President Netumbo Nandi-Ndaitwah Appoints Modestus Amutse as Minister of Industries, Mines, and Energy

Her Excellency President Netumbo Nandi-Ndaitwah has officially appointed Modestus Amutse as the new Minister of Industries, Mines, and Energy, effective 2 December 2025. This appointment is made in accordance with Article 35 of the Constitution of the Republic of Namibia, which grants the President the authority to appoint Ministers from among members of the National Assembly to administer and execute the functions of government.

Hon. Amutse brings to this critical portfolio extensive experience in public service and governance. He has previously served as Deputy Minister of Information and Communication Technology, and before that, he held positions as a Member of Parliament and Chairperson of a National Assembly Standing Committee. His leadership experience extends to regional governance, providing him with a broad and well-rounded understanding of both local and national development priorities. This wealth of experience positions him to effectively oversee and guide Namibia’s industries, mining sector, and energy initiatives.

The President expressed her sincere appreciation to Honourable Frans Kapofi, Minister of Defence and Veterans Affairs, who served in an acting capacity during the interim period. She commended his dedication, steady leadership, and unwavering support to the Ministry during this transitional phase.

President Nandi-Ndaitwah emphasized that this appointment comes at a particularly significant moment in Namibia’s political and developmental landscape. Following the recent Regional and Local Authority Elections, in which Namibians reaffirmed their confidence in the SWAPO Party, the 8th Administration is committed to delivering quality public services, ensuring accountability, and advancing national priorities. These priorities include the implementation of the SWAPO Party Election Manifesto, its associated Implementation Plan, and the Sixth National Development Plan (NDP6), all aimed at fostering sustainable development and socio-economic transformation.

In her address, the President highlighted the strategic importance of the Ministry of Industries, Mines, and Energy in driving Namibia’s development agenda. She noted that the Ministry plays a central role in advancing industrialisation, strengthening the mining sector, and accelerating progress in the energy sector. These efforts are essential to promoting sustainable growth, increasing economic diversification, and ensuring shared prosperity across all 14 regions of the country.

President Nandi-Ndaitwah extended her best wishes to Hon. Amutse as he assumes his new responsibilities. She expressed confidence in his ability to lead the Ministry effectively at a time when Namibia is pursuing ambitious development goals, including enhancing industrial capacity, tapping into its mineral resources responsibly, and supporting energy initiatives that contribute to national sustainability and long-term economic resilience.

President Nandi-Ndaitwah Launches Three National Task Forces to Drive NDP6 Implementation

President Dr. Netumbo Nandi-Ndaitwah today inaugurated three National Task Forces on Economic Recovery, Health, and Housing and Land, fulfilling a key commitment from the Namibia Public-Private Forum and advancing NDP6 goals.

The President highlighted Namibia’s pressing challenges, including rising living costs, limited job creation, uneven service delivery, housing shortages, land pressures, and health system strains, noting that these issues require coordinated action. The Task Forces bring together experts from government, business, labor, civil society, academia, and faith communities to develop practical, results-oriented solutions.

Under NDP6, these Task Forces serve as strategic instruments to accelerate progress and ensure national priorities translate into tangible outcomes for citizens. Guided by the 8th Administration’s “business unusual” approach emphasizing urgency, alignment, and unity of purpose, they will focus on:

Economic Recovery: Promote growth, attract investment, support innovation, and create opportunities for youth.

Health: Strengthen the health system using evidence-based strategies and past reviews.

Housing and Land: Expand access to serviced land and dignified housing for families nationwide.

The President expressed gratitude to the Task Force members for their voluntary service and called on all Namibians to support this national effort, stressing that progress requires collective responsibility, mutual respect, and openness to new ideas.

“Together, we will strengthen our economy, build a healthier nation, provide dignified housing and land, and create a future where every Namibian can thrive.”

President Netumbo Nandi-Ndaitwah recently hosted a courtesy visit from His Excellency Eng. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs of the State of Qatar and Chief Executive Officer of QatarEnergy. The meeting highlighted the growing diplomatic and economic engagement between Namibia and Qatar, particularly in the energy sector.

During the discussion, President Nandi-Ndaitwah extended a warm welcome to His Excellency and underscored the potential benefits for Namibia arising from the country’s recent oil and gas discoveries. She emphasized that Namibia could leverage Qatar’s extensive expertise, technological know-how, and experience in energy production and management to accelerate its own sector development.

The President also reaffirmed the longstanding and strong relations between Namibia and Qatar, noting Qatar’s consistent support in capacity-building initiatives, its valuable contributions to Namibia’s PetroFund, and its expanding investments in Namibia’s emerging oil and gas industry. The Presidency wishes to provide clarification regarding a short video clip currently circulating on social media, which shows only a fragment of President Netumbo Nandi-Ndaitwah’s remarks during the groundbreaking ceremony of the Opuwo–Otjivize–Okangwati–Omaseratundu Road in the Kunene Region.

It is important to note that the clip does not capture the full context of the President’s address. In her complete speech, President Ndaitwah emphasized the critical importance of prioritizing local residents when creating employment opportunities through government projects. She highlighted that such initiatives are designed to empower local communities and ensure that the benefits of development reach those who live in the affected areas.

Within this broader context, the President also encouraged individuals who are employed through these projects to approach their responsibilities with diligence, professionalism, and a strong sense of commitment. While acknowledging that illness is a natural reality, she cautioned against the misuse of sick leave or frequent absenteeism without legitimate reasons. She underscored that such practices undermine progress, delay the completion of projects, and ultimately disadvantage the very communities that these initiatives are meant to benefit.

President Ndaitwah’s message was therefore intended not as a dismissal of legitimate illness, but as a call for accountability, a strong work ethic, and responsible participation in government-led development projects. She stressed that workers must embrace the opportunities provided with seriousness and integrity, ensuring that local communities reap the intended benefits of these investments.

The Presidency urges the public and social media users to consider the full scope of the President’s speech rather than relying on isolated clips, which can be misleading. Those who understand the complete message are encouraged to educate others and help correct misinformation, rather than contributing to its spread.

In conclusion, the President’s remarks were a balanced appeal: recognizing the realities of life while emphasizing personal responsibility, accountability, and the importance of local community development through active and committed participation in government initiatives.

During the ceremony, the President delivered a heartfelt tribute, emphasizing that Kuku Petra lived a life defined by humility, compassion, and a steadfast commitment to serving others.

She noted that Kuku Petra’s unwavering faith in God was central to her character. This spiritual foundation shaped her outlook on life and guided the values she instilled within her family and community. According to the President, these values enabled her to become a source of strength and guidance to many.

President Netumbo Nandi-Ndaitwah has departed for Belém, Brazil, to participate in the 30th United Nations Climate Change Conference (COP30), scheduled from 6 to 7 November 2025. This year’s conference, held under the theme “From Agreement to Action: Accelerating the Implementation of Climate Solutions,” convenes global leaders, policymakers, and experts to strengthen international cooperation in climate resilience, adaptation strategies, and sustainable development initiatives.

Ahead of her departure, President Nandi-Ndaitwah reaffirmed Namibia’s longstanding and deep-rooted commitment to environmental protection, a core principle enshrined in the Namibian Constitution and consistently upheld since the country gained independence. She noted, “Environmental protection has been at the heart of the Namibian Government since Independence, and it is a constitutional obligation. From the Rio Earth Summit to the present day, Namibia has been closely monitoring global environmental developments, particularly those under the three Rio Conventions: biodiversity, desertification, and climate change.”

Highlighting Namibia’s vulnerability to climate-related challenges, the President emphasised that the country remains among the nations most severely affected by climate change. Communities, particularly in the Kunene Region, continue to experience the devastating impacts of recurring droughts and advancing desertification. “Namibia is globally recognized as a country heavily impacted by climate change. This is why we have maintained active participation in international climate processes. Through our Environmental Management Fund, we have already accessed support from the Green Climate Fund, yet we aim to leverage additional resources to further strengthen national resilience,” she explained.

President Nandi-Ndaitwah further underscored the critical link between climate change and water scarcity, highlighting Namibia’s active involvement in the Global Water Partnership Programme and ongoing international dialogues on water security. “The question of water scarcity is a pressing issue, and it is intrinsically connected to climate change,” she stated, emphasizing the need for integrated approaches to address both challenges.

Looking ahead, the President reaffirmed Namibia’s commitment to playing a more prominent role in climate financing across Africa. She recalled Namibia’s strong bid to host the Green Climate Fund Secretariat and expressed optimism about future opportunities to expand the country’s contribution to continental and global climate initiatives.

Through her participation at COP30, President Nandi-Ndaitwah aims to advance Namibia’s climate agenda, strengthen international partnerships, and advocate for greater support to enhance the country’s resilience against climate impacts while contributing to the global effort to implement sustainable climate solutions.
