and gone, may Allah bless his soul, but it is more than clear that the emancipation of the north is not a man's job and certainly not an eight year stint in power for the north.

The federal reforms we have shied away from are now looking like the only way out for the region, its safety and its development. The regional development commissions have not done us much good and perhaps regional governments may be the eventual catalyst. State police too may turn out to be a blessing and having communities take responsibility of their environment's immediate security could be the antidote to the north's banditry driven terror. The vast resources in the north especially those obtained through mining, a heavily unformalised sector of the economy should be made to count in the development of the region. Its reforms would benefit the masses of the north as its present form is to the benefit of the elite. Its bastardisation may have been the most powerful habor for terrorism and a reform just might make it a little safer for suburban communities of the north who are most affected by banditry. As a whole, the north's predicament is more of a morality deficit than a governance one, and the society itself needs a rethink and a rehaul. We have lost our way and we are the proverbial flock without a true shepherd. All the sheperds that come our way are shylocks leading us to slaughter for a penny. We may need another Sardauna afterall, albeit the time and the tide have proven that; were Sardauna to come back now, he would not be able to effect a thing. Why? His style of leadership is not in vogue. The new style is for the rich to get richer and the poor to get poorer. The high population just like poverty, has become weaponised for use in election cycles. Nevertheless we must not lose hope as there's always a light at the end of the tunnel. I believe that the new local government autonomy reforms of this administration will finally breath life into the local and neglected communities of the north as obtained in the military era. When this happens, the localities will be free from the poor leadership values in the states and those ungoverned spaces may become utilised for meaningful developmental undertakings. For now the north remains in God's blessed hands till when we are all ready to "own it" and beg God to give us one more chance yet again.

Kaura of Bauchi.

I vividly remember the damnation we found ourselves in back in 2011, around the most destructive years of boko haram. We suffered three bomb blasts in Bauchi metropolis, and a brazen and explosive prison break carried out by boko haram fighters in the heart of the Bauchi state capital. They even held our emir hostage in the mosque while they manned the metropolis from the prison axis, to the central mosque, to the emir's palace, through to the central market, and out to Gombe highway which served as their getaway. At a time there were hundreds of boko haram fighters at the Lame Burra forest. Even though Bauchi was at the base of the 'cone' of the entire war zone and was perhaps the least hit of all the north eastern states, it was petrifying, unsettling and damaging to every facet of life one could think of. Both terrorists and innocent civilians found Bauchi as a new haven, one group running away from the insecurity, the other running away from security personnel. In Bauchi we lived in fear of who was what; and every two young boys on a bike, or any haggard looking fella with a bag was a possible boko haramite. The sound of a tyre go burst from a bike or car got people scampering for safety for dear life.

By God's mercy the last eight years have been witnesses to a continued restoration of law and order, and peace and quiet, from the mayhem and confusion of yesteryears. The Federal Government under the Buhari administration really upped the tempo of the war against terror. That has definitely degraded and even decimated the boko haram group. The resurgence we see today is that of a more hybrid situation, or perhaps a different terrorist group known as ISWAP, Islamic State West Africa Province. Today over 80% of the army's onslaught in the north east, especially the Borno/ Sambisa axis, is against the ISWAP elements who are a terror group to the entire West African sub-region. Borno, Adamawa, Taraba and Yobe, and to a larger extent Gombe and Bauchi have all been somewhat liberated from the stranglehold of boko haram. The life of fear, stampede, choking roadblocks, and market and mosque search queues have virtually dissipated. This is all courtesy of the gallantry of the Nigerian Army, and its renewed sophistication by spirited efforts of the Federal Government. Only a north easterner would be able to revel at the success of the Federal Government's war against terror in the region.

The freedom from the decades of insecurity has enabled Bauchi the luxury of monumental infrastructural developments. We as indigenes no longer duck our heads in shame, over our state's backwardness in such urban development initiatives. We usually marvel at the progresses in sister states like Gombe, which we birthed a few decades ago. Successive seasons of sustained good governance in Gombe had absolutely dwarfed good old Bauchi. But that is almost in the past, as Bauchi has upped its game in the infrastructure business. Gov. Bala Mohammed, Kauran Bauchi has really been the architect of a new and modernised Bauchi state. It is no wonder that despite being in the opposition party, his administration's strides have been recognised and rewarded by the Federal Govt. Nigeria Excellence Awards in Public Service organised by the Secretary to the Government of the Federation, recognised him as the best governor in rural development in 2022, best in Urban Renewal in 2024, and as a distinction governor in good governance and regional growth in 2025. In an article titled, "The Urban Renewal of Bauchi", I covered a lot of his ambitious projects that have transformed Bauchi within just 6 years. Years ago some family friends chided my neighbourhood, cheekily tagging it a getto! Well, Not anymore as my street now has finely tarred roads and well built drainages along with solar street lights. There's also a well articulated roundabout with a fine garden adorning the frontage of my inherited abode. To top it all, a modernised Primary Healthcare Centre has been built right across the street, which is being upgraded to a hospital. I called up my friends and asked them, "how do you like my "GRA" now? I can't wait to buzz them again when the flyover across the Central Market adjacent my street is completed. It would completely eliminate the log jam caused by traffic around the area. We have already started witnessing seamless movement as bypasses have been developed across the borders of the metropolis thereby easing traffic jams across the metropolis.

My 'formerly getto' is not only urbane and beautiful, it is also safe. Kaura did not take security for granted at all. Just the way; with a vengeance, he took infrastructure to a new height, is the same manner in which he has immensely improved on Bauchi's security. Vigilante groups along with other security agencies were merged into teams, and mobilised with all they'd need to fight insecurity in the state. The security teams took the battle to the terrorists hibernating around the outskirts and forests in the state. The security agencies are seen constantly patrolling the state, while other teams are stationed strategically across the state. Terrorists that had camps around the Yankari/ Ashaka axis have been taken headon on innumerable occasions. These terrorists are mostly foreign and their battles with the security teams and how the security teams eventually dislodged them is widely known in Bauchi. These courageous vigilantes along with the security forces lay down their lives on a daily basis for our safety. Our neighbourhood had cause to go out on a lonely night around 2am as there was a lot of noise and gun shots in the area. It turns out that the security groups had chased after some criminals who had lost the firepower and courage to face the security forces. I was more than marvelled by their proactiveness and commitment. In no time they rounded them up and their vehicles after a long chase to a dead end. Kaura has done well for Bauchi's security and has lived up to the true calling of his traditional title, KAURA. That is why it is quite absurd as I've heard from news outlets, to have Kaura and insecurity in the same sentence aside one that connotes his courage in the face of it. Infact when I heard recently that the Northern Governors Forum was putting up a security fund to position it towards fighting insecurity more decisively, I thought to sound out to the forum, the idea of adopting Kaura's methodology. It has helped restore peace in Bauchi greatly.

Katsina's effective grassroots tool for curbing insecurity and alleviating poverty.

In November of 2024, the Katsina state government launched the CDP, community development programme; an initiative designed to empower the grassroots by collaboration and partnership with community leaders, stakeholders, traditional rulers and indigenes of these communities. To drive the CDP, 361 community development centres were launched across the state with 1 centre in each ward of the 34 local govt areas of the state. The centres were created with 3 different layers: community development, community support, and community learning which were all designed to address infrastructure deficits, enhance social services, promote learning, and provide economic empowerment. The CDP was designed to operate with the simple notion of community driven development, where govt policies and programmes will be shaped by priorities itemised by each community, as opposed to a blanket approach that is not only wasteful, but doesn't resolve the core problems situated in unique communities' needs. The governor had already kick-started the autonomization of the local govts long before the Supreme Court judgement on LG autonomy.

Just about a year after launching the CDP model, the Katsina state governor embarked on a state wide tour of all 34 local govt areas of the state. This was to assess, engage, and flag off key projects in each LGA. This tour in consonance with the mood of the CDP, set out to ensure that each community felt directly the impact of govt investments and development programmes. The essence of the tour was to meet community leaders, traditional rulers as well as residents and hear directly from them so as to understand their priority needs, and then gather inputs from the grassroots for better planning and implementation of govt projects across the state. At Danja LG, the governor highlighted the completion of the Danja Earth Dam, the planned Hydro Power project, the ongoing renovation of schools and health facilities, and several other road projects. At Malumfashi local govt, the governor flagged off the empowerment of 1,859 community residents. The programme included the provision of 6 cars, 21 motorcycles, 122 sewing machines, 200 Flour Mills, and food support for 200 women. Others are: 200 POS machines loaded with N100,000 each as start-up funds, 200 NBAIS forms, and 14 cows for 140 butchers. It also included N20,000 grants to 600 small business owners, N30,000 for 1,000 beneficiaries and 20 wheelchairs. All these were fully funded with LG funds by the LG chairman.

At Dafur LG, the chairman funded the provision of 600 bags of cement, 25 motorcycles, 50 sewing machines, 4 cars, 100 grinding machines and an additional N20 million as community support. The governor then flagged off the N18.5 billion Sabuwa-Tashar Bawa-Rafin Iwa road project which is a 27.6 kms asphalt concrete road, a major milestone in the administration's drive to open up rural communities for better statewide connectivity. At the event, the governor explained that the entire corridor is home to hardworking farmers and the road would enhance agricultural value chains, ease the movement of farm produce and reduce transportation challenges especially during the rainy season. At Sabuwa LG, about 1500 women received grants in a drive to strengthen micro and small scale businesses. The programme saw to the distribution of 10,000 books, 1,000 school uniforms, and 40 bicycles for pupils from vulnerable households who walk long distances from school. 300 students were also sponsored for JAMB with a component 6 weeks intensive training to improve their admission chances. Other empowerment items include 80 grinding machines, 10 maize-shelling machines, and 50 sewing machines, aimed at promoting micro-enterprises and improving revenue generation. While at Sabuwa LG, the governor flagged off the foundation laying of one of the four newly approved Girl's Secondary Schools in Sabuwa.

At Dandume LG, another massive empowerment programme covering 11 wards of the community, focusing on vulnerable youths and women was also flagged off. 6 cars to enhance governance and engagement, and 62 motorcycles to APC LG Exco, ward chairmen, ward governorship coordinators, village heads, and campaign coordinators, were distributed. 105 solar streetlights were also installed across the 11 wards to improve security. The programme alsp had skills acquisition materials including 110 sewing machines, 110 grinding machines, 110 Engine Taliya units, 110 bags of Evane Mai Buje, 130 bags of 25kg food items, 110 bags of Soya beans, 110 additional food bags and 110 units of cooking oil. Also, 100 youths received N100,000 each with more funds as assistance to APC leaders across the LG.

At Funtua LG where the governor stressed that the empowerment phase so far has demonstrated his govt's commitment to ensure that every community benefits so that livelihoods can be improved for a better future. At Funtua, 360 less privileged men and women received the support of N20,000 each. Other items distributed include 55 grinding machines, 55 pumping irrigation machines, 16 robaroba units and 22 boxer motorcycles, 15 sewing machines and 3 motor vehicles. Alongside the tour was a massive empowerment programme by the Senior Special Assistant to Mr. President on Political Matters, Alh. Kabiru Masari with a capital donation of N300,000 to 1,000 beneficiaries at Malumfashi. At Musawa, there was N100,000 for 175 youths, 100 tea and bread vendors with N50,000 each, 100 Okada operators with N50,000 each, and 100 women with small and micro businesses such as bean-cake, doughnuts, and other snacks receiving N50,000 each. Another 100 barbers got N50,000 each and a 100 butchers also got N50,000 each. More items include 50 motorcycles, motor cars, 110 grinding machines, 110 pepper-grinding machines, irrigation and farming tools, 222 bags of Urea fertilizer, 177 bags of WACOT fertilizer, and 57 water pumping machines. At Daura the governor inaugurated the 13.5 km western bypass with an 11.3km link road connecting Dunu village, to Ganga and continuing to Dimurkol village. At Daura, the speaker was also commended by the governor for providing scholarship for over 600 students who are indigenes of Daura.

There just isn't enough space to exhaust the grassroots empowerment drive of the Dikko Radda administration. I have in the last two years been a keen observer of Dikko Radda PhD's leadership style. His governance model is significantly grassroots oriented and his consistent community engagement tours and townhall meetings across the villages in the state are obvious hallmarks of a truly community driven govt. Projects are strategically placed in areas with specific needs and resources in the form of empowerment funds and business materials or machines are thrust in the hands of the locals; so that they can collectively revive their local economies. This will within no time erode the terrorism ecosystem which thrives in poverty laden communities where residents are left with little options. The CDP is a very good model that can be replicated in other states just the way Katsina's Community Watch Corps is now being replicated in Kano, Niger and Zamfara. Even the FG's Forest Guards is not far off from the design and operations of the Katsina Community Watch Corps. Katsina in the last two years has been churning out fine blueprints for community development and I believe a leaf or two from the brainy Dr. Dikko won't be a bad idea across the north. Infact the transparency routine of his programmes if adopted by the Federal Government can make a world of difference to the lower class of the Nigerian populace in general.
