I have observed that many within this group may not be fully familiar with the background of TEYA and TESA. Please find below the institutional context.
Many of the issues currently affecting TEYA have an institutional origin. However, since differences exist among TEYA members, a collaborative approach remains the best way to advance the prosperity of TEYA.
Before we came into TEYA leadership in 2021, there was no Twic East Annual Tournament. Individuals organized tournaments, but not in the name of Twic East. There were Twic East sons organising tournaments but not in Twic East's name.
When we assumed leadership, we engaged two sports groups: one preferred organizing independently not in the name of Twic East, which we considered inappropriate, and another that supported organizing under TEYA in the name of Twic East.
We held consultative meetings with these groups, followed by a second meeting with payam sports secretaries and coaches. It was agreed that the team we were working with would organize the tournament under TEYAโs guidance.
Subsequently, the payam sports secretaries, coaches, and the team established the leadership structure of what is now the Twic East Sports Association (TESA) in a meeting attended by TEYA representatives.
TEYA and TESA later defined responsibilities for the tournament as follows: TEYA would provide financial support within its capacity, mobilize guests to contribute prizes for teams, from winners to the last, to encourage the sport, and secure security clearance.
TESA would manage all technical aspects, fields, equipment, referees, sound, and media, using funds provided by TEYA as well as resources generated through chair rentals and team registration fees. To support its growth, TESA was also allowed to manage these resources.
The tournament was named the โTwic East Annual Tournamentโ to establish a unified Twic East brand, organized under TEYAโs overall leadership with TESA providing technical expertise. TESA has sustained the tournament to date under the TEAT brand.
This arrangement established a clear division of labor: TESA handles technical operations under the guidance of the TEYA Secretary for Sports and the Chairman. Technical responsibilities were delegated to TESA to strengthen TEYAโs long-term sports capacity, as organizing is a massive undertaking that requires expertise.
TESA is an organic body formed by sportsmen across the payams, not appointed by TEYA leadership. Its members possess both expertise and legitimacy within the sporting community. Effective sports management is best undertaken by practitioners in their own domain.
This background was documented in the handover report to ensure continuity and institutional memory, and our successors considered these issues in the amendments. However, law cannot be a substitute for collaboration. Both are critical.
TESA serves as the technical arm of TEYA; both share the same objectives. The two entities should therefore collaborate constructively in advancing Twic East sports. If there are legal differences, the General Assembly would provide further guidance.
