Engineers in central Kenya are operating 𝗗𝗶𝗿𝗲𝗰𝘁 𝗔𝗶𝗿 𝗖𝗮𝗿𝗯𝗼𝗻 𝗖𝗮𝗽𝘁𝘂𝗿𝗲 (𝗗𝗔𝗖𝗖) machines powered by geothermal energy, marking Africa’s entry into this advanced climate technology. The four prototype units extract carbon dioxide directly from the atmosphere and rely on geothermal steam for efficient, low-cost operation.

Engineer Hannah Wanjau explained that Kenya’s abundant geothermal resources and basalt rock formations offer a unique advantage. These resources power the system and store CO₂ safely underground for millennia. The startup already sells carbon credits based on the 10 tons each machine captures annually, with signed deals totalling $3 million.

In partnership with Cella Mineral Storage, a U.S. company, Kenya aims to become the second country after Iceland to store air-captured CO₂ underground.

𝗔𝗯𝗶𝗮 𝘁𝗼 𝗕𝗼𝗼𝘀𝘁 𝗥𝘂𝗿𝗮𝗹 𝗣𝗼𝘄𝗲𝗿 𝘄𝗶𝘁𝗵 𝗠𝗶𝗻𝗶-𝗚𝗿𝗶𝗱 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗶𝗼𝗻

The Abia State Ministry of Power and Public Utilities has released the final draft of its mini-grid regulation, a key milestone in the state's broader energy reform agenda.

The regulation, announced on Monday, July 21, by Commissioner for Information Okey Kanu, is designed to boost electricity access in unserved and underserved communities across the state, particularly through private sector-led rural electrification.

It outlines the legal, technical, and commercial framework for mini-grid operations, creating an enabling environment for decentralised energy systems. Kanu noted that the initiative will immediately impact Abia North Senatorial District communities once implemented, benefiting the entire state.

As part of these reforms, the state government will inaugurate a 10-member Abia Advisory Council on Electricity on July 24, 2025, to advise the governor on power-related policies and projects.

Prior to her appointment, she was the General Manager of System Operations and, earlier, the Assistant General Manager of Grid Metering. Her career has been marked by progression through various roles, including Principal Manager, Senior Manager, and Manager (Protection, Control & Metering).

Her commitment to professional development is evident through her active participation in numerous international conferences and seminars. She holds fellowships with prestigious organisations such as The Nigerian Society of Engineers (NSE) and the Nigerian Institute of Power Engineers (NIPE). She is also a member of the Council for the Regulation of Engineering in Nigeria (COREN).

Her wealth of experience encompasses pivotal roles, including Project Coordinator for the construction of the New National Control Centres in Gwagwalada and Osogbo. Notably, she chaired the Committee on the Conduct of Stress Tests on DisCo Facilities/Network, spearheaded the Under-Frequency Load Shedding (UFLS) Scheme Review and Implementation Committee, and led the Evaluation Committee for the Rehabilitation of SCADA System in Transmission: NTP – TR6B.

𝗠𝗲𝗲𝘁 𝗼𝘂𝗿 𝗣𝗮𝗻𝗲𝗹𝗹𝗶𝘀𝘁; Dr. Yusuf Ali is the 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻𝗲𝗿 𝗳𝗼𝗿 𝗽𝗹𝗮𝗻𝗻𝗶𝗻𝗴, 𝗿𝗲𝘀𝗲𝗮𝗿𝗰𝗵, 𝗮𝗻𝗱 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝘆 at the Nigerian Electricity Regulatory Commission (NERC).

He was the Special Assistant to the President on Power Regulation in the office of the Vice President. In this capacity, Yusuf advised senior members of the Nigerian federal government on far-reaching power sector reforms. Before taking this role, Yusuf worked in the Tony Blair Institute's Middle East practice. He undertook policy consulting work - helping leaders in the region analyse their options on a broad array of issues.

Before joining the institute, Yusuf worked as a management consultant at the Nigerian office of McKinsey & Company from 2017 to 2019. He completed his PhD in Energy Policy from the University of Cambridge, focusing on the Nigerian power sector. He has an M.Phil. in Nuclear Energy from the University of Cambridge and a BEng in Electrical and Electronics Engineering from the University of Manchester.

He is a highly skilled, dynamic leader adept at strategic project development, project finance, and stakeholder engagement. He has over a decade of experience spanning infrastructure finance, project development and portfolio management.

Yusuf presently serves as the pioneer Chief Executive Officer of RIPLE, where he has been instrumental in ideating, developing, and operationalising the company.

Active engagement in national and international sustainability initiatives, including co-chairing the inaugural advisory board of the Nigeria Solar Marketplace, which was established by the Dutch Government and supporting the development of the framework for the Mission300 initiative being spearheaded by IFC, AFDB, SEforALL, and RMI.

Prior to being the MD/CEO of RIPLE, Yusuf managed the high-profile development and delivery of projects at NSIA, including a $1.5 billion fertiliser plant and a 10MW solar plant. At Uraga Power Solutions, he spearheaded off-grid power projects and contributed to business development in the power sector.

Themed “𝗧𝗵𝗲 𝗚𝗹𝗼𝗯𝗮𝗹 𝗶𝘀 𝗟𝗼𝗰𝗮𝗹 𝗮𝗻𝗱 𝘁𝗵𝗲 𝗟𝗼𝗰𝗮𝗹 𝗶𝘀 𝗚𝗹𝗼𝗯𝗮𝗹,” the event featured powerful conversations on bridging energy access gaps and boosting female participation in STEM, with insights from industry leaders and early-career professionals.

Today, we are thrilled to spotlight Biodun Ogunleye, the Honourable Commissioner of the 𝗟𝗮𝗴𝗼𝘀 𝗦𝘁𝗮𝘁𝗲 𝗠𝗶𝗻𝗶𝘀𝘁𝗿𝘆 𝗼𝗳 𝗘𝗻𝗲𝗿𝗴𝘆 𝗮𝗻𝗱 𝗠𝗶𝗻𝗲𝗿𝗮𝗹 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀.

Under the leadership of Honourable Commissioner Biodun Ogunleye, the ministry has made bold strides in transforming the state’s energy landscape.

A standout achievement is the successful deployment of over 22,000 smart solar-powered streetlights across major roads, drastically improving public safety while reducing reliance on diesel generators. Biodun Ogunleye has championed the 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗟𝗮𝗴𝗼𝘀 𝗘𝗹𝗲𝗰𝘁𝗿𝗶𝗰𝗶𝘁𝘆 𝗠𝗮𝗿𝗸𝗲𝘁 (𝗟𝗘𝗠), 𝗲𝗺𝗽𝗼𝘄𝗲𝗿𝗲𝗱 𝗯𝘆 𝘁𝗵𝗲 𝟮𝟬𝟮𝟰 𝗟𝗮𝗴𝗼𝘀 𝗘𝗹𝗲𝗰𝘁𝗿𝗶𝗰𝗶𝘁𝘆 𝗟𝗮𝘄.

This groundbreaking reform allows Lagos to regulate electricity generation, transmission, and distribution while supporting the creation of the Lagos Independent System Operator (LISO) and an Independent Regulatory Bureau. These initiatives mark a decisive shift toward reliable and locally managed power solutions.

Another milestone under his leadership is the implementation of eight interconnected mini-grids to serve underserved and riverine communities. These off-grid projects aim to accelerate energy access while complementing Lagos’ broader goal of achieving universal electricity coverage.

With a focus on energy security and sustainability, Biodun Ogunleye is steering Lagos toward 6 GW of new power capacity by 2028, primarily through grid-scale solar projects. He has also advanced local energy manufacturing by fostering investments in transformer, meter, and cable production, reducing the state’s import dependence. His efforts in compressed natural gas (CNG) vehicle conversions, the establishment of CNG fueling stations, and clean energy investment summits further underline his commitment to a greener Lagos.

Biodun Ogunleye convenes the Power Solution Conference, an annual event and platform for power sector professionals and stakeholders to share knowledge, identify challenges and opportunities, and develop solutions. He has been the Chief Executive Officer of Powercap Limited and the Managing Consultant of Emmanuella Consulting Ltd. since 2005.

He started his career at 𝗥𝗼𝘆𝗮𝗹 𝗠𝗲𝗿𝗰𝗵𝗮𝗻𝘁 𝗕𝗮𝗻𝗸 𝗟𝘁𝗱. as Profit Centre Head and has held senior roles with 𝗔𝗹𝗽𝗵𝗮 𝗖𝗼𝘀𝗼𝗿𝘁𝗶𝘂𝗺 𝗟𝘁𝗱., 𝗙𝗶𝗿𝘀𝘁 𝗔𝘁𝗹𝗮𝗻𝘁𝗶𝗰 𝗕𝗮𝗻𝗸, 𝗦𝗼𝗹𝗶𝗱 𝗥𝗼𝗰𝗸 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝗶𝗲𝘀 𝗮𝗻𝗱 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗟𝘁𝗱., and 𝗧𝗼𝗿𝗰𝗵𝗺𝗮𝗿𝗸 𝗦𝗮𝘃𝗶𝗻𝗴𝘀 𝗮𝗻𝗱 𝗟𝗼𝗮𝗻𝘀 𝗟𝘁𝗱.

Biodun Ogunleye has a bachelor's degree in Estate Management and a Master’s of Banking and Finance from the University of Lagos. He also has a 52nd PURC/World Bank International Training Program Certification on Utility Regulation and Strategy.
