The Governments of Enugu State, Nigeria, and Vienna, Austria, have agreed to strengthen bilateral cooperation for the mutual benefits of their peoples and nations.

This was made known in Vienna during a meeting between a delegation of the Enugu State Government led by Governor Peter Mbah, and the Executive Councillor, City of Vienna Peter Hanke.

Speaking at the meeting, which had in attendance senior officials of the State of Vienna, including Oliver Stribl, Managing Director of Vienna Holdings, which is comprised of over 150 businesses owned by the State of Vienna, Gov Mbah said the meeting was sequel to an earlier meeting with the Federal Republic of Austria in May, resulting in the signing of an agreement for the establishment of a K-9 Training Unit in Enugu to boost security in the state.

“We have also noted the achievements of the State of Vienna in the areas of economic growth, quality of life advancements, and social development.

“In Enugu, we have unveiled a humongous vision to our people to grow the state’s economy from $4.4bn to $30bn. We also promised to position Enugu State as the preferred destination for business, investment, tourism, and living.

“We have recorded major initiatives and progress, especially in the areas of security, education, water production and supply, ICT, digitisation and digitilisation of government services, just to name a few. However, these advancements, while creditable, have only served to make us double down on our commitment to achieve our stated mission and vision.

“We have also always recognised the importance of collaboration in the journey towards our development goals, and given the admirable achievements of the State of Vienna in these areas, including waste management, we are interested in establishing, deepening and formalising a wide-ranging collaboration with Vienna,” Mbah stated.

Speaking, Peter Hanke, who is in charge of Finance, Business, Labour, International Affairs and Public Utilities in Vienna, expressed his excitement at engaging further with the Enugu State Government to fashion out specific areas and modalities for collaboration going forward.

He highlighted the State of Vienna’s experiences in recovering from the ashes of WWII and the extensive support the state provided to cities and regions in Eastern Europe following the fall of the Iron Curtain of communism in Europe, stressing that there would be numerous possible areas of mutual benefits for the States of Enugu and Vienna.

Hanke said that he had always seen Enugu as one of the most business-friendly in Nigeria, adding that Oliver Stribl of Wien Holdings would relate closely with the Enugu State Government to work out the modalities and detailed steps for a collaboration between Enugu and Vienna, which would culminate in a far-reaching formal collaboration agreement with detailed action steps and timelines.

Meanwhile, Governor Mbah also met with the President of the national parliament of Austria, Mag. Wolfgang Sobotka, among others.

The Enugu State Government has approved the relocation of Agu-Owa and Ugbo-Lawrence slums in Enugu metropolis to enable the administration to develop the areas into modern dwellings in line with its urban renewal agenda.

The government also approved the development of relocation sites at Akpuoga Nike Estate to resettle the occupants of the slums, noting that each of the relocated families would get a two-bedroom flat and a Certificate-of-Occupancy to the property.

This was made known to Government House correspondents at the end of the State Executive Council (Exco) meeting presided over by Governor Peter Mbah at the weekend.

Briefing newsmen, the Commissioner for Works and Infrastructure, Engr. Gerald Otiji, said, “The Exco today approved the urban renewal and relocation of urban slums. We have identified 25 urban slums in Enugu metropolis. We are starting with two pilot schemes and will be relocating the residents and families of those two slums.

“The pilot scheme will start with Agu-Owa at Trans-Ekulu and Ugbo-Lawrence at Independence Layout.

“Exco also deliberated on facilities that will be in the relocation site. It will all have paved roads, electricity, two-bedroom flat apartments, sports amenities, and other facilities. Smart School will be centered there and Certificates of Occupancy will be issued to the occupants and families that will be relocated. So, nobody is going to be left behind.

“The two pilot schemes are Agu-Owa and Ugbo Lawrence, which will be relocated to Akpuoga Nike Estate. It's an enclosed estate with security and all amenities.

“This pilot scheme is going to be a new model and we ask our brothers and sisters that live in those areas to cooperate with the government to get the full benefits of these well thought out plans.

Also briefing, the Commissioner for Trade, Investment, and Industry, Adaora Chukwu, announced government’s approval for the development of a property in Abuja, which has been dormant and undereloped for the past 10 years.

“Exco gave approval for a real estate development firm called Tout Moi Nigeria Limited, an indigenous real estate development company with a niche for luxury eco-friendly smart homes, to develop a piece of property that we have owned for the past 10 years in the Wuye District of Abuja.

"This is in line with the governor’s development agenda, which aims to optimise the value of unutillised moribund or unoperational assets. This will probably give the state a return on investment of about 300 per cent.

“The proposed development model is to build luxury housing units, a total of 43 housing units, which will include high-rise apartments, terrace buildings and semi-detached buildings.

“It is also going to include a club house, a recreational centre, which, apart from selling the housing units, will create additional revenue for the state government as well,” she said.

On his part, the Commissioner for Sports and Youth Development counterpart, Barr. Lloyd Ekweremadu, informed that the Exco discussed the ongoing upgrade of the Nnamdi Azikiwe Stadium where physical developments would be witnessed shortly as well as raising the Enugu Marathon 2025 to a truly international event.

“We had discussions about 2025 marathon in Enugu State. The focus this time is to bring the marathon in line with international standards, working towards potentially getting it accredited by the World Athletics Federation and putting it on the annual calendar,” he stated.

Commissioners for Lands and Urban Development, Barr. Chimaobi Okorie, updated newsmen on the digitalisation and digitisation of land management in the state, noting that the Enugu State Geographic Information Service (ENGIS) would be up very soon.

Enugu State Government and Jelfah Nigeria Ltd have signed a N40bn deal for the revitalisation of the long-moribund and state-owned Sunrise Flour Mills, Enugu.

The deal, which was signed at the Government House, Enugu, Tuesday, saw Jelfah acquire 60 per cent equity stake in Sunrise Flour Mills and is expected to invest N24bn in the iconic mills, which went moribund since 1985, just two years after it was commissioned in 1983, while the state government keeps 40 per cent based on the existing assets of the company.

Speaking at the brief signing ceremony and public announcement of the transaction, Mbah said this milestone, coming on the heels of the N100bn deal to resuscitate the hitherto dying Enugu United Palm Products Limited, UPPL, were clear demonstrations of his administration’s determination to grow the state’s economy from $4.4bn to $30bn through private sector investment.

“Just a few months ago, we secured an investment size of N100bn with a company known as Pragmatic Palms Limited, and today we have just witnessed Enugu State, again, securing another investment size of N40bn.

“This investment will see Jelfah Group investing N24bn into the existing Enugu Sunrise Flour Mills. N22bn will be directed into revmaping and resuscitation of the Sunrise Flower Mill, and N2bn is going to come to the State by way of cash.

“The Special Purpose Vehicle (SPV) is also going to own 10,000 hectares of farmland, where we are going to cultivate the inputs for the flour mills such as cassava and grain.

“This is a testament that when we say Enugu State is open for business, we are truly committed to it. We understand how to make a win-win deal, both for the investors and for the people of Enugu State,” Mbah stated.

He assured Jelfah group of continued support, enjoining other prospective investors to come over to invest in the state.

“We hope that this signals to other investors, who may still be on the fence that Enugu is actually ready for business. We are committed to not just creating the enabling environment, but also working with investors to help them derisk investments and grow their businesses,” the governor concluded.

Speaking, the Chairman of Jelfah Group, Moses Saromi, said they were attracted by Governor Mbah’s vision, dynamic leadership, and speedily increasing ease of doing business in Enugu State under his leadership, saying that Jelfah was in a hurry to transform Sunrise Mills to a centre of excellence.

“Your policies have unlocked new opportunities for private sector participation, and Jelfah is proud to be part of this progressive movement.

“This acquisition of 60 per cent equity not only aligns with Jelfah’s long-term vision, but also furthers the governor’s ambition of empowering the people, revitalising moribund assets, and ensuring sustainable development. And together with our consortium partners, our goal is to transform Sunrise Four Mills into a centre of excellence, harnessing our collective expertise to drive growth and value creation.

“So, we firmly believe that this partnership will catalyse positive change, spark job creation, elevate local production capacities, and contribute significantly to the socio-economic advancement of Enugu State,” he said.

“We have worked hard in the last months to get to this point. We have a short term, medium term, and a long term plan for the flour mills. Activities will start in earnest. In another 90 days, you are going to experience a lot of movements and activities with regards to the revitalisation of the flour mills.

“Our activities will include recruitment of people, who will run the plant, indigenes of the state, obviously. And as the governor rightly said, we are creating a model that will provide the inputs for the mills, such as the 10,000 hectres of farmlands to cultivate all the inputs for the mills,” he said.

The United Nations Resident and Humanitarian Coordinator in Nigeria, Mohamed Malick Fall, has decorated the governor of Enugu State, Dr. Peter Mbah, as a Sustainable Development Goals (SDGs) champion, describing his leadership as the model that Nigeria, the UN, and Africa need.

Fall said Africa was tired of wars and other depressing stories, hence the need to celebrate and support leadership models anywhere on the continent that show the vision, drive, discipline, rigorous planning, and improved efficiency to change the narratives and inspire hope.

The UN chief, who was on a working visit to the Government House, Enugu, on Friday, where he met with the state’s Executive Council and had an interactive session with the media, acknowledged the difficulty faced by the international communities in meeting up with their commitments to the people, regretted that with only six years left to attain the SDGs by 2030, many nations, including Nigeria, still struggle with the Millennium Development Goals (MDGs).

“We are fed up with having states (nations) that keep having problems in conflicts and fighting. That is why every success recorded here (in Enugu) will come to change the narrative about Nigeria and Africa, and we will all be proud of it.

“I think in these difficulties and a very gloomy backdrop, there are still leaders, who go out of their ways and try to bring wellbeing for their people. I think those should be showcased to create a kind of healthy competition, and create a blueprint for other leaders.

“That is why this (Mbah’s) leadership galvanised me. I have found exactly what we need in the African Continent and in the United Nations,” he said.

He further expressed happiness that several of the present set of state governors give cause for hope and should be supported.

“We have governors that are younger. You have governors that are extremely committed. You have governors, who have their hands on the deck. You have governors, who have such a good appetite for improving the wellbeing of their people and I think Enugu is one of those examples.”

The UN chief commended in particular Governor Mbah’s strides in education, healthcare, water and other critical sectors, noting the governor’s ability to block leakages and waste to improve efficiency in a very short time.

“We had a conversation around education, around health, around social protection and how to alleviate poverty, how to support women who spend their day struggling to earn a little to bring back to their families, how to support civil servants, whose salaries cannot cope with the price increase the country is facing.

“Among all these, what impresses me most is the governor's commitment to deliver. For example, in a short tenure, we see how much access to water has improved during the first to six months of his tenure.

“The good part of our discussion is the investments in education, and I happened to have served in the education sector for about 20 years of my life. I understand that today's wealth is not what you have on the ground. Today's wealth is not the amount of cash or hard currency you have as a reserve. Today's wealth for any community, any society, any nation is human capital. It is the way you train your children and equip them with the knowledge that they need for the 21st century,” he stated.

Fall explained that Nigeria remained an important example for the rest of Africa, hence the need to support any good example emanating from the country.

“That is why an example of the initiative we have seen in Enugu State is also important for not only Nigeria, but beyond. The reason I am saying it is not because Enugu State is the biggest in demography with seven million people, if you compare it with Lagos State which is 25 million. It is not because it is the richest, but because I have a belief that development is not all about money. Development is about vision, leadership, drive, planning, discipline to follow and monitor those plans. If you put together those criteria, they are the defining factors that make development happen,” he said.

Meanwhile, Mbah, while appreciating the UN chief for the honour and visit, reiterated his administration’s commitment to better the lives of the people of the state through the SDGs and disruptive thinking.

“In the buildup to the election, we took the view of Enugu State that we have to work towards in order to join the rest of the world in being measured by the SDGs. If you look at the manifesto, a lot of the promises were inspired and influenced by the SDGs.

“We knew that if we go by the operating method practiced over the years, we won't be able to meet up. We felt that we needed to innovatively disrupt the status-quo by doing things differently. And this is just the beginning, as we are poised to do more” he said.

Heads of delegations and chairs of committees, including Accredited Ambassadors of the International Human Rights Commission, IHRC, Relief Fund in Special Consultative Status with the Economic and Social Council of the United Nations, ECOSOC, rose from the maiden edition of the NgEducators and International Human Rights Commission Model United Nations, NgIMUN, Conference 2024 in Enugu at the weekend calling on governments at all levels around the world to take the lead in education.

They stressed the need to overcome urban-rural education gap and also improve access to quality education for rural populations through increased investment in and the full use of modern technologies, including the establishment of remote education systems and training.

They declared that “education and training should contribute to sustained, inclusive and equitable economic growth by developing requisite skills, in line with labour market requirements and development needs of countries."

Their position was contained in the “Enugu Declaration 2024” rendered by NgIMUN President and Director-General Global, International Human Rights Commission, Relief Fund Trust, Dr. Tivlumun Ahure, at the end of the conference themed, “The development of Education in Developing Countries”

“We emphasise the need to promote and improve the relevance of teaching and learning, including: aligning education policies, curricula, training, and teaching and learning approaches with the priorities identified in national development strategies.

“Ensuring that educational curricula, methodologies, and training yield high-levels of literacy, numeracy, and life skills.

“Enhancing teachers’ training and their continued professional development to improve their pedagogical capacity to conduct student-centres lessons as well as promote creative and critical thinking.

“Encouraging support for the development of the potential and talents of children and young people, the provision of and mainstreaming of skills development and training in technical, technological, and vocational schools, taking into account national and local needs and in cooperation with relevant economic actors,” the Enugu Declaration read.

Continuing, they affirmed the importance of investment in early childhood care and education, recognising its potential to bolster learning outcomes in later years, as well as its particularly strong effects on reducing economic, social, gender, and learning disparities.

Meanwhile, the Heads of Delegations, Chairs of Committees, and participants at NgIMUN 2024, have lauded the Smart Schools initiative of the Dr. Peter Mbah Administration in Enugu State and the allocation of 33 per cent of the state’s 2024 budget to education.

The Smart Green School comprises interactive digital whiteboard, internet system, robotics and artificial intelligence laboratories, modern ICT centre, two science laboratories for primary and junior secondary classes, hybrid multimedia library, creative production studio, and 25 inclusive classrooms, among others.

Speaking when the Commissioner for Education, Enugu State, Prof. Ndubueze Mbah, took them on a tour of Enugu Smart Green School, Owo, one of the 260 being constructed by the administration, leader of the Delegation, Dr. Ahure said, “From reading about it, I saw a marvelous concept, but coming to see it, I see a true educational revolution, first of its kind in Africa.

“It is actually my job to ensure that this kind of thing is replicated somewhere else and in all the places in Africa. I take the trumpet away from Enugu here and blow it elsewhere in Nigeria first, where we will start to talk to Abuja from our experiences here.

“Everyone should be proud of what is happening in Enugu State. There is a man here, who is doing more than UNESCO prescription for the use of budget in the education sector. Isn't that out of this world?”, he stated.

On his part, the Country Director for Congo Brazzaville, Valentine Meri, said, “From what we have seen here, we noticed that Nigeria is actually a leader in the domain of education. We intend to reproduce or to copy what we have seen here in our various countries,” he said.

Speaking, Head of Education at the Secretariat of Nigerian Governors’ Forum, Dr. Leo Ebenezer, commended Enugu’s pace-setting role in education funding and quality.

“The advocacy at the Governors’ Forum is that every state should allocate about 15 to 20 per cent of their budget to education. Enugu has surpassed that. And with the Smart Schools, Enugu has done an excellent job to tell the other states that this is what we need in the country. It is not just talking about out-of-school, it is talking about quality,” he concluded.

*Cost of Governance: CSO Commends Mbah for Emerging Most Prudent Governor in Q1, 2024*

A civil society organisation, the Enugu Good Governance Group, E-3G, has congratulated the Governor Peter Mbah Administration in Enugu State on its emergence as the most prudent among the 36 states governments in the first quarter of 2024.

The group, in a statement by its National Coordinator, Comrade Odinaka Okechukwu, said the report published by the Open Nigerian State, a website supported by BudgIT, which showed that the Dr. Peter Mbah Administration recorded the least recurrent expenses among other states in the first three months of 2024, was yet another indication that the governor’s presence in government was inspired by selfless service.

It is recalled that data published by Open Nigeria States based on the budget implementation report of the states showed that whereas Benue, Imo, Niger, Rivers, Sokoto and Yobe States have no data to their names, the remaining 30 state governments spent N986.64bn on recurrent expenditures, which includes workers salaries, refreshments, sitting allowances, travelling, utilities, among others, in the first quarter of 2024.

Lagos State recorded the highest recurrent expenses nationally, being N189.62bn, followed by Delta State, which recorded N68.68bn.

Ebonyi State recorded the highest recurrent expenses in the South East with N14.95bn, followed by Abia State with N10.92bn and Anambra State with N9.91bn recurrent expenses.

Enugu State recorded only N7.51bn to emerge the least in recurrent expenditures in both the region and the entire country. Imo has no data.

Reacting to the development, the Enugu Good Governance Group said, “This is a clear testimony to the high level of fiscal discipline in the Governor Mbah Administration, and a demonstration that accountability, transparency, and traceability, which he mouthed as guiding principles in the administration of public funds were not mere campaign buzzwords.

“With a record 107.2bn recurrent expenditure, representing about 21 percent of Enugu’s N521.5bn 2024 budget and a whooping N414.3bn or 79 percent of the budget earmarked for capital projects, Governor Mbah has thus far left no one in doubt of his commitment to disrupting the status quo to transform the state in all ramifications.

“Also commendable is the governor’s disposition to citizen engagement. Besides several town hall meetings and media engagements, Mbah, on Thursday, 30th May, 2024 engaged the citizens on X (formerly Twitter) Space, devoting two full hours to interact with mostly the younger generation on the policies, programmes, and projects of his government, among others.”

The group enjoined Mbah to continue on the path of prudence and putting the people above self.

The Enugu State government has begun the disbursement of the second batch of compensation to the property owners and tenants of the Nigeria Railway Corporation, NRC, affected by the soon to be commenced construction of modern transport terminal at Holy Ghost, Enugu.

The move has also been commended by the NRC, which is the lessor of the said properties.

Speaking, the Commissioner for Transportation, Dr. Obi Ozor, however, reiterated processes and criteria for payment of compensation, saying original tenants of the NRC were entitled to compensation.

"The compensation is for property owners, those who are the original tenants of the Nigerian Railway Cooperation. They should go and submit their documents to them after which the Nigerian Railway will forward those documents to the state for immediate payment of their compensation.

"This is the second batch of the compensation. The first batch has already been paid and they are happy.

"For those who are here to collect their payments today, they will fill the indemnity form, and sign it. The state government and the Nigeria Railway Corporation, which is the landlord, will also sign.

"More so, another form ensuring the right of first refusal to these affected persons after the completion of the project will equally be signed here. This is in line with the governor's earlier commitment in writing to ensure that present occupants are given the first opportunity to own places there once ready," the Commissioner stated.

Ozor further stated that in order to mitigate the high cost of transportation in the state, the Enugu State government had procured 50 Compress Natural Gas(CNG) buses with the passenger capacity of 80 persons each for the proposed Bus Rapid Transit (BRT), stressing that additional 100 buses would equally delivered.

In his words, "CNG saves 64% of fuel cost and the buses have trackers and must have each security personnel to guarantee safety of the passengers. We are going to have at least 80 bus shelters where these buses will enter to discharge passengers. The idea is that we shouldn't be dropping passengers on the roads.

"So, what we are doing at Holy Ghost, Agbani, Abakpa, Garki, and Nsukka in the first phase is not all about bus terminals. In these terminals, we will have cinemas and other facilities where people can easily go to have fun."

Meanwhile, speaking to newsmen, one of the beneficiaries and Managing Director of Farm Associate Nigeria Limited, a livestock feed production company, Alhaji Isa Okeke, lauded the state government for fulfilling its promises.

He said the reason it seems people were always apprehensive was because of failed promises of the past governments, saying he was happy that the Mbah administration had kept every promise made for people to begin to trust government again.

Okeke said that as a renowned agriculturalist, he was always ready to partner with the state and bring his ideas towards the actualisation of.what he described as the very ambitious plans of the Mbah Administration in the agriculture sector.

In his remarks, the District Public Relation Officer, Eastern District Headquarters, of the NRC, Dr. Onyedikachi Onovo, commended the state government for the smooth process of the payment of compensation, maintaining that the interest of the Corporation was to ensure that due process was followed in the payment of compensation to its tenants in the area.

He further urged those whose names were yet to be captured to do the needful by submitting their details to NRC for immediate payment by the state government.

"Our interest as the Nigerian Railway Corporation is to ensure that due process is followed in paying the property owners. It's important that we are here and we pray it continues smoothly so that everyone will be happy at the end of the day.

"Those whose names have not been captured should hasten up and submit their details to the Nigerian Railway Cooperation for onward transmission to the state government, which is ready to pay them their compensation. It's a good move and I laud the state for this," Dr. Onovo said.

Prominent leaders of Enugu State have commended Governor Peter Mbah over what they described as his tremendous impact, saying with what the governor had done in just one year, Enugu would become the number one destination for investment, tourism and living in the next four years.

They gave the verdict at a state banquet held at the Old Government Lodge, Enugu, to mark the governor’s first anniversary in office.

The event attracted former governors Jim Nwobodo, Sullivan Chime, and Ifeanyi Ugwuanyi, National Assembly and State House of Assembly Members, traditional and political leaders in the state, among others.

While urging total support for Governor Mbah, the leaders however urged him not to be deterred by naysayers, as his works would ultimately speak for him as they materialised.

Former governor of Enugu State, Sullivan Chime said Governor Mbah had literally turned Enugu into a construction site, while water was no longer a source of high blood pressure for him and most residents.

“I am thanking the governor and his team for what they have been able to do so far. Personally, in my house, I have a tanker that I use to supply water. My tanker was using 400 liters of diesel. My blood pressure used to rise each time they wanted to buy fuel that they would use to bring water. But we now have water.

“So, all these things that are impactful in the lives of the people. The problem we have as a people is that we always forget where we are coming from. But I assure you that by 2027, His Excellency will not need to campaign for his second term. It happened during our time. In 2011, the people we didn't even know were campaigning for us and it will happen again for Mbah,” he stated.

Citing personal experience, Chime, however, reminded the governor that criticisms would always come from political mischief makers and those whoy could not imagine where he was taking the state to, but assured him that the same people would still turn round to sing his praise at the end of the day.

“You all would remember, when we were in government, the criticisms, and the shouts. Anytime we wanted to embark on development, they would start negative talks.

“When we entered Polo Park Mall to develop it, there was no kind of abuse I didn't get. A reverend priest used my name for a mass sermon. There was nothing he didn't call me. He said I was collecting a source of survival from the poor. Nobody knew what the government was about to do. But when it came up, the whole mouths that said bad things started saying good things about me.

“About the same time when we wanted to develop Coal City Garden, an elder statesman addressed a world press conference castigating me and my government. There was nothing they didn't call me. But when the estate came up, all those people that said bad things about me started saying good things.

“When we also wanted to build the new state secretariat, we had to bring down the old structures that were not functional. We were lucky social media was not powerful as it is now. But the words going round were that I started the project to move out billions of Naira from the state coffers. But when we finished it, the same naysayers started saying good things again.

“I am not in government, but we are interested in what is happening. So, each time we see what they are pushing on social media about demolitions, I tell them that I don’t think this government has gone astray yet. They are doing as expected.

“In fact, when I started seeing and hearing about demolition, I told myself that it seems like government is back; a government that wants to work is back because overseas, when we went to South Korea in 2011, government was destroying old structures and rebuilding them into something new and presentable.

“So, I am pleading to everyone to continue to support this administration. Let's give them time so they will be able to achieve all the great things they have started. It's not even easy to achieve this great one they achieved in just one year. Mbah is working. I can't go through all the projects they have embarked on or are embarking on. But as somebody rightly pointed out, what is visible to all is that Enugu is now a huge construction site,” Chime said.

Collaborating Chime, former governor of old Anambra State, Senator Jim Nwobodo, urged Governor Mbah to remain focused on his vision as his works speak for him.

“Someone came to my house to complain to me that they have finished demolishing Gariki park; that I should speak to him (Mbah). I asked him why will I speak to him. If it is the governor then he means well.

“I am urging you to be patient. Good things don't come easy. Anything that is good takes time to manifest. No matter what you do, people will talk.”

He urged the people of the state to keep supporting the governor.

“I know what he can do. With what he has done in just one year, I am sure that by this time next year, everyone will be asking when he is going back for a second term,” the elder statesman said.
