BURUTU COMMUNITY PRESS RELEASE, VOLUME II.

RE: ON THE RECENT PURPORTED UPGRADE OF THE DELTA STATE SCHOOL OF MARINE TECHNOLOGY TO DELTA STATE POLYTECHNIC, BURUTU.

1. YOUR EXCELLENCY SIR, IT WILL INTEREST YOU TO NOTE THAT THE BILL ESTABLISHING THE DELTA STATE SCHOOL OF MARINE TECHNOLOGY BURUTU, WHICH CAME INTO FORCE ON 2ND AUGUST, 2006 AND WAS ASSENTED BY THE THEN GOVERNOR CHIEF JAMES O, IBORI AND THE CLERK OF THE HOUSE ON THE 15TH OF FEBRUARY 2007, HAS IN PART 1: INTERPRETATION REFERRED TO AND RECOGNIZED THE INSTITUTION AS A POLYTECHNIC WITH ITS SUPERVISING MINISTRY AS "MINISTRY OF EDUCATION"

2. IT IS VERY UNFORTUNATE AND CRIMINALLY CRUEL FOR THE MANAGEMENTS OF AN INSTITUTION NOT TO BE HANDY WITH THE LAW ESTABLISHING THE SCHOOL THEY ARE PRESIDING OVER OR THEY DELIBERATELY PRETEND NOT TO KNOW THE STATUS OF THE INSTITUTION.
EITHER BY OMISSION OR COMMISSION, DELIBERATE OR OTHERWISE, THE MANAGEMENTS OF DELTA STATE SCHOOL OF MARINE TECHNOLOGY BEGIN TO ASSUME A NEGATIVE STATUS FOR THE SCHOOL ATTEMPTING TO LIMIT THE FUNCTIONALITY AND ACTIVITIES OF THE POLYTECHNIC THE GOOD GOVERNMENT OF PDP IN DELTA STATE MAGNANIMOUSLY ESTABLISHED FOR US THEREBY MISLEADING THE GENERAL PUBLIC.

3. THAT THE DOCUMENT, THE 23RD EDITION OF THE "DIRECTORY OF ACCREDITED PROGRAMS OFFERED IN POLYTECHNICS, TECHNICAL AND VOCATIONAL INSTITUTIONS IN NIGERIA" 2021 BY THE NBTE, PROVIDES THE FOLLOWING INFORMATION;

* IN PAGE (V) #31 CLEARLY STATES THE DELTA STATE SCHOOL OF MARINE TECHNOLOGY, BURUTU AS A POLYTECHNIC OFFERING ACCREDITED PROGRAMS.

* PAGE (XX TO XXVII) WHICH CONTAINS "LIST OF POLY'S IN NIG. WITH YEARS OF ESTABLISHMENT & OWNERSHIP, HAS DESSOMATECH AS ONE OF THEM IN NO.31 ON THE LIST.

* PAGE 20 OF THAT SAME DOCUMENT ABOVE ENLIST DESSOMATECH AS THE 4TH POLY IN DELTA STATE AFTER OZORO, OGHARA & OGWASHI-UKWU RESPECTIVELY.

* IN THE TETFUND DOCUMENT MAY 2017 "GUIDELINES FOR ACCESSING TETFUND INTERVENTION FUNDS" IN ARTICLE 3.0 'ENLISTMENT AS A BENEFICIARY', THE DESSOMATECH HAS FULFILLED ALL THE CONDITIONS AND HAS EVEN BEEN GRANTED TETFUND SOME YEARS AGO (SCHOOL DOCUMENTS CAN EXPLAIN FURTHER BY PREVIOUS ADMINISTRATORS).

4. HAVING FULFILLED ALL REQUIREMENTS FOR ACCESSING TETFUND AS STATED ABOVE , THE NBTE IN THEIR DOCUMENT ON 23RD MARCH 2023, HAS RECOMMENDED THE DESSOMATECH AS A POLYTECHNIC IN DELTA STATE NIGERIA TO BENEFIT FROM TETFUNDS .

5. HAVING ADUMBRATED THE INFORMATION ABOVE, AND BRINGING THEM TO PUBLIC KNOWLEDGE, WE CONSIDER THE NAME CHANGE AS MISCHIEVOUS AND POLITICALLY MOTIVATED SCHEME BY SOME UNSCRUPULOUS ELEMENTS TO IGNITE CRISES AND A PLOY TO RELOCATE THE ATTRACTIVE MARITIME INSTITUTE ELSEWHERE IN THE STATE, AND WE THE BURUTU PEOPLE WILL NOT FOLD OUR HANDS AND WATCH THESE PERCEIVED POLITICAL ENEMIES STEAL OUR 'GOLD MINE'.

6. YOUR EXCELLENCY SIR, THE INSTITUTION WAS ESTABLISHED AS A POLYTECHNIC AND HAS BEEN OPERATED AS SUCH. THE INTENTIONS OF THOSE WHO INVENTED THE WORD 'MONOTECHNIC' AND REFER THE INSTITUTION AS SUCH HAS THEIR EVIL INTENTIONS AND ARE DANCING TO SOME STRANGE MUSIC WHOSE SOURCE WE ARE YET TO DETERMINE. THEIR INTENTIONS OF ASSUMING A STRANGE NAME AND LIMITING THE INSTITUTION IS UNKNOWN TO US.

7. YOUR EXCELLENCY SIR, THESE EVIL INTENDED PEOPLE HAS MISINFORMED YOU WITH THEIR ALLIES TO COME UP WITH THIS UPGRADE AND THEREBY CREATING THE UNREST AMONGST STUDENTS AND OTHER RELEVANT STAKEHOLDERS.

8. THERE'S THE SCHOOL OF THOUGHT PRESUMING THAT THE NAME MARITIME POLYTECHNIC IS STRANGE OR ODD, I WISH TO REFER SUCH PERSONS TO GOOGLE THE REVERED 'NATIONAL MARITIME POLYTECHNIC, PHILIPPINES' AND ALSO THE REGIONAL MARITIME INSTITUTE IN GHANA HIGHLY PATRONIZED BY NIGERIANS AND OTHER NATIONS.

9. YOUR EXCELLENCY SIR, SINCE THE REASONS FOR THE UPGRADE/NAME CHANGE WAS ON A FAULTY INFORMATION WHICH WE HAVE HIGHLIGHTED HERE, WE WISH TO PLEAD WITH YOU NOT TO ASSENT TO THE BILL TO REPEAL THE LAW ESTABLISHING 'THE DELTA STATE SCHOOL OF MARINE TECHNOLOGY, BURUTU ' TO "DELTA STATE POLYTECHNIC, BURUTU.

10. CONSEQUENTLY, WE APPEAL TO YOUR EXCELLENCY, TO RETAIN THE ORIGINAL NAME OF THE SCHOOL: 'DELTA STATE SCHOOL OF MARINE TECHNOLOGY, BURUTU'.

11. THAT IF THERE IS ANY NEED FOR A NAME CHANGE THEN WE SUGGEST THE FOLLOWING;

DELTA STATE MARITIME POLYTECHNIC BURUTU'

OR

'DELTA STATE POLYTECHNIC OF MARITIME AND MANAGEMENT TECHNOLOGY, BURUTU'.

OR

DELTA STATE POLYTECHNIC AND MARITIME ACADEMY, BURUTU.

YOURS TRULY,

Ekisah Ebizimor
CHAIRMAN, BURUTU COMMUNITY.

PRESS RELEASE

* ON THE UPGRADE OF THE DELTA STATE SCHOOL OF MARINE TECHNOLOGY, BURUTU*

We, the people of Burutu Community wish to draw the attention of the general public to the misconception or better still views of some scholars and opinion leaders about the stand of Burutu Community on the upgrade of the Delta State School of Marine Technology, Burutu to a polytechnic, first it it important to note that Burutu Community is not against the upgrade of the institution, in fact, is a plus to the academic pursuits of the Ijaw nation.
While we rejoice and express our appreciation to His Excellency, Senator (Dr) Ifeanyi Author Okowa, for this laudable gesture, we are concerned about the name without the nomenclature: ‘Maritime’. We therefore appeal to His Excellency to adjust the name to read as thus“DELTA STATE MARITIME POLYTECHNIC, BURUTU, or DELTA STATE POLYTECHNIC OF MARITIME AND MANAGEMENT TECHNOLOGY, BURUTU”. The inclusion of Maritime is sacrosanct. Again, let us be reminded that we only have one Maritime Polytechnic in the World and that is the ' National Maritime Polytechnic, Philippines. Today, if we have the ' Delta State Maritime Polytechnic, Burutu, it will make it the second maritime polytechnic in the world which of course will boost the maritime industry in Africa and the world at large.

A word is better explained by the user. The inclusion of Maritime in the name is for emphasis to portray the Institution as a polytechnic with a bias or emphasis on Maritime Technology among other courses. You may wish to ask about the need for this emphasis and we will not hesitate to state as
follows;

1. The name ‘Maritime’ reflects the initiative of the Founding Fathers.
2. It reflects the terrain the institution is sited and the unique occupation prevalent in the environment. Therefore, there is a need to have a polytechnic that emphasizes the training and production of manpower to meet-up the needs of the numerous Maritime Industries.
3. The Name ‘Maritime’ brought Regimentation Into the institution, which is the strong point of attraction to students from every part of
the country.
4. The peculiar nature of training as a result of Regimentation, prepares students in both the Maritime Industry and the Military.
5. The claim by management that the inclusion of the name “Maritime” would deny the institution access to TETFUND, is not true. We have made inquiries.
6. It is obvious that if the name “Maritime” is removed, it will be like other conventional polytechnic and as such cannot compete with
other polytechnics considering the terrain, hence the appeal.
7. The students are already ignited and there is a continuous student unrest arising from the exclusion of the word ‘Maritime’.
8. The ‘Maritime’ in the name should be seen as a spice to give an additional boost to the school and a marketing strategy.
9. We are not appealing for the inclusion of ‘Maritime’in the name to restrict courses offered in the institution but as an operational name to retain and continue the present boost to the school’s population.
10. While we anticipate and welcome the attraction of many students with the introduction of more courses as expected in any conventional polytechnic, we felt it is equally risky for us to de-emphasized and silence the maritime that has been attracting
students to the institution for the past years.
11. The word Maritime is not only restricted to courses of study in an institution, but also refers to a location relating to the sea, like the delta. The name has been a source of blessing to the school.
12. We intend to model the Institution after the National Maritime Polytechnic Philippines, highly patronized by Nigerians and other
nations.
We, the people of the Burutu Community humbly implore His Excellency Senator Dr. Ifeanyi Okowa to introduce a clause/provision in the law establishing Delta State Maritime Polytechnic, Burutu to protect the name from any negative interpretation, if possible.

The general public should note that this is the position of the community, staff, students, and the parents of the students and such should be honored.
