Bamisile Advocates Blockchain Education to Drive Nigeria’s Digital Economy

SEC, CBN, NFIU, NITDA participate as National Blockchain Education Programme curriculum is adopted at House of Representatives

The Chairman of the House of Representatives Committee on Delegated Legislation, Rt. Hon. Richard Olufemi Bamisile, PhD, has advocated the integration of practical skills, cybersecurity and regulatory compliance into Nigeria’s blockchain education curriculum to strengthen the country’s capacity to compete in the emerging digital economy.

Bamisile made the call on Tuesday, October 13, 2026, at the House of Representatives, National Assembly Complex, Abuja, during the curriculum review meeting of the National Blockchain Education Programme, organised by the Blockchain Adoption Initiative (BAI) in collaboration with the African University of Science and Technology (AUST), Baze University and Nile University.

The curriculum was adopted at the end of the meeting following deliberations by participants and stakeholders, marking a significant milestone in efforts to advance blockchain education and develop local expertise in Nigeria’s digital economy.

The meeting attracted representatives of key regulatory agencies, including the Securities and Exchange Commission (SEC), Central Bank of Nigeria (CBN), Nigerian Financial Intelligence Unit (NFIU) and National Information Technology Development Agency (NITDA), alongside representatives of the collaborating universities, government institutions and industry stakeholders.

Speaking at the event, Bamisile said blockchain education was essential to preparing Nigerian youths to become innovators, entrepreneurs and problem-solvers rather than remaining consumers of technologies developed elsewhere.

He noted that blockchain technology offers opportunities beyond cryptocurrency, with applications in financial services, agriculture, supply-chain management, digital identity and secure record-keeping.

According to him, harnessing these opportunities requires quality education, practical training, responsible innovation and effective regulation.

The lawmaker recalled his recent assignment as Chairman of the House of Representatives Ad Hoc Committee on the Economic, Security and Regulatory Implications of Cryptocurrency Adoption and Point-of-Sale Operations in Nigeria, noting that the experience reinforced the importance of public education and regulatory preparedness.

He disclosed that promoting blockchain education was one of the recommendations of the ad hoc committee.

Bamisile, who also chairs the House Committee on Delegated Legislation, emphasised the need to ensure that subsidiary legislation remains lawful, effective and responsive to technological developments.

“Education helps us understand innovation; sound regulation ensures that innovation serves the public interest,” he said.

He urged the organisers and collaborating universities to ensure that the adopted curriculum goes beyond theoretical knowledge by incorporating practical training, cybersecurity awareness, regulatory compliance, research and entrepreneurship.

The lawmaker further stressed the importance of measurable outcomes in skills development, innovation, enterprise creation and employment, noting that the programme should equip young Nigerians with competencies relevant to the demands of the digital economy.

He commended the Blockchain Adoption Initiative and the three collaborating universities for their partnership, describing the initiative as an important step towards developing local capacity and promoting responsible blockchain adoption.

Bamisile urged stakeholders to sustain their commitment to preparing Nigerians to participate actively in shaping the global technological revolution and deploying emerging technologies for national development.

The adoption of the curriculum represents an important step towards establishing a structured framework for blockchain education in Nigeria, with emphasis on practical knowledge, responsible innovation, regulatory awareness and the country’s long-term digital transformation objectives.

A Journey from “Koshin Koyi” to a Bond of Loyalty, Friendship and Respect

The death of the late Sarkin Tambari of Wase has left a deep void in my heart. His passing is a painful loss to me personally, to his family, to the traditional institution, and to the entire people of Wase whom he loved and served with uncommon passion.

Whenever I think of him, one particular memory always comes to mind—a memory that began with a joke, political differences and a name that he gave me: “Koshin Koyi.”

At the time, I had just become Chairman of Wase at a relatively young age in 2006. Although I was young, I was physically big and, in his usual humorous manner, he would describe me as a product of an “Aje Butter” upbringing. He therefore started calling me Koshin Koyi—meaning one who was fed with eggs.

Because we were on different political sides at the time, he kept spreading the name. Eventually, I was told about it, and I decided that the best thing was to invite him to my office and hear from him directly.

When he came, I asked him, “Why are you calling me Koshin Koyi?”

He smiled and told me that what he was saying was actually true because he knew me and my upbringing very well. He reminded me that he was very close to my late father and used to visit our family house in Katsina. He also told me that he was a close friend of my late uncle, Alhaji Umar Babanladi, while my other uncle, Alhaji Sale Gada Gada, was his Oga. According to him, these relationships gave him the privilege of knowing me and my family very well.

I then told him jokingly, “Okay, I accept the name Koshin Koyi. If I am Koshin Koyi, meaning egg-fed, what were you fed with, and what is your own name?”

Without hesitation, he answered that he was “Koshin Ganda,” referring to the food his wife used to prepare for him.

We both burst into laughter.

That seemingly simple exchange became the beginning of something much deeper.

From that day, our relationship changed significantly. The political differences that once separated us gradually gave way to mutual respect, friendship and loyalty. The man who had once used Koshin Koyi as a political joke became one of my most dependable political supporters.

He was a man who would always listen whenever we discussed the political direction of Wase. He never followed blindly. He listened to arguments, asked questions, considered the issues carefully and, once convinced, he stood firmly with the decision we took.

His loyalty was genuine.

But beyond politics, I remember him as a man of honesty, integrity, courage and wisdom. He had an extraordinary passion for the development of Wase. He wanted to see our communities progress, our people united and our future secured.

He was also a man who constantly reminded me of the responsibilities that come with leadership. He would advise me to be patient, to respect elders and to understand that leadership requires humility, tolerance and wisdom.

Those words remain with me today.

Looking back, I realise that the story of Koshin Koyi was more than a funny political episode. It became part of the story of a relationship that transcended politics. It reminds me that sometimes, the most unexpected moments can create bonds that last a lifetime.

The late Sarkin Tambari was not merely a traditional title holder to me. He was a friend, an adviser, a loyal political supporter and a man whose counsel I valued.

His laughter will be missed.
His frankness will be missed.
His wisdom will be missed.
His loyalty will be missed.
And above all, his passion for Wase will be deeply missed.

As I mourn his passing, I am consoled by the beautiful memories he left behind and by the knowledge that he lived a life that touched many people.

Wase has lost a true son. I have lost a friend, an adviser and a loyal companion in the journey of serving our people.

May Almighty Allah forgive his shortcomings, accept his good deeds, illuminate and widen his grave, and grant him Aljannatul Firdaus.

May Allah give his family, the traditional institution and the people of Wase the strength and fortitude to bear this irreparable loss.

Rest in peace, my dear friend, brother and father, the late Sarkin Tambarin Wase.

From “Koshin Koyi” to “Koshin Ganda,” ours was a story that began with laughter and ended with a bond of respect and loyalty that death itself cannot erase.

You will be greatly missed, but you will never be forgotten.

We also express our profound appreciation to the Deputy Speaker of the 9th House of Representatives and member representing wase federal constituency, Rt. Hon. Ahmed Idris Wase CON, for standing firmly with the people of Bashar in their quest for justice. We equally acknowledge the invaluable contributions of community leaders, elders, youths, women, and all other stakeholders whose peaceful engagement and steadfast commitment helped ensure that truth and justice ultimately prevailed.

As we celebrate this important milestone, we call on the good people of Bashar to remain calm, peaceful, and law-abiding. Now that justice has been served, it is time for reconciliation, unity, and collective efforts toward the growth and development of the Bashar Chiefdom. Let us put aside every division and work together in the interest of our people.

We pray that Almighty Allah grants His Royal Highness, Alhaji Abdullahi Idris Isah, wisdom, good health, and a long, peaceful, and successful reign. May his reign usher in greater unity, peace, progress, and prosperity for the Bashar Chiefdom and Wase Local Government Area as a whole.

Admission of Seven New Companies into the SEC ARIP Sandbox: A Testament to Collaborative Regulation and Nigeria's Commitment to Innovation

The House of Representatives Ad Hoc Committee on the Regulatory, Security and Economic Implications of Cryptocurrency Adoption and POS Operations in Nigeria warmly welcomes the admission of seven additional companies into the Securities and Exchange Commission's (SEC) Accelerated Regulatory Incubation Programme (ARIP) Sandbox.

This landmark development represents another significant step in Nigeria's efforts to build a vibrant, secure and well-regulated digital asset ecosystem that promotes innovation, attracts investment and safeguards the interests of Nigerians.

As a Committee, we are particularly encouraged because this progress reflects the spirit of collaboration that has guided our engagements since the Committee was inaugurated in September 2025. Shortly after our inauguration, we convened a high-level stakeholders' meeting involving the SEC, the Central Bank of Nigeria, law enforcement and security agencies, anti-money laundering institutions, industry operators and other critical stakeholders to address the regulatory, security and economic implications of cryptocurrency adoption and POS operations in Nigeria.

At that engagement, the Committee made it unequivocally clear that while regulation is essential for market integrity and national security, it must not become an obstacle to innovation. We specifically called on regulatory agencies to address concerns over delays in responding to applications submitted by companies seeking to operate within the virtual asset ecosystem. We emphasized that a transparent, predictable and efficient regulatory process would strengthen investor confidence, encourage compliance and unlock the immense potential of Nigeria's digital economy.

The admission of these seven companies into the ARIP Sandbox demonstrates that constructive dialogue between the legislature, regulators, security agencies and industry participants can produce meaningful outcomes that benefit our nation. It also sends a strong message to investors that Nigeria is committed to responsible innovation under a sound regulatory framework.

The Committee commends the leadership and management of the Securities and Exchange Commission for their professionalism, responsiveness and commitment to building a credible regulatory environment for virtual assets. We also congratulate the seven entities admitted into the Accelerated Regulatory Incubation Programme (ARIP) through Approval-in-Principle (AIP): Bitbarter Technologies Limited, Luno Fintech Nigeria Limited, GetEquity Limited, Koinkoin Global Network Limited, Wrapped CBDC Ltd, Trovotech Ltd and Blockvault Custodian Ltd. These Approval-in-Principle admissions represent an important milestone in the regulatory process and underscore the SEC's commitment to fostering responsible innovation while maintaining robust regulatory oversight. We encourage these firms to continue upholding the highest standards of governance, compliance, innovation and consumer protection as they progress towards full regulatory authorization. We equally salute the dedication of our security and intelligence agencies for their continued vigilance in ensuring that innovation develops within a framework that protects national security, combats financial crimes and preserves market integrity.

As Nigeria's digital asset industry continues to evolve, the Committee urges all relevant regulatory institutions to expedite the processing and clearance of other qualified applicants who have demonstrated compliance with the applicable regulatory requirements. A more efficient licensing regime will foster healthy competition, encourage greater innovation, expand financial inclusion, create employment opportunities and strengthen Nigeria's position as Africa's preferred destination for digital finance and financial technology investments.

The admission of these new entrants marks another important step in the right direction for Nigeria's digital asset ecosystem. The Committee is hopeful that, in the near future, all relevant stakeholders across the public and private sectors will continue to build on this momentum through greater collaboration, regulatory coordination and constructive engagement. Such a unified approach will strengthen Nigeria's market structure, reduce regulatory fragmentation, inspire greater investor confidence and position Nigeria as Africa's leading hub for responsible digital asset innovation.

The House of Representatives Ad Hoc Committee remains steadfast in its commitment to providing the necessary legislative support and oversight required to ensure that Nigeria maintains a regulatory environment that encourages innovation while protecting investors, consumers and the nation's economic and security interests.
