Gwamnatin Tarayya ta kaddamar da shirin gaggawa na kula da lafiyar jarirai a Jihar Kano

Hukumar Inshorar Lafiya ta Ƙasa (NHIA) ta kaddamar da wani sabon shiri na gaggawa domin rage mace-macen jarirai da ƙara samun damar kula da lafiyar jarirai a asibitocin gwamnati a faɗin ƙasar nan.

An kaddamar da wannan shirin ne a Asibitin Koyarwa na Aminu Kano da ke jihar Kano, inda shugaban NHIA, Dr Kelechi Ohiri, ta ce shirin zai mayar da hankali kan jarirai da ke fuskantar matsalolin gaggawa bayan haihuwa.

Dr Ohiri, wadda Dr Salawudeen Sikiru ya wakilta, ya bayyana cewa shirin ya samo asali daga wani tsari na kulawa da lafiyar iyaye mata da aka fara fiye da shekara guda da ta gabata.

“Mun fara wannan shiri ne don rage mace-macen iyaye mata da jarirai. Matakin farko ya shafi uwa, yanzu kuma mun kaddamar da bangaren jarirai domin magance matsalolin gaggawa bayan haihuwa,” in ji shi.

Ya ce yanzu haka NHIA tana ɗaukar nauyin kuɗin magani ga jarirai a asibitocin gwamnati, inda asibitoci ke karɓar kudaden da s**a kashe a kowane mako bayan an tabbatar da bayanan jinya.

“Ayyukan da shirin ya ƙunsa sun haɗa da kula da jariran da aka haifa ba su gama girma ba, matsalolin rashin numfashi bayan haihuwa, rawayar ido da fata (jaundice), cutar jini (sepsis) da matsalolin tiyata ga jarirai,” in ji shi.

Ya ƙara da cewa shirin ba zai tsaya kawai kan kulawar gaggawa ba, domin bayan an ceto jaririn za a yi masa rajista a kan inshorar lafiya ta ƙasa domin ya ci gaba da samun kulawa.

Shirin zai shafi iyalai marasa galihu ne kawai, tare da buƙatar lambar NIN domin tabbatar da sahihancin rajista.

A cewarsa, wannan matakin na farko zai gudana har zuwa shekarar 2027, tare da burin ganin kowane jariri mai buƙata ya samu kulawa a asibitocin da s**a shiga cikin shirin.

Shugaban Asibitin Koyarwa na Aminu Kano, Farfesa Abdulrahman Sheshe, ya yaba wa Gwamnatin Tarayya da NHIA bisa wannan mataki, yana mai cewa zai taimaka wajen rage mace-macen jarirai da kuma ƙara inganta ayyukan lafiya a manyan asibitoci.

Ya kuma yi kira ga gwamnati da ta ci gaba da ɗaukar nauyin irin waɗannan shirye-shirye na dogon lokaci, yana mai cewa su ne ginshikin tabbatar da tsarin kiwon lafiya da ya dace da bukatun ’yan ƙasa.

Zulum Pledges Legal Reform to Deepen Justice System
.. Fagbemi: Zulum, people-centred and reform-driven Gov.

Borno State Governor, Prof. Babagana Umara Zulum, has reaffirmed his commitment to working closely with the Federal Government, National Assembly and other partners to deepen reforms in the state justice system especially at the grassroots level.

Governor Zulum made the commitment on Wednesday at the 2025 Justice Sector Leadership Retreat held at the International Conference Centre of Musa Usman Secretariat, Maiduguri.

"I reaffirm Borno State's commitment to working with the Federal Government, the Judiciary, the National Assembly, and development partners to deepen reforms in our justice system, especially at the grassroots level," Zulum stated.

The governor stressed the need for the deployment of technology which will make justice delivery faster, transparent and accountable to the citizenry, noting that Borno State had already adopted the use of digital technology to bridge justice delivery gap.

"In Borno State, we are already witnessing how digital tools have enhanced case tracking, enabling virtual court sittings, thus improving prison decongestion and streaming access to legal aid especially in hard-to-reach areas. If deployed strategically, technology can bridge the gap between rural and urban justice access," he remarked.

"This is particularly important in Borno State where we continue to recover from a protracted
insurgency and humanitarian crisis. Justice must serve as a foundation for healing, rebuilding trust and restoring the social contract".

The governor emphasized the need for institutional collaboration and coordinated reform to effectively confront the menace of terrorism, corruption, resolving land disputes and securing investments for a better society.

"I urge all of us here as policymakers, jurists, administrators and stakeholders to see
coordination not as a procedural matter, but as a moral imperative. Our people deserve a system that works, not one riddled with delays, duplications, or inefficiencies".

The retreat themed "Strengthening Justice Sector Service Delivery through Technology, Innovation and Co-ordinated Reform" underscores the importance of deployment of digital tools to fast track judicial process.

The event was attended by the senator representing Borno Central, Senator Kaka Shehu Lawan SAN; APC State Chairman, Hon. Bello Ayuba, Chairman/CEO NDLEA, Brig. Gen (rtd) Buba Marwa; Solicitor General of the Federation, Beatrice Jeddy-Agba, Heads of Agencies under Federal Ministry of Justice. Others include Secretary to the State Government, Head of Service, acting Chief of Staff, the State Attorney-General, members of the state executive council, and other top government officials.

Attorney General and Minister of Justice, Mr Lateef Fagbemi (SAN), has lauded Governor Babagana Zulum's people-centred transformation and reforms in the justice sector.

"Just like other sectors, your impact in the justice sector has been profound. The launch of Borno State e-Justice project in
partnership with Law Pavilion has positioned the state as a pacesetter in digital transformation. With tools such as the Case
Management System, e-Library, and electronic mail tracking for legal processes, Borno is pioneering efficiency and transparency
in judicial service delivery," Fagbemi stated.

"Borno under your leadership has become a case study in resilience and renewal. You have shown that governance is not about slogans but about solutions; not about rhetoric but about results. You have elevated the standard of leadership by demonstrating that ideas, when backed by courage and action, can transform societies, no matter the odds," he added.

"In a state that has endured some of the toughest trials in our nation’s history, you did not succumb to despair. Instead, you applied
innovative thinking, sound judgment, and a data-driven approach to policy and the results are visible to all".

The Attorney General called for the need to update the nation’s legal frameworks to support these innovations and invest in digital literacy,
cybersecurity, and data management for the professionals.

"By fostering a culture of innovation and leveraging the transformative power of technology, we can build a justice system that is more efficient, more accessible, and more equitable for all Nigerians," he concluded.

Zulum releases N3.4bn outstanding scholarship to foreign students

Borno state Governor, Professor Babagana Zulum on Wednesday released N3.4 billion outstanding scholarship to foreign students for the payment of tuition and accommodation fees, residence permits, visa extension costs and a three-month upkeep allowance.

This was disclosed by the Executive Secretary of the Borno State Scholarship Board, Dr. Isa Bala at press conference in Maiduguri.

“This substantial fund of N3.4 billion has been approved specifically for the payment of all out standing academic and welfare expenses for 301 of our brilliant sons and daughters of Borno State, currently pursuing various undergraduate and postgraduate degrees in institutions across the world, specifically in the People’s Republic of China, the Republic of India, Malaysia and the Arab Republic of Egypt.

“This approval ensures that their academic pursuits will continue uninterrupted, and allowing them to focus solely on their studies and excel in their chosen fields,” he said.

The executive secretary, however, urged the students to reciprocate the state government’s gesture by dedicating themselves to their studies, remain law- abiding ambassadors of Borno and striving for academic excellence.

“This singular act is a powerful testament to His Excellency’s deep-seated belief in the power of education as the most critical investment in our state’s future.

“In the face of numerous competing demands, Governor Zulum has consistently prioritised human capital development, understanding that the greatest resource Borno can cultivste is its people,” the executive secretary said

Isa, however, expressed appreciation to the governor for his monumental support, adding that “we are profoundly grateful for his foresight, his generosity, and his continues dedication to the youth of Borno state.”

STATEHOUSE STATEMENT

STATEMENT BY HIS EXCELLENCY, BOLA AHMED TINUBU, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA, ON THE CESSATION OF THE STATE OF EMERGENCY IN RIVERS STATE

My Fellow countrymen and, in particular, the good people of Rivers State.

I am happy to address you today on the state of emergency declaration in Rivers State. You will recall that on 18th March, 2025, I proclaimed a state of emergency in the state. In my proclamation address, I highlighted the reasons for the declaration. The summary of it for context is that there was a total paralysis of governance in Rivers State, which had led to the Governor of Rivers State and the House of Assembly being unable to work together. Critical economic assets of the State, including oil pipelines, were being vandalised. The State House of Assembly was crisis-ridden, such that members of the House were divided into two groups. Four members worked with the Governor, while 27 members opposed the Governor. The latter group supported the Speaker. As a result, the Governor could not present any Appropriation Bill to the House, to enable him to access funds to run Rivers State's affairs. That serious constitutional impasse brought governance in the State to a standstill. Even the Supreme Court, in one of its judgments in a series of cases filed by the Executive and the Legislative arms of Rivers State against each other, held that there was no government in Rivers State. My intervention and that of other well-meaning Nigerians to resolve the conflict proved abortive as both sides stuck rigidly to their positions to the detriment of peace and development of the State.

It therefore became painfully inevitable that to arrest the drift towards anarchy in Rivers State, I was obligated to invoke the powers conferred on me by Section 305 of the 1999 Constitution, as amended, to proclaim the state of emergency. The Offices of the Governor, Deputy Governor, and elected members of the State House of Assembly were suspended for six months in the first instance. The six months expire today, September 17th, 2025.

I thank the National Assembly, which, after critically evaluating the justification for the proclamation, took steps immediately, as required by the Constitution, to approve the declaration in the interest of peace and order in Rivers State. I also thank our traditional rulers and the good people of Rivers State for their support from the date of the declaration of the state of emergency until now.

I am not unaware that there were a few voices of dissent against the proclamation, which led to their instituting over 40 cases in the courts in Abuja, Port Harcourt, and Yenagoa, to invalidate the declaration. That is the way it should be in a democratic setting. Some cases are still pending in the courts as of today. But what needs to be said is that the power to declare a state of emergency is an inbuilt constitutional tool to address situations of actual or threatened breakdown of public order and public safety, which require extraordinary measures to return the State to peace, order and security. Considered objectively, we had reached that situation of total breakdown of public order and public safety in Rivers State, as shown in the judgment of the Supreme Court on the disputes between the Executive and the Legislative arm of Rivers State. It would have been a colossal failure on my part as President not to have made that proclamation.

As a stakeholder in democratic governance, I believe that the need for a harmonious existence and relationship between the executive and the legislature is key to a successful government, whether at the state or national level. The people who voted us into power expect to reap the fruits of democracy. However, that expectation will remain unrealizable in an atmosphere of violence, anarchy, and insecurity borne by misguided political activism and Machiavellian manipulations among the stakeholders.

I am happy today that, from the intelligence available to me, there is a groundswell of a new spirit of understanding, a robust readiness, and potent enthusiasm on the part of all the stakeholders in Rivers State for an immediate return to democratic governance. This is undoubtedly a welcome development for me and a remarkable achievement for us. I therefore do not see why the state of emergency should exist a day longer than the six months I had pronounced at the beginning of it.

It therefore gives me great pleasure to declare that the emergency in Rivers State of Nigeria shall end with effect from midnight today. The Governor, His Excellency Siminalayi Fubara, the deputy governor, Her Excellency Ngozi Nma Odu, and members of the Rivers State House of Assembly and the speaker, Martins Amaewhule, will resume work in their offices from 18 September 2025.

I take this opportunity to remind the Governors and the Houses of Assembly of all the States of our country to continue to appreciate that it is only in an atmosphere of peace, order, and good government that we can deliver the dividends of democracy to our people. I implore all of you to let this realisation drive your actions at all times.

I thank you all.

Shugàba Tinubu ya kawo ƙarshen dokar ta-baci a Jihar Rivers

Shugaba Bola Ahmed Tinubu, ya sanar da kawo ƙarshen dokar ta-baci da aka sanya a Jihar Rivers tun a ranar 18 ga Maris, 2025.

A cikin jawabin da ya gabatar daga fadar shugàban ƙasa, Tinubu ya ce an kafa dokar ta-bacin ne sakamakon rikicin siyasa da ya yi ƙamari tsakanin Gwamnan jihar, Siminalayi Fubara, da ’yan majalisar dokokin jihar.

Shugaban ya bayÿana cewa rikicin ya kai ga gaza gudanar da harkokin gwamnati, inda aka samu rarrabűwar kawuna tsakanin ’yan majalisar, guda huɗu na goyÿon bayan gwamna yayin da sauran 27 ke goyon bayan kakakin majalisar.

Ya ce hakan ya hana gabatar da kasafin kuɗi, abin da ya haddasa durƙushewar gwamnati gaba ɗaya, lamarin da Kotun Koli ta tabbatar da shi a hukuncinta, inda ta bayyana cewa babu gwamnati a Rivers State.

Tinubu ya ce duk da ƙoƙarinsa da na wasu ’yan Najeriya don shawo kan rikicin, bangarorin biyu sun ƙi sasantawa, lamarin da ya tilasta shi amfani da sashe na 305 na kundin tsarin mulkin 1999 wajen kafa dokar ta-baci.

“Idan ban ɗauki wannan mataki ba a lokacin da aka kai ga mummunan halin da gwamnati ta gaza aiki, to da na gaza wajen kare zaman lafiya da tsaron jama’a,” in ji Shugaba Tinubu.

Ya kuma gode wa majalisar dokokin tarayya, sarakunan gargajiya da jama’ar Rivers bisa goyon bayan da s**a bayar yayin dokar ta-bacin.

Shugaban ya ce bayan samun sabon yanayi na fahimtar juna da shirye-shiryen komawa ga tsarin dimokuraɗiyya, ba bu dalilin ci gaba da dokar ta-bacin bayan cikar watanni shida.

Saboda haka, daga misalin ƙarfe 12 na daren 17 ga Satumba, 2025, dokar ta-bacin ta ƙare. Gwamna Fubara, mataimakiyarsa Ngozi Nma Odu, da kakakin majalisar, Martins Amaewhule, tare da ’yan majalisar za su koma bakin aiki daga ranar 18 ga Satumba, 2025.

Shugaba Tinubu ya yi amfani da damar wajen tunatar da sauran gwamnonin jihohi da majalisun dokoki cewa zaman lafiya da kyakkyawan shugabanci su ne tushen kawo romon dimokuraɗiyya ga ’yan ƙasa.
