Peter Ndubuisi Mbah Advocates Experiential learning, Unveils Enugu's Human Development Model at UNN Convocation Lecture

Governor Peter Mbah of Enugu State has called for a fundamental overhaul of Nigeria's education system, urging schools to focus on producing problem-solvers and innovators rather than graduates armed only with certificates.

Speaking on Thursday while delivering the 55th Convocation Lecture of the University of Nigeria, Nsukka (UNN), Mbah said education must become the driving force for restoring human dignity through experiential learning, innovation and inclusive prosperity.

Delivering the lecture titled, "Restoring the Dignity of Man: Enugu's Quantum Leap in Human Development and Inclusive Prosperity Through Experiential Learning," the governor described UNN's motto as a timeless mission whose relevance has become even greater in the era of artificial intelligence, biotechnology and the knowledge economy.

He argued that true development should be measured by citizens' ability to transform knowledge into productivity and shared prosperity rather than by physical infrastructure alone.

"True dignity exists when people possess not merely the freedom to aspire, but the capability to transform aspiration into achievement, potential into productivity, and possibility into shared prosperity," he said.

Mbah said Enugu's education reforms were inspired by the Igbo apprenticeship system, which, according to him, embodies learning by doing, mentorship, trust, discipline and entrepreneurship.

"Our purpose is not to romanticise the past, but to apply its deepest principle to the future. This is why we embraced experiential learning—not as a foreign educational idea, but as a modern expression of our knowledge tradition and a twenty-first-century development imperative," he said.

The governor explained that through experiential learning, the state seeks to democratise opportunities by ensuring that access to quality education, technology, healthcare, infrastructure, mentorship, capital and connectivity is no longer determined by birthplace, income or social status.

He disclosed that the Centre for Experiential Learning and Innovation (CELI), Enugu, is driving reforms in curriculum development, teacher training, research, digital literacy, technical education and industry partnerships to bridge what he described as the "activation gap" between knowledge and opportunity.

Mbah said his administration's vision of growing Enugu's economy from about $4.4 billion to $30 billion is anchored on human capital development rather than conventional infrastructure projects alone.

He noted that about one-thirds of the state's annual budget has consistently been allocated to education, leading to the construction of 268 Smart Green Schools across the state's 260 political wards, equipped with smart classrooms, laboratories, digital libraries, innovation studios, clinics, smart farms, solar power and internet connectivity.

According to him, over 23,000 teachers have undergone digital literacy training, while the state has approved the recruitment of 4,698 teachers to strengthen the Smart Green School initiative.

The governor added that students in the state's Technical and Vocational Education and Training (TVET) colleges were already receiving practical industry training in ICT, mechatronics, aquaponics, precision welding, fashion and design through partnerships with industries, including the Enugu Haier Factory.

He also announced plans to establish three specialised universities dedicated to Artificial Intelligence and Technology, Education and Technology, and Agriculture, Agro-industrialisation and Technology, while new degree programmes in Automation, Artificial Intelligence and Mechatronics have already been introduced at ESUT and IMT.

To demonstrate the impact of experiential learning, Mbah narrated the story of Arinze Edeoga, a pupil of a Smart Green School in rural Owo community, who recently taught digital literacy to pupils in Enugu metropolis.

"A village child became a teacher of urban peers. In Arinze, you see restored confidence, democratized opportunity and a child once defined by geography becoming a creator of knowledge rather than merely a consumer of it. You see the dignity of man," he said.

Mbah, however, said education reforms alone would not guarantee prosperity unless supported by investments in healthcare, electricity, roads, aviation, tourism and technology, stressing that Enugu's development strategy integrates all sectors into a single human development architecture.

He cited projects such as the 300-bed Enugu International Hospital, the transport terminals, Enugu Air, the expansion of primary healthcare centre, the Enugu Command tourism infrastructure, and the proposed 660-megawatt power plant, as interconnected investments designed to unlock productivity, attract investment and improve citizens' quality of life.

Mbah concluded by urging governments, universities, communities and the private sector to reject what he described as the "poverty of imagination," insisting that the future belongs to societies willing to invest boldly in human capability.

"Let us measure leadership by the capabilities it develops in others, education by the lives learners become able to shape, and development by the dignity and opportunity it extends to every citizen," he said.

Meanwhile, in their various remarks, the Vice Chancellor of UNN, Prof. Simon Ortuanya and Chairman of the event and former Minister of Power, Prof. Chinedu Nebo commended Mbah's milestones in human capital development.

They noted that Mbah had, in three years, made a resounding impact in development across all sectors.

NEW: Governor Mbah flags off distribution of farm inputs to 63,000 Enugu farmers
..Targets agro-processing, export

Governor Peter Mbah of Enugu State, on Tuesday, flagged off the 2026 distribution of fertilisers and other farm inputs to 63,000 registered smallholder farmers in the state.

Mbah also said the move was in line with his administration's commitment to eradicating poverty and growing Enugu State into a $30 billion economy, noting that 40 per cent of the growth would come from agriculture.

Mbah said his administration had always seen agriculture as more than just a mere source of food, but as big business, hence the efforts to migrate Enugu farmers from subsistence to commercial farming.

"We have done this in the last three years, essentially providing fertilisers, agrochemicals, stems, seeds, and seedlings to improve our yields. Today, we have 63,000 bags of fertilisers. We have to train our farmers.

"We also have to migrate our smallholder farmers from subsistence farming to mechanised farming, which is why we also invested in machinery. And that means that we are going to start thinking about a full value chain.

"We are looking at exports, playing in all the value chains, being able to export fresh produce from here to other parts of the world, being able to process our produce, add value, package, and then export. This is also why the airport concession and cargo terminal are important to us," he said.

Mbah called on those saddled with the distribution to ensure that the inputs got to the farmers by sticking to the database and also warned the farmers against selling the inputs.

"We are working with our database. We are also going to implore all our stakeholders, the Local Government Chairmen, and the priests in the various communities to make sure that these inputs get to the end users, free of charge. Please, make sure that these inputs get to our farmers. We do not want middlemen.

"The fertilisers also have 'Not for Sale' boldly written on them. So, you must make sure that you use this to scale up our production so that we can have a bumper harvest and drive down the cost of food in Enugu," he stressed.

He said the Special Agro-Processing Zones, one of the agro-industrialisation initiatives of his administration, would soon come on board to scale up production and cut post-harvest losses.

"We want to make sure that we increase the earning capacity of our various communities where we actually have a lot of our poor people. We're building our farm roads so that it will be easy for us to evacuate what we have produced," he stated.

Earlier in his remarks, the Commissioner for Agriculture and Agro-Industrialisation, Dr. Patrick Ubru, announced a significant increase in the 2026 Agricultural Free Inputs Distribution Programme compared to 2024.

"In 2024, over 12,000 bags of fertiliser, improved seeds, and chemicals were distributed, rising to over 40,000 last year.

"Today, over 63,000 bags will be distributed, representing a 58 per cent increase from last year.

"Thousands of farmers across the 17 Local Government Areas will receive free improved rice, maize, tomato and pepper seeds, cassava stems, fertilisers, and agrochemicals to boost productivity and reduce costs," he said.

Beyond the support through inputs, Ubru said the Mbah administration had established a modern Seed Testing Laboratory and Seed Gallery, digitally profiled over 84,000 farmers, and integrated agricultural data into the state's Geographic Information System (GIS).

"Over 25,000 farmers have been trained in climate-smart agriculture, while we are also providing Seasonal Climate Prediction Information through our partnership with the Nigerian Meteorological Agency (NiMet).

"The 260 Farm Estate Programme is underway in Enugu State, and a tractor assembly plant has been established through a partnership with Nortra Tractors, making mechanisation more accessible.

"Additionally, centre pivot irrigation systems are being rehabilitated to enable year-round cultivation of crops like rice," he added.

In his remarks, the Agricultural Transformation Agenda Support Programme Phase One (ATASP-1) Coordinator, Romanus Egba, assured the governor of well-planned distribution channels, using clergy and community leaders to ensure that the various items reached the intended beneficiaries.

In addition to a bag of fertiliser, he said, "each farmer will get one bag of maize or rice, cassava cuttings, herbicide, and vegetable seeds such as tomatoes or pepper."

The representative of the Farmers Association of Nigeria (FAN), Enugu State Chapter, Sir Emmanuel Chukwuemeka Eneh, while thanking Governor Mbah for his consistent massive investment in agriculture, warned any farmer or anybody who colludes to sell any of the farm inputs to be ready to go to jail.

NEW,: Governor Mbah honours international STEM Olympiad medalist, rewards student, teacher, school

Governor of Enugu State, Dr. Peter Mbah, on Monday received 13-year-old international STEM Olympiad gold medalist, Chimdiebube Onwubiko, at the Government House, Enugu, where he praised the young scholar for bringing honour to the state and rewarded him, his Mathematics teacher and Evergreen Schools with cash gifts.

Onwubiko, a JSS 3 student of Evergreen College, Enugu, won a gold medal in Mathematics and a silver medal in Science in the Grades 9–11 category at the International STEM Olympiad held in Rome, Italy, where participants from 54 countries competed.

Speaking during the reception at the Lion Building, Governor Mbah described the student's outstanding performance as a proud moment for Enugu State and commended both him and his teachers for their dedication, discipline and pursuit of excellence.

"We are so proud of you and your teachers," the governor said, as he encouraged the young champion to sustain his remarkable performance and continue striving for greater accomplishments.

Governor Mbah also reiterated his administration's commitment to expanding access to quality education through collaboration with educational institutions, noting that the state's Smart Green Schools initiative was designed to ensure that every child, irrespective of location, has access to world-class learning opportunities capable of unlocking their full potential.

On Friday, the Enugu State Executive Council approved a number of strategic projects aimed at advancing the development vision of the administration of His Excellency, Dr. Peter Mbah, and further strengthening infrastructure, housing, healthcare, tourism and public service delivery across the State.

Among the projects approved is the completion of the State Secretariat Complex, comprising Blocks C1, C2, C3, C4, C5 and D2, which have remained abandoned since 2015. This intervention is in furtherance of the administration's commitment to completing and revitalising abandoned and moribund public assets, restoring the value of Government investments and providing a modern and conducive working environment for Ministries, Departments and Agencies.

The Council also approved the construction of 1,000 five-bedroom terrace housing units at the New Enugu City. The development will complement the extensive infrastructure already under construction within the New Enugu City and accelerate the emergence of a modern, integrated and sustainable urban environment. This initiative forms part of the State Government's broader housing programme, which includes the ongoing development of 18,000 mass housing units at the Gateway Estate, supported by the provision of critical infrastructure. Together, these investments will significantly increase the housing stock across the State and expand access to decent and affordable housing.

Also approved was the construction of the 10.5 km Igogoro–Amachalla–Ikpamodo–Okpo–Amaja Road in Igboeze North LGA. This strategic road project will improve connectivity among the benefiting communities, facilitate the movement of people, goods and agricultural produce, and stimulate socio-economic activities along the corridor.

In Nsukka, the Council approved the construction and rehabilitation of five roads connecting Enugu Road, as part of a comprehensive intervention to address the lingering flooding challenges along the corridor. The intervention will also include the unclogging and desilting of existing drainage channels, rehabilitation and improvement of the drainage system, and other associated works required to improve stormwater discharge, mitigate flooding and enhance accessibility within the affected areas.

The Council also approved the comprehensive reconstruction, remodelling and upgrade of Parklane Hospital, aimed at transforming the facility into a modern, well-equipped healthcare institution capable of delivering high-quality diagnostic, surgical, emergency and specialist medical services. The intervention will include the reconstruction and comprehensive upgrading of the existing facilities, alongside the provision and installation of state-of-the-art medical equipment, including MRI and CT scanners, digital X-ray and mammography systems, ultrasound systems, endoscopy and laparoscopy systems, modern operating theatre equipment, as well as ICU and HDU equipment, among several other advanced medical facilities. This investment will significantly enhance the quality and range of healthcare services available to our people and further strengthen Enugu State's position as a destination for advanced healthcare delivery.

As part of our ambitious tourism development programme, the Council approved the development of the Ovu Lake Resort, a major tourism and hospitality destination featuring a 100-room resort, an 18-hole golf course, two clubhouses, jetties, a lake for boat regattas, a children's park, indoor and outdoor sports facilities, a conference centre and six swimming pools. The project is envisioned as a world-class leisure and recreational destination that will attract visitors, stimulate hospitality and tourism-related investments, create employment opportunities and contribute to positioning Enugu State as a leading tourism destination.

The Council also approved the development of the Atakwu–Akegbe-Ugwu Tourism Park, envisioned as a major integrated tourism, leisure and recreational destination. The development will feature a theme park, Tata Lake, an animal sanctuary, sand beach, extensive landscaping, restaurant, 24 gazebos, boardwalk, water park and an artificial lake, alongside other supporting recreational facilities and amenities. The project is designed to create a distinctive destination for family recreation, entertainment, nature-based and water-based tourism, while attracting visitors and private investment, creating employment opportunities and stimulating local economic activities.

The Council further approved the construction of the Enugu Cable Car Project, a landmark 5.325-kilometre aerial cableway connecting Okpatu Hill to the Awhum Waterfall tourism corridor. The project will feature three stations, 25 line towers and enclosed eight-passenger gondola cabins, with a designed one-way transportation capacity of approximately 250 passengers per hour, translating to up to 2,500 passenger journeys per day in each direction based on 10 hours of operation. Equipped with modern operational and safety systems, the project will provide a unique panoramic journey across the spectacular hills and valleys, unlock the immense tourism potential of the corridor, stimulate investment and economic opportunities, and further position Enugu State as a leading tourism destination in Nigeria and Africa.

Recognising that accessibility is critical to unlocking the full potential of these tourism investments, the Council also approved the construction and rehabilitation of roads leading to the various tourism destinations across the State. These include the Ngwo Road providing access to the Pine Forest, the Okpatu–Awhum Road, Nike–Awhum Road, Nsude Road and Akpawfu Road, while construction of the Akwuke Road is already ongoing. These interventions will provide seamless access to the tourism sites, improve connectivity for surrounding communities and support the development of an integrated tourism network across Enugu State.

Also approved was the procurement of light construction and modern survey equipment for the Ministry of Works and Infrastructure. This strategic investment will strengthen the Ministry’s in-house capacity to execute suitable engineering works through direct labour, including road construction and rehabilitation, drainage works, erosion control interventions, pothole repairs and other urgent infrastructure works. It will enable faster response to infrastructure needs, reduce reliance on equipment hire and external contractors, improve cost efficiency, and enhance the technical capacity of Ministry personnel through the deployment of modern construction, surveying and geospatial technologies.

These approvals represent another significant step in our commitment to translating the vision of His Excellency, the Governor, into tangible projects that improve connectivity, strengthen healthcare and public service delivery, expand access to housing, unlock our tourism potential, stimulate economic growth, create opportunities and improve the quality of life of our people.

In another major push for infrastructural transformation, the Enugu State Government has approved the commencement of several projects cutting across roads, tourism, housing, and administrative infrastructure in various parts of the state.

The government gave the approval during the State Executive Council (SEC) meeting at the weekend.

Briefing Government House Correspondents, the Commissioner for Information and Communication, Dr. Malachy Agbo; Commissioner for Culture and Tourism, Dame Ugochi Madueke; and Commissioner for Works and Infrastructure, Engr. Ben Osy Okoh; Commissioner for Agriculture and Agro-Industrialisation, Dr. Patrick Ubru; Commissioner for Education, Prof. Ndubueze Mbah; and Commissioner for Health, Prof. George Ugwu, said the approvals were in line with the administration’s vision to grow the state’s economy from $4bn to $30bn in eight years.

The Commissioner for Works and Infrastructure, announced SEC’s approval of the completion and upgrade of Wings C and D of the Enugu State Secretariat Complex in GRA, Enugu, as well as extensive rehabilitation works on Wings A and B already in use.

“Recall that the A and B wings of the State Secretariat Complex were completed and commissioned in May 2015. Since then, the C1, C2, C3, C4, C5, D1 and D2 wings have remained uncompleted and are currently in a deplorable state.

“It is going to be a total transformation and remodeling of the Secretariat with modern facilities. We also looked at the challenges we are experiencing at Wings A and B to correct them in Wings C and D.

“Further to that, the Exco also approved the commencement of repairs on Wings A and B of the Secretariat to address all the challenges that the building is facing.”

Following the completion of the 6.5km dual carriageway for the first phase of the development of the New Enugu City and the ongoing construction of the internal roads, the state government has also approved the construction of 1,000 fully detached terrace housing units made up of four- and five-bedroom units.

“In addition to the 1,000 housing units, the state government is also developing 18,000 mass housing units at Gateway Estate in Enugu to further address the housing deficit and housing costs in the state.

“It is a comprehensive housing development, including the road infrastructure and services such as water and electricity, among others,” Engr. Okoh said.

He also told newsmen that the SEC approved the immediate commencement of a 10.5km Igogoro-Amachara-Ikpamodo-Okpo-Amaada road project.

He said the administration further approved work on flashflood points on Nsukka major road and construction of five adjoining streets in quick response to flooding in parts of Nsukka.

“This also includes a comprehensive repair of all the damaged drainage systems and the evacuation of all blocked drainage systems on the major road to resolve the problem. This project has been given to a reputable company to handle,” he added.

Exco also approved the procurement of over 30 pieces of light equipment for the Ministry of Works for direct labour projects, intervention and maintenance works.

“It will go a long way in reducing the cost of interventions,” he concluded.

Also briefing, Dame Madueke announced that the Council approved the development of three landmark tourism projects: the Ovu Lake Golf Resort at Akpawfu in Nkanu East Local Government Area, the Akwuke and Attakwu Tourism Development Projects in Enugu South and Nkanu West Local Government Areas respectively, as well as the Okpatu–Awhum Cable Car Project.

According to the Commissioner, the Ovu Lake Golf Resort will feature an 18-hole championship golf course, a luxury hotel with over 100 rooms, a 600-seat conference centre, boat regatta, beautifully landscaped gardens, club houses, children's playgrounds, lawn tennis and basketball courts, alongside other world-class recreational facilities.

Speaking on the Attakwu Tourism Project, Dame Madueke explained that the area is endowed with a pristine virgin forest and a natural lake, which will be developed into a major ecotourism destination featuring an animal sanctuary and other nature-based attractions.

She added that the Akwuke Tourism Project will transform the area into a premier leisure destination with a modern sand beach, theme park, water park, scenic boardwalk and a comprehensive recreational park designed for families and visitors of all ages.

The Commissioner further disclosed that the Executive Council approved the development of the Okpatu–Awhum Cable Car, describing it as one of the administration's flagship tourism projects.

"The cable car will commence from Okpatu Hill, home to the iconic Cross of Hope, and will traverse approximately 5.32 kilometres to the Awhum Waterfall," she said.

She explained that the cable car system will feature three stations; the departure point at the Cross of Hope on Okpatu Hill, an intermediate station at the Awhum Monastery, and the terminal station at the Awhum Waterfall, where visitors will also enjoy attractions including the Rotunda, Experience Centre and Food Court.

"Rather than climbing the hills on foot, visitors will be able to enjoy a safe, scenic and comfortable cable car ride from the Cross of Hope directly to the Awhum Waterfall, creating a truly unforgettable tourism experience," Dame Madueke added.
