KTSG Adopts Peterside’s Leadership Books for Public Service Renewal

Katsina State Government has announced the adoption of Dr. Dakuku Peterside’s latest books—Leading in a Storm and Beneath the Surface—as part of its leadership training resources for public officials.

Governor Dikko Umaru Radda, represented at the Abuja presentation by his Deputy, Malam Faruk Lawal Jobe, said the move aligns with the administration’s reforms to professionalise governance, strengthen service delivery and embed a performance culture across ministries, departments and agencies.

According to the Governor, Peterside’s works offer “practical tools, not just theories,” that resonate with Katsina’s ongoing efforts in security management, infrastructure upgrades, education and health reforms, and climate-smart agriculture. “In Katsina, we have been deploying these principles—anchoring every reform on data, partnerships with communities, and steady, measurable progress,” he said.

The Deputy Governor noted that Beneath the Surface reflects the state’s public service transformation drive, which focuses on aligning plans with budgets, outcomes with accountability, digitising critical systems, and institutionalising continuous learning.

To translate insight into practice, he announced the procurement of 500 copies of Leading in a Storm for members of the Executive Council, Permanent Secretaries, Local Government Chairmen, heads of MDAs, and frontline managers. The books, he said, will be funded under the training and capacity-building vote, with integration into ongoing programmes such as guided reading circles, after-action reviews, and practical clinics tied to government priorities in security, health, education, agriculture, and infrastructure.

Malam Jobe also highlighted Katsina’s crisis-leadership posture, including scenario planning, early-warning networks, and joint operations with security agencies and communities, which he said have improved citizen safety. He pointed to rural road access, revitalised primary healthcare centres, teacher upskilling, and transparent input distribution in agriculture as evidence of reforms already delivering results.

“At the heart of our efforts is a simple ethic: turning small, disciplined actions into measurable improvements in daily life,” the Governor stated, citing the example of a teacher who described a repaired classroom roof as “a small thing with a big effect.”

The Deputy Governor invited development partners, the private sector and civil society to support Katsina’s capacity-building drive through mentorship, field experience and problem-solving labs.

He concluded: “Dr. Peterside has given us a compass for rough weather and calm waters alike. May these ideas inspire us to govern with courage, humility and discipline—so that our people, not our egos, are the beneficiaries. Together, we will continue to lead through the storm into a future of safety, opportunity and dignity for all.”

World Food Day: Governor Radda Unveils Digital Farm Platform, Targets Hunger-Free State

Katsina State Governor, Malam Dikko Umaru Radda, today has joined the international community in commemorating World Food Day 2025, reaffirming his administration’s strong commitment to achieving food security, empowering farmers, and promoting sustainable agricultural growth across the state.

This year’s global celebration, themed “Hand in Hand for Better Foods and a Better Future,” marks the 80th anniversary of the Food and Agriculture Organization (FAO) and highlights the importance of working together to end hunger, malnutrition, and ensure a sustainable food system for future generations.

Governor Radda said the theme perfectly aligns with his administration’s “Building Your Future” agenda, which places agriculture at the heart of food security, employment creation, and rural development.

“Our government believes that a food-secure Katsina is a peaceful and prosperous Katsina. We are working hand in hand with farmers, cooperatives, and partners to build a future where no household goes hungry,” the Governor said.

Since assuming office in May 2023, Governor Radda’s administration has introduced several impactful agricultural and food security programmes. Among the first was the Dry Season Agricultural Intervention Scheme, which provided improved seedlings, fertilizers, and pesticides to farmers across all 34 local government areas. This was followed by the supply of solar-powered irrigation pumps and modern tools to promote year-round farming and water efficiency.

In October 2023, the state government launched a Fertilizer Support Programme, ensuring farmers across the state had access to essential inputs at affordable rates. By December, thousands of dry-season farmers had received complete farm input packages including seeds, fertilizers, agrochemicals, and irrigation equipment under a comprehensive empowerment drive.

To improve food access and social protection, Governor Radda also approved emergency grain and food distribution to vulnerable families across Katsina State to ease the effects of inflation and scarcity.

In 2024, the administration deepened its efforts by establishing the Katsina Food Security Committee, launching the Ramadan Feeding Programme that provided daily meals to millions of fasting Muslims, and introducing targeted nutrition support programmes for internally displaced persons (IDPs) in Jibia, Batsari, and Danmusa.

By September 2024, the Governor ordered the distribution of thousands of bags of maize and rice across all local governments to cushion the impact of subsidy removal. Later in November, the Community and Youth Farming Programme was introduced to support young people and women farmers with irrigation tools, sprayers, and improved seeds.

In 2025, the government expanded its food and nutrition initiatives. It established the Rumbun Sauki Consumer Shops to make food items available at subsidized rates and launched another round of Ramadan Feeding, reaching IDP camps, mosques, and hospitals across the state.

In May 2025, President Tinubu was in Katsina where he commissioned the Katsina Agricultural Mechanisation Centres, with sub-centres across the 34 local governments distributing hundreds of tractors, power tillers, planters, and modern implements to enhance productivity across the farming sector.

As part of his continued commitment to agricultural transformation, Governor Radda recently presented ₦1 million starter packs as seed capital to 102 graduate trainees of the Songhai Comprehensive Centre, Makera Dutsinma. The graduates selected from all 34 local government areas underwent six months of intensive practical training in poultry, fishery, crop production, and livestock management.

The Governor announced that the next batch will include 361 participants, one from each ward of the state, ensuring full grassroots participation. The initiative, he said, symbolizes his vision of moving youths “from the streets to the farms, from unemployment to enterprise, and from dependency to dignity.”

To encourage community involvement, the Food-for-Work Initiative was launched in August 2025, providing food support to residents participating in community farming and environmental projects. In September, the Nutrition Scale-Up Programme was introduced in partnership with UNICEF and the Federal Government’s ANRiN Project, providing fortified foods and supplements to pregnant women, nursing mothers, and children across all 34 local government areas.

Additionally, the state partnered with the World Bank through the SOLID Programme to provide food and livelihood support to internally displaced persons while strengthening local agricultural recovery.

Governor Radda emphasized that food security under his leadership is not just about feeding people but about empowering them to become productive contributors to the economy.

“We are building a Katsina where farmers are equipped, women are empowered, and communities are resilient. Our work is guided by the belief that food security is the foundation of human dignity and sustainable development,” he stated.

The state is engaging 722 extension workers under the co-opting component to support farmers in adopting new agricultural innovations. Next week, Katsina State will launch and commission the Katsina Sustainable Platform for Agriculture (KASPA). a digital system that hosts an e-extension platform where farmers can easily ask questions and receive quick responses without using mobile data, right from their farms.

Under his leadership, agriculture in Katsina has become a driver of inclusion, growth, and stability. From input support to mechanization, from women’s empowerment to nutrition initiatives, every programme reflects the government’s holistic approach to achieving the FAO’s four pillars better production, better nutrition, a better environment, and a better life.

As the world marks World Food Day 2025, Katsina State stands out as a model of purposeful leadership and community-driven action in advancing global food goals.

“On this World Food Day, we renew our commitment to a hunger-free Katsina. Together, hand in hand, we will build better foods, a better environment, and a better future for all,” Governor Radda affirmed.

Katsina State Executive Council Approves Key Policies and Projects to Empower Women, Modernize Markets, Improve Water Supply, and Strengthen Rural Economy

The Katsina State Executive Council, under the leadership of Governor Malam Dikko Umaru Radda, has approved a fresh set of strategic projects and policies aimed at empowering women, expanding access to clean water, modernizing markets, supporting displaced persons, and strengthening the State’s agricultural and housing infrastructure.

These decisions, which align with the administration’s Building Your Future agenda for inclusive growth and sustainable livelihoods, were reached today during the 15th Regular Council Meeting chaired by Governor Radda at the Upper Chamber of the General Muhammadu Buhari House, Katsina.

Briefing journalists after the meeting, a delegation of Commissioners led by the Honourable Commissioner for Information and Culture, Dr. Bala Salisu Zango, included Hon. Bashir Gambo Saulawa (Commissioner for Water Resources), Hon. Yusuf Haruna Jirdede (Commissioner for Commerce, Industry, and Tourism), Alhaji Abdullahi Ibrahim Tsiga (Permanent Secretary, Ministry of Agriculture and Livestock Development), and Malam Murtala Daura (Permanent Secretary, Ministry of Women Affairs). The team outlined the Council’s key resolutions and highlighted their anticipated impact on communities across the State.

Hon. Bashir Gambo Saulawa, Commissioner for Water Resources, announced the Council’s approval for the completion of the Zobe Dam Phase 1B Project, which will provide potable water to Dutsin-Ma, Kankia, Charanchi, Rimi, Batagarawa, and Katsina Local Government Areas.

He described the decision as “a historic milestone that will bring lasting relief to thousands of households.”

“Once completed, this project will deliver clean and reliable water to more communities and improve living standards across the State,” he added.

Hon. Yusuf Haruna Jirdede, Commissioner for Commerce, Industry, and Tourism, revealed that the Council approved a phased rehabilitation and modernization of major community markets across all 34 Local Government Areas.

He explained that at least one market in each senatorial zone will be upgraded to international standards, saying:

“This initiative will boost commerce, expand local trade, and create new economic opportunities for traders and entrepreneurs at the grassroots level.”

Alhaji Abdullahi Ibrahim Tsiga, Permanent Secretary, Ministry of Agriculture and Livestock Development, disclosed that the Council approved the procurement of nine heavy-duty earth-moving machines to support the construction, rehabilitation, and dredging of irrigation dams across the 361 wards of the State.

“These machines will enhance irrigation farming, increase productivity, and promote food security in Katsina,” he emphasized.

Malam Murtala Daura, Permanent Secretary, Ministry of Women Affairs, announced the approval of a large-scale Women Empowerment Programme targeting 14,450 women involved in small-scale businesses and traditional livelihoods across the 34 Local Government Areas.

“This initiative aims to strengthen women’s economic independence, boost household incomes, and stimulate rural economic growth,” he said.

Professor Al-Amin Mohammed, Special Adviser to the Governor on Climate Change, also briefed journalists on Katsina’s recent achievements in climate governance.

He revealed that Katsina State ranked 7th out of 275 sub-national governments in Africa and 2nd in Nigeria during a continental climate performance assessment held in Ethiopia a remarkable leap from its 25th position last year.

“This recognition is a testament to Governor Radda’s commitment and foresight in driving home-grown climate action and sustainable policies,” he noted.

Dr. Bala Salisu Zango, Commissioner for Information and Culture, further announced the Council’s approval for a review of the existing policy on private schools, following consultations with the National Association of Proprietors of Private Schools (NAPPS), Katsina State Chapter.

“The reviewed policy will ensure fairness, quality assurance, and stronger collaboration between the government and private education stakeholders,” he said, noting that the approval came during the symbolic 15th Executive Council Meeting held on the 15th of October.

The Council also approved the adoption of the Katsina State IDP Policy and State Action Plan on Durable Solutions for Internally Displaced Persons (IDPs), providing a clear framework for protecting, rehabilitating, and reintegrating displaced persons while restoring their dignity and livelihoods.

In addition, approval was granted for the construction of a modern housing estate along the New Eastern Bypass and within the low-density layout behind the Nigerian Air Force Base, Katsina, to promote urban expansion and improve residential infrastructure.

In his closing remarks, Dr. Bala Salisu Zango reaffirmed that all these approvals reflect Governor Radda’s vision of transforming Katsina into a model state built on innovation, inclusiveness, and resilience.

“These decisions reaffirm the government’s commitment to empowering communities, strengthening the economy, and ensuring that development reaches every corner of the State,” he concluded.

All the approved projects form an integral part of Governor Dikko Umaru Radda’s Building Your Future blueprint a comprehensive roadmap for security, infrastructure renewal, women and youth empowerment, and sustainable community development.
