A panel of federal judges in San Antonio ruled Friday that some of Texas’ congressional districts are unconstitutional or violate the Voting Rights Act. A 2-1 majority in the U.S. District Court for the Western District of Texas decided that the Texas legislature must redraw Texas’ 23rd, 27th and 35th Congressional Districts. The 23rd and 27th districts are represented by Republicans, while the 35th is represented by a Democrat. [ 240 more words ]
