PDP Holds Successful State Congress in Kebbi, Elects and Swears in New Executive Members

Birnin Kebbi, Nigeria – September 27, 2025

The Peoples Democratic Party (PDP) in Kebbi State has successfully conducted its State Congress, producing 39 new executive members in a peaceful and transparent election held today at Safar Guest Inn, Birnin Kebbi.

The exercise was supervised by the Chairman of the Congress Committee, Dr. Mukhtar Muhammad Lugga, who is also the Chief of Staff at Zamfara State Government House.

In his opening remarks, Dr. Lugga assured delegates that the committee was committed to carrying out the assignment diligently, “without fear or favour.” He expressed satisfaction with the level of preparation and urged participants to uphold the unity of the party.

The motion for the commencement of the congress was moved by Hon. Ibrahim Bello Muhammad, member representing Birnin Kebbi–Kalgo–Bunza Federal Constituency, and seconded by Hon. Mansur Musa Dan Jami’a, who represents Gwandu–Aliero–Jega at the House of Representatives.

Welcoming the committee and party faithful earlier, the PDP State Chairman, Alhaji Usman Muhammad Suru, emphasized that PDP in Kebbi remains united, a development he said explains why most contestants emerged unopposed. He also acknowledged the presence of key party stakeholders, including the PDP leader in the state, General Aminu Muhammad Bande (rtd.), PDP Board of Trustees member Mr. Benjamin Dikki, the 2023 governorship campaign coordinator Alhaji Abubakar GEDA, as well as members of the National Assembly and other dignitaries.

After the voting process, Bashir IbrahimSakadadi, declared Alhaji Usman Bello Suru as the newly elected State Chairman alongside other officers. Among them are:

alongside other assistant officers and ex-officio members from Kebbi North, Central, and South.

The newly elected executives were immediately sworn in, taking the oath of office before party members and dignitaries in attendance.

In his remarks, PDP leader in the state, General Aminu Muhammad Bande (rtd.), congratulated the winners, expressing confidence in the newly elected executive. He stated: “I am optimistic that with this caliber of people, coupled with the support of our teeming members, PDP will stage a strong comeback in 2027, Insha Allah.”

in his accptance speach, the newly elected chairman onbelf of the new Excos, thank all those who have contributed toward the success of this election especially, the party leader and the electoral committee, while promising to operate an open door policy.

The congress attracted wide participation and was observed by representatives of the Independent National Electoral Commission (INEC), security agencies, party delegates, and supporters. Stakeholders at the event commended the committee for organizing what they described as a “credible, free, fair, and transparent election.”

With their immediate swearing-in, party leaders and members expressed optimism that the PDP in Kebbi State is better positioned to strengthen its grassroots structures and prepare for future electoral contests

2025 NECO EXAMS: SETTING THE RECORDS STRAIGHT AGAINST FALSE CLAIMS ON KEBBI STATE'S PERFORMANCE

The attention of the Kebbi State Ministry of Basic Education has been drawn to a misleading publication alleging that Kebbi State ranked last (37th) in the 2025 NECO performance ranking. The claims are not only false but also mischievous, aimed at discrediting the genuine reforms and progress made in the education sector under the leadership of His Excellency, Comrade Dr. Nasir Idris, Kauran Gwandu.

First and foremost, Governor Nasir Idris is a renowned teacher, educationist, and unionist whose career and reputation are deeply rooted in education. Since assuming office, he has consistently placed education as a top priority of his administration. His trajectory, policies, and reforms in education are indisputable, and they continue to transform schools across Kebbi State.

Secondly, it is important to clarify that Kebbi State Government has stopped sponsoring students for the NECO examination since 2022. For the past four years, public schools have not participated in NECO examination. However, the state chose West African Examination Council (WAEC) as examining body for its students. Proudly, the Kebbi State Government has never being indebted.
Therefore, any report claiming Kebbi State ranked last in NECO 2025 lacks credibility and cannot be substantiated.

Thirdly, only private schools in Kebbi State continue to register their students for NECO examinations. These private schools represent a fraction of the state’s education population and cannot be used as a standard measure to judge or rank the overall performance of the state’s education system. It is misleading and unfair to present their limited outcomes as a reflection of Kebbi State’s public education sector.

Fourthly, the criteria and yardstick allegedly used in ranking Kebbi State last are inaccurate, faulty, and baseless. Since the state’s public schools were not part of NECO for the last four years, no genuine comparison can be made. Hence, the claim is not only false but also an attempt to misinform the public.

In conclusion, the allegation that Kebbi State came last in NECO 2025 is false, unverified, and without factual basis. The public is therefore advised to disregard such fabrications. The reforms, investments, and policies of the present administration under Governor Nasir Idris in education are visible, measurable, and impactful. His commitment to repositioning Kebbi State’s education sector remains unwavering.

Katsina Gov Radda hails Gov Idris as North West role model

Governor Dikko Umaru Radda of Katsina State has described Kebbi State Governor, Comrade Dr. Nasir Idris, Kauran Gwandu, as a role model in infrastructural development for the North West.

Speaking to journalists at the Sir Ahmadu Bello International Airport, Birnin Kebbi, on Saturday, Governor Radda congratulated the people of Kebbi for electing Comrade Nasir Idris as their Governor.

“We are in Birnin Kebbi to witness the holy matrimony between our son, Salihu Dahiru Mangal, and Engr. Hawwa’u Hassan Kangiwa, during which Governor Idris served as the Waliyy, giving out her hand in marriage with a dowry of ₦200,000,” he said.

Radda commended the warm reception accorded to his delegation, noting that they were well received and hosted.

He further lauded the infrastructural transformation in Kebbi, citing good roads, solar-powered streetlights, and modern buildings.

“My brother and colleague, His Excellency Nasir Idris, has recorded remarkable achievements within a short period in office. I boldly say Kebbi State is a model every state, especially in the North West, should emulate,” the Katsina Governor affirmed.

On the marriage ceremony which he attended in Birnin Kebbi, Governor Radda advised the couple to embrace patience, perseverance, and mutual respect, describing marriage as a sacred and honourable institution.

“I pray to Allah to bless the marriage we just witnessed. May the Almighty continue to guide and protect our leaders and grant our nation peace, security, and prosperity,” he prayed.

The recent data released by NECO has generated a lot of discussion, but from my observations, many people do not fully understand what the statistics actually represent. If you truly want to measure the rate of success by state, then you must look at the percentage of students who scored five credits and above out of those who sat for the exam.

When you apply that standard, the picture becomes clear. In the hierarchy of success rates, no northern state makes it into the top ten. The top performing states are:
1. Abia 83.31%
2. Imo 83.13%
3. Ebonyi 80.60%
4. Bayelsa 73.88%
5. Delta 72.41%
6. Ogun 72.21%
7. Lagos 71.76%
8. Ekiti 68.50% (approx.)
9. Enugu 68.40% (approx.)
10. Edo 67.80% (approx.)

This reality is disheartening for our region, especially considering that most out of school children in Nigeria come from the North. From the chart, some may think Kebbi ranked the lowest, but that is not the case. The number of students with five credits in Kebbi is low because only a few students sat for the exam. However, if you look at the percentage success rate, Kebbi is actually among the northern states that performed fairly well.

The low participation itself is also a problem, and here we must point fingers at government neglect. For a state like Kebbi, which has the second highest number of out of school children in Nigeria, the figures reflect a deeper systemic failure.

At the end of the day, the challenge is for the entire northern region. We can, and must, do better.

AN OPEN LETTER TO THE HONOURABLE COMMISSIONER OF FINANCE, KEBBI STATE

Sir,

On behalf of the affected civil servants, most especially the teachers, we write to sincerely appreciate your swift intervention regarding the last deductions from workers’ salaries. Our earlier open letter brought the matter to your attention, and to our greatest relief, your office responded promptly and effectively.

We are glad to inform you that the refund alerts began to drop as early as 5:00 pm, and many teachers across the state have since confirmed receiving theirs. This timely action has brought great relief to hardworking civil servants, especially those whose families depend solely on these modest earnings.

For this reason, all plans for peaceful demonstrations have been suspended. Your intervention has once again shown that dialogue, respect, and prompt action can resolve matters amicably.

However, we humbly appeal to you, Honourable Commissioner, to kindly use your esteemed office to ensure that such unwarranted deductions do not occur again in the future. Teachers and other civil servants deserve to enjoy their full wages without fear of sudden or unexplained deductions.

We deeply thank you for standing with the people, especially the poor and voiceless teachers who play such a vital role in shaping our future. May God bless you and grant you the wisdom to continue serving our state with fairness and justice.

Kebbi State Civil Servants Decry Unexplained Salary Deductions.

Civil servants across Kebbi State are expressing profound disappointment and dismay following significant, unexplained deductions from their September salaries. The deductions, which vary based on the civil servants' grade levels, have sparked outrage and calls for immediate investigation and explanation from the state government. This incident has cast a shadow over recent efforts to improve civil service welfare, including the implementation of a new minimum wage.

Unexplained Deductions Spark OutcryReports from various civil servants indicate that the deductions range from N4,000 to N15,000, depending on individual grade levels. This has led to widespread discontent among the state's workforce, who rely on their full salaries for their livelihoods.

Sani Shehu, a secondary school teacher from Danko/Wasagu local government, shared his frustration: "I am a grade level 9 officer, and I am receiving N83,500 as monthly salary. But this September, I received N77,080. This is not justice to us. The Kebbi State governor needs to investigate this inhuman treatment of civil servants from the state Ministry of Finance." Mr. Shehu's experience highlights a deduction of N6,420 from his expected salary.

Another secondary school teacher, Tanimu Shehu from Birnin-Kebbi, expressed similar dismay, alleging intentional actions by some staff within the Kebbi State Ministry of Finance. "I am on grade level 14, and my monthly salary was N105,000, but this September I received N96,300 as salary. This is injustice if we're to go by the received opinions. Some bad eggs from the Ministry of Finance are doing this to enrich themselves." Mr. Shehu's deduction amounted to N8,700.

These testimonies underscore the significant financial impact on civil servants and the growing suspicion regarding the motives behind these unannounced deductions.

The Kebbi State government has yet to offer any official explanation for these widespread deductions. This silence has only served to fuel speculation and frustration among the affected workers. Despite the Ministry of Finance confirming timely salary payments for September, there has been no accompanying statement addressing the discrepancies reported by civil servants. This lack of transparency is a major point of contention for the aggrieved employees.

This is not an isolated incident. In August 2024, workers in Kebbi also lamented similar pay deductions, which the state government subsequently denied, stating there were no deductions on salaries. Such past denials without clear resolutions contribute to the current climate of distrust and anger among the civil service.

Kebbi State has recently made strides in improving civil servant welfare, including the approval of a new minimum wage of N75,000 in October 2024 and the implementation of a N70,000 minimum wage around April/May 2025. These positive developments make the current unexplained deductions even more perplexing and disheartening for the workforce.

The situation in Kebbi State calls for an urgent and thorough investigation by the state government. The lack of communication from the Ministry of Finance is exacerbating an already tense situation, undermining trust between the government and its employees. Civil servants, who are the backbone of public service, deserve transparency and accountability regarding their earnings.

Governor Nasir Idris is urged to intervene swiftly, investigate the alleged malpractices within the Ministry of Finance, and ensure that any unauthorized deductions are promptly reversed. Furthermore, clear communication channels must be established to inform civil servants about any legitimate changes or deductions to their salaries, in line with established labor laws and public service rules.

Bagudu Calls on World Bank to Back Ward Development Programme

· Bank commends initiative

Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, has called on the World Bank to support the Renewed Hope Ward Development Programme, which seeks to boost economic activities at the nation’s grassroots.

The minister spoke on Thursday in Abuja during a meeting with the bank’s new Country Director, Mr Matthew Verghis, and stated that the new initiative would help achieve President Bola Tinubu’s target of a $1 trillion economy by 2030.

“The objectives, among others, are to promote sustainable and inclusive growth at the ward level, which will contribute to national development,” Bagudu told Verghis and his team, explaining, “This will support the $1 trillion GDP target by 2030 and help lift all Nigerians out of poverty.”

He stated that the programme, recently approved by the National Economic Council and coordinated by the ministry, is a transformative initiative aimed at driving bottom-up growth.

He explained, “This programme will map economic opportunities in all 8,809 wards across the country and support economically active citizens to generate more value. It is about creating sustainable and inclusive growth from the grassroots. The objective is clear: to support our ambition of achieving a $1 trillion GDP by 2030 and lifting millions of Nigerians out of poverty.”

The minister noted that Nigeria is learning from other countries while developing a uniquely Nigerian approach. “We have examined China’s experience of lifting 852 million people out of poverty, India’s rural transformation, and Kenya’s bottom-up strategy. Nigeria can incorporate these lessons, but with a model that reflects our constitutional federalism and ensures all three tiers of government take responsibility.”

He also highlighted Nigeria Agenda 2050, the country’s long-term strategic plan, as a key driver of national development. “Agenda 2050 is ambitious but achievable. It reflects our national consensus—enshrined in Chapter Two of our Constitution—that all tiers of government must work together to deliver economic, social, and environmental objectives. Our duty is to translate this vision into actionable five-year plans and annual budgets that are people-centred and results-driven.”

Bagudu expressed sincere gratitude to the World Bank for its ongoing support, particularly during the last 28 months of economic reforms, emphasising that the bank has remained committed to Nigeria through a difficult yet transformative period.

“The World Bank team has collaborated with us not just as partners but as members of the same team. We could not have achieved the results we have today without your support,” he said, adding, “Together, we have taken bold steps that are beginning to restore macroeconomic stability and inspire confidence at home and abroad.”

The minister stressed the importance of maintaining the momentum of reform. “Our reforms have demonstrated the value of staying the course in the right direction. With effective policies and difficult but necessary choices, we are beginning to see results. The task now is to build on these achievements and ensure that no willing Nigerian is left behind.”

In response, Verghis congratulated Nigeria on the bold reforms undertaken, describing them as a “development breakpoint” that could reset the country’s trajectory.

“Nigeria’s recent decisions represent a critical moment. Such choices are not easy, but they create opportunities for a new path. The World Bank stands ready to continue supporting Nigeria in maintaining these reforms and increasing their impact,” he stated.

He praised the Renewed Hope Ward Development Programme and emphasised the importance of utilising proven approaches. “The challenge is not just in designing new programmes but in building on what already works. Existing projects such as NG-CARES and the Nigeria for Women Project have established effective structures. We are eager to expand on these models, bring in global experience from India, China, and Kenya, and provide both technical and financial support to strengthen implementation.”

He further emphasised the importance of aligning grassroots development with long-term national priorities. “We understand the objectives are jobs, prosperity, and inclusion. For the poorest, immediate support is needed; for the youth, opportunities for productivity; for the nation, a pathway to sustained growth. These are challenges we want to work with you to address.”

Concluding the meeting, Bagudu reaffirmed the ministry’s role as a coordinating body rather than a competing one. “This Ministry is not in competition with any other. Our role is to coordinate, convene, and ensure that all levels of government work towards the same goal: inclusive prosperity for every Nigerian.”

Verghis’s first official engagement with the ministry since taking office reaffirmed the strong partnership between Nigeria and the World Bank in promoting inclusive growth, poverty alleviation, and sustainable development.
