AS INEC Chair Urges Candidates to Honour Peace Accord Ahead of Polls ; Police Issues Strict Warnings to IPOB,ESN , Vigilanty Groups To Steer Clear.

The Chairman of the Independent National Electoral Commission (INEC), Professor Joash Amupitan (SAN), has appealed to political parties and candidates to honour the peace accord ahead of the November 8 Anambra governorship election.
Speaking during the signing of the peace accord in Awka on Monday, Professor Amupitan commended the National Peace Committee (NPC), led by former Head of State, General Abdulsalami Abubakar (GCFR), for its unwavering commitment to promoting peaceful elections across the country.
According to him, “It is not the signatures on this document that guarantee peace; it is the genuine commitment to honouring its provisions. Without peace, logistics will be disrupted, our personnel and materials put at risk, and ultimately, the credibility of the process undermined.”
He urged candidates and political parties to ensure that the message of peace cascades down to their supporters at all levels, describing it as the best way to honour the efforts of the Peace Committee.

The INEC Chairman noted that the peace accord, which was initially reserved for presidential elections, was extended to off-cycle governorship polls five years ago following a request by the Commission. He recalled that the first state-level peace accord was signed in Edo in 2020, followed by similar exercises in Ondo, Anambra, Ekiti, Osun, Bayelsa, Imo, Kogi, and Edo again in 2024.

Reaffirming INEC’s readiness for the poll, Professor Amupitan disclosed that the Commission had engaged officials, transport providers, and security agencies to fine-tune deployment arrangements for about 24,000 personnel and election materials across 5,718 polling units, 326 ward collation centres, 21 local government collation centres, and the state collation centre in Awka.

A total of 2,802,790 voters have been approved on the final register for the election and that the collection of Permanent Voter Cards (PVCs) was extended till Sunday, 2nd November 2025, to encourage maximum voter participation.
Amupitan restated INEC’s commitment to credible and transparent elections, warning that any individuals or groups attempting to subvert the will of the people would face the full weight of the law.

On security arrangements, the inspector general of police represented by the DIG Zone 13,Benjamin okolo, said that the Nigeria Police Force would deploy 45,000 personnel, while the Nigeria Security and Civil Defence Corps (NSCDC) would deploy 10,250 officers, alongside other security agencies.
“With the Peace Accord being signed today, the proactive efforts of security agencies, and the valuable contributions of traditional rulers, community and religious leaders, civil society, the media, and other stakeholders, we are confident, by God’s grace, that the 2025 Anambra Governorship Election will be peaceful and successful,he said.

Herbert Macaulay, 174 Others Get Tinubu's Presidential Pardon

President Bola Tinubu has approved the exercise of the presidential prerogative of mercy for 175 persons across various categories, including Nigeria's foremost nationalist, Herbert Macaulay, and former Minister of the Federal Capital Territory, Maj.-Gen. Mamman Vatsa (retd).

The approval was endorsed by the Council of State on Thursday following a presentation by the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), during its meeting at the State House, Abuja.

Fagbemi, who presented the recommendations on behalf of the President, said the list was drawn from the report of the Advisory Committee on the Prerogative of Mercy, which reviewed requests for clemency and pardon in line with constitutional provisions.

Although the complete list of beneficiaries has not yet been made public, sources at the meeting confirmed that notable historical figures such as Herbert Macaulay and Mamman Vatsa were among those pardoned.

Also listed were members of the Ogoni Nine and Ogoni Four, whose cases have remained subjects of public debate for decades.

Macaulay, often described as the "father of Nigerian nationalism," was twice convicted by the British colonial authorities in Lagos.

In 1913, while working as a private surveyor, he was prosecuted and imprisoned over allegations of fund mismanagement from an estate under his care -- a charge that historians have long argued was politically motivated.

Climate change: Gov Mbah Leads Enugu into Green Future with 29-Member Climate Action Committee.

Enugu State Governor, Dr. Peter Mbah, has inaugurated a 29-member committee to implement the Enugu State Climate Policy and Action Plan (ESCPAP), marking another decisive step in the state’s climate leadership journey.

Inaugurating the committee on Friday at the Government House, Enugu, Mbah said the initiative was in demonstration of the administration’s unwavering commitment to tackling the global climate crisis through local solutions and sustainable development strategies.

According to the governor, who was represented by the Secretary to the State Government, Prof Chidiebere Onyia, the ESCPAP, which was launched on March 17, 2025, provides a comprehensive framework to promote low-carbon economic growth, cut greenhouse gas emissions, and build resilience against climate impacts.

“This plan positions Enugu as a leading subnational player in climate governance and sustainability across Africa,” he said.
The governor explained that the newly inaugurated committee would provide strategic oversight, coordination, and technical guidance for the effective implementation of the policy, adding that “The committee will ensure the successful delivery of climate mitigation, adaptation, finance mobilisation, and monitoring in line with state, national, and global climate commitments.”

Outlining its major responsibilities, Mbah said the committee would drive sectoral coordination across all relevant ministries, departments, and agencies (MDAs); strengthen climate governance; mobilise climate finance through green bonds, carbon markets, and development partnerships; and monitor progress through an established results-based framework.

“Under mitigation, the committee will promote renewable energy, energy efficiency, low-carbon transport systems such as electric and CNG vehicles, sustainable waste management, afforestation, and climate-smart agriculture.

“For adaptation and resilience, the committee will undertake vulnerability assessments, develop local adaptation plans, and implement nature-based solutions for erosion and flood control. It will also promote climate-smart infrastructure, clean cooking technologies, and resilient livelihoods in communities.
“On governance and inclusion, the committee will mainstream climate actions across state policies, ensuring the integration of gender, youth, and disability considerations. It will also intensify climate education, capacity building, and public awareness programmes,” he further stressed.

Governor Mbah maintained that that the committee had been mandated to develop a comprehensive Climate Finance Plan, attract domestic and international funding, and publish its annual progress reports for transparency, accountability and evaluation.
While stating that the committee would brief the State Executive Council quarterly and submit an annual progress report to his office, he urged members to demonstrate professionalism, integrity, transparency, and inclusivity, describing the committee as “a key mechanism for translating Enugu’s climate vision into tangible action.

Responding on behalf of the committee, the Commissioner for Environment and Climate Change thanked the governor for the trust reposed in them and pledged that the team would work diligently to deliver meaningful, measurable outcomes for the state.
The 29-member team is chaired by the SSG, with the Commissioner for Environment and Climate Change, Prof. Sam Ugwu, and the Commissioner for Finance, Dr. Nathaniel Urama, serving as first and second vice chairmen, while the Senior Policy Adviser to the Governor on Climate Policy and Sustainable Development, Prof Chukwumerije Okereke, serves as secretary.

Other members include representatives of key MDAs—such as Environment, Energy, Agriculture, Transport, Finance, and Health—alongside academics, civil society groups, youth and women representatives, traditional leaders, and climate finance experts.

Boosting Food Sufficiency: Uzo Uwani Council Chairman, Ezugwu Flags off Distribution of Farm Inputs to Farmers across Uzo Uwani LGA.

The Executive Chairman of Uzo Uwani Local Government Area, Barr. Chijioke Ezugwu, on Friday, 10th of October, 2025, flagged off distribution of essential farm inputs to farmers across the sixteen council wards of the rural council.

The farm inputs which were provided by the Governor of the state, Dr. Peter Ndubuisi Mbah, through the state ministry of agriculture and Agro-industrialisation, was part of Governor Mbah's efforts towards supporting grassroot farmers and contribute to the State’s drive for agricultural revolution.

The event which took place at the Local Government Secretariat in Umulokpa was monitored by the Hon. Supervisor for Agriculture, Hon. Mathias Okeke and the senior special Assistant to the council chairman on Agriculture, Hon. Charles Okoye.

The distributed items included about 1,280 bags of 50KG fertilizers, 1,880 bundles of cassava sterms, 8,610 Rice Seeds, 384 Kg of Maize and 1536 Herbicide.

During the event, the visibly elated farmers expressed gratitude to the governor of the state, Dr. Peter Ndubuisi Mbah and the Executive chairman of the LGA, Barr. Chijioke Ezugwu, for their kind gesture towards farmers in the rural council, while assuring they will make proper use of the inputs in order to boost Agricultural productivity in the LGA.

In his opening remarks, the Executive Chairman of the rural council, Barr. Ezugwu expressed deep appreciation to the Governor of the State, Dr. Peter Ndubuisi Mbah, for his uncommon love for farmers in Uzo Uwani LGA, while stating that the farm inputs distribution is part of the Governor's larger initiative through the ministry of agriculture and Agro-industrialisation to empower farmers across the 17 local government areas of Enugu State.

"I want to urge farmers across the LGA to make proper use of these inputs in order to boost our Agricultural productivity ", Ezugwu said.

In his reaction, the permanent secretary in the ministry of agriculture and Agro-industrialisation, Mr. Victor Ngwu, who commended Barr. Ezugwu for his exemplary leadership in the LGA, assured the items would be evenly distributed to every registered farmer, captured in the ministry's nominal roll.
