The Speaker of the Oyo State House of Assembly and Chairman, Conference of Speakers of State Legislatures of Nigeria, Rt. Hon. Adebo Edward Ogundoyin, has congratulated the Governor of Oyo State, Engr. Seyi Makinde and his wife, Chief Mrs. Tamunominini Makinde, on their conferment with the prestigious chieftaincy titles of Aare Omoluabi and Yeye Omoluabi of Akureland by His Royal Majesty, the Deji of Akure Kingdom in Ondo State, Oba (Dr.) Aladetoyinbo Ogunlade Aladelusi.

In a statement personally signed by the Speaker, Rt. Hon. Ogundoyin described the honour as a resounding recognition of Governor Makinde's exemplary leadership, people-centered governance, and unwavering commitment to the progress of Oyo State and the broader South-West region.

*Oyo Assembly Approves Makinde’s €55m French Facility For Statewide Health Reforms*

In a move expected to drastically transform Oyo State’s healthcare sector, the Oyo State House of Assembly has granted concurrent approval to a €55 million concessional loan facility requested by Governor Seyi Makinde.

The facility, sourced through the French Treasury, is designated for the ex*****on of the Oyo State Healthcare Project VI.

The letter conveying the request, dated 11th July 2025, was formally read on the floor of the House by the Speaker, Rt. Hon. Adebo Ogundoyin, during Monday’s plenary session.

According to the letter, the State Executive Council had earlier approved the loan, which carries a strikingly low interest rate of 0.0092% per annum, a tenure of 40 years (480 months), and a moratorium period of 15 years (180 months).

Governor Makinde underscored that the funding will support comprehensive reforms aimed at repositioning healthcare delivery statewide.

Some of the key components of the Approved Facility Include :

- Establishment of public-health-relevant services including emergency treatment, trauma management, and intensive neonatal care.
- Full digitalization of the healthcare system for streamlined interaction between providers and clients
- Renovation and equipment of Primary Health Care Centres and Secondary Health Care Facilities
- Reorganization of health insurance structures under OYSHIA, Oyo State’s Health Insurance Agency

According to the request, the healthcare facilities scheduled for Intervention are

Flagship Development at Ring Road State Hospital :
- Advanced Medicine Centre (ICU, Renal Dialysis)
- Maternal and Child Health Unit
- Emergency Medicine Unit, including a Cath Lab and call centre

Maternal and Child Health:
- General Hospitals at Iseyin, Eruwa, Kishi, Aremo (equipment only)
- Oni Memorial Children Hospital
- Adeoyo Maternity Hospital (Neonatal Unit)

Emergency Medicine Upgrades :
- Saki Specialist Hospital, General Hospitals at Igbora, Ogbomoso, Moniya, and Oyo
- Jericho Specialist Hospital (equipment installation)

Dental and Maxillofacial Centres :
- Dugbe, Ring Road, Eruwa, Iseyin, Ogbomoso, Oyo, Saki, Moniya, Aremo, Apata

Following the reading of the letter, legislators in their contributions commended the administration’s bold initiative, emphasizing that the need for improved access to quality health services in Oyo State is long overdue.

The Speaker, Oyo State House of Assembly, Rt. Hon. Ogundoyin praised Governor Makinde’s proactive focus on infrastructure and called for expedited implementation.

“This Assembly is committed to supporting efforts that directly improve the lives of our citizens. Healthcare is a priority, and the terms of this facility are extremely favourable,” he stated before calling a voice vote, which resulted in unanimous approval.

The House also directed relevant Ministries, Departments, and Agencies to uphold transparency, due process, and fiscal accountability in managing the funds and executing the healthcare project.

*Makinde Submits Nominees for Oyo Judicial and Civil Service Commissions to Oyo Assembly*

The Governor of Oyo State, Engr. Seyi Makinde, has formally submitted the names of nominees for the reconstitution of both the Oyo State Judicial Service Commission and the State Civil Service Commission to the Oyo State House of Assembly for legislative screening and approval.

The letters conveying the nominations were read at the plenary session on Monday by the Speaker of the House, Rt. Hon. Adebo Ogundoyin.

According to Governor Makinde, the nominations are in line with Section 197 of the 1999 Constitution of the Federal Republic of Nigeria (as amended), which empowers the Governor to constitute such commissions with the approval of the House of Assembly.

For the Oyo State Judicial Service Commission, the Chief Judge of the state, Hon. Justice Iyabo Yerima, is to serve as the statutory Chairperson.

Other members are Bar. Musibau Adetunbi, Bar. Wahab Adedigba, Chief Joshua Abioye and Mrs. Moyosore Ajani.

In a separate letter, Governor Makinde also sought the House’s approval for the appointment of the following individuals into the Oyo State Civil Service Commission

They are, Alhaji Aderibigbe Kamoru Abiodun – Chairman, Alhaji Kolajo Isiaq Adewale – Full-Time Commissioner, Mr. Olutoyin Adedeji Akanmu – Full-Time Commissioner, Pastor Taiwo Oluwagbemiro A. – Part-Time Commissioner and Mr. Oladimeji Oladapo – Part-Time Commissioner

The Governor expressed confidence in the capacity and integrity of the nominees, urging the Assembly to give the list its usual expeditious consideration.

“The reconstitution of these important commissions is vital for ensuring the smooth and effective administration of justice and public service delivery in our dear state,” the letter stated.

The Speaker, Rt. Hon. Adebo Ogundoyin assured that the screening process would commence promptly and be conducted in line with legislative procedures.

The Chairman of the Conference of Speakers of State Legislatures of Nigeria, Rt. Hon. Adebo Ogundoyin, has called on the National Assembly to expedite action on the ongoing constitution review process.

This, he said became imperative to ensure a timely conclusion of the amendment process.

Speaking during the 2025 National Assembly Open Week held at the National Assembly Complex, Abuja on Tuesday, Rt. Hon. Ogundoyin emphasized the importance of strengthening Nigeria’s constitutional framework through inclusive and transparent legislative engagement.

“We respectfully urge the National Assembly to sustain the current momentum on the constitutional review process. Any loss of this momentum, however unintended, risks diminishing the impact and relevance of the reforms. Timely conclusion will enable amendments to be implemented well ahead of the next general elections.”

He praised the House of Representatives and the broader leadership of the National Assembly for preserving the Open Week tradition, a platform he described as a bold commitment to openness, transparency, and participatory democracy.

Representing Speakers from all 36 State Houses of Assembly, Rt. Hon. Ogundoyin reaffirmed the commitment of State Legislatures to partner with the National Assembly in advancing constitutional reforms that reflect the evolving realities of Nigerian society.

The Oyo State House of Assembly at its Plenary today approved the immediate reinstatement of the suspended Saki East Local Government Chairman, Mr. Adedokun Emmanuel

This following a report presented by the Chairman House Committee on Local Government and Chieftaincy Matters and State Honours, Hon. Akintunde Olajide.

In his report, Hon. Olajide stated that the committee met with the relevant officers and political stakeholders in the local Government, and deliberated on the petition in order to formulate appropriate recommendations to the House about the matter raised by the concerned stakeholders.

"Pursuant to a directive of the House , the Committee on Local Government, Chieftaincy Matters and State Honours to investigate a petition titled, "Call for Urgent Intervention and Holistic investigation in the Affairs of Saki East Local Government under the leadership of Mr. Adedokun Emmanuel Olalekan " The committee met with the relevant stakeholders such as the Acting Chairman, Mr. Rasaq Moruf, the leader of the House, Mr. Adebayo Wahab, the Head of local Government Administration, Raji Abiola , the Director of Finance and Administration, Mr. Idowu and the suspended chairman , Mr. Adedokun Emmanuel "

*Ogundoyin Addresses National Public Account Conference, Calls For Stronger Fiscal Oversight Mechanisms*

The Chairman of the Conference of Speakers of State Legislatures of Nigeria (CSSLN) and Speaker of the Oyo State House of Assembly, Rt. Hon. Adebo Ogundoyin, has called for strengthened fiscal oversight mechanisms across all tiers of government to entrench accountability and good governance in Nigeria.

He made this call while delivering a goodwill message at the opening ceremony of the 2025 National Conference on Public Accounts and Fiscal Governance held on Monday, 7th July 2025, at the Congress Hall, Transcorp Hilton, Abuja.

Speaking on behalf of the 36 State Assembly Speakers, Rt. Hon. Ogundoyin described the conference as a timely platform to foster a culture of fiscal discipline and transparency in the management of public funds.

“The chosen theme, ‘Fiscal Governance in Nigeria: Charting a New Course for Transparency and Sustainable Development’ could not have come at a better time,” Ogundoyin said.

“We recognise the critical role of Public Accounts Committees in promoting accountability, transparency, and efficient utilisation of public resources in line with the constitutional mandate to uphold public trust.”

The Conference Chairman emphasised the need for stronger collaboration between national and sub-national legislatures to deepen oversight and accountability.

“We are deeply committed to legislative practices that ensure fiscal prudence and public accountability within our respective states. Effective collaboration between the national and sub-national legislatures is essential in entrenching transparency,” he stated.

Rt. Hon. Ogundoyin also commended the Public Accounts Committees of both chambers of the National Assembly for organising the conference and expressed appreciation to President Bola Ahmed Tinubu for supporting initiatives that promote fiscal responsibility.

He encouraged participants to “actively engage in the sessions, share practical experiences, and propose innovative solutions that will strengthen public accounts oversight across the federation.”

*Oyo Speaker, Ogundoyin Mourns Passing of Olubadan, Days After Celebrating Monarch's 90th Birthday*

The Speaker of the Oyo State House of Assembly, Rt. Hon. Adebo Ogundoyin, has expressed profound sorrow and heartfelt condolences over the passing of the Olubadan of Ibadanland, His Imperial Majesty Oba Akinloye Owolabi Olakulehin, who died barely two days after his 90th birthday celebrations.

In an emotionally laden statement on Monday, Hon. Ogundoyin described the news of the revered monarch's demise as “a heartbreaking twist of fate,” recalling the recent joyful tributes he extended in honour of the Olubadan’s nonagenarian birthday.

“Just two days ago, we were offering prayers of thanksgiving for a glorious 90th year. Today, we bow our heads in mourning, grappling with the sudden departure of a royal father whose presence was a beacon of tradition, unity, and wisdom in Ibadanland,” the Speaker lamented.

Rt. Hon. Ogundoyin noted that the Olubadan’s life was a radiant testament to selfless leadership and unwavering devotion to Ibadan’s sociocultural heritage.

He praised Oba Olakulehin’s reign as one marked by peace, dignity, and the strengthening of traditional values across the state.

The Speaker extended his condolences to the Olubadan-in-Council, the royal family, the entire Ibadan indigenes both at home and abroad, and the Government of Oyo State.

Rt. Hon. Ogundoyin emphasized that though the monarch has physically departed, his legacy would echo across generations.

The Chairman, Conference of Speakers of State Legislatures of Nigeria and Speaker of the Oyo State House of Assembly, Rt. Hon. Adebo Ogundoyin, has solicited the support of the People’s Republic of China in advancing the digital transformation of legislative institutions across Nigerian states.

Rt. Hon. Ogundoyin made this call today during a courtesy visit to the Chinese Ambassador to Nigeria, His Excellency, Ambassador Yu Dunhai, at the Chinese Embassy in Abuja.

Speaking on behalf of the 36 State Assemblies under the Conference of Speakers, the Chairman expressed appreciation to the Ambassador for the warm reception and extended goodwill from all Nigerian State Legislatures.

He highlighted key areas of potential collaboration with China, including legislative capacity building, digital governance infrastructure, education and technology exchange, and strategic investment in infrastructure, agriculture, and SMEs.

“In line with global best practices, we are keen on fully digitizing legislative processes at the sub-national level in Nigeria to enhance transparency, citizen participation, and institutional efficiency. Our vision is to build smart, responsive and transparent legislative institutios that meet today's digital demands. China's expertise in e-governance and legislative innovation presents a valuable opportunity for us to learn and adapt” Rt. Hon. Adebo Ogundoyin said.

He further expressed interest in leveraging China's experience in legislative drafting, committee systems, and development-focused policy frameworks to strengthen Nigeria’s lawmaking institutions.

The Speaker also called for educational exchange programmes, scholarships, and technology transfer opportunities for Nigerian youths to build capacity and foster innovation.

Rt. Hon. Ogundoyin reaffirmed the Conference’s commitment to continuous engagement and partnership for national growth and development.

*Oyo Lawmaker, Comforter Olajide Champions Motion to Enhance Response to Sexual and Gender-Based Violence*

In a renewed push to improve the fight against sexual and gender-based violence in Oyo State, the lawmaker representing Ibadan North I State Constituency, Hon. Olufunke Comforter Olajide, has led a motion on the floor of the Oyo State House of Assembly to amend the Sexual and Gender-Based Violence (SGBV) Response Agency and Referral Centre Law, 2022.

Co-sponsored by Rt. Hon. Adebo Ogundoyin (Ibarapa East), Hon. S.A. Onaolapo (Ogbomoso South), Hon. A.A. Ogundare (Surulere/Ogo Oluwa), and Hon. A.O. Babalola (Ibadan North East I), the motion seeks to address key gaps that have hampered the effectiveness of the law, which was originally enacted in 2022 to protect vulnerable populations and ensure access to justice for survivors.

"Notes that the Oyo State House of Assembly enacted the Sexual and Gender-Based Violence (SGBV) Response Agency Law in 2022 to protect vulnerable populations and ensure justice for survivors of sexual and gender-based violence across the State.

"Further notes that the law established the Oyo State Sexual and Gender-Based Violence Response Agency to coordinate SGBV response, ensure access to justice and provide survivor-centered services and inter-ministerial synergy in SGBV response across the State."

The motion acknowledges the significant step taken by the Assembly in 2022 with the establishment of the Oyo State SGBV Response Agency, a body tasked with coordinating justice delivery, survivor-centered services, and multi-agency collaboration.

However, Hon. Olajide noted that glaring structural and administrative bottlenecks have emerged since the law's implementation.

"Aware that structural and administrative gaps have been observed since the operationalization of the law particularly fragmentation between the SGBV Response Agency and the Sexual Assault Referral Centre (SARC) situated at Jericho Nursing Home. This undermines the holistic and integrated service delivery expected from a one-stop response mechanism."

One of the key concerns raised is the fragmentation between the SGBV Response Agency and the Sexual Assault Referral Centre (SARC) located at the Jericho Nursing Home.

This disconnect, lawmakers observed, has compromised the envisioned “one-stop” service model, leaving survivors to navigate disjointed pathways for medical, psychosocial, and legal support.

To resolve these systemic issues, the motion proposes bold administrative reforms, beginning with the relocation of the SGBV Response Agency from its current placement under the Ministry of Justice to the Office of the First Lady of Oyo State.

“Placing the Agency under the Office of the First Lady would elevate its public profile, bolster political will, and enable integrated interventions through wider donor and development partner engagement,” Hon. Olajide emphasized while presenting the motion."

Another significant proposal involves the appointment of an Executive Secretary with relevant technical expertise on a rotational basis from the Ministry of Justice, Ministry of Women Affairs and Social Inclusion, or Ministry of Health.

This measure, according to the motion, would deepen inter-sectoral cooperation, streamline case management, and ensure more effective victim-centered responses.

The House unanimously resolved to : commence the process of amending the Oyo State Sexual and Gender-Based Violence Response Agency Law, 2022, to reflect the structural realignments proposed in the motion, direct the House Committees on Women Affairs and Public Petitions, Justice and Judiciary to interface with the Ministries of Justice, Women Affairs, Social Inclusion, and other critical stakeholders for a collaborative review and amendment process and task the Post Legislative Scrutiny (PLS) Unit with evaluating the implementation progress of the 2022 Law and recommending measures to enhance its impact.

The Speaker of the House, Rt. Hon. Adebo Ogundoyin, lauded the initiative, stating that the proposed amendment marks a significant shift in addressing the rising tide of gender-based violence in the state.

“By strengthening coordination and putting survivors at the center of service delivery, we are ensuring that justice is not delayed and that no victim walks alone,” he remarked.
