ENUGU CP ISSUES VEHICLE SECURITY ADVISORY AS POLICE OPERATIVES RECOVER 15 VEHICLES IN MAY 2025

The Commissioner of Police, Enugu State Command, CP Mamman Bitrus Giwa, psc, has urged vehicle owners to enhance the security of their vehicles by registering them on the Nigeria Police Force (NPF) electronic Central Motor Registry (e-CMR) platform. He notes that the e-CMR is a vital national database that aids in the prompt identification and recovery of stolen vehicles across Nigeria, and supports effective policing through real-time verification of vehicle ownership.

The Commissioner further advises the public to install security features such as Automated Vehicle Location (AVL) tracking systems, car alarms, and mechanical anti-theft devices like steering and pedal locks. These measures, he affirms, not only help prevent theft but also assist law enforcement in swiftly recovering stolen vehicles and arresting suspects.

CP Giwa emphasized that while the Police remain committed to proactive policing and reducing incidents of vehicle theft in Enugu State, vehicle owners must also take personal responsibility by remaining vigilant and promptly securing their vehicles, especially when parked.

Meanwhile, the Command recovered 15 stolen, snatched, or abandoned vehicles in various operations in May 2025. In one of the operations, on May 25, Police operatives attached to Trans-Ekulu Division promptly recovered a stolen Toyota Camry along the Enugu/Onitsha Expressway. The vehicle had been stolen the previous night from where it was parked in Ugbene 2, Trans-Ekulu, Enugu. Discreet investigations and surveillance led to its recovery, as the suspects abandoned it and fled. Efforts are ongoing to apprehend them.

The Enugu State Command encourages residents to take advantage of the NPF e-CMR platform via https://cmris.npf.gov.ng, and other security measures, and wishes everyone a safe and prosperous month of June 2025.

_...Native doctors, ‘ezenwanyi’, herbalists, others to be registered and regulated_

Governor of Enugu State, Dr. Peter Mbah, has transmitted an Executive Bill to the Enugu State House of Assembly to checkmate criminal activities among native doctors, herbalists and related persons in the state.

The proposed legislation entitled "Maintenance of Internal Security, Vigilance and Order", also outlaws money rituals otherwise known as ‘okite’, criminal bulletproof charms, otherwise known as ‘odeshi.'

It equally outlaws illegal use or occupation of forests and property for criminal activities.

By the provisions of Section 3 (1), “Every person, who engages in the practice or rendering of spiritual services within the state, whether as a native doctor, herbalist, spiritualist, chief priest, diviner, seer, or by any other traditional or spiritual title or designation, shall be registered with the ministry, department or agency (MDA) of the state as may be designated by the Governor for that purpose.”

Practising without registration will attract a fine of not less than N1 million and not more than N5 million or two-year imprisonment or both.

Section 15 of the proposed legislation provides, “Any person who, under the guise of spiritual or traditional practice (including but not limited to the practices commonly referred to as ‘okite’, ‘ezenwanyi’, or any other mystical or ritual name/form) administers or causes to be administered any charm, substance, or object on or for another person, for the purpose of: (a) invincibility and other forms of protection to facilitate the commission of any criminal offence; or (b) acquiring wealth or benefits by supernatural means outside any lawful means of livelihood, commits an offence and is liable on conviction to imprisonment for a term of six (6) years or to a fine of not less than five million naira (N5,000,000), or both.

It further provides that where a person claims spiritual powers under this law, "the burden shall lie on such a person, during investigation, to provide reasonable proof of the purported supernatural abilities claimed.”

In the same vein, Section 16 prescribes six years of imprisonment or a fine of N5 million or both against anyone, who uses or knowingly permits the use of any religious place, for the commission or facilitation of a crime, in addition to sealing of the facility pending the outcome of investigation.

Section 17 stipulates that “Any person who performs, facilitates, demands, directs, or participates in any ritual or traditional practice involving the use of human parts, or who causes another person to do so, commits an offence and shall be liable on conviction to imprisonment for a term of twenty (20) years without the option of a fine.”

Under Section 13, “Any person found in a camp, bush, or forest within Enugu State without any reasonable or lawful cause, and under circumstances giving rise to reasonable suspicion of involvement in any criminal activity, shall be promptly handed over to the Nigeria Police Force or any competent security agency for proper investigation in accordance with the law.”

On the use of forests and property for banditry and kidnapping, the Bill proposes, “Any person who owns, occupies, or has control over any land or building, whether located in a forest or elsewhere, and knowingly allows it to be used as a camp, hideout, or base for kidnapping, the unlawful detention of victims, the collection of ransom, or for any other activity connected to kidnapping or banditry, commits an offence and is liable on conviction to imprisonment for a term of twenty (20) years without the option of a fine.”

Also, any person, who knowingly allows any person, who is not a member of the nation’s security agencies to reside, camp, or establish any form of settlement on his or her land, except for farming, is liable on conviction to two-year imprisonment without an option of fine.

Any person who knowingly fails to report suspicious use of their property, and fails to report the same to the security agencies “commits an offence and shall be liable on conviction to imprisonment for a term of two (2) years without the option of a fine."

“Subject to the provisions of Section 3 of the Criminal Code (Second Amendment) Law 2016, any land, property, or structure used in contravention of Sections 7, 8, 9 and 10 of this Law shall be forfeited to the Government of Enugu State,” the Bill further provides.

Again, money, property, and other proceeds of theft, robbery, kidnapping, among others are to be forfeited to the Enugu State Government, unless a lawful and verifiable owner claims it within a reasonable time.

The Bill equally makes it mandatory for private security outfits to register with the State Government, providing the particulars of the outfit and all armed security operatives employed or deployed by them, while all presidents-general of town unions are to submit security reports to local government council chairmen or any other department designated by the government not later than the first week of every new month.

In the same vein, landlords and proprietors of hotels, guest houses, and estate associations are demanded by the Bill to obtain and transmit valid means of identification, phone number, occupation, and place of work of their prospective tenants and guests to the relevant authority.

Proprietors of hotels and other lodging facilities shall install a surveillance camera within public areas to record and submit records of activities to relevant authorities.

Penalties for contravention of this provision range from a fine of not less than N500,000 for landlords to N1 million.

Defection Threat: Saraki, Dickson, Dankwambo Storm Enugu, Meet with Gov Mbah

…South East is important to PDP – Saraki.

In a determined effort to resolve the internal crisis threatening the unity of the Peoples Democratic Party (PDP), the party’s Special Reconciliation Committee, led by former Senate President Dr. Bukola Saraki, on Friday met with Enugu State Governor and South East PDP leader, Dr. Peter Mbah.

Other members of the high-powered delegation included former Bayelsa State Governor, Senator Seriake Dickson, and former Gombe State Governor, Dr. Ibrahim Dankwambo. The meeting was held behind closed doors at the Government House, Enugu.
It will be recalled that two weeks ago, the South East PDP Zonal Executive Council (ZEC) re-nominated former National Youth Leader, Hon. Sunday Udeh-Okoye, to complete the remaining tenure of the National Secretary. A communique issued after the meeting warned of possible defection if their decision was not honored.
“In the event that our position is not promptly implemented by the Party, the South East PDP, as a family, will be compelled to reconsider our relationship with the PDP going forward,” the communique stated.
Speaking to newsmen after Friday’s meeting, Dr. Saraki said, “We are members of the PDP Reconciliation and Strategy Committee that was set up recently by the PDP Governors’ Forum to work towards ensuring that our upcoming National Executive Council meeting and also likely convention is rancor-free and works smoothly.

“In line with that, we are here in Enugu State to consult with one of our leaders, Governor Peter Mbah, who is the leader of South East PDP.
“This is the first state we are coming to because we appreciate the importance of the South East in our PDP family. As you all know, the South East has played a key role as the bedrock of the popularity and the strength of our party.
“In recognition of that, we are here to consult with him and first to commend him on the leadership role he has been playing in the party. More importantly also, to commend what he is doing in Enugu State, which is a reflection for Nigerians to see what happens when you have a PDP government.
“In doing that, we discussed how we will ensure that we carry out the assignment given to us and go ahead to have our NEC and our convention. We will have one that is rancor-free and smooth, peaceful and lays the foundation for the PDP that we all are wishing for.
“We have had a very good discussion. Frankly, we have had a very, very useful discussion. We are going away with some of the suggestions that we have here and hopefully work on that.
“With this, we can say here in Enugu we laid the foundation for a greater new PDP that is coming.
“What we have also seen today is that there is nothing insurmountable in the challenge ahead and the spirit, the commitment of all of us, especially our leaders, is very very inspiring,” he stated.

PDP STALWARTS BLAST WIKE's COMMENT ON GOV.MBAH.

Focus on FCT, Leave Enugu Governor out of Your Gimmicks

Governor.Mbah is a prudent and focus driven Gov.as Enugu is a state with high moral.

The Minister of the Federal Capital Territory, Barr. Nyesom Ezenwo Wike, has been warned to focus on his federal affairs and allow Governor Peter Ndubuisi Mbah to concentrate on his good works for the people of Enugu State.

In a joint statement by chieftains and lawmakers of the Peoples Democratic Party (PDP) in Enugu State, a former Special Assistant to the Governor, Hon. Tochukwu Ogbodo and Dep.mayor of Awgu Local Council made this known on Friday in Enugu at a press brief with newsmen in Enugu has called on the former Governor of Rivers State and Fct minister ,Nyesom Wike to concentrate on his retaeded gimmicks of wanting to be Lord over rivers state despite leaving office for another to govern but instead causing commotion in his state.

They stressed that Wike should while finding it hard to relinquish his influence even after leaving office, causing unnecessary tension in various political circles. He accused Wike of attempting to extend the same control tactics he used in Rivers to Enugu, a move that will be strongly resisted.

They further alleged that Wike’s tenure in Rivers was characterized by financial recklessness and authoritarian leadership.

While noted that Wike mismanaged state resources, prioritized personal projects over meaningful development, and left behind a divided political structure that continues to haunt the state. He warned that Enugu will not tolerate the same brand of disruptive leadership.

The PDP stalwarts commended Governor Mbah for his pragmatic approach to governance, emphasizing that his administration has brought economic transformation and infrastructural renewal to Enugu; adding that while Wike governed through intimidation, Mbah has fostered inclusive leadership, ensuring that the state remains on the path of stability and development.

PRESS STATEMENT

STAY AWAY FROM ENUGU POLITICS, ENUGU DEPUTY MAYOR CAUTIONS NYESOM WIKE

Good day, ladies and gentlemen of the press. My name is Stanley Uchen Ezediuto, PhD. I'm the incumbent Vice Chairman of Awgu LGA of Enuc State. I have convened this media session to respond to the aspersions the the Minister of the Federal Capital Territory, Nyesom Wike cast at th Governor of Enugu State during his ill-fated routine press conference i Abuja yesterday.

At that session, I overheard the Minister accuse my governor, His Excellency, Dr Barr Peter Mbah of trying to hijack the leadership of the PDP in the Southeast. He also accused the people's governor of inability to fund the party he's wanting to hijack its structure according to him. Ordinarily, I'd not have done this rejoinder, but it'd be sad that a piece of humongous accusation as huge as the one from the former governor and senior minister of the federation isn't replied accordingly. As we all know, Nyesom Wike's stock-in-trade has been to cast aspersions at any leader that resists his dictatorial advances and the drive to control everyone including those he should be under their socioeconomic and political tutelage. This kind of character is obnoxious and should not be exhibited around the governor of Enugu whose track records over the years in corporate engagement and politics are ones of sterling vestiges on the sand of time. Wike should draw his boundaries and focus on Rivers State alone where he wants to reign supreme as lord of the flies. His character isn't welcomed in Enugu. We're a state of high moral compass and wouldn't want our leader to be captured in the macabre dance of another supposed leader who wants to rule over a conquered territory.

Come to think of it, wasn't Gov. Mbah supposed to be the organic leader of the PDP in the Southeast as the only governor of the party in the zone? Was it supposed to be contested in the first place? This is if he's by any measure trying to assert such structural control in the party in the zone. Barr Peter Mbah is coming from the private sector. He knows and understands the principles of fiscal prudence and people- driven leadership. He's not like a Nyesom Wike whose only source of livelihood is politics. Accusing the governor of not spending money lavishly on the PDP is nothing but a confirmation of the fact that the governor is prudent with public spending. He's not like a Nyesom Wike who spends imprudently what doesn't belong to him alone. PDP didn't sell its governorship form in Anambra because of the friction in the party at the national. Who'd like to waste his money on gubernatorial screening form when the office of the National Secreta being dragged like a power generator set? This is the singular reason party didn't sell any governorship form in Anambra, not what Wike is allk against Gov. Peter Mbah. Wike we all know caused the crisis rocking the today, so, he should be held responsible for such infractions now ea deep into the flesh of the party. Wike's inordinate quest to hold PDP in pockets is why PDP is tremulous.

It's very shameful to hear Wike put a question mark on the qualification Gov. Mbah as a fully certified lawyer in Nigeria. It's on record that Wi himself as a lawyer hasn't won any case in court as a counsel. It maybe th is why he has been disobeying court orders. Wike is a product of PDP ar public patrimony from scratch. He owes PDP unquantifiable gratitude fo making him the person he is today in politics. He should not be fighting the party and its leaders. If he's a lawyer by nomenclature, he should not think that Peter Mbah is a novice in the legal profession. That he decided to go into business isn't a reason to question his knowledge in legal practice. Мг Nyesom Wike should tell the public his track records in law practice. If he can't, he should keep quiet and never dare talk to a working and productive governor like Peter Mbah in the manner he was captured doing yesterday Gov. Mbah isn't a drunk, neither is he intoxicated by power. He believes in due process and respect for the rule of law, unlike one Nyesom Wike who has reputation for double standard and disobedience to court orders. These being said, it's instructive that he keeps a distance from Enugu as the people of the state wouldn't romance him with silence the next time he attempts to talk to their governor in the manner he did two days ago.

In summary, Nyesom Wike should not attempt to extend his political madness to the Coal City State. It's impolitic for him to attack a governor in the manner he has done who has never joined issues with him. In Enugu, we respect hierarchy and good governance. We're not conquered people as our governor isn't an emperor like himself that wants to be aquatic and terrestrial at the same time. So, Mr Wike, do not come around Enugu with your political madness not to talk of Peter Mbah with your vile, and uncoordinated voluptuosity. We won't take it from you, please

Dr. Stanley Uchenna Ezediuto.
Deputy Mayor, Angu LGA of Enugu State.

Hon.Tochukwu OGBODO
Former SA to the Governor.
