Nigerian Aviation Sector Takes Compassionate Stand Amid Recent Incidents

In a recent development, Minister Festus Keyamo has announced the withdrawal of criminal complaints against Ms. Comfort Emmanson and musician Kwam 1 following unruly incidents at Nigerian airports. The decision comes after both parties acknowledged their culpability and exhibited remorse.

Kwam 1's flight ban has been reduced to one month, and he will work with the Federal Airports Authority of Nigeria ( ) as an ambassador for proper airport security protocols. The Nigerian Civil Aviation Authority ( ) will also withdraw its criminal complaints against Kwam 1.

The Minister has directed aviation agencies to conduct a retreat to retrain security personnel on handling disruptive passengers and de-escalating conflicts. A Call for the Restoration of Democracy in Rivers State

As we commemorate Democracy Day on June 12, we reflect on the significance of democratic governance and the rule of law in our nation. However, recent events in Rivers State have raised concerns about the health of our democracy.

The suspension of Governor Siminalayi Fubara, Deputy Governor Ngozi Odu, and members of the Rivers State House of Assembly by President Bola Tinubu's administration has dented our democratic process, which is said to be practised in Nigeria.

We urge President Tinubu to prioritise the restoration of democratic order in Rivers State by reinstating the suspended elected officials. The Nigerian Constitution outlines impeachment by the State House of Assembly as the sole legitimate process for removing a governor, making this suspension unconstitutional.

Key Concerns:

- Erosion of Democratic Principles..
The suspension of elected officials sets a dangerous precedent, threatening the autonomy of states and the will of the people.

- Abuse of Executive Power...
The president's actions have been described as reckless, unconstitutional, and an affront to Nigeria's democracy.

- Impact on National Stability...
The crisis in Rivers State has drawn international attention, with concerns about implications for Nigeria's democratic stability.

Call to Action:

We call on the federal government to respect the democratic process and reinstate Governor Fubara and the suspended lawmakers. We also urge Nigerians to remain vigilant and defend our democracy against any form of manipulation or erosion.

As we planned to celebrate Democracy Day, let us reaffirm our commitment to the principles of democracy, federalism, and the rule of law. We must work together to ensure that our democratic institutions are strengthened, not weakened.

Signed,
Comrade Imeabe Saviour Oscar
National President
South-South Youths Initiative

Chairman

As I stand before the Centre of Excellence in , I am filled with a mix of emotions - joy, relief, and a hint of skepticism. The center's establishment is a testament to the unwavering dedication of , the renowned Ogoni leader who sacrificed his life for the cause of environmental justice and self-determination.

The Report, which highlighted the devastating impact of oil exploration on Ogoniland, served as a catalyst for the global community to acknowledge the plight of the Ogoni people. The report's recommendations, including the establishment of a Centre of Excellence, were a beacon of hope for a community ravaged by environmental degradation and neglect.

As I gaze upon the center, I am reminded of Ken Saro-Wiwa's prophetic words, "The environment is man's first right." His unwavering commitment to this principle ultimately led to his martyrdom, but his legacy lives on. The Centre of Excellence stands as a tangible manifestation of his vision, a symbol of the Ogoni people's resilience, and a testament to the power of grassroots activism.

However, as I celebrate this milestone, I am also aware of the whispers and concerns surrounding the center's quality and adherence to UNEP's standards. While these concerns are valid and warrant investigation, they do not diminish the significance of this achievement.

The Centre of Excellence represents a crucial step towards the realization of Ken Saro-Wiwa's dream of a restored Ogoniland, where the environment is protected, and the people thrive. It serves as a reminder that the struggle for environmental justice is ongoing and that the Ogoni people's quest for self-determination and sustainable development is far from over.

As I reflect on this moment, I am filled with a sense of pride and hope. The Centre of Excellence is more than just a physical structure; it is a symbol of the Ogoni people's unwavering commitment to their land, their culture, and their future. It is a testament to the transformative power of grassroots activism and the enduring legacy of Ken Saro-Wiwa.

In the words of Ken Saro-Wiwa, "I am willing to face death because I believe in the justness of our cause." Today, as we celebrate the Centre of Excellence, we honor not only his memory but also the collective struggle of the Ogoni people. We acknowledge the progress made, while also recognizing the challenges that lie ahead.

The Centre of Excellence in Ogoni is a beacon of hope, a reminder that even in the darkest of times, the human spirit can persevere and overcome. As we move forward, let us continue to draw inspiration from Ken Saro-Wiwa's legacy and strive towards a future where environmental justice, self-determination, and sustainable development are a reality for all, Bobsormene Ngbaawii.

Nigerian Bar Association ( ) President, Mazi Afam Osigwe, SAN, has condemned President Bola Ahmed Tinubu's declaration of a state of emergency in , labeling it an unconstitutional attempt to remove democratically elected officials ¹.

The NBA argues that the President's decision to suspend Governor Siminalayi Fubara, his deputy, and members of the Rivers State House of Assembly for six months is a clear violation of the 1999 Constitution. The Constitution does not grant the President the power to remove elected officials under the guise of a state of emergency ¹.

Instead, the Constitution provides clear procedures for removing governors and deputy governors, as outlined in Section 188. Similarly, the removal of state lawmakers must follow constitutional provisions and electoral laws ¹.

The NBA emphasizes that a state of emergency cannot be used to unilaterally remove or replace elected officials, as this would constitute an unconstitutional usurpation of power and breach Nigeria's federal structure ¹.

Key Concerns Raised by the NBA:

- *Unconstitutional Removal*: The President's decision to suspend elected officials is unconstitutional and unlawful.
- *Lack of Constitutional Threshold*: The situation in Rivers State does not meet the constitutional requirements for declaring a state of emergency.
- *Dangerous Precedent*: Suspending elected officials under emergency rule sets a dangerous precedent that undermines democracy.
- *Need for Legislative Ratification*: The state of emergency declaration requires legislative approval within a specified timeframe to remain in effect.

The NBA urges the National Assembly to reject any unconstitutional attempts to ratify the removal of Rivers State officials and calls on all stakeholders to ensure that actions taken in the state conform to constitutional provisions and democratic norms.

President Tinubu declares state of emergency in , Suspends Governor Fubara, House of Assembly

Text of the Broadcast by President Bola Tinubu, Commander-in-Chief of the Armed Forces, declaring State of Emergency in Rivers state on Tuesday 18 March 2025

Fellow Nigerians, I feel greatly disturbed at the turn we have come to regarding the political crisis in Rivers State. Like many of you, I have watched with concern the development with the hope that the parties involved would allow good sense to prevail at the soonest, but all that hope burned out without any solution to the crisis.

With the crisis persisting, there is no way democratic governance, which we have all fought and worked for over the years, can thrive in a way that will redound to the benefit of the good people of the state. The state has been at a standstill since the crisis started, with the good people of the state not being able to have access to the dividends of democracy.

Also, it is public knowledge that the Governor of Rivers State for unjustifiable reasons, demolished the House of Assembly of the state as far back as 13th December 2023 and has, up until now, fourteen (14) months after, not rebuilt same. I have made personal interventions between the contending parties for a peaceful resolution of the crisis, but my efforts have been largely ignored by the parties to the crisis. I am also aware that many well-meaning Nigerians, Leaders of thought and Patriotic groups have also intervened at various times with the best of intentions to resolve the matter, but all their efforts were also to no avail. Still, I thank them.

On February 28, 2025, the supreme court, in a judgment in respect of about eight consolidated appeals concerning the political crisis in Rivers State, based on several grave unconstitutional acts and disregard of rule of law that have been committed by the Governor of Rivers State as shown by the evidence before it pronounced in very clear terms:

“a government cannot be said to exist without one of the three arms that make up the government of a state under the 1999 Constitution as amended. In this case the head of the executive arm of the government has chosen to collapse the legislature to enable him to govern without the legislature as a despot. As it is there is no government in Rivers State.”

The above pronouncement came after a catalogue of judicial findings of constitutional breaches against the Governor Siminalayi Fubara.
Going Forward in their judgment, and having found and held that 27 members of the House who had allegedly defected

“are still valid members of Rivers State House of Assembly and cannot be prevented from participating in the proceedings of that House by the 8th Respondent (that is, the Governor) in cohorts with four members”

The Supreme Court then made some orders to restore the state to immediate constitutional democracy. These orders include the immediate passing of an Appropriation Bill by the Rivers State House of Assembly which up till now has not been facilitated.

Some militants had threatened fire and brimstone against their perceived enemy of the governor who has up till now NOT disowned them.

Apart from that both the House and the governor have not been able to work together.
Both of them do not realise that they are in office to work together for the peace and good governance of the state.

The latest security reports made available to me show that between yesterday and today there have been disturbing incidents of vandalization of pipelines by some militant without the governor taking any action to curtail them. I have, of course given stern order to the security agencies to ensure safety of lives of the good people of Rivers State and the oil pipelines.

With all these and many more, no good and responsible President will standby and allow the grave situation to continue without taking remedial steps prescribed by the Constitution to address the situation in the state, which no doubt requires extraordinary measures to restore good governance, peace, order and security.

In the circumstance, having soberly reflected on and evaluated the political situation in Rivers State and the Governor and Deputy Governor of Rivers State having failed to make a request to me as President to issue this proclamation as required by section 305(5) of the 1999 Constitution as amended, it has become inevitably compelling for me to invoke the provision of section 305 of the Constitution of the Federal Republic of Nigeria, 1999 as amended, to declare a state of emergency in Rivers State with effect from today, 18th March, 2025 and I so do.

By this declaration, the Governor of Rivers State, Mr Siminalayi Fubara, his deputy, Mrs Ngozi Odu and all elected members of the House of Assembly of Rivers State are hereby suspended for an initial period of six months.

In the meantime, I hereby nominate Vice Admiral Ibokette Ibas (Rtd) as Administrator to take charge of the affairs of the state in the interest of the good people of Rivers State. For the avoidance of doubt, this declaration does not affect the judicial arm of Rivers State, which shall continue to function in accordance with their constitutional mandate.

The Administrator will not make any new laws. He will, however, be free to formulate regulations as may be found necessary to do his job, but such regulations will need to be considered and approved by the Federal Executive Council and promulgated by the President for the state.

This declaration has been published in the Federal Gazette, a copy of which has been forwarded to the National Assembly in accordance with the Constitution. It is my fervent hope that this inevitable intervention will help to restore peace and order in Rivers State by awakening all the contenders to the constitutional imperatives binding on all political players in Rivers State in particular and Nigeria as a whole.

Long live a united, peaceful, secure and democratic Rivers State in particular and the Federal Republic of Nigeria as a whole.

Rising above the slur: Unshackling Ogoni from the weight of "Monkey in coat"

The people have long been haunted by a derogatory remark made by Governor Okilo in 1983: "Have you ever seen a monkey wearing a coat?" This quip, intended to belittle and demean, has had a lasting impact on the Ogoni community. However, it's time to redefine our relationship with this slur and recognize that our true problem lies not in the words of others, but in our own inability to empower ourselves.

The fact that this statement still evokes strong emotions today is a testament to the deep-seated wounds of our past. Okonta's book, "When Citizens Revolt," recounts how some Ogoni activists, even years after the fact, referred to the remark as "Governor Okilo's unpardonable sin." But I ask, why must we give so much power to the words of others? Why must we allow a single phrase to define our sense of self-worth?

It's time for us to take a step back and reevaluate our priorities. Instead of dwelling on the hurtful words of others, we should focus on empowering ourselves and our community. We must recognize that our true strength lies not in our reaction to external stimuli, but in our ability to self-reflect, self-correct, and self-empower.

As I always say, "Monkey fit wear coat, but na we wey no gree givam" - a monkey may wear a coat, but it's up to us to give ourselves the power to rise above. We must stop pointing fingers at others and start looking inward for solutions. We must stop allowing the words of others to define us and start defining ourselves.

So, I call on my fellow Ogoni people to arise! Let us shake off the shackles of oppression and forge our own path. Let us show the world that we will not be defined by the hurtful words of others but by our own strength, resilience, and determination. We are not monkeys in coats; we are proud, capable, and deserving of respect. It's time we start acting like it. – Bobsormene Ngbaawii.
