SPEAKER ABBAS, HON. UMOH’S BILL ON MAGISTRATE COURTS PASSES SECOND READING

The House of Representatives on Tuesday, October 21, 2025, passed for second reading a Bill sponsored by the Speaker, Rt. Hon. Abbas Tajudeen, Ph.D., GCON, and Hon. Patrick Umoh, seeking to alter the 1999 Constitution to recognise Magistrate Courts as part of the judicial offices in Nigeria.

The proposed legislation, titled “A Bill for an Act to Alter the Constitution of the Federal Republic of Nigeria, Cap. C23, Laws of the Federation of Nigeria 2004, to Expand the Scope and Meaning of Judicial Office to Include the Magistrate Court of the Federal Capital Territory, Abuja, and the Magistrate Court of a State, and for Related Matters”, aims to address a long-standing constitutional gap that excludes Magistrate Courts from formal recognition as judicial offices.

Leading the debate, Hon. Umoh explained that the Bill seeks to correct an omission in Section 6 of the 1999 Constitution (as amended), which defines the judicial powers of the Federation and the States but fails to expressly include Magistrate Courts and the magistrates who preside over them.

According to Umoh, “Magistrate Courts are the first point of contact between the ordinary Nigerian and the judicial system. They handle the bulk of criminal and civil cases, particularly at the grassroots, and deserve constitutional recognition as true judicial offices”.

Following the debate, the Bill was unanimously passed and referred to the Committee on Constitution Review for further legislative action.

*WHAT MANNER OF MAN IS HON. PATRICK UMOH?*

It was Aristotle who once said, “the true wealth of a man lies not in what he keeps, but in what he gives to others". Today, the people of Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency are witnesses to this truth, as their representative, Hon. Dr. Patrick Umoh, KSJI, has once again turned opportunity into reality for four of his constituents.

In just two years in office, Hon. Umoh has facilitated 47 federal job placements, with the most recent four beneficiaries drawn from Ikot Ekpene, Essien Udim, and Obot Akara Local Government Areas. The newest additions to this roll of empowerment are:

1. Dr. John Paul Udom – Nkap Village, Ikot Ekpene LGA

2. Mr. Philip Oscar Umoh, KSJI from Ifuho Village, Ikot Ekpene LGA

3. Prince Iyakentie Obot Udo Ekanem from Ukana Uwa Village, Essien Udim LGA

4. Mr. Samuel Umana from Nto Eton Village, Obot Akara LGA

For a man whose politics is defined not by rhetoric but by tangible results, this milestone reflects a larger philosophy: that representation is not merely about speaking for the people but about changing lives in real, measurable ways.
