Harnessing Carbon Assets for Climate Resilience & Economic Prosperity in Jigawa State
In furtherance of His Excellency Malam Umar A. Namadi FCA’s vision for agricultural transformation and climate-smart development, the Council has approved the establishment of a Council Committee to come up with a strategic framework for the deployment of clean rice parboiling cookstoves and solar dryers across the state.
The establishment of the committee followed a presentation made by Dare Carbon Limited to the Council on Clean Cook stove Deployment for Climate Action, Food Security, and Economic Growth. This aligns with the State’s integrated approach to:
Climate Action – by reducing deforestation and indoor air pollution,
Food Security – by promoting sustainable rice parboiling solutions that support nutrition and household resilience,
Economic Growth – through the empowerment of local enterprises and the creation of green jobs.
The Committee’s composition:

State Executive Council Approves Recommendations of Committee on Non-Remittance of 1% Contract Deductions
The State Executive Council, under the leadership of His Excellency Malam Umar A. Namadi FCA, has approved the recommendations of the investigative committee constituted to examine cases of non-remittance of the statutory 1% deductions on contract awards across Ministries, Departments, and Agencies (MDAs).
Following a comprehensive investigation, the committee uncovered several instances of non-compliance with financial regulations relating to the mandatory 1% deduction meant for the state's revenue base.
As part of its report, the committee recommended a series of corrective actions, sanctions, and reforms to prevent future occurrences.
This development reflects the Namadi administration’s unwavering commitment to:
Transparency and accountability in public financial management,
Strengthening the internal revenue generation framework,
Ensuring strict compliance with fiscal policies,
Protecting public funds and enhancing the delivery of services to the people of Jigawa State.
The Executive Council has directed that all relevant MDAs fully implement the approved recommendations, while the Ministry of Finance will continue to monitor and enforce compliance going forward.
This achievement is a clear demonstration of the administration’s determination to uphold good governance and fiscal discipline in the management of public resources.
Construction of New Classroom Blocks in 8 Government Day Arabic Senior Secondary Schools (GDASSS) across Jigawa State
In line with the state’s broader strategy to enhance educational infrastructure and decent learning environments, the Council, under the leadership of His Excellency Malam Umar A. Namadi FCA, has approved the sum of Two Hundred and Twenty-Eight Million, Nine Hundred and Ninety-Nine Thousand, Seven Hundred and Eighty-Three Naira, Fifty-Six Kobo (₦228,999,786.56k) only for the construction of 1 Block of 3 Classrooms each at Eight (8) Government Day Arabic Senior Secondary Schools (GDASSS) across the state.
The Council’s decision reflects the present administration’s continued commitment to improving access to quality education. The project aims to address overcrowding in classrooms and improve learning experience across the State.
The Council has also reaffirmed that investments in education remain central to the state’s long-term social and economic development goals as envisioned in the 12-Point Agenda for Greater Jigawa.
State Executive Council Approves Operational Guidelines for Free Maternal, Newborn, and Child Health Services at Secondary Health Facilities
The Jigawa State Executive Council, under the leadership of His Excellency Malam Umar A. Namadi FCA, has approved the adoption and implementation of Operational Guidelines for the delivery of Free Maternal, Newborn, and Child Health (FMNCH) services at Primary Health Centres (PHCs).
Similarly, the council approved another operational guideline for Secondary Health Care facilities across the state. This landmark approval marks a significant step toward strengthening the health system and ensuring the consistent, standardized, and uniform delivery of essential maternal and child health services.
The guidelines are aimed at:
Improving efficiency and effectiveness in the administration and operations of FMNCH programs at PHCs and service delivery at all Secondary Health facilities across the State,
Ensuring clarity of roles and responsibilities among health personnel at all designated facilities,
Promoting transparency, accountability, and quality control in service delivery,
Enhancing access to equitable and high-quality care for women and children across the state.
The council approval is in line with the present administration’s unwavering commitment to reducing maternal and child mortality, strengthening public health institutions, and advancing universal health coverage in Jigawa State.
The operational guidelines will serve as a reference document for all implementing health facilities and will be regularly reviewed to reflect best practices and evolving health care needs.
Implementation is expected to commence immediately, with oversight and monitoring by the Ministry of Health to ensure full compliance and measurable impact. Training will be organized for the management of all general hospitals and PHC managers at Local Government Areas for effective implementation of the guidelines.
State Executive Council Approves 2025 Supplementary Budget Proposal for Submission to State House of Assembly
The Jigawa State Executive Council, under the leadership of His Excellency Malam Umar A. Namadi, FCA, has approved the proposed Supplementary Budget for the 2025 Fiscal Year, covering both the State Government and the 27 Local Government Councils.
The supplementary appropriation arose from the additional revenue aimed at addressing emerging financial needs and strengthening priority sectors for sustainable development across the state.
The approved figures are as follows:
₦58 billion for the State Government, and
₦17 billion for the 27 Local Government Councils, covering both recurrent and capital expenditure components.
The supplementary budget seeks to:
Enhance ongoing projects and programs across critical sectors such as education, healthcare, infrastructure, agriculture, and other developmental projects,
Provide fiscal support for new and unforeseen expenditure requirements,
Align public spending with current socio-economic realities and development targets.
Following the Council’s approval, the supplementary budget proposal will be formally submitted to the Jigawa State House of Assembly for legislative consideration and approval in accordance with constitutional provisions and budgetary procedures.
This move reflects the administration’s commitment to transparent governance, responsible fiscal management, and the effective delivery of services for the benefit of all citizens of Jigawa State.
