Makinde's transfers power to deputy governor as Oyo Assembly approves annual leave

The Oyo State House of Assembly has approved the request of Governor Seyi Makinde to proceed on his annual leave, paving the way for the Deputy Governor, Barr. Bayo Lawal, to oversee the affairs of the state during the governor's absence.

The governor's leave takes effect from August 10 and ends on September 11. According to the governor's letter, he will officially resume office on September 14, 2026.

The approval followed the consideration of a formal correspondence from Governor Makinde during plenary, in accordance with the provisions of the Constitution of the Federal Republic of Nigeria, which requires a governor to notify the legislature whenever he intends to be away from office.

The Deputy Speaker of the House, Hon. Muhammed Fadeyi, who presided over the plenary in the absence of the Speaker, Rt Honorable Adebo Ogundoyin, on Thursday, read the governor's letter before members.

The lawmakers unanimously granted the request while expressing confidence in the seamless continuity of governance in the state under the deputy governor.

Westernmirror.com.ng reports that the deputy governor becomes the Acting Governor overseeing governance for the entire period of the governor's annual leave.

Governor Makinde, in the letter, informed the Assembly that he would be embarking on his annual leave and requested the approval of the House to enable the Deputy Governor to act on his behalf throughout the period of his absence.

Following the approval, the House affirmed that Deputy Governor Bayo Lawal would oversee the day-to-day administration of the state, ensuring that government activities continue uninterrupted until Governor Makinde resumes duty.

Speaking after the approval, the Deputy Speaker wished the governor a peaceful and refreshing leave, noting that the legislature remained committed to sustaining cordial relations with the executive arm in the interest of the people of Oyo State.

The Deputy Speaker also expressed confidence in the capacity of the Deputy Governor to provide effective leadership during the period as evident in the past, describing the state's governance structure as stable and capable of guaranteeing continuity in policy implementation.

Lawmakers, in separate remarks, commended Governor Makinde for complying with constitutional provisions by formally notifying the House, describing the action as another demonstration of respect for the rule of law and democratic governance.

The Assembly subsequently directed that its resolution approving the governor's annual leave be communicated to the executive arm for necessary action.

*Oyo Partners NGOs to Showcase Cultural Heritage, Boost IGR*

The Oyo State Government has reaffirmed its commitment to partnering with non-governmental organisations to promote the state’s rich cultural heritage on the global stage as a strategy to boost tourism and increase its Internally Generated Revenue (IGR).

The Commissioner for Culture and Tourism, Dr. Wasiu Olatubosun, stated this while receiving representatives of Christ Foundation Logistics and Tours and Asa Heritage during a courtesy visit to his office.

Describing the initiative as a laudable one, Olatubosun said that despite the State’s limited resources,the Ministry remains committed to supporting genuine initiatives that will promote Oyo State’s cultural and tourism potentials.

The Commissioner also called on the organisations to actively participate in the Ministry’s programmes, particularly the World Egungun Festival, which is aimed at showcasing the entertainment and tourism value of the festival to the international community.

In his remarks, the Permanent Secretary, Mr. Rotimi Babalola, commended the zeal and commitment of the two organisations towards preserving and promoting Yoruba cultural heritage, especially through their forthcoming programmes in September.

He noted that Yoruba culture and traditions are gradually disappearing from schools, stressing that parents and stakeholders must ensure they are preserved for future generations.

Mr. Babalola further stated that the administration of Governor Seyi Makinde strongly believes in Public-Private Partnerships (PPP) as a viable means of promoting culture and tourism while increasing the state’s Internally Generated Revenue.

He praised the organisations for embracing the PPP model and encouraged them to sustain their efforts in projecting Oyo State’s tourism assets.

Also speaking, the General Manager of the Oyo State Council for Arts and Culture, Mr. Kunle Agboola, acknowledged Asa Heritage’s recent representation of Oyo State at a cultural exhibition in Brazil. He assured the organisations of the Ministry’s readiness to create an enabling environment for collaboration and encouraged them to explore international grants and other opportunities that would further benefit the state.

Speaking on behalf of Christ Foundation Logistics and Tours, its founder, Mr. Gabriel Moses, said the organisation was seeking collaboration with the Ministry on the international cultural programmes.

According to him, the programmes will provide opportunities to showcase Oyo State’s tourism potential to a global audience, attract foreign investors, strengthen the state’s international identity and ultimately boost its revenue.

The Initiator of Asa Heritage, Dr. Oluwatoyin Sogbesan, explained that the organisation has been documenting Oyo State’s cultural and historical heritage with the aim of securing global recognition.

According to her, the project seeks to position Oyo State among the world’s recognised heritage destinations, including UNESCO.

She explained that the Ministry’s involvement would include providing personnel to showcase the State’s rich cultural heritage during international engagements.

Dr. Sogbesan added that Asa Heritage has, over the years, documented several aspects of Oyo State’s heritage and showcased them through exhibitions across the world. She said the visit was also to seek collaboration with the Government towards the organisation’s month-long international programme in Canada, tagged “AfroVision 2026,” scheduled for September.
According to her, activities lined up for the event include business networking sessions, exhibitions, music, funfair and other cultural showcases aimed at retelling the African story from an authentic African perspective.

At the end of the visit, the Commissioner presented copies of 2025 World Egungun Festival reports to the teams while Dr. Sogbesan also presented a copy of the documentation on Oyo State’s cultural heritage to the Ministry of Culture and Tourism.

Oyo Assembly Assures Speedy Passage Of Unplanned Pregnancy, Unsafe Abortion Bill As PLAN Foundation Backs Advocacy

The Oyo State House of Assembly has assured stakeholders that the Oyo State Unplanned Pregnancy and Unsafe Abortion (Prevention and Regulation) Bill, 2025, will receive accelerated legislative consideration as part of efforts to protect the lives, health and future of young people, particularly girls and women across the state.

The assurance was given during a public hearing on the proposed legislation held at the House of Chiefs, Secretariat, Ibadan, on Wednesday, with support from PLAN Foundation and other development partners.

The hearing brought together medical practitioners, legal experts, civil society organisations, women's groups, youth representatives and government agencies, who submitted memoranda and made contributions aimed at strengthening the bill before its final consideration by lawmakers.

Chairman of the House Committee on Health, Hon. Rilwan Saminu, said the House of Assembly was committed to ensuring that the bill receives the necessary legislative attention in view of its importance to public health and the well-being of residents.

He explained that the proposed law seeks to establish a comprehensive framework for prevention, awareness creation, education, support services, regulation and monitoring mechanisms to reduce the incidence of unplanned pregnancies and unsafe abortions in Oyo State.

According to him, many young girls and women continue to face the consequences of unplanned pregnancies, including interrupted education, limited career opportunities, health complications and social challenges.

Hon. Saminu assured stakeholders that the Assembly would carefully consider all submissions made during the hearing and ensure that the final legislation serves the best interests of the people while protecting lives and promoting healthy family and community values.

Also speaking, the Chairperson of the House Committee on Women Affairs and Community Development, Hon. Olufunke Olajide, described the public hearing as a critical stage in the legislative process.

She expressed confidence that the various contributions and recommendations received from stakeholders would enrich the bill and enhance its effectiveness when eventually passed into law.

Hon. Olajide noted that families and communities often bear the burden of unplanned pregnancies through school dropouts, health complications and increased socio-economic challenges, stressing that prevention remains the central focus of the proposed legislation.

She further expressed optimism that the House of Assembly would do justice to the bill and that Governor Seyi Makinde would assent to the bill once it is passed by the House.

Dr. Akintunde Ayinde, while presenting the ministry's memorandum on behalf of the Commissioner for Health, Dr. Oluwaserimi Ajetunmobi, advocated stronger provisions on confidentiality, timely access to healthcare services, and legal protection for survivors of r**e, in**st, and reproductive exploitation.

The ministry also recommended amendments aimed at strengthening implementation, inter-agency collaboration, and survivor-centred care in line with national laws and public health standards.

He noted that: “Over 80% of induced abortions are performed by doctors in private settings. Data on legal terminations in Nigeria are lacking, but the worsening trend and the complications that follow induced abortions indicate a lack of skills and appropriate technology for the safe termination of pregnancy".
“Comprehensive abortion care includes the provision of information, abortion management (including induced abortion), care related to pregnancy loss/spontaneous abortion, and post-abortion care".
“Strengthening access to comprehensive abortion care within the health system is fundamental to achieving the Sustainable Development Goals (SDGs) relating to Good Health and Well-being (SDG 3) and Gender Equality (SDG 5)".

Representatives of the Oyo State Ministry of Justice described the bill as a timely and progressive legislative initiative capable of reducing maternal morbidity and mortality while protecting the rights and dignity of women and girls.

Stakeholders at the hearing commended the Oyo State House of Assembly for its commitment to inclusive lawmaking and urged lawmakers to sustain the momentum towards the speedy passage of the bill.

They also acknowledged the support of PLAN Foundation in promoting advocacy and stakeholder engagement on issues relating to reproductive health, the protection of girls and women, and the prevention of unsafe abortion and unplanned pregnancies in the state.

*Orire LG Abductees: Oyo Govt Joins Masquerades Group in Special Prayer for Victims’ Release*

Oyo State Government has joined a special prayer session organized by the Ibadan Labala Masquerades Group for the safe release of the abducted victims of Oriire Local Government Area of the state.

The prayer, approved by the President of the Labala Masquerades Group Worldwide, Chief Ojeyemi Ajayi (Idunnu Ifa), was held at the Labala shrine, Labo Area of Ibadan South East Local Government.

The essence of the prayer according to the group is to offer traditional prayers and sacrifices on behalf of the state for the safe return of the abductees and the restoration of peace and security in the State under the leadership of Engr. Seyi Makinde.

Representing the Commissioner for Culture and Tourism at the event, the General Manager of the Oyo State Council for Arts and Culture, Mr. Kunle Agboola, commended the group’s sense of compassion, patriotism, and concern for the wellbeing of the victims and the state at large.

He noted that although several groups and individuals had organized prayer sessions since the unfortunate incident occurred, the gesture by the Ibadan Labala Masquerades Group was particularly commendable because it demonstrated a strong partnership with the government in addressing societal challenges.

Agboola said, “Thank you for partnering with the government in this challenging moment in our state. Your efforts will not be in vain. We believe that the prayers and sacrifices offered today will yield positive results and that the abductees will soon reunite with their families. Many groups have organized prayers concerning this incident, but I sincerely appreciate your invitation to the government to participate in this unique spiritual exercise.”

Speaking on behalf of the group, the Balogun Baale Labala of Ibadan and Oyo State, Chief Oosakola Oladejo, explained that a special sacrifice had earlier been carried out privately for the abductees. He added that the prayer walk organized by the group across selected locations in Ibadan was aimed at seeking divine intervention for the victims’ safety, warding off death, and praying for an end to kidnapping and insecurity in Oyo State and Nigeria as a whole.

Several spiritual leaders of the Labala Masquerades Group offered prayers during the event, including the Otun Balogun Baale Labala of Ibadan and Oyo State, Chief Ojediran Olalekan, among others.

Diaspora Group Backs Security Reform, praises Makinde For Prioritising Public Safety Over Politics

Nigerian professional group, the Omituntun Initiative in the Diaspora (OID), has commended Oyo State Governor Seyi Makinde for his proactive efforts toward securing the release of abducted students and teachers in Oriire Local Government Area.

The group praised Governor Makinde for his swift intervention amid rising security challenges in the state.

It noted that, by prioritising public safety above politics, the Governor demonstrated decisive leadership through the signing of Executive Order 001 of 2026, aimed at strengthening the regulation and coordination of local security services and enhancing the protection of lives and property.

In a statement issued to the press and signed by OID spokesperson, Barrister Ayotomiwa Adebayo, the group said it is closely monitoring the situation and assessing developments as they unfold.

While acknowledging the ongoing rescue efforts by the Oyo State Government, law enforcement agencies, and other stakeholders, OID described the abduction as a deeply troubling incident that has generated widespread concern among Nigerians both at home and abroad.

The group stated: “At a time when the nation is grappling with complex security challenges, Governor Makinde’s swift response reflects the firm and decisive leadership required in moments like this.”

OID expressed solidarity with the Governor and extended its sympathies to the people of Oyo State, the management of the affected schools, and the families of the abducted students and teachers.

“The protection of lives and property must remain a top priority of the government to ensure that the country is safe for all. Nigerians deserve to live and go about their daily activities without fear of terrorism, banditry, and other forms of criminality. ‎The Oyo State House of Assembly has disclosed that the proposed Single-Use Plastics (Prohibition) Bill, 2026 is a step toward achieving a cleaner, healthier and more sustainable environment for future generations.
‎
‎The Chairman of the House Committee on Environment, Water Resources and Ecology, Hon. Olorunpoto Cephas Rahaman, disclosed this while engaging relevant stakeholders during a public hearing on the bill.
‎
‎The event was held at the House of Chiefs, Parliament Building, Secretariat, Ibadan, on Wednesday.
‎
‎Giving an analysis of the objective of the bill, Hon. Rahaman said that the aim is to develop a practical and balanced framework that will encourage responsible production and consumption practices, as well as strengthen waste management efforts and promote sustainable alternatives to ensure a cleaner and healthier Oyo State.
‎
‎"We are confronted with blocked drainage channels, indiscriminate waste disposal, flooding and environmental degradation. As policymakers, we have a responsibility not only to respond to present realities but also to anticipate future challenges and proffer solutions.
‎It is therefore important for me to state clearly that this bill is not anti-business. It is not intended to shut down industries, eliminate jobs or discourage investment. Rather, it seeks to provide a framework through which government, industry, environmental experts and the public can collectively address the environmental and public health challenges associated with single-use plastics while supporting innovation, sustainability and economic growth," he said.

‎Hon. Olorunpoto appreciated the role played by industries, manufacturers, distributors, traders and other operators within the value chain in economic growth, job creation and government revenue. He, however, maintained that the State House of Assembly is responsible for making laws that are practical, balanced, enforceable and beneficial to the people of Oyo State.

‎Noting that the bill acknowledges the usefulness of plastic to households, healthcare, agriculture and food preservation, the lawmaker established that these are difficult waste streams to manage because the items often block drainage channels, worsen flooding, and accumulate in waterways, farmlands and public spaces, lingering for many years after just minutes of use.

‎Hon. Olorunpoto therefore called for frank, constructive and solution-oriented submissions from stakeholders, assuring that every recommendation received would be carefully considered.

‎Contributing, the Oyo State Commissioner for Environment, Hon. Ademola Aderinto, urged stakeholders to look beyond immediate business gain and consider the long-term implications of plastic pollution on future generations.
‎
‎He stressed that plastics, particularly single-use plastics, are major contributors to land degradation and environmental pollution.
‎
‎Representatives from the Oyo State Rule of Law Enforcement Authority and the Ministry of Justice threw their weight behind efforts to curb single-use plastics, but urged the state legislative arm of government to review the bill to stay within constitutional limits and ensure smooth enforcement.

‎In their separate memoranda, representatives of the Manufacturers Association of Nigeria and the Association of Table Water Producers of Nigeria (ATWAP) called for a cautious, evidence-based approach to the bill, warning that an immediate prohibition could trigger massive job losses and economic disruption.

‎While supporting the goal of a cleaner environment, they noted that affordable, practical substitutes for essential products like sachet water are not yet widely available, urging government to prioritize scaling up recycling initiatives and invest in efficient waste collection.

Oyo Assembly Approves ₦200bn Bond to Address Refinancing Risks, Cut Interest Costs

The Oyo State House of Assembly has approved the request of Governor Seyi Makinde for the issuance of a ₦200 billion Infrastructure Bond to refinance existing short-term loans used in financing critical infrastructure projects across the state.

The approval followed the consideration of a formal request transmitted to the House by Governor Makinde and read during plenary by the Speaker, Rt. Hon. Adebo Ogundoyin.

The letter sought the concurrence of the Assembly to enable the State Government raise the bond from the capital market as part of efforts to restructure its debt profile and ensure the sustainability of ongoing developmental projects.

In the letter, the Governor explained that the proposed bond would be used to refinance short-term loans earlier obtained to fund strategic infrastructure projects across Oyo State.

According to him, the move is aimed at sustaining economic growth, improving service delivery and strengthening the state's fiscal position.

The request was accompanied by an Executive Council extract which detailed the rationale behind the proposed bond issuance.

The document explained that the existing short-term obligations, including commercial bank loans, contractor-financing arrangements, overdraft facilities, Treasury Single Account advances and Federal Government intervention facilities, currently place significant pressure on the state's finances due to their high interest rates and refinancing risks.

The letter noted that refinancing the loans through a long-term bond instrument would fundamentally restructure the state's debt profile, reduce annual debt servicing costs and create additional fiscal space for government to fund capital and social development programmes.

According to the letter, the current short-term facilities attract weighted average interest rates ranging from 22 to 26 per cent per annum, while the proposed bond is expected to attract a fixed interest rate of between 17 and 19 per cent, alongside a one-off issuance fee of not more than 2.35 per cent.

The state government projected that the refinancing arrangement would generate annual interest savings of between ₦10 billion and ₦14 billion, funds that could be redirected towards infrastructure development, education, healthcare and other critical sectors.

During deliberations on the Governor's request, members of the Assembly unanimously supported the proposal, describing it as a strategic financial decision that would benefit the state in the long run.

The Majority Leader of the House, Hon. Sanjo Adedoyin and the Chief Whip, Hon. Gbenga Oyekola who contributed to the debate commended Governor Makinde for his administration's aggressive infrastructure development programme, noting that residents across the state have continued to witness the impact of government investments in roads, education, healthcare, aviation, urban renewal and other critical sectors.

Among the major projects financed through the existing facilities are the Senator Rashidi Ladoja Circular Road, the Ogbomoso-Iseyin Road, the upgrade of the Samuel Ladoke Akintola International Airport, Alakia and its environs, the Light-Up Oyo Project, extensive education infrastructure interventions, the remodelling of the Government House and the reconstruction of the Ojoo-Akinyele Interchange corridor.

Oriire Abduction : Oyo assembly urges FG to expedite action on State Police, commends rescue efforts

The Oyo State House of Assembly on Wednesday called for intensified rescue operations to secure the release of victims abducted during the recent bandit attack on schools and communities in Oriire Local Government Area.

The House also rejects suggestions and calls that the state government should negotiate with terrorists.

The resolution followed a motion of urgent public importance moved by the lawmaker representing Oriire State Constituency, Hon. Johnson Ogundele, during plenary shortly after the House resumed from the Eid-el-Kabir (Salah) recess.

The motion, titled "Urgent Need for the Executive Arm of Government Through Its Security Architecture to Proactively Nip in the Bud the Spike and Recurring Bandit Attacks on Oriire Communities Since the Beginning of 2026 and to Intensify Rescue and Manhunt Operations to Secure the Release of the Abductees of the Recent Attack on Esinele, Oyo and Yawota Communities," highlighted growing insecurity in parts of the local government.

Presenting the motion, Ogundele recounted the May 15 attack on Esinele, Oyo and Yawota communities in Oriire Local Government Area, where armed bandits invaded schools during school hours, killing a teacher, a student and an okada rider, while abducting dozens of students, pupils and teachers.

The lawmaker expressed concern over the recurring attacks in the area, noting that Oriire had witnessed increasing bandit activities since January, including the attack on the National Park Service office at Oloka village where five forest guards were killed.

He commended Governor Seyi Makinde for his swift response, deployment of security operatives, rescue efforts and personal visit to the affected communities, while urging the state government to intensify support for security agencies and establish a permanent military base within and around vulnerable communities and forest corridors in the area.

The Assembly also called on the Ministry of Education, Science and Technology and the State Universal Basic Education Board (SUBEB) to immediately conduct security audits of schools located near forests and border settlements across the state.

Lawmakers further urged the government to expedite the installation of solar-powered security lights, perimeter fencing and CCTV cameras in vulnerable schools and to develop a comprehensive Safe School Emergency Response Protocol for public and private schools across Oyo State.

Seconding the motion, the Majority Leader of the House, Hon. Sanjo Adedoyin (Ogbomoso South), renewed calls for the establishment of state police, urging the Federal Government to remove all obstacles delaying its creation.

According to him, the recent rescue operations exposed the challenges conventional security agencies face while navigating dense forests, forcing them to rely heavily on local vigilantes and operatives of the Oyo State Security Network Agency, codenamed Amotekun Corps, to pe*****te difficult terrains.

He argued that the security realities confronting states have further justified the need for state police and urged the Federal Government to expedite action on the initiative.

Contributing to the debate, Hon. Olubisi Oluranti (Ogbomoso North) commended the efforts of Governor Makinde and security agencies but stressed the need for increased deployment of personnel to vulnerable communities to prevent future attacks.

Hon. Gbenga Oyekola (Atiba) blamed part of the security challenge on poor management of the expansive forest reserve owned and maintained by the Federal Government.

He lamented that despite the vast forest stretching across several parts of Oyo State and neighbouring states, security presence within the reserve remained inadequate.

Oyekola further expressed concern that despite reports of mining activities in parts of the forest, including sightings of helicopters landing and departing from the area, adequate security measures had not been put in place to protect residents and legitimate operators.

Also speaking, Hon. Babajide Gabriel (Ibadan North II) called for far-reaching structural reforms of Nigeria's security architecture.

He recalled Governor Makinde's previous concerns about the limitations faced by governors who are constitutionally regarded as chief security officers of their states but lack direct control over security agencies.

Gabriel appealed to the governor to recruit more personnel into the Amotekun Corps to strengthen local security operations and condemned attempts by some individuals to politicise the insecurity situation for partisan gains.

He urged all stakeholders to approach the challenge collectively, stressing that insecurity had become a national concern requiring unified action.

Hon. Dawood Olalere (Ibadan North-West) observed that kidnapping had evolved beyond forest-based criminality and was increasingly affecting urban and semi-urban communities.

He cited the reported abduction of a sister and two sons of a former Minister of Power, Chief Adebayo Adelabu, earlier on Wednesday as evidence of the widening threat posed by kidnappers.

Olalere called for better equipment and improved weaponry for Amotekun operatives, arguing that personnel armed with locally fabricated weapons could not effectively confront heavily armed criminal gangs operating in forests and remote locations.

The House subsequently adopted several resolutions, including a call on the Federal Government, through the Ministry of Defence and relevant agencies, to establish a permanent military base in Oriire Local Government Area.

Lawmakers also urged the Oyo State Emergency Management Agency (OYSEMA) to provide trauma counselling, psychosocial support and relief materials to affected families, while calling on traditional rulers, community leaders and local government authorities to strengthen intelligence gathering and community policing initiatives.

The Assembly further directed its Committee on Security and Strategy to undertake an oversight visit to Oriire Local Government Area to assess the security situation, engage stakeholders and recommend urgent legislative interventions.

In his remarks, Speaker of the House, Rt. Hon. Adebo Ogundoyin, said that the Oyo State Government was on top of the situation, adding everything possible would be done to secure the release of the abductees.

While acknowledging the frustration, anxiety and impatience of families whose loved ones remain in captivity, the Speaker urged residents to continue supporting security agencies and the state government in ongoing rescue efforts.

He reaffirmed the Assembly's commitment to supporting measures that would strengthen security across Oyo State and prevent a recurrence of attacks on schools and communities.
