OYNTCDA: Powering Smart Urban Transformation Across Oyo State

The Oyo State New Towns and Cities Development Authority ( ) has reaffirmed its commitment to driving a new era of urban transformation in Oyo State, positioning Ibadan and other major cities as models of smart, sustainable urban development in Nigeria and across Africa.
Speaking during an interview, the Executive Adviser and Director-General of OYNTCDA, Mrs. Mofoluke Adebiyi, highlighted the agency’s core mission — to simplify planning processes, promote well-structured city development, and ensure sustainable growth across the state.
"We are here to provide ease of planning for a smart urban city that supports sustainable development and progress. Our vision is to reposition Oyo State — starting with Ibadan — as a model for modern urban living by removing planning bottlenecks, strengthening partnerships, and ensuring infrastructure that works for all,” Mrs. Mofoluke Adebiyi stated.
The establishment of OYNTCDA is part of Governor Seyi Makinde’s forward-thinking agenda to modernize Oyo State’s infrastructure and ensure that every growing community benefits from inclusive and sustainable urban expansion. The Authority stands as a key pillar of his long-term blueprint for transforming Oyo into a state of planned growth, environmental sustainability, and economic vibrancy.
According to reports reviewed by Egalitarian Voice, OYNTCDA’s strategic focus includes:

• Efficient Land Management and Acquisition Processes
• Affordable Housing and Real Estate Expansion
• Sustainable Infrastructure Delivery
• Strong Public-Private Partnerships for Inclusive Growth
With rapid population growth in Ibadan, Ogbomoso, Oyo, Iseyin, and other areas, Mrs. Adebiyi emphasized that the Authority’s roadmap is both timely and necessary to prevent urban sprawl, unplanned settlements, and infrastructural strain.
"This is about more than roads and buildings,” Mrs. Adebiyi noted. “It’s about creating structured communities where housing, environment, and opportunity go hand in hand.”
Beyond planning reforms, the Authority’s initiatives are expected to create thousands of direct and indirect jobs, stimulate real estate and infrastructure investments, and enhance Internally Generated Revenue (IGR) through structured and sustainable urban growth.
OYNTCDA is also collaborating with other state ministries, relevant agencies, and private developers to deliver eco-friendly housing schemes, integrated transport systems, and well-planned city layouts that meet global standards of excellence.
In addition, the Authority is fostering public participation and transparency, encouraging citizens, investors, and developers to take active roles in shaping the future of Oyo State’s urban spaces.
As the OYNTCDA continues to execute its mandate, the vision of a smarter, greener, and more prosperous Oyo State is steadily becoming a reality — a legacy that will endure well beyond 2027 and reflect the Makinde administration’s enduring commitment to sustainable development.
