Africa: USAID moves to create 45 000 sustainable tourism jobs

The United States Agency for International Development (USAID) has granted $2.5 million in catalytic funding for conservation and tourism across southern Africa, intended to spur total investment of $75 million and create up to 44 000 jobs.

Created in partnership with ThirdWay Partners and The Nature Conservancy, the Africa Conservation and Communities Fund is the first continent-wide investment agreement under USAID’s new Africa Trade and Investment programme, the agency’s flagship effort to promote its broader Prosper Africa initiative.

A USAID spokesperson told AfricaTravelNews that the funding would be channelled to conservation tourism operators in Botswana, Kenya, Namibia, South Africa, Tanzania and Zambia.

“Specifically, the grant is intended to spur commercial capital or private investors to invest in tourism and conservation efforts. USAID is working to deploy working capital at a meaningful scale while also aiming to deliver a financial return for impact investors – only possible in this case if Americans see Africa as a top tourist choice for visitors and are convinced to spend their dollars on the continent.”

The returns from the catalytic funding will provide capital financing to existing tourism companies and financing for the construction of tourism facilities in new areas, according to the spokesperson.

“The COVID-19 pandemic negatively impacted tourism and thus threatened long-standing and recent conservation gains for landscapes across Africa, which are heavily dependent on tourism for their long-term sustainability.”

The grant performance period is running from July 1, 2022, to June 30, 2025.

Since 2000, USAID has initiated or completed over 100 projects in 72 countries that utilise sustainable tourism to achieve broad agency development objectives, including economic growth and poverty reduction, competitiveness, environmental conservation, gender mainstreaming, education and good governance.

“Because of its income-generating potential and other benefits, tourism encourages governments and communities to value and protect the resource base on which tourism often depends. Beautiful, well-run national parks, clean beaches and thriving coral reefs, and healthy and abundant wildlife populations draw tourists from around the world,” the spokesperson pointed out.

Air connectivity crucial for Africa

Africa accounts for just 1.9% of global passenger and cargo traffic, mainly because of the lack of intra-Africa connectivity and market access.

Kamil Alawadhi, IATA’s Regional VP Africa and Middle East, defined some of the priority issues that need to be addressed to make Africa’s airline industry sustainably viable. He was speaking to the 2022 General Assembly of the African Airlines Association (AFRAA) in Dakar, Senegal, in December.

“Connectivity is precious. The pandemic demonstrated that everybody suffers when aviation stops. It also dispelled the myth that flying only benefits the rich. A financially viable air transport sector in a fit-for-purpose and enabling regulatory environment supports jobs, promotes transformation and will be a driving force for Africa’s economic recovery and future growth,” said Alawadhi.

Africa’s airlines are on track to post a combined US$638 million loss this year (2022-2023), with demand still 32.3% lower than 2019, and capacity 31.1% off the 2019 mark.

“Nevertheless, in the face of macro-economic headwinds and the increased vulnerability of several African economies, the continent’s airlines should reduce these losses by about two-thirds, falling to $213 million next year. We see this being driven by a 27.4% rebound in passenger traffic and capacity increasing by 21.9%. By the time we gather for the 2023 AFRAA assembly, traffic should have recovered to 86% of pre-COVID levels,” said Alawadhi.

Regional challenges

Africa’s airlines are experiencing unprecedented load factors and many are operating at, or near to, maximum capacity. Yet, it has its own regional challenges, which are priorities:

*Connectivity, market access and regulatory reform

Concerning the Single African Air Traffic Market (SAATM), he said fifth freedom traffic rights were the most visible and attractive component of SAATM, but the devil was in the detail. “Not only do we require a common understanding of what these market freedoms are, but also of how they are to be applied and administered. It requires just as much commitment to removing other protectionist instruments such as inconsistent and differential charges as well as administrative obstacles that run counter to the spirit and intentions of SAATM,” he said.

Considering inter-continental markets, he said certain African carriers were failing to operate key routes on which they were the sole designated airline for their country, and this resulted in underserved markets. The reciprocal country’s carriers could not expand their operations, as they could only do so up to the limits set out in the bilaterals. This was leaving many markets under-served.

The solution was not to start or prop-up unviable airlines but to reform the current regulatory regime and replace it with one that was fit for purpose.

*Infrastructure, taxes and charges:

“Some of Africa’s largest airports have recently completed or are currently undertaking major expansion programmes, many of them positive. However, from the airlines’ perspective, such CAPEX projects should be concluded collaboratively between airports and airlines. They require demonstrated cost-benefit analyses and a robust interrogation of asset efficiencies as these infrastructure plans will impact on future user-charges. Regulation is also needed to prevent abuse of market power and to ensure that providers’ capacity plans are aligned with market realities.”

Alawadhi said now was not the time to increase levies or carbon taxes, nor to introduce new taxes on air transport, trade or tourism. “Every increase deters increasingly cost-sensitive customers, resulting in fewer travellers and even less revenue, not just for airlines, but for all stakeholders across the value chain, including airports, ground handlers, suppliers and air navigation services.”

He praised the example set by South Africa, saying the SA government, through the regulatory process, brought together aviation stakeholders for open and transparent consultations when setting aeronautical user charges. “We encourage more governments in the Africa region to follow this example on how to engage users for an effective consultation by implementing robust economic regulations on aviation, with an independent arbitrator.”

*Rising costs

“This is especially important against a backdrop of high oil prices. Although oil prices have retreated from mid-year peaks, the average price of jet fuel so far this year has been $138.8 a barrel. This means airlines will collectively pay an extra $222 billion for fuel this year compared with 2021. Fuel accounts for 30% of airline costs.”

Alawadhi noted the widening “crack”, the gap between crude and jet fuel prices, which has more than doubled, indicating that refiners and suppliers are holding back supplies to artificially keep prices high.

*Sustainability

He said climate change represents Africa’s biggest and most fundamental challenge. Governments globally need to move swiftly to put in place the right supporting policies and incentives to support Sustainable Aviation Fuels (SAF). “The ICAO Assembly also reinforced its commitment to the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and increased its ambition by agreeing to stabilise emissions of international aviation at 85% of the 2019 level.”

He said governments needed to be held accountable for their CORSIA commitments, as too many states were introducing aviation carbon taxes that could undermine CORSIA.

*Safety

Alawadhi listed some goals for African aviation safety, saying there was no room for compromise:

Enhanced safety oversight particularly in reporting and investigation of incidents and accidents.
A more aggressive approach to addressing the highest recurring operational risks.
Prioritising safety data and information exchange by all stakeholders in order to build a continent-wide picture.
Promoting the understanding of the critical importance of aeronautical information to aviation safety, addressing as priority the regional deficiencies, with a clear commitment to improve by all states and stakeholders.
Focusing on operational resilience – the region is fraught with disruption to flight operations bringing with it operational risk. It is essential we review the processes for Contingency Coordination for the region, not only to ensure minimum operational disruption, but to ensure at no point there is any degradation to service provision or safety.

High-speed WiFi reaches Roof of Africa

Mount Kilimanjaro’s famed Uhuru Peak is now covered by high-speed Internet access, following the conclusion of the Tanzanian government’s project to bring connectivity to the very top of Africa’s highest mountain.

Between August and December last year, Internet access was steadily expanded from all rest camps below 3 795 metres, to the 5 895-metre peak of the mountain, allowing tourists from around the world to capture and share the triumph of summiting in real time.

The high-speed network is part of the national ICT broadband backbone network project, built by Tanzania Telecommunications Corporation in partnership with Huawei Tanzania.

"The connection of Africa's highest peak brings hope and strength to the people of Tanzania and makes Tanzanians proud of their country once again," said Tanzania’s Minister for Information, Communications and ICT, Nape Moses Nnauye, adding that the project would help to promote the country’s tourism resources to the rest of the world.

Kilimanjaro is a Unesco World Heritage Site that attracts around 35 000 climbers annually, providing employment to more than 10 000 local people and contributing an estimated $50 million to Tanzania’s tourism economy annually, according to the World Bank.

Oman Air Named Top in Middle East and Africa for Punctuality in 2022 On-Time Performance Review

Oman Air, the national airline of the Sultanate of Oman, has been named top in the Middle East and Africa (MEA) for punctuality. As per the results of the 2022 On-Time Performance Review by global aviation analytics leader, Cirium, the airline’s on-time arrivals stood at 91.38%, almost 5% ahead of the region’s second highest ranking airline.

The annual Cirium On-Time Performance Review is considered the global gold standard for airline and airport performance, its results based on data collected from more than 600 sources of real-time flight information. It defines on-time flights as those that arrive within 15 minutes of the scheduled gate arrival.

Tourism Innovation Hub to benefit youth

Namibia will launch an African Tourism Innovation Hub by the end of this year, to provide mentorship to enterprising youth from across the continent and transition their ideas into viable start-up companies.

The announcement was one of the key takeaways by AfricaTravelNews from the 4th Africa Youth in Tourism Innovation Summit held in Windhoek recently. The establishment of the hub will be spearheaded by the Namibian Ministry of Environment, Forestry and Tourism (MEFT), with its operations facilitated through private-sector expertise from Africa Tourism Partners and a partnership between the Namibia University of Science and Technology and the Durban University of Technology in South Africa.

Kwakye Donkor, CEO of Africa Tourism Partners, a Pan-African tourism development and strategic destination marketing advisory firm with a strong focus on youth programmes, said the hub would initially support young entrepreneurs participating in this year’s Youth in Tourism Innovation Challenge. The Challenge sees youth from around the continent being offered opportunities to find funding, partnership and mentorship opportunities.

“We are planning to start with the top six and the approximately 30 other youth who entered the challenge. The goal of the hub is to mentor these youth to polish their ideas and bring them to minimum viable product, get the projects to incubation level and transition to start-ups. The start-ups will then be supported through an accelerator programme and funding assistance,” said Donkor, who said the hub would be set up before the end of 2022, after the announcement of the winners of the challenge in November.

Teofilus Nghitila, Executive Director of MEFT, said public- and private-sector stakeholders needed to create a conducive environment for passionate youth to start tourism businesses.

“We must facilitate financial support towards youth-led small business enterprises and support them to drive the tourism sector forward, particularly in the area of digital technology, which is changing the way in which the tourist interacts with and experiences the destinations,” said Nghitila, encouraging the youth to capitalise on the opportunities being offered to them.

“I would like to encourage the African youth to build networks and initiate productive business relations, partnerships and make economic linkages that will lead to the formation of viable enterprises in the travel and tourism value chain across Africa.”

Seychelles on track for tourism recovery

The Seychelles tourism industry is well on the road to recovery, according to Tourism Seychelles, after the 182 850th traveller for the year to date, landed in the island nation last week.

The figure for the first seven months of the year was higher than the full January 1 to December 21, 2021 period, which recorded a total of 182 849 visitors to 115-island archipelago.

Tourism Seychelles Director General for Destination Marketing, Bernadette Willemin, said this was a significant milestone in the journey towards the recovery of the local tourism industry.

“Reaching the 2021 figures in only seven months is an achievement that would not have been possible without the collaborative effort of the government and private sector. We are keeping our eyes on making yet another hit in our 2022 arrival numbers," she said.

To remain competitive as a destination, the Seychelles Tourism team has focused on reinforcing its marketing strategies and intensifying its online presence.

"As a destination, we are striving to remain diligent and continue to maintain a strong presence in all our markets, through our participation in the various trade and consumer events.

“However,” Willemin cautioned, “we also bear in mind that, like the COVID-19 pandemic and recently, the Russia-Ukraine unrest, including other global situations, things can quickly change, which in turn, could affect the progress that we have made.”

Tourism Seychelles expects to reach over 250 000 visitors by the end of 2022, which would mean reaching about two-thirds of the 2019 numbers of 428 000 visitors.

According to the latest figures from the National Bureau of Statistics Europe remains Seychelles' top source market, with France coming first, followed by Germany and Russia. The UK and Northern Ireland source market is also significant.

Helderberg Nature Reserve reopens after wildfire restoration

The 402-hectare Helderberg Nature Reserve in Somerset West, known for protecting endangered fynbos biomes, is ready to welcome visitors again from August 1, following successful efforts to restore the reserve from wildfire damage.

The reserve is a biodiversity hotspot and attractive tourist destination that hosts over 613 plant species (13 of which are threatened with extinction) and over 170 species of birds, along with mountain walking trails, a café, gift shop, visitor centre and picnic area.

During the closure, the biodiversity team at the reserve worked to fix erosion damage and rebuild burned-out trails, while ensuring that infrastructure such as fences and the picnic area are safe for public use.

“Several walking trails will open from August for immediate use, with temporary trail markers placed along routes that have been deemed safe. These routes have been cleared of debris and burned-out infrastructure, and visitors are urged to only walk on the trails identified as being safe,” the City of Cape Town said in a media statement.

“Most of the trails on the lower slopes within the reserve should be accessible to the public and the reserve teams will continue with the replacement of water bars and steps to preserve the trails throughout the year.”
