How Gov. Matawalle Withdrew Billions For Bogus Projects In The Zamfara Health Sector

In less than a month to vacate the government house, more revelations keep popping out on how the outgoing Zamfara State Governor Bello Mohammed Matawalle approved and disbursed complete payment for projects that were either bogus or abandoned at an early stage.

A recent investigation has shown how the outgoing Governor disbursed billions of Naira to contractors for the construction and furnishing of Governor’s Lodges across 14 local government areas of the State.
A document from the Zamfara State Ministry of Health exposed how the outgoing Governor approved the payment of 323, 029, 163. 88 Naira to a contractor DBC Nigeria Construction and Mech. Company Limited for the renovations and rehabilitation of the Gummi General Hospital.
A visit to the General Hospital in Gummi has shown otherwise. The hospital is in very bad shape with infrastructural decay. There is no ongoing project despite the payment of millions by the governor.
Another firm New Horizon LTD was approved to rehabilitate and renovate the General Hospital in Tsafe local government. Matawalle’s government has released the sum of 91, 000, 000 Naira to the contractor. The hospital in Tsafe is still in bad shape.
In 2020, A.H.B Modandi Global Services was awarded the contract to construct 14 Women and Children Welfare Clinics across 14 local government areas of the State. The total sum of 352, 171, 190. 00 has been paid, yet such clinics do not exist in hospitals across the state.
On 2nd November 2020, the same A.H.B Modandi Global Services was awarded the contract to procure hospital equipment for 10 Women and Children Welfare Clinics. The sum of 516, 554, 752. 00 was released as payment for the procurement.
Alhaji Mas’ud Abdulkadir Danguruf was a Bonafide PDP supporter who donated heavily to the campaign of the PDP presidential candidate, Atiku Abubakar in 2019. He initiated the Danguruf support group for Atiku in Katsina State. The Katsina State-born businessman defected to APC in 2022 through the outgoing Zamfara Governor Bello Matawalle.
Danguruf’s companies were among the top five companies that Governor Matawalle uses for bogus projects, especially construction, procurement, and supplies.
His company Danguruf Pharmaceutical Limited has been awarded a contract of the total sum of 59, 141, 575. 00 to construct Governor’s Lodge in Bukkuyum local government area. The sum of 35, 608, 185.13 was withdrawn from the State treasury and released to Mr. Abdulkadir for a project yet to commence.
on 22nd December 2022, the sum of 83, 878, 092. 62 was released from the Zamfara State account to Danguruf Pharmaceutical Limited as a payment for the renovation of 10 General hospitals. The names and locations of the general hospitals have not been indicated.
Again, on 26th December 2022, the outgoing Governor Matawalle released the sum of 1, 409, 435, 798.00 to Danguruf Pharmacy LTD as payment for the procurement of hospital equipment to 10 unspecified hospitals. The funds were disbursed without any information on the names and locations of the hospitals to be equipped.
A senior staff of the Zamfara State Ministry of Health who spoke under condition of anonymity explained that the current situation of the health sector in the State is terrible and alarming. He lamented over the infrastructural decay, lack of qualified staff, and zero supply of drugs.
He further expressed serious concern over the future of the health sector in the State. “The situation is scary, it is on record how billions were disbursed in the name of rehabilitation, renovations, procurement of
equipment, and supply of medicines. But everything is deteriorating daily.
“The incoming administration in Zamfara has a very serious job to do; to investigate the contracts awarded and the funds disbursed. Over 90% of the projects in the health sector in Zamfara are shady projects that were only on paper not in reality.
“Matawalle is desperately making moves to withdraw the remaining five hundred million Naira (500, 000, 000) balance from the Two Billion (2, 000, 000, 000.00) COVID-19 facility paid by the Federal government. He already withdrew 1, 500, 000, 000 Naira. This is a piece of key information the incoming administration of PDP in the State should take note of and thoroughly investigate when it assumes office on the 29th May 2023.” The source added.
Despite creating a serious mess in Zamfara State, outgoing Governor Matawalle has relocated to the Federal Capital Territory lobbying for a Federal appointment as a cabinet member in the incoming administration of President-elect Bola Ahmed Tinubu.

He lost his life after being shot by the Police officers in Katsina.

Muhammad Jawwad Yusuf a 9-years-old Boy; met his doom on his way to come back from Islamiyya (the Islamic School)

Muhammad Jawwad met his end at a DJ party at Tudun Matawalle neighborhood near Canada Field in Katsina city when the police surrounded the area where they said came to arrest the gang of Thugs.

When the 9-year-old boy being passed by, one of the policemen who was firing a gun, found him in the spine (Spinal cod) with two live bullets, as confirmed by the doctor's description in the certificate of death.

After they shot him, the bullet have also shot a ten-years-old boy and a 20-years-old teenage boy which caused the removal of one of hi finger and also one finger of his almost being damaged.

Muhammad Jawad's relatives and close friends immediately took him to the Federal Teaching Hospital in Katsina, where the doctors did their best to examine the boy, but died as a result of blood spilled of his.

How can we have Peace when we send our children to School, and theirs corps are only returned to us?

We call on the Police and Government as well to take necessary action against the accused.

Moreover, Human Rights agencies and Journalist should also keep an eyes on this and make sure that do justice on; from him (the dead boy) to the children who were injured, because there was one who was shot in the neck, and the one who was shot in the stomach (now he is admitted in the hospital) and one who his finger was removed by the bullet, all of them are waiting for justice. God is generous.

DEMAND FOR UNCONDITIONAL RELEASE OF SHEIKH ABDULJABBAR

We write to draw the attention of the public to a questionable court judgement sentencing Sheikh Abduljabbar Nasuru Kabara, Kano to death by hanging; and to seek the intervention of all people of conscience for the unconditional release of the cleric.

Sheikh Abduljabbar is a prominent cleric and son of Sheikh Nasuru Kabara Kano. The family of Sheikh Nasuru Kabara is a highly respected family not only in Nigeria and Africa, but across the globe. Recently, people who are active in listening to speeches of some self-proclaimed Muslim scholars in Kano State and other parts of Northern Nigeria have witnessed how grudges developed between Sheikh Abduljabbar and the scholars as a result of research being conducted by the Sheikh.

Sheikh Abduljabbar is well known for conducting research on Islamic history and the authenticity of traditions reported on the Holy Prophet Muhammad (SAWA). He is known for the presentation of his research findings through lectures and book publications. Prominent books authored by the cleric include Muqaddimatu Azifa and Jawful Fara.

Moreover, audio and video clips available in the public domain prove that the aforementioned scholars who share different views with Sheikh Abduljabar ganged up against him inorder to stop him from propagating his knowledge. Likewise, the inaction and views of Sheikh Abduljabbar on the Gandollar video published by the Daily Nigeria newspaper also contributed to creating political issues between the cleric and the present governor of Kano, Abdullahi Umar Ganduje.

People of Kano who are active on social media have witnessed a video clip where Abdullahi Umar Ganduje promises to persecute the Sheikh, and also there is another video where Ganduje is celebrating the arrest of the Sheikh.

Obviously, it is the group of the aforementioned scholars that worked together with the Ganduje APC-led administration in Kano to frame-up baseless allegations against the cleric and the Kano State Government used the allegations to frame up blasphemy charges against him.

It is pertinent to state that the lectures of Sheikh Abduljabbar which are in the public domain and the books he authored were centred on reverence, adoration and love of the Holy Prophet Muhammad (SAWA).

Sheikh Abduljabbar is known by the public for propagating love of the Holy Prophet Muhammad (SAWA), but funny enough, Judge Ibrahim Sarki Yola convicted the Sheikh for blasphemy against the Prophet.

We believe that the allegations and charges filed against Sheikh Abduljabbar are baseless and the court ruling delivered against him is politically motivated.

Therefore, we are calling all conscious people across the globe to work towards promoting and protecting fundamental rights of Sheikh Abduljabbar Nasuru Kabara.

We are also calling for a timely action in filing an appeal against the ruling delivered by Judge Ibrahim Sarki Yola of Kano Upper Shariah court. Definitely, review of the judgement by the relevant High Court will expose the plot planned against the cleric.

We are always ready to work with anybody and everybody in promoting and protecting the rights of any oppressed person or community across the globe.

Katsina in fear: Again Kidnappers have entered Shola Quarters

The reports we received are that the assailants entered the Shola Quarters area on Saturday night, where they opened fire and wounded many of them. And it is said that they abduct some residents.

Fifty days ago, the bandits once entered the neighborhood where they kidnapped peoples.

In the meantime, the abductors moved to other areas in Katsina Town, where in two days they attacked the village behind the Katsina Army barracks and abducted people and left without any resistance. They killed people and chased away animals along with other people in the Ɗan tsauni village on Babbar Ruga road on Batsari road.

Shola Quarters is located in the West of Katsina town after the FG Teaching Hospital.

Still on “Nso Koran”

The credit for the first Qur’an to be translated into Igbo language goes to Professor Jumbo Ugoji in 1984.

His daughter, Ngozi Ugoji, drew my attention to this fact, saying Sheikh Chukwuemeka’s claims were wrong. She shared with me the cover and some pages of the Qur’an.

The spokesman for the South Eastern Muslims Organization of Nigeria, Yahya Abugu, also contacted me on the issue, saying there are fundamental errors right from the title of Sheikh Chukwuemeka’s work.

“We have a lot of renowned scholars of both Arabic and Igbo languages. For example, Professor Ilyas Rabiu of Arabic department, Nassarawa State University and Dr. Amaechi Bn Ali of National Open University. We also have Bar. Haroun Eze of National Mosque, to mention but a few. None of these mentioned above know this translator, he never consulted them to seek input or scholarly advice before going ahead with the huge task.

“On that cover page alone, we have observed serious errors. Nso, has many meaning in IGBO language, the easiest meaning that can be read to that caption ' Nso Quran' is 'the forbiddance of Quran' followed closely by 'forbidden 'things' about Qur'an. No Igbo person will readily read Nso Qur'an to mean Holy Quran. Holy Quran in Igbo language should be 'Quran Nso'

“The Okwu Igbo does not mean Igbo language. Igbo language should be olu Igbo or asusu Igbo and not Okwu Igbo,” Sheikh Abugu wrote to me.

I agree with both Ugoji and Abugu’s submissions that a project of this nature should be subjected to rigours of consultation before its release. Had Sheikh Chukwuemeka consulted other Igbo Muslim scholars, he wouldn’t have laid claims to the pioneering work on Quran translation in Igbo.

Katsina Police Commissioner Meets Stakeholders, Assures Maximum Security In Areas Prone To Banditry

The Commissioner of Police, Katsina state command, CP Idrisu Dabban Dauda, has held a town hall meeting with stakeholders from Jibia, Batsari, Batagarawa and Kurfi LGAs

A press release by the Command Public relations officer, SP Gambo Isah said, During the meeting,many issues that are challenging to the security of lives and property of the affected areas were discussed.

Those in attendance at the meeting include Local Government Chairmen, Districts Heads, Ward Heads, Religious Leaders, Retired Senior Police officers among others.

In his keynote address,the Commissioner of Police Idris Dauda Dabban affirmed that the Police in partnership with other security agencies are scaling up measures aimed at decimating terrorism in the state.

He assured the stakeholders of the readiness and commitment of the police and indeed other security agencies to nip in the bud any threat to life and property of citizens in the state.

Idris Dabban urged participants to go back home and sensitize members of their communities on the need to partner and cooperate with the police and other security agencies by providing useful information on terrorists and their informants which will be treated with outmost confidentiality.

At the end of the meeting a communiqué was issued, proffering solutions to the identified problems and action plan towards dealing with the security challenges bedeviling the communities.

OUR HEROES: LIMAN CIROMA 1930 - 2004

Alhaji Adamu Liman Ciroma Chiroman Fika 1930-2004, was a Nigerian bureaucrat, archeologist. Famously known as Nigeria’ first qualified archeologist.

Liman was born on Sept 30th 1930, a member of the royal family of Fika, during the period of British administration. He went to school in his home town, Potiskum, then to Borno Middle School in Maiduguri and finally to Kaduna College.

Liman who began his public service in the Nigerian Antiquities Department and was at a time Curator of the Lagos Nigerian Museum, before moving into the administrative cadre of the Northern Nigerian Civil Service.

As a sixth-former at northern Nigeria’s top boys’ school, Kaduna College, Liman had heard a talk by Bernard F**g, then assistant surveyor of antiquities for the colonial government. F**g had asked for volunteers to train to locate and save the country’s history. Liman stepped forward.

He became a great friend of F**g and his family and worked with him from 1949 until 1953, during the building of Nigeria’s first museum at Jos in central Nigeria, where open cast tin mining was uncovering archaeological material, including the famous Nok figures.

By 1961, Liman was acting deputy director of antiquities, would be lured into administration. In 1961, Sir Ahmadu Bello, the Northern Region’s premier, headhunted him for a senior post in the region’s local government ministry. By 1968, he was in Lagos as permanent secretary in the federal ministry of industries.

In 1966, Liman authored an infamous memo which laid out the ground work for the creation of states in the Nigerian Federation.

He died on May 23rd 2004.
