The Member representing Ikono/Ini Federal Constituency, Rt. Hon. Emmanuel Ukpong-Udo, PhD, on Thursday, 27th February 2026, attended the Akwa Ibom State Arise Women Sensitisation Programme held at the Ikono Local Government Council Hall. He was accompanied by his wife, Kuseme Ukpong-Udo.

The event, which had the Deputy Governor of Akwa Ibom State, Senator (Dr.) Akon Eyakenyi, the Coordinator, Office of the First Lady, Lady Helen Obareki, and the Commissioner for Women Affairs and Social Welfare, among other dignitaries in attendance, focused on empowering women and strengthening grassroots participation in the state’s development agenda.

In his address, Rep. Ukpong-Udo reaffirmed his commitment to economic empowerment and inclusive growth. In a landmark announcement, he pledged ₦300 million for the construction of two Palm Oil Production and Processing Mills in Ikono and Ini Local Government Areas. The mills, to be commissioned before the end of 2026, are dedicated to the memory of the late former First Lady, Mrs Patience Umo Eno, in recognition of her passion for women’s empowerment and economic inclusion.

To further support the programme’s implementation at the grassroots, the lawmaker also handed over ₦21 million to both Ikono and Ini LGAs for logistics support. His intervention was widely applauded as a major boost to women-led agro-enterprises, rural industrialization and sustainable community development. Rep. Ukpong-Udo reaffirmed his commitment to advancing women-driven enterprise, strengthening local economies, and sustaining the legacy of compassionate and inclusive leadership.

UDUAK EKPO-UFOT: THE MAN WITH THE WILL & ZEAL TO SPEAK FOR ETINAN PEOPLE

Uduak Ekpo-Ufot is a Technology, Media & Telecommunications Professional with 20 years experience in the Nigerian & Sub Saharan African corporate sector.

Born into the humble family of Late Professor Abel & Deaconess Helen Ekpo-Ufot of Ata Efa in Etinan, he possesses hands on exceptional knowledge and experience of the Nigerian market, having physically worked in almost all the 36 states. Subsequent to this, he was head hunted for his expertise, to oversee operations in countries of West & Sub-Saharan Africa.

After concluding the Senior Secondary School Examination (SSCE) at the Federal Government College (FGC) Ikot Ekpene, he went further to earn a First Degree (Honours) in Chemical Engineering from the University of Lagos. A Microsoft Certified Sales Engineer, active with the Project Management Certification (PMP) between 2007 & 2012, he holds an Executive MBA from the Lagos Business School and an alumnus of the IESE Business School- the graduate business school of the University of Navarra in Spain. An adept lover of IT & Emerging Technologies, Uduak has a Masters in Cybersecurity from the Ethical Hacking Institute.

Starting work fresh out of University with an IT firm, Palette Computers, he spent the next 13 years of his professional career growing in the ranks at Airtel Nigeria; a leading Telecommunications company where he developed core competencies in Innovation, Conceptualization & Implementation of Marketing & Sales Strategies, Business Development, Project & Product Management, Marketing (Product and Customer Life Cycle Management; Acquisition, Usage & Retention; Trade, Field, Experiential, Coverage & Geo-Marketing, Branding, Trade & Consumer Promotions, PR, Media, Events & Sponsorships, Sales Pricing, Channel & Retail Distribution, Customer Service, Planning & Forecasting and Negotiation.

After leaving Airtel Nigeria as Senior Manager, Data Products Acquisition, Usage & Retention, armed with his penchant for value creation and addition, diverse and patiently ingrained skill set, he resumed as Director Business Development for Canadian firm, AirG- leading their Commercial, Technical & Regulatory concerns in the West African region (15 countries). A Deacon in the United Evangelical Church, also known as Qua Iboe Church, he served as Head of The Media Unit, and in the Men of Hope Association, he served as Treasurer, Secretary and currently the Vice President. POLICE OFFICER RECALLED AFTER 21 YEARS OF WRONGFUL DISMISSAL PROMOTED
TO ASP.. Senator Albert decorates him with new rank, donates car to aid his duties

History was made on February 16, 2021 when a police officer from Ini Local Government Area of Akwa Ibom State, Celestine Obot Williams, who was wrongfully dismissed from the Nigeria Police Force for a period of 21 years ago and later re-instated, was promoted to the rank of an Assistant Superintendent of Police (ASP). The promotion takes effect from June 11, 2020.

The story of his re-instatement/restoration began in 2016 when he submitted a petition to the senator representing Akwa Ibom North East Senatorial District,Senator Bassey Albert Akpan (OBA) requesting for his re-instatement for wrongful dismissal.

In the petition, Senator Albert Akpan requested the Senate to intervene in view ofthe fact that the police wireless message attached to his request revealed that the appellant, who at the time of his dismissal, was a constable, was not tried but dismissed for an undisclosed offense.

The Senate consequently recommended
his re-instatement and promotion to the rank at par with his mates. After due investigations and deliberations by the Police Service Commission, Mr. Williams was accordingly re-instated in May 2017 but not at his due rank.

Speaking on the re-instatement and subsequent promotion of Mr. Williams,
Senator Albert was full of praise for President Muhammadu Buhari for the remarkable working capacity of his government. He equally thanked the leadership of National Assembly for taking positive action on the petition from his constituent .

He also had words of appreciation for the Nigeria Police Service Commission who contributed to the resolution of the matter, the Inspector General of Police, the entire Nigeria Police Force and others who played their part by standing up for justice to the glory of God.

A highly elated ASP Williams was today, March 11,2021 decorated with his new rank by Senator Albert Bassey in his office. While decorating Mr. Williams,Senator Albert charged him to be patriotic, selfless and honest in carrying out his duties and should see beyond his travail over the years but to look into the future with all amount of hope and trust in God that who had promised was able to make do that which he promised.

ASP Celestine Williams has been posted to Zone 6,Calabar, Cross River State and is to be paid all his arrears and entitlements for the last 21 years while the Distinguished Senator has donated a vehicle to ASP to him to aid his movement in the discharge of his duties.

Capacity Development:
Rep Luke Sponsors Thirty one Councillors from Etinan Federal Constituency to Training in Abuja

Thirty one serving Councillors drawn from the three Local Government Areas in Etinan Federal Constituency, Etinan, Nsit Ibom and Nsit Ubium have arrived Abuja on Sunday, November 22, 2020, ahead of the Leadership Masterclass Training at GOTNI Leadership Centre.

The programme which is sponsored by the Member representing Etinan/Nsit Ibom/Nsit Ubium Federal Constituency, Rep. Onofiok Luke is a two day intensive training for the outgoing Councillors.

Rep. Luke said that the action was in line with fulfilling his campaign promise to the Councillors. He had promised during campaigns of the 2019 general elections that if elected, he would prioritise capacity development for the Councillors in the Federal Constituency.

The Speaker of the House of Representatives, Rep. Femi Gbajabiamila is expected to declare open the event. Also expected at opening ceremony are the Deputy Speaker, House of Representatives, Rep. Idris Wase, Minority Leader, Senate, Sen. Enyinaya Abaribe will deliver the keynote address and Rep. Ndudi Elumelu, Minority Leader, House of Representatives will be the Chairman of the event.

According to a release by the Etinan/Nsit Ibom/Nsit Ubium Federal Constituency Media Office, the two day training will commence today, Monday 23 November 2020 at Nine o'clock in the morning at GOTNI Leadership Centre in Abuja.

ADDRESS BY THE CHAIRMAN OF THE HOUSE JUDICIARY COMMITTEE ON THE 2021 STATUTORY TRANSFER TO THE NATIONAL JUDICIAL COUNCIL HELD AT HOUSE OF REPRFESENTATIVES ON NOVEMBER 16, 2020

PROTOCOLS

It is my pleasure to welcome you all to this Budget Defence exercise of the House Committee on Judiciary, which is part of its legislative responsibilities to ensure equitable allocation of funds in priority areas of budgetary line items for Courts and Judicial Bodies. This process intends to provide parameters that will guarantee judicious use of budgetary allocations for the overall benefits of the country on the administration of justice.

The 2021 Appropriation Bill was presented by the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, Muhammadu Buhari, to the National Assembly on Tuesday, October 8, 2020, for consideration and passage in line with section 8 (1) of the Constitution of the Federal Republic of Nigeria 1999, as amended. The House deliberated extensively on the provisions of the Appropriation Bill and subsequently adjourned plenary for Committees to appraise the implementation/performance of the 2020 Appropriation Act and to provide opportunities for the defence of 2021 Budget Estimates by the Ministries Departments and Agencies under the jurisdiction of the Committees of the House. This legislative initiative underscores the importance the House attaches to its legislative agenda.

In view of the foregoing, the Committee requested for up-to-date reports on the implementation of the 2020 Budget from all the Courts and Judicial Bodies under its jurisdiction and thereafter scheduled this Budget Defence to enable the Committee conclude work within the given time frame that Standing Committees are expected to submit their reports to the Appropriation Committee to enhance smooth deliberations on the final breakdown of budgetary line items after the passage of the 2021 Appropriation Act.

The Committee is aware of the challenges of the Judiciary as exacerbated by the effects of the Covid-19 pandemic, coupled with security challenges, occasioned by prevailing restiveness that undoubtedly slowed down development in every aspect of our national lives. The recent security threats to Judges, denigration of the sanctity of courts and vandalisation of court infrastructure are few examples. These destructive acts are highly condemnable and calls for concerted action.

The House believes that the Judiciary is mindful of the challenges being globally experienced while attempts are being made by Courts and Judicial Bodies, through budgetary allocations, to ensure that adequate provisions are made in priority areas like the welfare and security of judicial officers, staff of the Judiciary and litigants, electro-fitting and automation of Courts Rooms in line with global best practices as well as provision of modern infrastructures in courts, which is sacrosanct for effective and efficient justice delivery and administration.

The destruction of court by hoodlums that hijacked the EndSARS protest has once again brought to fore the exigency of automating our court system right from the filing process to judgement delivery. The incident has led to loss of some vital court documents in some courts, which will stall several lawsuits and trials. There is urgent need to implement electronic filing of court process, electronic recording and transcription of court proceedings, electronic collection of judgment and to have a central saver that backs up court processes and documents and synchronises data across all remote locations. This will generally expedite justice delivery and particularly forestall loss of court documents when there is any incident.

It is worrisome to note that the 2021 Budget Estimates for the Judiciary in the sum of One Hundred and Ten Billion Naira (N110,000,000,000.000) only, which represents Statutory Transfer to the Judiciary, is inadequate in view of current realities. The Committee will engage the leadership of the House, and indeed the National Assembly, for more funds for the Judiciary to address the observed and obvious challenges of the Judiciary for expedited and efficient dispensation of justice in the country.

There is need for adequate funding of the Judiciary in order for it to independently carry out its constitutional mandate of checks and balances, settlement of disputes and protection of fundamental rights of citizens. The Committee under my leadership will continue to assiduously work at ensuring the independence of the Judiciary, quick and efficient dispensation of justice for both Nigerians and non-Nigerians while ensuring better welfare, security and working conditions for judicial officers and staff of the Judiciary.

In conclusion, the 9th Assembly and the House of Representatives under the able Leadership of Rt. Hon Femi Gbajabiamila is fully committed to every legislative initiative that will guarantee effective and efficient justice delivery and respect for the rule of law in the country. The position of the House on the reforms of the Judiciary is well articulated in the House Legislative Agenda. I sincerely thank the Speaker, Deputy Speaker and the Leadership of the House for the confidence reposed in me as the Chairman, and my Deputy Hon. Dederi Haruna Isah, in steering the House Committee on Judiciary. I, on behalf of the Committee, will continue to pledge our unalloyed loyalty to the country and absolute support to the Speaker and the House Leadership. My appreciation also goes to my Honourable Colleagues for the immeasurable support I have enjoyed from them in the last one year since we were inaugurated as a Committee.

The Committee wishes to commend the President for the appointment of 8 Justices of the Supreme Court, thereby raising the number of justices to 20, which will help in fast-tracking administration and delivery of justice. The background and wealth of experience of the appointed justices is also commended while we appeal to the President to see the need to immediately fill the vacant positions in the Court of Appeal.
